做(zuo)(zuo)大(da)做(zuo)(zuo)強(qiang)國(guo)(guo)有(you)企(qi)業,是實現國(guo)(guo)有(you)資(zi)產保值增值的(de)重(zhong)要(yao)(yao)手段,更是促進國(guo)(guo)有(you)經濟發揮(hui)主(zhu)導(dao)作用的(de)有(you)效途徑。泉州國(guo)(guo)資(zi)委(wei)(wei)自成立(li)以來,始終注重(zhong)引導(dao)國(guo)(guo)有(you)資(zi)本投(tou)入機(ji)(ji)場(chang)、港口(kou)、路橋、供水、供電項目,對泉州城(cheng)市(shi)(shi)建設(she)和公共基礎設(she)施(shi)建設(she)做(zuo)(zuo)出積(ji)極貢獻,在促進產業結(jie)構升級(ji)、提(ti)供社(she)(she)會(hui)公共產品、維護社(she)(she)會(hui)穩定和調整社(she)(she)會(hui)公平(ping)方面(mian)發揮(hui)著(zhu)重(zhong)要(yao)(yao)作用。泉州國(guo)(guo)資(zi)委(wei)(wei)以此次市(shi)(shi)委(wei)(wei)開展(zhan)“增強(qiang)憂患意識推(tui)動長遠發展(zhan)”大(da)討論活動為契機(ji)(ji),對做(zuo)(zuo)大(da)做(zuo)(zuo)強(qiang)市(shi)(shi)屬國(guo)(guo)有(you)企(qi)業進行認真分(fen)析研究,并提(ti)出具體思路和措施(shi)。
一、泉州國企助力全市經(jing)濟社會發展的(de)作用初顯
泉州國(guo)資委緊(jin)緊(jin)圍繞(rao)全(quan)市經濟發展(zhan)大局(ju),牢牢把握出(chu)資人職責定(ding)位(wei),以創新促進(jin)監管、以發展(zhan)引(yin)領改革,推動各項工作取得積極(ji)進(jin)展(zhan),進(jin)一步增強了國(guo)有經濟的活力、影響力和帶動力。
(一(yi))創(chuang)新監(jian)管(guan)(guan),國有經(jing)濟(ji)的(de)支撐作(zuo)用不斷(duan)提升。先后出臺產(chan)權(quan)轉讓、投資管(guan)(guan)理、薪酬管(guan)(guan)理和(he)人事管(guan)(guan)理等規(gui)范性文件49件,并通過規(gui)范國有資產(chan)進場交易(yi)、健全企(qi)(qi)業(ye)(ye)(ye)負責人業(ye)(ye)(ye)績考(kao)核體系(xi)、完(wan)善企(qi)(qi)業(ye)(ye)(ye)收(shou)(shou)入(ru)分配(pei)制(zhi)(zhi)度(du)、建(jian)(jian)立(li)(li)公開考(kao)試招用工(gong)制(zhi)(zhi)度(du)等方式(shi),初(chu)步構(gou)建(jian)(jian)起國資監(jian)管(guan)(guan)的(de)政策體系(xi)和(he)監(jian)管(guan)(guan)機(ji)制(zhi)(zhi)。在規(gui)范監(jian)管(guan)(guan)的(de)同時,有力地保障了企(qi)(qi)業(ye)(ye)(ye)規(gui)模(mo)實(shi)力不斷(duan)壯大(da),經(jing)濟(ji)效益(yi)大(da)幅提升。截至2012年底,納入(ru)統(tong)計的(de)所(suo)出資企(qi)(qi)業(ye)(ye)(ye)資產(chan)總量由(you)成立(li)(li)之初(chu)的(de)72億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan)增至603億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan),增長(chang)737%;所(suo)有者(zhe)權(quan)益(yi)(不含少數股東權(quan)益(yi))由(you)23億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan)增至314億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan),增長(chang)1265%;營業(ye)(ye)(ye)收(shou)(shou)入(ru)由(you)27.6億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan)增至130.5億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan),增長(chang)373%;實(shi)現(xian)利潤總額(e)由(you)0.6億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan)增至9.1億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan),增長(chang)1417%;實(shi)交稅金由(you)1.1億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan)增至5.2億(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)(yuan),增長(chang)373%。