湖北襄陽國資委對重點工作實行目標管理

2014年,襄陽國資委(wei)認真(zhen)貫徹落(luo)實黨的(de)十八(ba)(ba)大和十八(ba)(ba)屆三中(zhong)全會(hui)精(jing)神,圍繞深(shen)化國資國企改革,對襄陽市(shi)委(wei)市(shi)政府交辦的(de)各(ge)項重點(dian)工作實行(xing)目(mu)標(biao)管理,確保承擔的(de)各(ge)項重點(dian)工作快速推進。
制定重點(dian)工(gong)(gong)作(zuo)(zuo)(zuo)路(lu)線(xian)圖(tu)(tu)(tu),實行(xing)“掛圖(tu)(tu)(tu)作(zuo)(zuo)(zuo)戰(zhan)”。按照“工(gong)(gong)作(zuo)(zuo)(zuo)目標(biao)化(hua)、項(xiang)目路(lu)徑化(hua)”的(de)(de)要(yao)求,襄陽國資委對承擔的(de)(de)全市(shi)重點(dian)工(gong)(gong)作(zuo)(zuo)(zuo)、納入市(shi)委市(shi)政(zheng)府考核的(de)(de)職(zhi)能(neng)目標(biao)任務(wu)和年度工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)點(dian)中明確的(de)(de)重點(dian)工(gong)(gong)作(zuo)(zuo)(zuo),進行(xing)層(ceng)層(ceng)分解,逐(zhu)項(xiang)編(bian)制目標(biao)落(luo)實路(lu)徑圖(tu)(tu)(tu),細化(hua)目標(biao)任務(wu),明確時間(jian)節點(dian)、項(xiang)目支撐、責任領導(dao)、承辦科室和具體措施,匯編(bian)形成了(le)《襄陽國資委2014年重點(dian)工(gong)(gong)作(zuo)(zuo)(zuo)路(lu)線(xian)圖(tu)(tu)(tu)》,實行(xing)“掛圖(tu)(tu)(tu)作(zuo)(zuo)(zuo)戰(zhan)”,確保快速推(tui)進。
建立重點(dian)(dian)工(gong)作(zuo)(zuo)推進(jin)(jin)機制(zhi),定(ding)期檢(jian)查(cha)(cha)督(du)辦。襄陽國資委(wei)領導班子(zi)成員(yuan)對(dui)主抓的重點(dian)(dian)工(gong)作(zuo)(zuo)堅持(chi)做到(dao)“年度(du)有(you)目標,每(mei)(mei)月(yue)(yue)(yue)有(you)計劃(hua)(hua),每(mei)(mei)周(zhou)(zhou)有(you)安(an)排”,每(mei)(mei)周(zhou)(zhou)、每(mei)(mei)月(yue)(yue)(yue)結(jie)束時對(dui)照(zhao)檢(jian)查(cha)(cha),確(que)保(bao)重點(dian)(dian)工(gong)作(zuo)(zuo)不掉進(jin)(jin)度(du)。責任(ren)科室和(he)機關(guan)干部(bu)認真(zhen)落實(shi)“每(mei)(mei)日記(ji)實(shi),每(mei)(mei)周(zhou)(zhou)綜述,每(mei)(mei)月(yue)(yue)(yue)通報”工(gong)作(zuo)(zuo)記(ji)實(shi)制(zhi)度(du),確(que)保(bao)承辦的重點(dian)(dian)工(gong)作(zuo)(zuo)有(you)計劃(hua)(hua)、有(you)步驟的深入推進(jin)(jin)。委(wei)機關(guan)堅持(chi)實(shi)行(xing)(xing)每(mei)(mei)月(yue)(yue)(yue)工(gong)作(zuo)(zuo)例會制(zhi)度(du),對(dui)上月(yue)(yue)(yue)工(gong)作(zuo)(zuo)落實(shi)情(qing)況進(jin)(jin)行(xing)(xing)小結(jie),肯定(ding)成績、查(cha)(cha)找(zhao)不足(zu)、分析原因;對(dui)下月(yue)(yue)(yue)工(gong)作(zuo)(zuo)進(jin)(jin)行(xing)(xing)安(an)排,明確(que)要求、落實(shi)責任(ren)、強(qiang)化措(cuo)施。
加強重(zhong)(zhong)點工(gong)作(zuo)(zuo)(zuo)考(kao)(kao)核(he)評價,確保按期(qi)完(wan)成(cheng)。為了確保各(ge)項重(zhong)(zhong)點工(gong)作(zuo)(zuo)(zuo)順(shun)利(li)推進、按期(qi)完(wan)成(cheng),襄陽國資(zi)委建立了落實重(zhong)(zhong)點工(gong)作(zuo)(zuo)(zuo)考(kao)(kao)核(he)評價制度,把重(zhong)(zhong)點工(gong)作(zuo)(zuo)(zuo)落實情況(kuang)與公務(wu)員年度考(kao)(kao)核(he)、評先表彰、干(gan)部選拔任(ren)用掛鉤(gou)。對每名機關(guan)干(gan)部承擔的重(zhong)(zhong)點工(gong)作(zuo)(zuo)(zuo)任(ren)務(wu),實行目標管理,納入(ru)百(bai)分制考(kao)(kao)核(he),年底(di)由考(kao)(kao)核(he)委員會對照考(kao)(kao)核(he)標準(zhun),認真考(kao)(kao)核(he)評價,嚴格(ge)獎懲兌(dui)現。對招商引(yin)資(zi)、央企(qi)對接(jie)合作(zuo)(zuo)(zuo)等重(zhong)(zhong)中之重(zhong)(zhong)的工(gong)作(zuo)(zuo)(zuo),還(huan)專(zhuan)門建立激(ji)勵機制,對超額完(wan)成(cheng)任(ren)務(wu)的給予重(zhong)(zhong)獎。
近年來,襄陽國(guo)(guo)資委通過實行重(zhong)點(dian)工作(zuo)(zuo)目標管(guan)理(li),有效促進了各(ge)項重(zhong)點(dian)工作(zuo)(zuo)的(de)快速推進和落實,多(duo)次受到湖(hu)北國(guo)(guo)資委和襄陽市(shi)(shi)委、市(shi)(shi)政(zheng)府(fu)的(de)綜(zong)合表彰及專項表彰。
