一是(shi)混合(he)(he)所有制改革(ge)有序(xu)推進(jin)(jin)。廣西加(jia)大推進(jin)(jin)混合(he)(he)所有制改革(ge)力度,在(zai)集(ji)(ji)團(tuan)(tuan)層(ceng)面(mian)加(jia)快(kuai)推進(jin)(jin)。建工(gong)集(ji)(ji)團(tuan)(tuan)擬引進(jin)(jin)綠地集(ji)(ji)團(tuan)(tuan)作(zuo)(zuo)為戰略投資(zi)者開展混合(he)(he)所有制改革(ge),混改方(fang)案(an)已報自治區黨(dang)委、政府(fu),相(xiang)關(guan)清(qing)產核資(zi)、財(cai)務審計、資(zi)產評估工(gong)作(zuo)(zuo)隨后展開。柳工(gong)集(ji)(ji)團(tuan)(tuan)綜合(he)(he)改革(ge)方(fang)案(an)提出加(jia)快(kuai)集(ji)(ji)團(tuan)(tuan)層(ceng)面(mian)混改,企業形成了(le)共識(shi),相(xiang)關(guan)工(gong)作(zuo)(zuo)正在(zai)有序(xu)推進(jin)(jin)。榮桂集(ji)(ji)團(tuan)(tuan)已與相(xiang)關(guan)民(min)營(ying)企業進(jin)(jin)行洽談,初步達成了(le)混改意向。百(bai)礦(kuang)集(ji)(ji)團(tuan)(tuan)2019年5月21日與吉利科技集(ji)(ji)團(tuan)(tuan)簽署(shu)合(he)(he)作(zuo)(zuo)協議,吉利控股75%,百(bai)礦(kuang)集(ji)(ji)團(tuan)(tuan)的股東百(bai)色市(shi)國資(zi)委占25%股份。
二是(shi)激勵(li)約束機(ji)制進一步完(wan)善。5戶“雙百企業”推(tui)動(dong)內部(bu)三項制度改革,基(ji)本建立起管(guan)(guan)理(li)(li)者能(neng)(neng)上能(neng)(neng)下、員工能(neng)(neng)進能(neng)(neng)出、收入(ru)能(neng)(neng)增能(neng)(neng)減的機(ji)制。特別是(shi)堅持(chi)以業績為導向,完(wan)善績效(xiao)考核和收入(ru)分配管(guan)(guan)理(li)(li),推(tui)動(dong)各項激勵(li)措施落(luo)到實(shi)處,真正(zheng)讓(rang)想(xiang)干(gan)事、能(neng)(neng)干(gan)事、會干(gan)事、干(gan)成事的人有(you)機(ji)會有(you)舞(wu)臺,杜絕“吃(chi)大(da)(da)鍋飯”和平均主(zhu)義,打通“能(neng)(neng)者上、平者讓(rang)、庸者下”的渠道。北部(bu)灣(wan)港積(ji)極推(tui)行(xing)國有(you)控(kong)股(gu)(gu)上市公司股(gu)(gu)權激勵(li),結合自身實(shi)際情況和現行(xing)政策開展股(gu)(gu)份回購。百礦集團實(shi)行(xing)工資(zi)與(yu)效(xiao)益聯動(dong)機(ji)制,推(tui)行(xing)全員契約化管(guan)(guan)理(li)(li)及崗位(wei)目標(biao)考核,解決(jue)干(gan)多干(gan)少一個樣的“大(da)(da)鍋飯”問題,充分調(diao)動(dong)干(gan)部(bu)職工的積(ji)極性(xing)、主(zhu)動(dong)性(xing)、能(neng)(neng)動(dong)性(xing)。

四是初步(bu)建立(li)市(shi)場化(hua)(hua)經營(ying)(ying)機制(zhi)(zhi)(zhi)。各企(qi)業根據自身(shen)發(fa)(fa)展(zhan)階段和(he)(he)實際(ji)情(qing)況,以市(shi)場為導向建立(li)和(he)(he)完善(shan)各項機制(zhi)(zhi)(zhi)。柳工(gong)集(ji)團(tuan)推(tui)行“人(ren)(ren)才激(ji)(ji)勵(li)機制(zhi)(zhi)(zhi)”,激(ji)(ji)發(fa)(fa)關鍵(jian)人(ren)(ren)才活力(li),在下屬兩家子企(qi)業成功實現(xian)員(yuan)工(gong)股(gu)權(quan)(quan)(quan)(quan)激(ji)(ji)勵(li)方(fang)案(限制(zhi)(zhi)(zhi)性股(gu)票的(de)(de)(de)激(ji)(ji)勵(li)方(fang)案),實現(xian)了(le)廣西區國(guo)有(you)控(kong)股(gu)上(shang)市(shi)公司員(yuan)工(gong)股(gu)權(quan)(quan)(quan)(quan)激(ji)(ji)勵(li)零的(de)(de)(de)突破。