南京國資委落實南京市屬集團三年任期經營目標責任

近日,南(nan)京(jing)國(guo)資委(wei)按照(zhao)深(shen)化國(guo)資管理(li)體制(zhi)改革(ge)實(shi)施方案要(yao)求(qiu),圍繞(rao)南(nan)京(jing)市委(wei)、市政(zheng)府重點工作部署,布置落實(shi)了南(nan)京(jing)市屬(shu)集團(tuan)2013—2015年任(ren)(ren)期經營業績(ji)考(kao)核目標,首(shou)次把(ba)國(guo)有(you)資產保值增(zeng)值的(de)責任(ren)(ren)明確到企業集團(tuan)負責人的(de)任(ren)(ren)期中進行落實(shi)。力(li)(li)爭通過3年的(de)努(nu)力(li)(li),把(ba)市屬(shu)集團(tuan)建設成為資本充足、內控(kong)嚴密、管理(li)有(you)序、創新能力(li)(li)強(qiang)、服(fu)務民生和(he)效益良(liang)好的(de)現(xian)代企業。
任(ren)(ren)(ren)期經(jing)(jing)營業(ye)(ye)績(ji)目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)按南京市屬(shu)集(ji)(ji)團(tuan)的功能(neng)定位和(he)承(cheng)擔的主要工(gong)作任(ren)(ren)(ren)務,分為產(chan)(chan)業(ye)(ye)經(jing)(jing)營類(lei)和(he)投融(rong)(rong)資(zi)建(jian)(jian)(jian)設類(lei)兩大類(lei),分別設置5個一(yi)(yi)級考(kao)核(he)指(zhi)(zhi)標(biao)(biao)(biao)(biao)。一(yi)(yi)是(shi)(shi)重(zhong)(zhong)點(dian)(dian)工(gong)作任(ren)(ren)(ren)務目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。突出集(ji)(ji)團(tuan)功能(neng)性定位、資(zi)產(chan)(chan)特性,重(zhong)(zhong)點(dian)(dian)考(kao)核(he)企業(ye)(ye)完(wan)成市委(wei)市政府下達(da)的投資(zi)任(ren)(ren)(ren)務和(he)專項(xiang)任(ren)(ren)(ren)務及國資(zi)委(wei)明確的重(zhong)(zhong)點(dian)(dian)發(fa)展任(ren)(ren)(ren)務。分別設置了重(zhong)(zhong)大城(cheng)建(jian)(jian)(jian)項(xiang)目(mu)(mu)(mu)投、融(rong)(rong)資(zi)建(jian)(jian)(jian)設任(ren)(ren)(ren)務、經(jing)(jing)營性固(gu)定資(zi)產(chan)(chan)項(xiang)目(mu)(mu)(mu)投資(zi)、股權(quan)(quan)(quan)投資(zi)、土地資(zi)源(yuan)盤(pan)整、投資(zi)收(shou)益(yi)收(shou)繳、保(bao)供能(neng)力和(he)服務民生水平(ping)提升、持有(you)型(xing)物業(ye)(ye)管(guan)理(li)(li)等(deng)指(zhi)(zhi)標(biao)(biao)(biao)(biao)。二是(shi)(shi)財務績(ji)效目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。突出主要財務指(zhi)(zhi)標(biao)(biao)(biao)(biao)考(kao)核(he),對產(chan)(chan)業(ye)(ye)集(ji)(ji)團(tuan)設置了歸屬(shu)母(mu)(mu)公(gong)司(si)(si)所有(you)者權(quan)(quan)(quan)益(yi)、實(shi)現利潤總額累計、營業(ye)(ye)收(shou)入三年平(ping)均(jun)(jun)增(zeng)長(chang)率(lv)指(zhi)(zhi)標(biao)(biao)(biao)(biao);對投融(rong)(rong)資(zi)集(ji)(ji)團(tuan)設置了歸屬(shu)于母(mu)(mu)公(gong)司(si)(si)所有(you)者權(quan)(quan)(quan)益(yi)、資(zi)產(chan)(chan)負債(zhai)率(lv)、融(rong)(rong)資(zi)成本(ben)費用率(lv)控(kong)(kong)制指(zhi)(zhi)標(biao)(biao)(biao)(biao),其中對經(jing)(jing)營性資(zi)產(chan)(chan)規(gui)模較大的集(ji)(ji)團(tuan)增(zeng)設了一(yi)(yi)項(xiang)營業(ye)(ye)收(shou)入三年平(ping)均(jun)(jun)增(zeng)長(chang)率(lv)目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。