各項指標穩居福建(jian)(jian)省各設(區)市前三(san)位,其中,所(suo)有者(zhe)權(quan)益(yi)、營業(ye)(ye)(ye)收(shou)(shou)入(ru)、利潤總額(e)提前完(wan)成系(xi)統(tong)“十(shi)二五”規(gui)劃目標。
(二)優化布局(ju)(ju),國(guo)有(you)經(jing)濟的(de)引導作用(yong)不斷(duan)提升。通(tong)過積極(ji)調(diao)整優化國(guo)有(you)經(jing)濟布局(ju)(ju)結構,進(jin)一(yi)步(bu)發(fa)(fa)(fa)揮了國(guo)有(you)經(jing)濟在泉(quan)州市經(jing)濟發(fa)(fa)(fa)展(zhan)中(zhong)的(de)骨(gu)干作用(yong)。引導國(guo)有(you)資(zi)本加快(kuai)退(tui)出(chu)一(yi)般競爭性領域(yu),逐步(bu)進(jin)入民生、基礎設施(shi)等(deng)重要領域(yu),迅速向產權交易、融資(zi)擔保(bao)、典當(dang)物流等(deng)新興優勢(shi)產業(ye)(ye)擴展(zhan),先后(hou)組建設立交通(tong)運輸集(ji)團、產權交易中(zhong)心、源和創意產業(ye)(ye)園運營(ying)公司(si)等(deng)企(qi)業(ye)(ye)33家(jia)。泉(quan)州市屬(shu)國(guo)有(you)企(qi)業(ye)(ye)加快(kuai)重點行業(ye)(ye)和關鍵領域(yu)的(de)發(fa)(fa)(fa)展(zhan),主業(ye)(ye)更加明晰,閩僑公司(si)依(yi)靠發(fa)(fa)(fa)展(zhan)投(tou)資(zi)擔保(bao)和典當(dang)業(ye)(ye),走上(shang)效益型發(fa)(fa)(fa)展(zhan)道路;省(sheng)五(wu)建和省(sheng)公路一(yi)公司(si)依(yi)靠科技進(jin)步(bu)提高施(shi)工(gong)進(jin)度,多項工(gong)程獲(huo)得國(guo)家(jia)、省(sheng)市優秀獎(jiang)項。積極(ji)推(tui)進(jin)市屬(shu)企(qi)業(ye)(ye)資(zi)產、資(zi)源整合重組,協調(diao)中(zhong)僑集(ji)團等(deng)5家(jia)企(qi)業(ye)(ye)出(chu)資(zi)2.25億(yi)元(yuan)認購泉(quan)州銀行定向增發(fa)(fa)(fa)股份(fen)1.5億(yi)股,使(shi)市本級成(cheng)為最(zui)大(da)股東。完成(cheng)中(zhong)僑集(ji)團等(deng)14家(jia)企(qi)業(ye)(ye)的(de)改(gai)制工(gong)作,安(an)(an)置解決職工(gong)2萬余人,支(zhi)付(fu)安(an)(an)置費用(yong)10億(yi)元(yuan),妥善(shan)解決了部分企(qi)業(ye)(ye)改(gai)革發(fa)(fa)(fa)展(zhan)過程中(zhong)的(de)歷史遺留問題,有(you)效維護了社會安(an)(an)定穩定。
(三)強化責任,國有(you)(you)經濟的帶動作用(yong)不斷提升。認(ren)真履行國有(you)(you)企(qi)業(ye)(ye)(ye)的社(she)會(hui)責任,發(fa)揮在(zai)和諧社(she)會(hui)構建(jian)中應有(you)(you)的作用(yong)。開展原舊有(you)(you)融(rong)資平臺的清理、脫帽以及新型(xing)投(tou)融(rong)資載(zai)體(ti)的組建(jian)工(gong)作,積極推進企(qi)業(ye)(ye)(ye)債券、票據發(fa)行工(gong)作,累計為政府(fu)重點工(gong)程(cheng)融(rong)資200多億元(yuan)。加大對供(gong)氣、供(gong)水、供(gong)電、公交、機(ji)場等公用(yong)事業(ye)(ye)(ye)的投(tou)入(ru),有(you)(you)效(xiao)提高泉州對外開放窗(chuang)口形象和經濟社(she)會(hui)發(fa)展的服務保(bao)障(zhang)(zhang)能力。