核(he)心舉措:2009年上(shang)半(ban)年,通過(guo)資金集中管(guan)理(li)一項(xiang)措施(shi),中航工業集團公(gong)司就節約(yue)(yue)財(cai)務費用1億(yi)元以上(shang),預計全年可(ke)節約(yue)(yue)財(cai)務費用3億(yi)元。
面對國際金融(rong)(rong)危機帶來的(de)不利影(ying)響,中航工業集團(tuan)公(gong)司在保科研、保生產,加大(da)(da)市場開拓力度的(de)同時,通過大(da)(da)力推(tui)進(jin)資(zi)金集中管理、積(ji)極(ji)拓寬融(rong)(rong)資(zi)渠(qu)道(dao)、清理內部三角債(zhai)、統一保險管理等(deng)一系列措施,挖潛(qian)節(jie)支,向管理要效益(yi),增強抵御危機的(de)能力。
今年以(yi)來,通過(guo)加大政策(ce)宣傳力度、對成員單(dan)位銀行賬戶的保留數量進(jin)行額(e)度管理、開展資(zi)金(jin)集中專(zhuan)項檢查等一系(xi)列措(cuo)施,集團公司資(zi)金(jin)集中工(gong)作取得一定(ding)成效。2009年上半年,通過(guo)資(zi)金(jin)集中管理共(gong)為集團公司節約(yue)財務(wu)(wu)費用1億元(yuan)以(yi)上,預(yu)計(ji)全年可節約(yue)財務(wu)(wu)費用3億元(yuan)。
中(zhong)(zhong)(zhong)航(hang)工業集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)制定了(le)“3個三分(fen)(fen)之一(yi)”融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)結構調整(zheng)目(mu)標———即內部(bu)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)、銀行(xing)(xing)貸款(kuan)、債(zhai)券(quan)類融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)在(zai)集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)債(zhai)務(wu)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)總額中(zhong)(zhong)(zhong)各(ge)占三分(fen)(fen)之一(yi)。一(yi)是在(zai)大力(li)推進資(zi)(zi)(zi)(zi)金(jin)(jin)集(ji)(ji)中(zhong)(zhong)(zhong)工作的(de)基礎上(shang),充分(fen)(fen)發揮集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)金(jin)(jin)融(rong)(rong)(rong)平臺———財務(wu)公(gong)司(si)(si)和租(zu)賃公(gong)司(si)(si)的(de)作用(yong),提高內部(bu)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)在(zai)成(cheng)員單(dan)位融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)結構中(zhong)(zhong)(zhong)的(de)比重。二是進一(yi)步(bu)加強與各(ge)大銀行(xing)(xing)的(de)戰略合作,利用(yong)集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)的(de)整(zheng)體信用(yong)優(you)勢,爭取更為優(you)惠的(de)貸款(kuan)資(zi)(zi)(zi)(zi)金(jin)(jin),盡可能(neng)降(jiang)低融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)成(cheng)本。截至(zhi)2009年6月末,集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)與12家(jia)銀行(xing)(xing)建(jian)立(li)了(le)戰略合作關系(xi),共獲得綜合授信額度3360億元(yuan)。目(mu)前,集(ji)(ji)團(tuan)(tuan)公(gong)司(si)(si)已經(jing)啟動了(le)第(di)一(yi)期(qi)以統借統還方式向銀行(xing)(xing)集(ji)(ji)中(zhong)(zhong)(zhong)籌措(cuo)資(zi)(zi)(zi)(zi)金(jin)(jin)的(de)試點工作。三是積極拓展融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)渠道,加大短期(qi)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)券(quan)、中(zhong)(zhong)(zhong)期(qi)票據(ju)、企業債(zhai)券(quan)的(de)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)力(li)度,調整(zheng)負債(zhai)結構,降(jiang)低財務(wu)費用(yong),減少“短貸長投(tou)”現象(xiang)。
集(ji)團(tuan)公司還從內部(bu)(bu)(bu)源頭抓(zhua)起,認真梳理(li)內部(bu)(bu)(bu)債務(wu)(wu)鏈,開(kai)展內部(bu)(bu)(bu)“三角(jiao)債”專項清理(li)工作,共清理(li)內部(bu)(bu)(bu)欠(qian)款近(jin)60億(yi)元(yuan),節約財務(wu)(wu)費用約3億(yi)元(yuan)。
為加(jia)強風險(xian)(xian)管(guan)(guan)(guan)理(li),中航工(gong)業(ye)集(ji)團(tuan)公司(si)在(zai)前(qian)期充分(fen)調研的基(ji)礎(chu)上,從(cong)今(jin)年4月1日(ri)起(qi)開始在(zai)全集(ji)團(tuan)范(fan)圍內實行保(bao)(bao)(bao)險(xian)(xian)業(ye)務集(ji)中管(guan)(guan)(guan)理(li),并(bing)確(que)立了“統(tong)一招標、統(tong)一出(chu)單、統(tong)一代(dai)理(li)、自愿選擇”的統(tong)一保(bao)(bao)(bao)險(xian)(xian)管(guan)(guan)(guan)理(li),使得(de)集(ji)團(tuan)公司(si)平均(jun)保(bao)(bao)(bao)險(xian)(xian)費率下(xia)降幅度達25%以上。