三是(shi)(shi)做(zuo)優(you)做(zuo)強(qiang)重(zhong)(zhong)點(dian)(dian)企業(ye)(ye)目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。突出核(he)心業(ye)(ye)務、關(guan)鍵績(ji)效指(zhi)(zhi)標(biao)(biao)(biao)(biao)的分類(lei)考(kao)核(he),引導各集(ji)(ji)團(tuan)資(zi)產(chan)(chan)向(xiang)重(zhong)(zhong)點(dian)(dian)方向(xiang)集(ji)(ji)聚、資(zi)源(yuan)向(xiang)重(zhong)(zhong)點(dian)(dian)企業(ye)(ye)集(ji)(ji)中、資(zi)金向(xiang)優(you)勢企業(ye)(ye)投入,加快所屬(shu)重(zhong)(zhong)點(dian)(dian)企業(ye)(ye)發(fa)展,增(zeng)強(qiang)后勁。分別設置了資(zi)源(yuan)整合(he)、并(bing)購、重(zhong)(zhong)組、壓縮層級、結構(gou)調整、轉型(xing)升級、對標(biao)(biao)(biao)(biao)管(guan)理(li)(li)、資(zi)產(chan)(chan)資(zi)本(ben)化(hua)(hua)、上(shang)市計劃及上(shang)市公(gong)司(si)(si)資(zi)源(yuan)利用、創新及研發(fa)投入等(deng)個性指(zhi)(zhi)標(biao)(biao)(biao)(biao)。四是(shi)(shi)管(guan)理(li)(li)績(ji)效目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。突出定制度(du)、上(shang)軌道(dao)、促管(guan)控(kong)(kong)、強(qiang)隊(dui)伍考(kao)核(he),引導集(ji)(ji)團(tuan)建(jian)(jian)(jian)立(li)健(jian)全內(nei)控(kong)(kong)制度(du),完(wan)善公(gong)司(si)(si)法人治理(li)(li)結構(gou),規(gui)范董事(shi)會、經(jing)(jing)營層、黨(dang)委(wei)會議事(shi)規(gui)則、決策程序;完(wan)善集(ji)(ji)團(tuan)內(nei)部(bu)管(guan)理(li)(li)制度(du)體系(xi),建(jian)(jian)(jian)立(li)健(jian)全風險管(guan)控(kong)(kong)機制;建(jian)(jian)(jian)立(li)集(ji)(ji)團(tuan)母(mu)(mu)子公(gong)司(si)(si)管(guan)控(kong)(kong)體系(xi)和(he)重(zhong)(zhong)大事(shi)項(xiang)授分權(quan)(quan)(quan)管(guan)理(li)(li)制度(du),強(qiang)化(hua)(hua)集(ji)(ji)團(tuan)系(xi)統內(nei)信息化(hua)(hua)建(jian)(jian)(jian)設和(he)人才(cai)隊(dui)伍建(jian)(jian)(jian)設。五是(shi)(shi)約束性目(mu)(mu)(mu)標(biao)(biao)(biao)(biao)。重(zhong)(zhong)點(dian)(dian)強(qiang)化(hua)(hua)安全生產(chan)(chan)責(ze)(ze)(ze)任(ren)(ren)(ren)、重(zhong)(zhong)大資(zi)產(chan)(chan)損失(shi)責(ze)(ze)(ze)任(ren)(ren)(ren)、風險防范責(ze)(ze)(ze)任(ren)(ren)(ren)、信訪維穩責(ze)(ze)(ze)任(ren)(ren)(ren)和(he)干部(bu)使(shi)用失(shi)察失(shi)誤責(ze)(ze)(ze)任(ren)(ren)(ren)等(deng)考(kao)核(he)與管(guan)理(li)(li)。