全力推進城東片區開發(fa)、港口建(jian)設(she)(she)、金雞水廠、湄南供(gong)水二期、泉州高鐵綜合樞紐站等一(yi)批重點項(xiang)目建(jian)設(she)(she),在(zai)市政基礎設(she)(she)施建(jian)設(she)(she)及服務民生上(shang)發(fa)揮重要作用(yong)。落(luo)實(shi)資源(yuan)節約和環境保(bao)護的政策(ce)方針,發(fa)揮國有(you)(you)企(qi)業(ye)(ye)(ye)在(zai)節能減排和自主創新上(shang)的表(biao)率作用(yong),實(shi)現企(qi)業(ye)(ye)(ye)可持續發(fa)展。強化國有(you)(you)企(qi)業(ye)(ye)(ye)安全生產,切實(shi)保(bao)障(zhang)(zhang)人民群眾(zhong)生命和財(cai)產安全。
二、做(zuo)大(da)做(zuo)強國有企(qi)業(ye)面臨的主要問題
雖然泉州市(shi)國(guo)有經(jing)濟(ji)(ji)發展勢(shi)頭良好、前(qian)景喜人,但與先(xian)進地區(qu)相(xiang)比(bi),國(guo)有經(jing)濟(ji)(ji)引領帶動(dong)地方(fang)經(jing)濟(ji)(ji)發展的(de)作用尚(shang)未得(de)到充分顯現,國(guo)有資(zi)本向(xiang)大產業布局、向(xiang)大集(ji)團整合、向(xiang)優勢(shi)企業集(ji)聚(ju)效應還不(bu)夠突出,集(ji)中體現在:
(一(yi)(yi))國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)本(ben)分(fen)布(bu)仍過(guo)(guo)(guo)寬過(guo)(guo)(guo)散(san)。近(jin)年(nian)來,經(jing)(jing)過(guo)(guo)(guo)國(guo)(guo)有(you)(you)(you)(you)(you)經(jing)(jing)濟布(bu)局和結構(gou)調整(zheng),國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)(chan)(chan)總量逐年(nian)遞增,國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)本(ben)逐步向重點產(chan)(chan)(chan)業(ye)(ye)、優勢企業(ye)(ye)集中,國(guo)(guo)有(you)(you)(you)(you)(you)經(jing)(jing)濟得到(dao)了一(yi)(yi)定的加強,但至2012年(nian)底,直接監管(guan)企業(ye)(ye)戶均資(zi)產(chan)(chan)(chan)僅為26億(yi)元(yuan),三級以(yi)上國(guo)(guo)有(you)(you)(you)(you)(you)企業(ye)(ye)戶均資(zi)產(chan)(chan)(chan)也只有(you)(you)(you)(you)(you)4.3億(yi)元(yuan)。同時,產(chan)(chan)(chan)權登記信息(xi)系統顯示,國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)本(ben)目前分(fen)布(bu)在35個行業(ye)(ye),既有(you)(you)(you)(you)(you)基(ji)礎設(she)施、民生(sheng)行業(ye)(ye),又有(you)(you)(you)(you)(you)商貿(mao)、房(fang)地產(chan)(chan)(chan)等一(yi)(yi)般競爭性領域。資(zi)本(ben)過(guo)(guo)(guo)寬過(guo)(guo)(guo)散(san)會(hui)產(chan)(chan)(chan)生(sheng)“淹沒效(xiao)應(ying)”,難以(yi)形成(cheng)規模經(jing)(jing)濟效(xiao)應(ying)和集聚效(xiao)應(ying),難以(yi)成(cheng)為引領帶動轉型升級、科學發(fa)展的主導力量。
(二)企(qi)業資(zi)本(ben)(ben)運作(zuo)能(neng)力有(you)待(dai)進一步提(ti)升。國有(you)資(zi)本(ben)(ben)運作(zuo)包括(kuo)資(zi)產(chan)資(zi)本(ben)(ben)化(hua)、資(zi)本(ben)(ben)證(zheng)(zheng)券化(hua)兩個階段。資(zi)產(chan)資(zi)本(ben)(ben)化(hua),即賦予資(zi)產(chan)流動性、提(ti)高資(zi)產(chan)利用(yong)率,使其在(zai)運作(zuo)中發揮(hui)效用(yong)最大(da)化(hua)。目(mu)前,所出資(zi)企(qi)業總資(zi)產(chan)周轉率為(wei)0.22,而(er)廈門(men)高達(da)0.7,差距甚遠(yuan)。資(zi)本(ben)(ben)證(zheng)(zheng)券化(hua)的衡量(liang)指標(biao)為(wei)資(zi)本(ben)(ben)證(zheng)(zheng)券化(hua)率,廈門(men)已(yi)達(da)39.47%,而(er)泉州市市級國有(you)企(qi)業中尚無上市公司的局面仍未打破。
