2010年春(chun)節期間(jian),受較強冷空氣(qi)影響,四(si)川盆(pen)地(di)氣(qi)溫(wen)明顯下降。四(si)川省電力公司(si)提前做好各項(xiang)保(bao)電預(yu)案和(he)應急措施,保(bao)證了地(di)震(zhen)災(zai)區群眾(zhong)度過一個(ge)溫(wen)暖、明亮、祥和(he)的春(chun)節,春(chun)節期間(jian)沒有(you)出現拉閘限電。
2月13日(ri)至19日(ri),四(si)川(chuan)電(dian)網(wang)(wang)日(ri)均供電(dian)量26128萬千瓦時(shi),主(zhu)網(wang)(wang)用電(dian)量累計達182899萬千瓦時(shi),同(tong)比增(zeng)(zeng)長5.02%;日(ri)最(zui)大供電(dian)量27702萬千瓦時(shi),同(tong)比增(zeng)(zeng)長6.26%,日(ri)最(zui)大供電(dian)負荷1490萬千瓦,同(tong)比增(zeng)(zeng)長7.35%;電(dian)網(wang)(wang)保持全接線(xian)、全保護方式運行(xing)。
四(si)川公司為保證災區群眾(zhong)亮(liang)亮(liang)堂(tang)堂(tang)過春節,提前制定保電預(yu)案和(he)應急措施;組(zu)織相關單(dan)位檢查涉及災區群眾(zhong)生活用(yong)電尤(you)其是安(an)置點的供電線(xian)路、變壓器,及時(shi)消除(chu)設備隱患,解決配網(wang)“卡脖子”問題,為居(ju)民(min)做好技(ji)術指導,防止發生電氣(qi)火災等次生事故。
春(chun)節(jie)(jie)前(qian),綿陽電(dian)(dian)(dian)網用電(dian)(dian)(dian)負荷(he)屢創新高。綿陽電(dian)(dian)(dian)業(ye)局合(he)理(li)安排電(dian)(dian)(dian)網運(yun)(yun)行(xing)方式,提(ti)前(qian)建(jian)立(li)應(ying)急(ji)救援體系、運(yun)(yun)行(xing)機(ji)制和保障系統,確保電(dian)(dian)(dian)網安全(quan)穩(wen)定運(yun)(yun)行(xing)。在極重(zhong)災(zai)區北川(chuan)縣,2月6日前(qian),81處共涉及5282戶16549人的災(zai)后返(fan)鄉(xiang)群眾集中安置(zhi)點配電(dian)(dian)(dian)工(gong)程全(quan)部(bu)完(wan)工(gong),當(dang)地(di)村民亮亮堂(tang)堂(tang)地(di)過了(le)春(chun)節(jie)(jie)。自(zi)2009年(nian)10月接到施工(gong)任務后,綿陽電(dian)(dian)(dian)業(ye)局投資近4900萬元,組織員工(gong)奮(fen)戰三個(ge)多月,讓北川(chuan)居民過了(le)一(yi)個(ge)暖冬(dong)。
春節(jie)期(qi)間,廣(guang)元(yuan)市(shi)持續(xu)出現(xian)陰雨天氣,北部高山地(di)區(qu)出現(xian)6級以(yi)上大風(feng)和(he)小(xiao)到中雪。廣(guang)元(yuan)電(dian)業局針對冬季(ji)負荷預(yu)測情況及板(ban)房特點(dian),要求安(an)置(zhi)點(dian)安(an)全(quan)用(yong)電(dian)工作實(shi)行(xing)屬地(di)管(guan)理一把手負責制,按照“誰主管(guan)、誰負責”的原則落(luo)實(shi)責任人;安(an)置(zhi)點(dian)和(he)市(shi)民(min)生(sheng)活(huo)用(yong)電(dian)所涉線路一律不納入(ru)拉閘限電(dian)序位表(biao),保證了全(quan)市(shi)145處安(an)置(zhi)點(dian)1萬余戶居民(min)用(yong)電(dian)安(an)全(quan)、可(ke)靠。
德陽電(dian)業(ye)局針對板(ban)房用電(dian)安(an)全工作的特殊性,專(zhuan)門制定(ding)了安(an)置點安(an)全事故(gu)預案,增加了對板(ban)房用電(dian)檢(jian)(jian)查的頻(pin)次(ci)。據(ju)了解(jie),春節(jie)期(qi)間(jian),德陽電(dian)業(ye)局共安(an)排值班1500余人次(ci),95598供(gong)(gong)電(dian)服務熱線提供(gong)(gong)信息(xi)查詢(xun)、故(gu)障報修、業(ye)務咨詢(xun)等服務1726次(ci)。為了避免(mian)供(gong)(gong)電(dian)設備遭受(shou)外力破壞(huai),德陽電(dian)業(ye)局輸電(dian)運檢(jian)(jian)中心(xin)7組(zu)工作人員在春節(jie)期(qi)間(jian)輪流進行線路特巡。
