3月1日,國家電網公司電網建設標準暨科技減災新聞發布會在京召開。發布會介紹了為提高電網抵御特大冰雪災害能力、電網應急抗災水平,國家電網公司制定實施電網建設標準和利用科技手段減輕災害對電網影響的展開情況。國家發改委、國資委、中電聯領導出席了會議。
今(jin)年1月中旬(xun)以來(lai),我(wo)國(guo)南(nan)方部(bu)分(fen)地(di)區(qu)遭受(shou)(shou)了(le)歷史罕見(jian)的(de)持續低溫雨雪冰(bing)凍災(zai)害,交(jiao)通(tong)阻塞,電(dian)(dian)力供應中斷,工農業生產和(he)人民群眾(zhong)生活(huo)受(shou)(shou)到嚴重(zhong)影響(xiang)。由于輸電(dian)(dian)線路覆冰(bing)厚度大大超過國(guo)家(jia)規(gui)定的(de)設計標準(zhun),導致受(shou)(shou)災(zai)地(di)區(qu)電(dian)(dian)網(wang)設施損毀嚴重(zhong),電(dian)(dian)網(wang)安全和(he)電(dian)(dian)力供應受(shou)(shou)到嚴峻考驗(yan)。國(guo)家(jia)電(dian)(dian)網(wang)公司在舉全公司之(zhi)力進行抗冰(bing)搶險,組織災(zai)后重(zhong)建(jian)的(de)同時,就如何(he)提高電(dian)(dian)網(wang)抵(di)御特(te)大自然災(zai)害能力的(de)問題進行了(le)深入的(de)反思和(he)思考,就如何(he)突(tu)出科技手段,有效降低災(zai)害影響(xiang),如何(he)調整電(dian)(dian)網(wang)建(jian)設標準(zhun)工作展開深入研究(jiu)。
國(guo)(guo)家(jia)(jia)電(dian)網公司在災(zai)(zai)情(qing)(qing)發(fa)生(sheng)的第一(yi)時(shi)間便高度(du)重視(shi)對電(dian)網受災(zai)(zai)情(qing)(qing)況(kuang)的搜集和(he)研(yan)究。公司先后(hou)派出(chu)多路專家(jia)(jia)技(ji)(ji)術隊伍前往各(ge)電(dian)力設(she)備受災(zai)(zai)現場,搜集一(yi)手(shou)資料。組織技(ji)(ji)術專題(ti)會議,研(yan)究利用(yong)(yong)(yong)科技(ji)(ji)除冰融冰的手(shou)段。同時(shi),為保證嚴重自然災(zai)(zai)害條件下主網安全穩定(ding)運行和(he)對重要(yao)用(yong)(yong)(yong)戶的持續供電(dian),國(guo)(guo)家(jia)(jia)電(dian)網公司研(yan)究制(zhi)定(ding)了(le)(le)《電(dian)網差異化(hua)規(gui)劃設(she)計(ji)指(zhi)導意(yi)見》,制(zhi)定(ding)了(le)(le)系列電(dian)網建設(she)的企業標(biao)準(zhun)(zhun)用(yong)(yong)(yong)于指(zhi)導災(zai)(zai)后(hou)電(dian)網建設(she)和(he)后(hou)期改造。在此基(ji)礎上,國(guo)(guo)家(jia)(jia)電(dian)網公司將全面與國(guo)(guo)家(jia)(jia)相關的標(biao)準(zhun)(zhun)制(zhi)定(ding)部門通力配合,不(bu)斷完善國(guo)(guo)家(jia)(jia)的相應工(gong)業標(biao)準(zhun)(zhun)。在新的國(guo)(guo)家(jia)(jia)標(biao)準(zhun)(zhun)正式出(chu)臺后(hou),將嚴格按國(guo)(guo)家(jia)(jia)標(biao)準(zhun)(zhun)開展電(dian)網的規(gui)劃和(he)建設(she)。
國(guo)家(jia)電(dian)(dian)(dian)網(wang)(wang)公司將利用科(ke)技(ji)手段、開展科(ke)技(ji)創新(xin)提(ti)高(gao)(gao)電(dian)(dian)(dian)網(wang)(wang)抵御(yu)冰(bing)雪災(zai)(zai)(zai)害作為(wei)重中之重。公司及時(shi)啟動電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)減(jian)(jian)災(zai)(zai)(zai)科(ke)技(ji)攻關(guan)工作,編制完成《電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)減(jian)(jian)災(zai)(zai)(zai)關(guan)鍵技(ji)術(shu)研(yan)究(jiu)計劃》,從(cong)電(dian)(dian)(dian)網(wang)(wang)防(fang)冰(bing)抗災(zai)(zai)(zai)、冰(bing)災(zai)(zai)(zai)預警監測(ce)、覆冰(bing)應(ying)急處(chu)置(zhi)到災(zai)(zai)(zai)后恢(hui)復建設(she)4個(ge)方面,研(yan)究(jiu)提(ti)出了(le)8類共40項(xiang)(xiang)防(fang)冰(bing)減(jian)(jian)災(zai)(zai)(zai)科(ke)技(ji)項(xiang)(xiang)目,基本覆蓋(gai)了(le)電(dian)(dian)(dian)網(wang)(wang)規劃建設(she)、生產維(wei)護、調度運行(xing)、供(gong)電(dian)(dian)(dian)服(fu)務和應(ying)急處(chu)置(zhi)各個(ge)環節。