(三(san))國有投(tou)融資載(zai)體(ti)缺乏可持續發展(zhan)能(neng)力(li)。雖然投(tou)融資載(zai)體(ti)在(zai)服務我(wo)市經(jing)濟發展(zhan)、提高城市建設水平的同時,資產實力(li)不斷壯大,并逐步探索形成城東(dong)經(jing)驗,但與廈門路橋模(mo)式相比,仍不具(ju)備造血功能(neng),尚未形成投(tou)入(ru)——建設——產出——再投(tou)入(ru)的良性循(xun)環。
(四)企(qi)業(ye)高(gao)管(guan)人(ren)才匱乏。企(qi)業(ye)現有的經營管(guan)理人(ren)才層(ceng)(ceng)次偏低,高(gao)層(ceng)(ceng)次、復合型、決策型和(he)實戰(zhan)型人(ren)才總量與先(xian)進(jin)地區國(guo)有企(qi)業(ye)相距甚遠(yuan),職業(ye)化經理人(ren)隊伍尚(shang)未形成,制約了企(qi)業(ye)經營管(guan)理能力的提高(gao),影(ying)響企(qi)業(ye)全面、持續發展(zhan)。
三、做大做強國(guo)有企業的對策(ce)措(cuo)施
國(guo)資國(guo)企工作(zuo)(zuo)(zuo)是(shi)一項探索性工作(zuo)(zuo)(zuo),并無固(gu)定模式可以(yi)運用,只有(you)結(jie)合我市實際,學習(xi)先進地(di)區(qu)的思維方式和運作(zuo)(zuo)(zuo)理念,找準服務全市發展(zhan)的著(zhu)眼點、著(zhu)力點,泉州市國(guo)有(you)經(jing)濟才能“大有(you)可為、必有(you)所為”。
(一)提升(sheng)總(zong)量(liang),助力泉(quan)州(zhou)長遠發展(zhan)。總(zong)量(liang)不夠(gou)強(qiang)大(da),難以(yi)在泉(quan)州(zhou)市經(jing)濟發展(zhan)中獲得話(hua)語權和(he)主動權。要積(ji)極謀(mou)劃(hua)做大(da)做強(qiang)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)總(zong)量(liang)路徑。一是項目帶動。以(yi)列入(ru)泉(quan)州(zhou)市委、市政府“五大(da)戰役”項目為重(zhong)(zhong)點(dian)(dian),構建(jian)(jian)環灣公(gong)(gong)交體系,建(jian)(jian)成(cheng)一批(pi)公(gong)(gong)交場(chang)(chang)(chang)站;推進(jin)后(hou)渚港區(qu)功能轉移新(xin)港點(dian)(dian)選址建(jian)(jian)設(she),加(jia)快(kuai)晉江機(ji)場(chang)(chang)(chang)改擴(kuo)建(jian)(jian)、金雞水廠、泉(quan)南(nan)水廠三(san)期、秀涂作業(ye)(ye)(ye)區(qu)16#泊位(wei)、泉(quan)州(zhou)高(gao)(gao)鐵綜(zong)合樞紐(niu)站、第(di)九碼頭整(zheng)體搬遷新(xin)港點(dian)(dian)選址等(deng)(deng)(deng)重(zhong)(zhong)點(dian)(dian)項目建(jian)(jian)設(she)。二是資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)注(zhu)(zhu)入(ru)。適時(shi)繼(ji)續推動系統土地注(zhu)(zhu)資(zi)(zi)(zi)(zi)工(gong)作(共約70宗、1700畝(mu))。將(jiang)城東片(pian)區(qu)開發建(jian)(jian)設(she)中所形(xing)成(cheng)的店面、房屋、停車場(chang)(chang)(chang)等(deng)(deng)(deng)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)注(zhu)(zhu)入(ru)城建(jian)(jian)國(guo)投公(gong)(gong)司(si)(si)。