2010年7月12日,C919大(da)型(xing)客機(ji)航電(dian)核心處理、顯示、機(ji)載維(wei)護(hu)和飛行記錄系(xi)統(tong)合作(zuo)意(yi)向書(shu)簽署儀式在(zai)上海(hai)舉行。這標志著C919大(da)型(xing)客機(ji)供應商(shang)選擇工作(zuo)基本(ben)完成,大(da)型(xing)客機(ji)項目(mu)對(dui)我(wo)國航空工業(ye)和高新技術產業(ye)發展的帶動作(zuo)用開始顯現。
儀(yi)式上,中國(guo)(guo)商(shang)飛(fei)(fei)(fei)公(gong)司(si)(si)和(he)中航(hang)工(gong)業、GE公(gong)司(si)(si)共(gong)同(tong)簽署了(le)C919大型客機航(hang)電核(he)(he)心處理、顯(xian)示、機載維護和(he)飛(fei)(fei)(fei)行記(ji)錄(lu)系(xi)統合(he)(he)作意向書,確定由GE 公(gong)司(si)(si)和(he)中航(hang)工(gong)業組(zu)成的合(he)(he)資公(gong)司(si)(si)為C919大型客機研制(zhi)航(hang)電核(he)(he)心處理、顯(xian)示、機載維護和(he)飛(fei)(fei)(fei)行記(ji)錄(lu)系(xi)統。同(tong)時,中國(guo)(guo)商(shang)飛(fei)(fei)(fei)上海(hai)飛(fei)(fei)(fei)機制(zhi)造有(you)限公(gong)司(si)(si)還(huan)與美國(guo)(guo)伊頓公(gong)司(si)(si)簽訂(ding)了(le)成立合(he)(he)資企業合(he)(he)同(tong)。
中(zhong)(zhong)(zhong)國(guo)商(shang)(shang)飛公(gong)司董事長(chang)張(zhang)慶偉表示,中(zhong)(zhong)(zhong)國(guo)商(shang)(shang)飛公(gong)司作(zuo)(zuo)為我(wo)國(guo)大(da)(da)型客(ke)機項目(mu)的(de)(de)(de)(de)實(shi)(shi)(shi)施(shi)主(zhu)(zhu)體,同時也(ye)是統籌干線(xian)飛機與(yu)(yu)支線(xian)飛機發展、實(shi)(shi)(shi)現我(wo)國(guo)民機產業(ye)化的(de)(de)(de)(de)主(zhu)(zhu)要(yao)載體,始終貫(guan)徹落實(shi)(shi)(shi)黨中(zhong)(zhong)(zhong)央、國(guo)務院關(guan)于“三個帶動(dong)”的(de)(de)(de)(de)重要(yao)指示精神,建立“主(zhu)(zhu)制(zhi)造商(shang)(shang)-供(gong)應商(shang)(shang)”模式,堅持把確保飛機的(de)(de)(de)(de)安全性(xing)、經濟性(xing)、舒適性(xing)、環(huan)保性(xing)同全面發揮項目(mu)對中(zhong)(zhong)(zhong)國(guo)航(hang)空(kong)(kong)工(gong)業(ye)、高新技術(shu)產業(ye)、基(ji)礎學科的(de)(de)(de)(de)帶動(dong)作(zuo)(zuo)用結合(he)起來,充分尊(zun)重市(shi)場(chang)規律,統籌自主(zhu)(zhu)創新和開(kai)放合(he)作(zuo)(zuo),本著(zhu)公(gong)開(kai)、公(gong)平、公(gong)正的(de)(de)(de)(de)原則選擇供(gong)應商(shang)(shang),著(zhu)力發揮大(da)(da)型客(ke)機項目(mu)的(de)(de)(de)(de)集成和帶動(dong)作(zuo)(zuo)用,加強與(yu)(yu)國(guo)內外供(gong)應商(shang)(shang)的(de)(de)(de)(de)溝通、交流與(yu)(yu)合(he)作(zuo)(zuo),提高C919大(da)(da)型客(ke)機的(de)(de)(de)(de)市(shi)場(chang)競爭力,培育(yu)國(guo)家航(hang)空(kong)(kong)工(gong)業(ye)科研和制(zhi)造的(de)(de)(de)(de)長(chang)期(qi)競爭能力與(yu)(yu)持久(jiu)創新活(huo)力。
中(zhong)航工業總經理林左(zuo)鳴表示,研制(zhi)和發展大型客機是(shi)黨中(zhong)央、國務(wu)院建設(she)創(chuang)(chuang)新(xin)型國家,提高我國自(zi)主創(chuang)(chuang)新(xin)能力,增強國家核心(xin)競爭力的重大戰略舉措,是(shi)新(xin)時期建設(she)創(chuang)(chuang)新(xin)型國家的標志性(xing)工程。積(ji)極參與國產大型客機研制(zhi),是(shi)中(zhong)航工業義不(bu)容(rong)辭的責任。
GE全球副董事長(chang)約翰·賴斯說,中(zhong)國是世界上增長(chang)最快的(de)(de)民機市場,我們(men)(men)必須確保GE有機會參與這里的(de)(de)增長(chang)。通過參與C919項目,GE將提升(sheng)制造(zao)能力并創(chuang)造(zao)新的(de)(de)高科(ke)技就業(ye)崗位,在此基(ji)礎上為我們(men)(men)的(de)(de)客戶帶來民航(hang)業(ye)界最尖端的(de)(de)商用技術(shu)解決(jue)方案。
