12月19日,被(bei)列入全國第一(yi)批實施節(jie)(jie)能(neng)發電(dian)(dian)調(diao)度試點省份(fen)的(de)四川(chuan),率先在全國進行(xing)(xing)了節(jie)(jie)能(neng)發電(dian)(dian)調(diao)度模(mo)擬運行(xing)(xing),取得圓(yuan)滿成功(gong)。這(zhe)標志著電(dian)(dian)網(wang)企業(ye)已經做好節(jie)(jie)能(neng)發電(dian)(dian)調(diao)度的(de)全部(bu)準備,一(yi)旦政府確定正(zheng)式試點時間,可立即在四川(chuan)實施節(jie)(jie)能(neng)發電(dian)(dian)調(diao)度。
節能(neng)發(fa)(fa)(fa)電(dian)調(diao)度是指通過合理調(diao)用全電(dian)力系統(tong)發(fa)(fa)(fa)電(dian)、供電(dian)設備能(neng)力,最大限(xian)度滿足社會用電(dian)需求,并根(gen)據電(dian)力系統(tong)實際情(qing)況,優先使用可再(zai)生和清潔(jie)發(fa)(fa)(fa)電(dian)資源(yuan),依序使用其(qi)他發(fa)(fa)(fa)電(dian)資源(yuan),減少環(huan)境污染,使整個電(dian)力系統(tong)在節能(neng)、環(huan)保的(de)方式下運行。首批參(can)與節能(neng)調(diao)度試(shi)點(dian)的(de)有五(wu)個省,分別是國家電(dian)網供區內(nei)的(de)四川、河南和江蘇,南方電(dian)網供區內(nei)的(de)廣東和貴(gui)州。
實(shi)施節能發電(dian)(dian)調度后,調度機構將按(an)照次日負(fu)荷(he)需求預測、省間聯絡線交換電(dian)(dian)量計劃、設備檢(jian)修和(he)安全約束等情況,依(yi)據(ju)省經委提供的排(pai)序(xu)表(biao),確定次日發電(dian)(dian)機組組合(he),依(yi)序(xu)安排(pai)發電(dian)(dian)機組發電(dian)(dian),實(shi)現節能、環保(bao)的目標。
四川(chuan)省(sheng)(sheng)水(shui)電(dian)(dian)(dian)(dian)(dian)資源(yuan)豐(feng)富,實施節(jie)能發(fa)電(dian)(dian)(dian)(dian)(dian)調(diao)度(du)意義重(zhong)大。截至今年11月底,四川(chuan)省(sheng)(sheng)統調(diao)裝機容量2331.6萬千(qian)瓦,其中水(shui)電(dian)(dian)(dian)(dian)(dian)1360.4萬千(qian)瓦,占58.4%。四川(chuan)省(sheng)(sheng)高度(du)重(zhong)視節(jie)能發(fa)電(dian)(dian)(dian)(dian)(dian)調(diao)度(du)工(gong)作,成(cheng)立了以黃彥蓉副省(sheng)(sheng)長為(wei)組(zu)(zu)長的(de)領導(dao)小(xiao)組(zu)(zu),由省(sheng)(sheng)經委負責牽頭開展節(jie)能發(fa)電(dian)(dian)(dian)(dian)(dian)調(diao)度(du)工(gong)作。四川(chuan)省(sheng)(sheng)電(dian)(dian)(dian)(dian)(dian)力(li)公司按照國(guo)家電(dian)(dian)(dian)(dian)(dian)網公司的(de)統一部署和要求(qiu),成(cheng)立了節(jie)能發(fa)電(dian)(dian)(dian)(dian)(dian)調(diao)度(du)領導(dao)小(xiao)組(zu)(zu),加快了實施節(jie)能發(fa)電(dian)(dian)(dian)(dian)(dian)調(diao)度(du)的(de)各項準備工(gong)作。
按照國家發改委統一部署,四川省在實施節能發電調度正式試點前,需要進行一次節能發電調度模擬運行,以全面檢驗四川省節能發電調度的準備工作。19日零時至20日零時,四川電網按節能發電調度辦法運行,煤耗低、能耗排序靠前的60萬千瓦火電機組利用率基本達到100%,部分煤耗高、排序靠后的火電機組全天僅按最低技術出力運行,部分高煤耗機組停運,全網煤耗水平顯著下降,達到了節能發電調度的目標。電網和發電廠全日安全穩定運行,發電模式過渡平穩,節能發電調度模擬試調試驗成功。