將(jiang)外走(zou)馬埭圍(wei)墾形(xing)成(cheng)的土地資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)注(zhu)(zhu)入(ru)國(guo)投公(gong)(gong)司(si)(si)。三(san)是“三(san)舊”改造(zao)。中僑集團源(yuan)和(he)1916創(chuang)意產(chan)(chan)(chan)業(ye)(ye)(ye)園和(he)開元寺旅(lv)游停車場(chang)(chang)(chang)的成(cheng)功運(yun)營經(jing)驗(yan)表(biao)明,市屬國(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)完全有(you)能力在市政府相關(guan)政策支持(chi)下,通過“三(san)舊改造(zao)”,增強(qiang)企(qi)(qi)業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)實力、增加(jia)企(qi)(qi)業(ye)(ye)(ye)創(chuang)收來源(yuan)。今(jin)后(hou),要重(zhong)(zhong)點(dian)(dian)推進(jin)商業(ye)(ye)(ye)總(zong)公(gong)(gong)司(si)(si)、福建(jian)(jian)省五建(jian)(jian)公(gong)(gong)司(si)(si)、福建(jian)(jian)省公(gong)(gong)路一公(gong)(gong)司(si)(si)、中僑集團、交通運(yun)輸集團等(deng)(deng)(deng)企(qi)(qi)業(ye)(ye)(ye)相關(guan)改造(zao)項目。四是盤活低效資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)。指導企(qi)(qi)業(ye)(ye)(ye)對低效資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)進(jin)行(xing)全面清查、提出處(chu)置方(fang)案,對不具備(bei)發展(zhan)前(qian)景的資(zi)(zi)(zi)(zi)產(chan)(chan)(chan),可采(cai)取(qu)公(gong)(gong)開轉讓等(deng)(deng)(deng)方(fang)式回收國(guo)有(you)資(zi)(zi)(zi)(zi)本;對于(yu)經(jing)改造(zao)可用(yong)于(yu)增加(jia)企(qi)(qi)業(ye)(ye)(ye)盈利點(dian)(dian)、有(you)助于(yu)企(qi)(qi)業(ye)(ye)(ye)轉型升(sheng)級的資(zi)(zi)(zi)(zi)產(chan)(chan)(chan),可采(cai)取(qu)重(zhong)(zhong)組、引進(jin)戰略(lve)投資(zi)(zi)(zi)(zi)者等(deng)(deng)(deng)方(fang)式提高(gao)(gao)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)使用(yong)效率(lv)。

(二)加大(da)對(dui)國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)要素支持力(li)度。“十二五”期(qi)間,所(suo)出資(zi)(zi)(zi)企(qi)(qi)業(ye)(ye)投(tou)(tou)資(zi)(zi)(zi)將(jiang)達到250億元(yuan),建議市(shi)直(zhi)有(you)(you)關(guan)部門在項(xiang)(xiang)目(mu)核準、資(zi)(zi)(zi)源配(pei)置、土地規(gui)劃(hua)、資(zi)(zi)(zi)金安(an)排等方(fang)面給(gei)予支持。一(yi)是(shi)項(xiang)(xiang)目(mu)招投(tou)(tou)標方(fang)面出臺(tai)相關(guan)政(zheng)(zheng)(zheng)策,如(ru)福州(zhou)市(shi)規(gui)定,政(zheng)(zheng)(zheng)府(fu)(fu)投(tou)(tou)資(zi)(zi)(zi)項(xiang)(xiang)目(mu)經市(shi)政(zheng)(zheng)(zheng)府(fu)(fu)批準,可(ke)采用(yong)邀請(qing)招標或競(jing)爭(zheng)性談判后協(xie)議方(fang)式(shi)選擇BT投(tou)(tou)資(zi)(zi)(zi)人。二是(shi)將(jiang)目(mu)前(qian)分散于政(zheng)(zheng)(zheng)府(fu)(fu)部門管理的,諸如(ru)戶外廣告、特許(xu)經營權等公共資(zi)(zi)(zi)源交由市(shi)屬企(qi)(qi)業(ye)(ye)進行市(shi)場化運作,改(gai)(gai)變大(da)量(liang)資(zi)(zi)(zi)源處于閑(xian)置或無法(fa)深度開發(fa)(fa)狀態(tai)。