榮桂集(ji)團(tuan)激(ji)(ji)發(fa)(fa)企(qi)業改革發(fa)(fa)展(zhan)的(de)(de)(de)內生活力(li),組織開展(zhan)了(le)中(zhong)層(ceng)管理(li)人(ren)(ren)員(yuan)競聘上(shang)崗(gang)工(gong)作(zuo),形(xing)成“不看(kan)身(shen)份、不看(kan)級(ji)別(bie)、只看(kan)崗(gang)位、只看(kan)貢(gong)獻”的(de)(de)(de)氛圍,真正形(xing)成“能(neng)者(zhe)(zhe)上(shang)、平者(zhe)(zhe)讓、庸者(zhe)(zhe)下”的(de)(de)(de)用(yong)(yong)人(ren)(ren)導向。北部灣港打破身(shen)份差別(bie),建立(li)健全(quan)以合(he)同管理(li)為核心、以崗(gang)位管理(li)為基(ji)礎的(de)(de)(de)用(yong)(yong)工(gong)制(zhi)(zhi)(zhi)度,形(xing)成人(ren)(ren)員(yuan)能(neng)上(shang)能(neng)下、能(neng)進能(neng)出的(de)(de)(de)制(zhi)(zhi)(zhi)度化(hua)(hua)、規范化(hua)(hua)的(de)(de)(de)員(yuan)工(gong)退出渠(qu)道和(he)(he)正常(chang)流動(dong)機制(zhi)(zhi)(zhi)。百礦(kuang)集(ji)團(tuan)全(quan)面(mian)推(tui)行經理(li)層(ceng)成員(yuan)任期制(zhi)(zhi)(zhi)和(he)(he)契約化(hua)(hua)管理(li),重(zhong)點規范各類治理(li)主(zhu)體權(quan)(quan)(quan)(quan)責,逐級(ji)實現(xian)充分、規范、有(you)序的(de)(de)(de)授權(quan)(quan)(quan)(quan)放權(quan)(quan)(quan)(quan)和(he)(he)行權(quan)(quan)(quan)(quan),全(quan)面(mian)提升國(guo)有(you)企(qi)業運行效率和(he)(he)市(shi)場化(hua)(hua)、現(xian)代化(hua)(hua)經營(ying)(ying)水平。
五是歷史遺留問題基(ji)(ji)本(ben)解(jie)決。5戶(hu)企業(ye)(ye)的(de)辦(ban)社會職能基(ji)(ji)本(ben)移(yi)(yi)(yi)(yi)交(jiao)(jiao)屬(shu)地管理(li),企業(ye)(ye)辦(ban)學(xue)校、醫院、市政設(she)施等(deng)已移(yi)(yi)(yi)(yi)交(jiao)(jiao)地方。建工(gong)集(ji)(ji)團(tuan)(tuan)(tuan)“三供(gong)(gong)一(yi)業(ye)(ye)”移(yi)(yi)(yi)(yi)交(jiao)(jiao)地方簽約率100%,16187戶(hu)簽訂了供(gong)(gong)水移(yi)(yi)(yi)(yi)交(jiao)(jiao)改造正(zheng)式(shi)協(xie)(xie)議, 20270戶(hu)簽訂了供(gong)(gong)電移(yi)(yi)(yi)(yi)交(jiao)(jiao)改造正(zheng)式(shi)協(xie)(xie)議,29579戶(hu)的(de)物業(ye)(ye)簽訂正(zheng)式(shi)移(yi)(yi)(yi)(yi)交(jiao)(jiao)協(xie)(xie)議,離(li)退休人(ren)員正(zheng)在協(xie)(xie)商移(yi)(yi)(yi)(yi)交(jiao)(jiao)地方管理(li)。柳工(gong)集(ji)(ji)團(tuan)(tuan)(tuan) “三供(gong)(gong)一(yi)業(ye)(ye)”分離(li)移(yi)(yi)(yi)(yi)交(jiao)(jiao)工(gong)作基(ji)(ji)本(ben)完成(cheng),職工(gong)家屬(shu)區供(gong)(gong)水、供(gong)(gong)電、物業(ye)(ye)管理(li)移(yi)(yi)(yi)(yi)交(jiao)(jiao)的(de)工(gong)作完成(cheng)計劃進(jin)度的(de)100%,涉及(ji)物業(ye)(ye)資產無償劃撥(bo)正(zheng)在辦(ban)理(li)中。桂集(ji)(ji)團(tuan)(tuan)(tuan)完成(cheng)了子公司改制工(gong)作及(ji)“三供(gong)(gong)一(yi)業(ye)(ye)”分離(li)移(yi)(yi)(yi)(yi)交(jiao)(jiao)協(xie)(xie)議的(de)簽訂工(gong)作,集(ji)(ji)團(tuan)(tuan)(tuan)及(ji)所(suo)屬(shu)企業(ye)(ye)所(suo)有退休人(ren)員統一(yi)移(yi)(yi)(yi)(yi)交(jiao)(jiao)所(suo)屬(shu)社區實現社會化管理(li)。