國(guo)家(jia)電(dian)(dian)(dian)網(wang)(wang)公司為(wei)科(ke)技(ji)減(jian)(jian)災(zai)(zai)(zai)工作建立了(le)組織領導(dao)機構,做到統籌協(xie)調、合力(li)攻關(guan)。在組織協(xie)調機制逐步健(jian)全的(de)同時(shi),國(guo)家(jia)電(dian)(dian)(dian)網(wang)(wang)公司防(fang)冰(bing)減(jian)(jian)災(zai)(zai)(zai)科(ke)技(ji)攻關(guan)預期(qi)會取得大容量、高(gao)(gao)效率(lv)、自動化電(dian)(dian)(dian)氣融(rong)冰(bing)裝置(zhi)和靈活實用的(de)機械除冰(bing)裝置(zhi)等8項(xiang)(xiang)科(ke)技(ji)成果。
以(yi)科(ke)(ke)學發展(zhan)觀為指導,提(ti)(ti)高(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)建(jian)設(she)(she)標(biao)(biao)準(zhun)成為了國(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)公(gong)司(si)提(ti)(ti)高(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)抗災能力和(he)(he)可靠(kao)供電(dian)(dian)(dian)(dian)能力的重要(yao)手段。針對(dui)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)恢(hui)復之后(hou)如何(he)進一步(bu)加強改造(zao)以(yi)及目前正在進行的電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)新建(jian)項目如何(he)建(jian)設(she)(she)問題,國(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)公(gong)司(si)多次召(zhao)開(kai)會議研究(jiu)部署電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)設(she)(she)計(ji)(ji)(ji)標(biao)(biao)準(zhun)修(xiu)訂工作。公(gong)司(si)組織(zhi)中國(guo)電(dian)(dian)(dian)(dian)力工程(cheng)顧(gu)問集團(tuan)公(gong)司(si)及六大設(she)(she)計(ji)(ji)(ji)院、中國(guo)電(dian)(dian)(dian)(dian)科(ke)(ke)院等(deng)權(quan)威設(she)(she)計(ji)(ji)(ji)科(ke)(ke)研單位(wei)和(he)(he)下(xia)屬公(gong)司(si),對(dui)冰災情況及其成因進行深(shen)入(ru)調研和(he)(he)分析。本著(zhu)35~330千伏電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)設(she)(she)防標(biao)(biao)準(zhun)由15年(nian)(nian)一遇(yu)(yu)(yu)提(ti)(ti)高(gao)到30年(nian)(nian)一遇(yu)(yu)(yu),500千伏電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)設(she)(she)防標(biao)(biao)準(zhun)由30年(nian)(nian)一遇(yu)(yu)(yu)提(ti)(ti)高(gao)到50年(nian)(nian)一遇(yu)(yu)(yu),750千伏電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)設(she)(she)防標(biao)(biao)準(zhun)50年(nian)(nian)一遇(yu)(yu)(yu),正在建(jian)設(she)(she)特高(gao)壓工程(cheng)災防標(biao)(biao)準(zhun)100年(nian)(nian)一遇(yu)(yu)(yu)的要(yao)求,對(dui)現有線路(lu)設(she)(she)計(ji)(ji)(ji)規(gui)程(cheng)規(gui)范和(he)(he)技術規(gui)定進行認真梳理,對(dui)需要(yao)提(ti)(ti)高(gao)標(biao)(biao)準(zhun)、修(xiu)訂完善的具體條款,開(kai)展(zhan)深(shen)入(ru)的對(dui)比分析與測算,修(xiu)訂形(xing)成國(guo)家電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)公(gong)司(si)《110~750kV架空輸(shu)電(dian)(dian)(dian)(dian)線路(lu)設(she)(she)計(ji)(ji)(ji)技術規(gui)定》等(deng)5項電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)設(she)(she)計(ji)(ji)(ji)企(qi)業(ye)標(biao)(biao)準(zhun)及《電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)差異化規(gui)劃(hua)設(she)(she)計(ji)(ji)(ji)指導意見》。