三(san)是(shi)借鑒(jian)先(xian)進地區(qu)做法(fa),集中政(zheng)(zheng)(zheng)府(fu)(fu)資(zi)(zi)(zi)源,通過(guo)存量(liang)資(zi)(zi)(zi)產(chan)注入(ru)、土地收入(ru)注入(ru)、財政(zheng)(zheng)(zheng)資(zi)(zi)(zi)金注入(ru)、規(gui)費注入(ru)等方(fang)式(shi),建立(li)政(zheng)(zheng)(zheng)府(fu)(fu)資(zi)(zi)(zi)源注入(ru)長效機制,不斷(duan)擴大(da)政(zheng)(zheng)(zheng)府(fu)(fu)投(tou)(tou)融資(zi)(zi)(zi)載體資(zi)(zi)(zi)產(chan)規(gui)模(mo)。四是(shi)加大(da)對(dui)國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)的扶持力(li)度和(he)協(xie)調服務(wu)。在推動(dong)第(di)(di)三(san)產(chan)業(ye)(ye)全面發(fa)(fa)展活動(dong)中,對(dui)國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)第(di)(di)三(san)產(chan)業(ye)(ye)重點項(xiang)(xiang)目(mu)應(ying)給(gei)與力(li)度更(geng)大(da)的扶持和(he)協(xie)調服務(wu),適當放寬有(you)(you)關(guan)限制,鼓勵國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)將(jiang)閑(xian)置土地、“三(san)舊”改(gai)(gai)造(zao)項(xiang)(xiang)目(mu)優先(xian)用(yong)于發(fa)(fa)展現代服務(wu)業(ye)(ye),促進泉州(zhou)國(guo)有(you)(you)經濟與民營經濟并肩發(fa)(fa)展。
(三)推(tui)進泉(quan)(quan)州市(shi)屬國有企(qi)業外(wai)(wai)派(pai)監(jian)事(shi)(shi)(shi)會(hui)工(gong)作(zuo)。2010年底(di),福建省(sheng)里出臺(tai)《福建省(sheng)人(ren)(ren)民政(zheng)府(fu)(fu)關于(yu)省(sheng)屬國有企(qi)業外(wai)(wai)派(pai)監(jian)事(shi)(shi)(shi)會(hui)工(gong)作(zuo)的(de)(de)通知(zhi)(zhi)》(閩(min)政(zheng)〔2010〕23號(hao)),要求“各設(she)區市(shi)人(ren)(ren)民政(zheng)府(fu)(fu)要參照(zhao)本通知(zhi)(zhi)的(de)(de)要求,結合各地(di)的(de)(de)實際,開(kai)展外(wai)(wai)派(pai)監(jian)事(shi)(shi)(shi)會(hui)工(gong)作(zuo)”。新(xin)一輪(lun)政(zheng)府(fu)(fu)機構改革,福建國資委(wei)增加(jia)稽查專員及其(qi)工(gong)作(zuo)人(ren)(ren)員編(bian)制(zhi)12名(ming),福州國資委(wei)增加(jia)外(wai)(wai)派(pai)監(jian)事(shi)(shi)(shi)會(hui)人(ren)(ren)員行政(zheng)編(bian)制(zhi)9名(ming),廈門國資委(wei)董(監(jian))事(shi)(shi)(shi)會(hui)人(ren)(ren)員行政(zheng)編(bian)制(zhi)為(wei)(wei)18名(ming),其(qi)他設(she)區市(shi)也相應(ying)增編(bian)。為(wei)(wei)推(tui)進泉(quan)(quan)州市(shi)外(wai)(wai)派(pai)監(jian)事(shi)(shi)(shi)會(hui)工(gong)作(zuo),泉(quan)(quan)州國資委(wei)組織了專題調(diao)研(yan),并相繼赴(fu)廈門、紹興等地(di)考察監(jian)事(shi)(shi)(shi)會(hui)工(gong)作(zuo),認為(wei)(wei)有必(bi)要推(tui)開(kai)這(zhe)項工(gong)作(zuo)。建議泉(quan)(quan)州市(shi)委(wei)、市(shi)政(zheng)府(fu)(fu)給予支(zhi)持,并核定一定數量的(de)(de)人(ren)(ren)員編(bian)制(zhi)。