伊(yi)頓(dun)公(gong)司(si)(si)副董事長兼工業(ye)集團首席運營(ying)官克雷奇·阿諾德表示,與中(zhong)(zhong)國(guo)(guo)商(shang)飛(fei)上海(hai)飛(fei)機制造(zao)有限公(gong)司(si)(si)組建一家合資公(gong)司(si)(si)為中(zhong)(zhong)國(guo)(guo)商(shang)飛(fei)C919大型客機項目提供支(zhi)持。這一舉措展(zhan)示了伊(yi)頓(dun)公(gong)司(si)(si)長期致力于拓(tuo)展(zhan)中(zhong)(zhong)國(guo)(guo)市場的決心。新(xin)合資公(gong)司(si)(si)將具(ju)備全(quan)面的燃油和液壓管(guan)路系(xi)(xi)統的設計(ji)和制造(zao)能力。同時,伊(yi)頓(dun)公(gong)司(si)(si)希望通過與中(zhong)(zhong)國(guo)(guo)商(shang)飛(fei)上海(hai)飛(fei)機制造(zao)有限公(gong)司(si)(si)的合作,為全(quan)球民航市場提供其獨具(ju)特色的全(quan)面管(guan)路系(xi)(xi)統。
航電核(he)心處理、顯示(shi)、機(ji)載維護和飛(fei)(fei)行(xing)記(ji)錄(lu)系(xi)統(tong)是現代客機(ji)十分關鍵的(de)(de)系(xi)統(tong),直接關系(xi)飛(fei)(fei)機(ji)的(de)(de)先進(jin)性(xing)(xing)(xing)、安全性(xing)(xing)(xing)、可靠(kao)性(xing)(xing)(xing)和便捷(jie)的(de)(de)維修特性(xing)(xing)(xing)等(deng)。為此(ci),中國商(shang)飛(fei)(fei)公(gong)司在(zai)C919大(da)型(xing)客機(ji)的(de)(de)供應商(shang)選擇上(shang),尤其是對(dui)于航電系(xi)統(tong)采取(qu)了非(fei)常嚴謹(jin)和慎重(zhong)的(de)(de)態度(du),充分考慮各(ge)投標供應商(shang)提供產品的(de)(de)技術(shu)先進(jin)性(xing)(xing)(xing)、成熟度(du)以及未來售后保障能力,在(zai)反復權衡和對(dui)比的(de)(de)基(ji)礎上(shang),最終確定由GE公(gong)司和中航工業組(zu)成的(de)(de)合(he)資公(gong)司為C919大(da)型(xing)客機(ji)研制(zhi)航電核(he)心處理、顯示(shi)、機(ji)載維護和飛(fei)(fei)行(xing)記(ji)錄(lu)系(xi)統(tong)。這不但對(dui)提升C919大(da)型(xing)客機(ji)的(de)(de)安全性(xing)(xing)(xing)、可靠(kao)性(xing)(xing)(xing)、經濟性(xing)(xing)(xing)等(deng)具(ju)有重(zhong)要意義(yi),也對(dui)帶動我(wo)國民用飛(fei)(fei)機(ji)相關產業發(fa)展(zhan)和先進(jin)制(zhi)造業發(fa)展(zhan)具(ju)有重(zhong)要作用。
據中國商(shang)飛公司總經理金(jin)壯龍介紹,2010年(nian)C919大(da)型客機(ji)(ji)將確定(ding)總體(ti)技術(shu)方案、制造總方案和(he)客戶(hu)服務總方案,選定(ding)機(ji)(ji)體(ti)供應(ying)(ying)商(shang)、動力裝(zhuang)置供應(ying)(ying)商(shang)、系統設備供應(ying)(ying)商(shang)、材料及標準件供應(ying)(ying)商(shang),年(nian)底通過有關部門轉入工(gong)程發展階(jie)(jie)段設計評審后在2011年(nian)進入工(gong)程發展階(jie)(jie)段,為實(shi)現2014年(nian)首飛、2016年(nian)交付打下堅實(shi)的基礎(chu)。
目前(qian),C919大型客(ke)機(ji)的(de)主要供應(ying)商基本(ben)(ben)確定,大型客(ke)機(ji)相關配套產業(ye)已經基本(ben)(ben)形成了在國內涉及上海、陜西、遼寧、黑龍江(jiang)、天(tian)津(jin)、山(shan)東、江(jiang)蘇、浙江(jiang)、四川、江(jiang)西、湖(hu)北、湖(hu)南等12個省市的(de)產業(ye)布局,大型客(ke)機(ji)項目對我國航空工業(ye)和高新技術產業(ye)發展的(de)帶(dai)動作用開始顯現。
2009年(nian)5月(yue)26日,中國(guo)(guo)商飛(fei)(fei)(fei)公(gong)司(si)與(yu)國(guo)(guo)內9家(jia)飛(fei)(fei)(fei)機(ji)機(ji)體供(gong)應商簽署理(li)解備忘錄(lu),C919大(da)型客機(ji)機(ji)體供(gong)應商基本確定。對動(dong)力(li)裝(zhuang)置(zhi)、機(ji)載系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)/設(she)(she)備,中國(guo)(guo)商飛(fei)(fei)(fei)公(gong)司(si)鼓(gu)勵國(guo)(guo)外供(gong)應商與(yu)國(guo)(guo)內相關企(qi)業(ye)開展(zhan)合(he)作(zuo),成(cheng)立合(he)資公(gong)司(si),建立產品研(yan)發(fa)、集(ji)成(cheng)、生產裝(zhuang)配和實驗能力(li),逐步(bu)實現系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)和設(she)(she)備的(de)(de)自主研(yan)發(fa)與(yu)國(guo)(guo)產化(hua)。目前,已(yi)有(you)歐(ou)美地區的(de)(de)的(de)(de)13家(jia)跨(kua)國(guo)(guo)國(guo)(guo)際航空(kong)(kong)制(zhi)造(zao)(zao)企(qi)業(ye)將與(yu)國(guo)(guo)內企(qi)業(ye)采取合(he)資、合(he)作(zuo)等形式聯合(he)提供(gong)動(dong)力(li)裝(zhuang)置(zhi)、機(ji)載系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)/設(she)(she)備。