按照(zhao)“重要線路(lu)(lu)在(zai)上面”的(de)原(yuan)則,國家電(dian)(dian)網江蘇(su)省電(dian)(dian)力公司(si)(si)將連云(yun)港核電(dian)(dian)送出線路(lu)(lu),由從(cong)其他線路(lu)(lu)下(xia)部(bu)(bu)穿越改為從(cong)其上部(bu)(bu)跨越。近日,江蘇(su)公司(si)(si)透露,年初冰災后(hou),江蘇(su)公司(si)(si)進一步加強電(dian)(dian)網科學(xue)規劃(hua),以完善堅強電(dian)(dian)網為目(mu)標,全面推進六大工程(cheng)建(jian)設。
目(mu)(mu)前,江(jiang)蘇(su)電(dian)網(wang)內(nei)發電(dian)裝機(全口徑)共5600萬千(qian)瓦(wa),預計今年(nian)全省統調(diao)用電(dian)最高負荷為(wei)5100萬千(qian)瓦(wa)、全社(she)會(hui)用電(dian)量(liang)3310億千(qian)瓦(wa)時。為(wei)了滿足江(jiang)蘇(su)經濟發展對(dui)電(dian)力(li)的需求(qiu),國家電(dian)網(wang)公司統籌安(an)排,加(jia)快電(dian)網(wang)建設步伐(fa),加(jia)大跨省資源優化(hua)配(pei)置力(li)度。目(mu)(mu)前,江(jiang)蘇(su)電(dian)網(wang)跨省市500千(qian)伏聯絡(luo)線有8條,江(jiang)蘇(su)電(dian)網(wang)安(an)全穩定與浙江(jiang)、安(an)徽、上(shang)海等周邊省市電(dian)網(wang)息(xi)息(xi)相(xiang)關(guan)。
冰災過(guo)后,江蘇公司更加注(zhu)重事前防(fang)范和(he)增(zeng)強(qiang)抵御能力,全面(mian)推進電網(wang)(wang)科學(xue)規劃工(gong)程(cheng)(cheng)(cheng)(cheng)、電源合理接入(ru)系(xi)統工(gong)程(cheng)(cheng)(cheng)(cheng)、電網(wang)(wang)建(jian)設加強(qiang)工(gong)程(cheng)(cheng)(cheng)(cheng)、電網(wang)(wang)生命線工(gong)程(cheng)(cheng)(cheng)(cheng)、黑啟(qi)動(dong)工(gong)程(cheng)(cheng)(cheng)(cheng)、控制(zhi)技術(shu)進步工(gong)程(cheng)(cheng)(cheng)(cheng)等六大工(gong)程(cheng)(cheng)(cheng)(cheng)建(jian)設。
電(dian)(dian)網(wang)科學(xue)規(gui)劃工(gong)程,是(shi)按照“1個500千(qian)(qian)伏(fu)(fu)主網(wang)、20個左右220千(qian)(qian)伏(fu)(fu)分區(qu)電(dian)(dian)網(wang)、100個左右110千(qian)(qian)伏(fu)(fu)互(hu)供電(dian)(dian)網(wang)”結構進行電(dian)(dian)網(wang)規(gui)劃、設(she)計和(he)建設(she)。該工(gong)程將使江蘇電(dian)(dian)網(wang)實現500千(qian)(qian)伏(fu)(fu)主力(li)線路縱橫架構、220千(qian)(qian)伏(fu)(fu)及以(yi)下線路環網(wang)互(hu)濟(ji),最(zui)終實現500千(qian)(qian)伏(fu)(fu)覆蓋全省、220千(qian)(qian)伏(fu)(fu)分區(qu)互(hu)濟(ji)、110千(qian)(qian)伏(fu)(fu)靈活備供和(he)上級故(gu)障、下級支援,避(bi)免出現局部“孤島(dao)”電(dian)(dian)網(wang)。
