2010年春節期間,受較強冷空氣影響,四川盆地氣溫(wen)(wen)明(ming)顯(xian)下降。四川省(sheng)電(dian)力公司提前(qian)做(zuo)好各項(xiang)保電(dian)預案和(he)(he)應急措施,保證了地震災區群眾度過一個(ge)溫(wen)(wen)暖、明(ming)亮、祥(xiang)和(he)(he)的(de)春節,春節期間沒有出現拉閘限(xian)電(dian)。
2月(yue)13日至19日,四(si)川(chuan)電(dian)(dian)網(wang)日均供電(dian)(dian)量(liang)26128萬(wan)千(qian)(qian)瓦(wa)(wa)時,主網(wang)用電(dian)(dian)量(liang)累計(ji)達182899萬(wan)千(qian)(qian)瓦(wa)(wa)時,同比增長(chang)5.02%;日最大供電(dian)(dian)量(liang)27702萬(wan)千(qian)(qian)瓦(wa)(wa)時,同比增長(chang)6.26%,日最大供電(dian)(dian)負荷1490萬(wan)千(qian)(qian)瓦(wa)(wa),同比增長(chang)7.35%;電(dian)(dian)網(wang)保持全接線、全保護方式運行。
四川(chuan)公司為保(bao)證災(zai)區(qu)群(qun)眾(zhong)亮亮堂堂過春節(jie),提前制定(ding)保(bao)電(dian)(dian)預案(an)和應急措施;組織相(xiang)關(guan)單位檢(jian)查涉(she)及災(zai)區(qu)群(qun)眾(zhong)生(sheng)活(huo)用(yong)電(dian)(dian)尤其(qi)是安置點的供(gong)電(dian)(dian)線路、變(bian)壓(ya)器,及時消除設(she)備隱患,解決配網“卡脖子”問題,為居民做好技(ji)術指(zhi)導,防止發生(sheng)電(dian)(dian)氣(qi)火災(zai)等次生(sheng)事故(gu)。
春節(jie)前,綿陽電(dian)(dian)網用電(dian)(dian)負荷屢創新(xin)高。綿陽電(dian)(dian)業局合理安(an)排電(dian)(dian)網運(yun)行方式,提前建(jian)立應急(ji)救援(yuan)體(ti)系、運(yun)行機制和保障系統(tong),確保電(dian)(dian)網安(an)全穩定運(yun)行。在極重災(zai)(zai)區北(bei)川縣,2月6日前,81處共涉及5282戶(hu)16549人的災(zai)(zai)后(hou)返鄉群眾集中安(an)置(zhi)點(dian)配(pei)電(dian)(dian)工(gong)程全部完工(gong),當地村民(min)(min)亮亮堂堂地過了春節(jie)。自2009年(nian)10月接(jie)到施工(gong)任(ren)務后(hou),綿陽電(dian)(dian)業局投資近(jin)4900萬(wan)元(yuan),組織員工(gong)奮戰(zhan)三個多月,讓北(bei)川居民(min)(min)過了一個暖冬。
春節期間,廣元(yuan)市持續出(chu)現陰雨天氣,北(bei)部高山地(di)區出(chu)現6級以上大風(feng)和小(xiao)到中(zhong)雪。廣元(yuan)電業局針對冬季負荷預測情況及板房特(te)點,要求安置(zhi)點安全(quan)用電工作(zuo)實行屬地(di)管(guan)理一把手負責(ze)(ze)制(zhi),按照(zhao)“誰主管(guan)、誰負責(ze)(ze)”的原則落實責(ze)(ze)任人(ren);安置(zhi)點和市民(min)生活用電所(suo)涉線路(lu)一律不(bu)納入拉(la)閘限電序(xu)位表,保證了全(quan)市145處(chu)安置(zhi)點1萬余戶居民(min)用電安全(quan)、可靠(kao)。
德(de)陽(yang)電(dian)(dian)業局(ju)(ju)針對(dui)板房用電(dian)(dian)安(an)全工(gong)作(zuo)(zuo)的(de)特(te)殊性,專門制(zhi)定了(le)安(an)置點安(an)全事故(gu)預(yu)案,增加了(le)對(dui)板房用電(dian)(dian)檢(jian)查的(de)頻次。據了(le)解,春(chun)節(jie)期(qi)間(jian),德(de)陽(yang)電(dian)(dian)業局(ju)(ju)共安(an)排值班1500余人次,95598供電(dian)(dian)服務熱(re)線(xian)(xian)提供信息查詢、故(gu)障報(bao)修、業務咨詢等服務1726次。為(wei)了(le)避免供電(dian)(dian)設備遭受外力破壞,德(de)陽(yang)電(dian)(dian)業局(ju)(ju)輸電(dian)(dian)運檢(jian)中(zhong)心(xin)7組工(gong)作(zuo)(zuo)人員在春(chun)節(jie)期(qi)間(jian)輪流進行線(xian)(xian)路特(te)巡。