發(fa)動(dong)機(ji)總裝(zhuang)、主要航電系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、照明(ming)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)控制(zhi)板組件的(de)(de)制(zhi)造(zao)(zao)在上海(hai)進行;航電系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)通信和導(dao)航系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、照明(ming)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)內部(bu)照明(ming)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在四(si)川制(zhi)造(zao)(zao);飛(fei)(fei)(fei)控系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、電源系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、起落架系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)部(bu)分機(ji)輪(lun)剎車(che)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在陜西制(zhi)造(zao)(zao);液壓系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、燃(ran)油系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、綜合(he)監視系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、環控系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)空(kong)(kong)氣管理(li)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、照明(ming)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)中的(de)(de)外部(bu)照明(ming)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在江蘇制(zhi)造(zao)(zao);起落架系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)及機(ji)輪(lun)、輪(lun)胎、剎車(che)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在湖南制(zhi)造(zao)(zao);防冰(bing)除雨(yu)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)、水(shui)廢水(shui)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在湖北制(zhi)造(zao)(zao);防火系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在天(tian)津(jin)制(zhi)造(zao)(zao);輔助動(dong)力(li)裝(zhuang)置(zhi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)在黑龍江制(zhi)造(zao)(zao)。
目前,除(chu)正在(zai)進行合作意向書談判(pan)或方案建(jian)議書評審的內飾系(xi)(xi)統(tong)和航電系(xi)(xi)統(tong)中客(ke)(ke)艙系(xi)(xi)統(tong)、信(xin)息(xi)系(xi)(xi)統(tong)、客(ke)(ke)艙娛樂系(xi)(xi)統(tong)以及(ji)動(dong)力(li)(li)裝置(zhi)中的發(fa)動(dong)機(ji)(ji)接口控制單元外,C919大型客(ke)(ke)機(ji)(ji)動(dong)力(li)(li)裝置(zhi)、機(ji)(ji)載系(xi)(xi)統(tong)/設備(bei)供(gong)應商(shang)基本確定。
在參與(yu)研制的國內(nei)企業(ye)中,除國有(you)(you)企業(ye)外,還包括浙江西(xi)子聯合控股有(you)(you)限(xian)公(gong)(gong)(gong)司、江蘇彤(tong)明車燈(deng)有(you)(you)限(xian)公(gong)(gong)(gong)司、武(wu)(wu)漢航(hang)(hang)達航(hang)(hang)空科技發展有(you)(you)限(xian)公(gong)(gong)(gong)司三家民(min)營企業(ye)。浙江西(xi)子聯合控股有(you)(you)限(xian)公(gong)(gong)(gong)司承(cheng)擔飛機(ji)的非氣密性艙門研制任(ren)務,江蘇彤(tong)明車燈(deng)有(you)(you)限(xian)公(gong)(gong)(gong)司則與(yu)美國古德里奇公(gong)(gong)(gong)司合作為(wei)大型客機(ji)提(ti)供外部照明系統,武(wu)(wu)漢航(hang)(hang)達航(hang)(hang)空科技發展有(you)(you)限(xian)公(gong)(gong)(gong)司通過轉包生產的方式與(yu)美國卓(zhuo)達公(gong)(gong)(gong)司合作為(wei)大型客機(ji)提(ti)供水(shui)廢水(shui)系統。