電(dian)(dian)(dian)(dian)源合理接(jie)入(ru)(ru)系統工(gong)程主要是科學規劃電(dian)(dian)(dian)(dian)源分(fen)布。目前,接(jie)入(ru)(ru)江蘇500千(qian)(qian)(qian)伏、220千(qian)(qian)(qian)伏和(he)110千(qian)(qian)(qian)伏及(ji)以下電(dian)(dian)(dian)(dian)網(wang)的(de)裝機(ji)容量分(fen)別占(zhan)全省裝機(ji)總量的(de)30%、51%和(he)19%。未(wei)來,負荷密集(ji)地區的(de)部分(fen)60萬千(qian)(qian)(qian)瓦機(ji)組也將接(jie)入(ru)(ru)220千(qian)(qian)(qian)伏系統,以減少(shao)500千(qian)(qian)(qian)伏建設(she)投入(ru)(ru),并有效避(bi)免一級(ji)電(dian)(dian)(dian)(dian)網(wang)失電(dian)(dian)(dian)(dian)影響全局(ju)的(de)情況(kuang)。
電(dian)網(wang)建設(she)加強工程(cheng)是(shi)堅持沿路(lu)(lu)(lu)、沿河(he)、沿海的電(dian)網(wang)發展思路(lu)(lu)(lu),逐步(bu)將現存的少(shao)量山區(qu)電(dian)力線路(lu)(lu)(lu)移(yi)至路(lu)(lu)(lu)邊,結合(he)(he)江(jiang)蘇(su)河(he)流、公路(lu)(lu)(lu)、鐵路(lu)(lu)(lu)和(he)輸(shu)電(dian)線路(lu)(lu)(lu)密布交叉的特(te)點,提高(gao)“三跨(kua)”(跨(kua)河(he)、跨(kua)路(lu)(lu)(lu)、跨(kua)線)段線路(lu)(lu)(lu)設(she)計標準(zhun)(zhun)。目(mu)前,江(jiang)蘇(su)公司已排查(cha)500千伏、220千伏不(bu)符(fu)合(he)(he)新設(she)計標準(zhun)(zhun)跨(kua)越段共(gong)計895處。該工程(cheng)還包括塔型(xing)優化課題研究,重點研究鐵塔結構、桿件布置、材料選(xuan)擇、節點構造等(deng)設(she)計,從細節上把住(zhu)電(dian)網(wang)建設(she)和(he)維護(hu)的安全關口。據悉(xi),江(jiang)蘇(su)公司已順(shun)利通過了新塔型(xing)覆冰破壞試驗,新塔型(xing)強度(du)明顯增(zeng)強,鐵塔導地線容(rong)許覆冰厚度(du)提高(gao)了20%~30%。
電(dian)(dian)網(wang)(wang)(wang)生命線(xian)工(gong)程(cheng)即(ji)在極端情況下保證電(dian)(dian)網(wang)(wang)(wang)有(you)20%左右的(de)(de)(de)供電(dian)(dian)能力,可以維持(chi)社會基本運轉需要和(he)電(dian)(dian)網(wang)(wang)(wang)恢(hui)復運行所需電(dian)(dian)源(yuan)(yuan),防止電(dian)(dian)網(wang)(wang)(wang)極端情況下的(de)(de)(de)全線(xian)垮塌。黑(hei)啟動(dong)工(gong)程(cheng)即(ji)在外來電(dian)(dian)力供應中(zhong)斷、省(sheng)內(nei)機(ji)組和(he)電(dian)(dian)網(wang)(wang)(wang)全停的(de)(de)(de)情況下,緊(jin)急啟動(dong)預(yu)先準(zhun)備的(de)(de)(de)發電(dian)(dian)機(ji)組,帶動(dong)附近機(ji)組發電(dian)(dian),逐步啟動(dong)電(dian)(dian)網(wang)(wang)(wang)。目前,蘇南和(he)蘇中(zhong)電(dian)(dian)網(wang)(wang)(wang)已(yi)有(you)備用燃機(ji)或(huo)抽水蓄(xu)能黑(hei)啟動(dong)電(dian)(dian)源(yuan)(yuan),蘇北黑(hei)啟動(dong)電(dian)(dian)源(yuan)(yuan)建(jian)設方案(an)正(zheng)在組織(zhi)實施。控制(zhi)技術進(jin)步工(gong)程(cheng)強(qiang)調電(dian)(dian)網(wang)(wang)(wang)調度控制(zhi)手段從人工(gong)到計(ji)算機(ji)智能控制(zhi)的(de)(de)(de)轉變。
