?云南交投集團深化薪酬制度改革,讓薪酬管理更具向“薪”力

2020年4月以來(lai),云南(nan)交投集團對薪(xin)(xin)酬(chou)管理(li)(li)體系進行了(le)全面梳理(li)(li),精簡工資結(jie)構,減少(shao)固定薪(xin)(xin)酬(chou)項目設置(zhi),加(jia)大(da)績效考核(he)及績效分(fen)配力(li)度,重新修(xiu)訂(ding)薪(xin)(xin)酬(chou)管理(li)(li)辦法,使薪(xin)(xin)酬(chou)管理(li)(li)更具向(xiang)“薪(xin)(xin)”力(li)。
此次(ci)交投集團精簡工(gong)(gong)資(zi)(zi)(zi)結(jie)構、重新修(xiu)訂薪(xin)(xin)酬(chou)管(guan)理(li)辦(ban)法,以充分發揮薪(xin)(xin)酬(chou)的(de)(de)激勵導(dao)(dao)向作用為出(chu)發點(dian)和(he)落腳點(dian)。一是(shi)更(geng)加(jia)強化(hua)業(ye)(ye)(ye)績(ji)導(dao)(dao)向。按(an)“效(xiao)益(yi)增(zeng)工(gong)(gong)資(zi)(zi)(zi)增(zeng)、效(xiao)益(yi)降(jiang)工(gong)(gong)資(zi)(zi)(zi)降(jiang)”的(de)(de)原則,確(que)定(ding)各(ge)單(dan)位(wei)(wei)(wei)工(gong)(gong)資(zi)(zi)(zi)總額。根據(ju)不同(tong)業(ye)(ye)(ye)務(wu)板塊和(he)下屬二級(ji)(ji)單(dan)位(wei)(wei)(wei)不同(tong)業(ye)(ye)(ye)務(wu)特點(dian),確(que)定(ding)其效(xiao)益(yi)聯動(dong)指標(biao)、勞(lao)動(dong)生(sheng)產率指標(biao),通過考核計算確(que)定(ding)各(ge)二級(ji)(ji)單(dan)位(wei)(wei)(wei)工(gong)(gong)資(zi)(zi)(zi)總額,單(dan)位(wei)(wei)(wei)經(jing)(jing)營業(ye)(ye)(ye)績(ji)好(hao),獲得(de)的(de)(de)可(ke)支(zhi)配工(gong)(gong)資(zi)(zi)(zi)總額就(jiu)多(duo)。二是(shi)加(jia)大了各(ge)單(dan)位(wei)(wei)(wei)績(ji)效(xiao)考核分配空(kong)間。精簡工(gong)(gong)資(zi)(zi)(zi)結(jie)構后,下屬各(ge)二級(ji)(ji)單(dan)位(wei)(wei)(wei)應(ying)得(de)的(de)(de)工(gong)(gong)資(zi)(zi)(zi)總額沒有(you)減少,因固定(ding)薪(xin)(xin)酬(chou)項目的(de)(de)減少,激勵部分薪(xin)(xin)酬(chou)額度(du)相(xiang)應(ying)增(zeng)大,各(ge)單(dan)位(wei)(wei)(wei)在績(ji)效(xiao)考核分配方面有(you)了更(geng)大的(de)(de)空(kong)間,工(gong)(gong)作業(ye)(ye)(ye)績(ji)好(hao)的(de)(de)職工(gong)(gong),收(shou)入(ru)增(zeng)加(jia)將更(geng)加(jia)明顯,薪(xin)(xin)酬(chou)的(de)(de)激勵導(dao)(dao)向作用將更(geng)加(jia)突出(chu),更(geng)具向“薪(xin)(xin)”力。三是(shi)員工(gong)(gong)與單(dan)位(wei)(wei)(wei)利益(yi)共同(tong)體(ti)的(de)(de)關系將更(geng)加(jia)緊(jin)密(mi)。各(ge)單(dan)位(wei)(wei)(wei)員工(gong)(gong)收(shou)入(ru)與單(dan)位(wei)(wei)(wei)經(jing)(jing)營業(ye)(ye)(ye)績(ji)緊(jin)密(mi)掛鉤,只(zhi)有(you)員工(gong)(gong)積極努力,單(dan)位(wei)(wei)(wei)經(jing)(jing)營業(ye)(ye)(ye)績(ji)好(hao),員工(gong)(gong)收(shou)入(ru)才能(neng)高;同(tong)樣,員工(gong)(gong)收(shou)入(ru)要提高,必(bi)須依托于單(dan)位(wei)(wei)(wei)經(jing)(jing)營業(ye)(ye)(ye)績(ji)增(zeng)長。員工(gong)(gong)只(zhi)有(you)和(he)單(dan)位(wei)(wei)(wei)同(tong)心協力,形(xing)成(cheng)緊(jin)密(mi)的(de)(de)利益(yi)共同(tong)體(ti),收(shou)入(ru)才能(neng)“薪(xin)(xin)薪(xin)(xin)”向榮。
據(ju)悉,薪酬制(zhi)度(du)改革(ge)歷來是國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)“三(san)項制(zhi)度(du)”改革(ge)的(de)主要內容(rong)之(zhi)一,且是一項常抓常新的(de)工(gong)作。2018年,國(guo)(guo)務院、云(yun)南省(sheng)(sheng)人民(min)政府(fu)(fu)先后(hou)印(yin)發(fa)了關(guan)于(yu)改革(ge)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)工(gong)資(zi)決(jue)定機制(zhi)的(de)意(yi)見(jian),根據(ju)國(guo)(guo)務院和云(yun)南省(sheng)(sheng)人民(min)政府(fu)(fu)的(de)指導意(yi)見(jian),云(yun)南省(sheng)(sheng)國(guo)(guo)資(zi)委相繼出臺了省(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)工(gong)資(zi)總額管理(li)(li)辦法、工(gong)資(zi)總額管理(li)(li)辦法實施細則(試行)和進一步規范省(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)津(jin)補貼管理(li)(li)等(deng)相關(guan)制(zhi)度(du)文件(jian)。國(guo)(guo)家、省(sheng)(sheng)有(you)關(guan)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)工(gong)資(zi)管理(li)(li)制(zhi)度(du)文件(jian)的(de)出臺,為(wei)云(yun)南交投集團公司深化薪酬制(zhi)度(du)改革(ge)提(ti)供了政策(ce)支撐。
