核心舉措:集中規模(mo)招標(biao),逐步擴(kuo)大集中招標(biao)的規模(mo)與范圍。累計節約資金68.9億元。
2009年(nian)初,在國(guo)(guo)家電(dian)網公(gong)司(si),一(yi)(yi)(yi)份《關于開展“節約(yue)一(yi)(yi)(yi)分錢、節約(yue)一(yi)(yi)(yi)張紙、節約(yue)一(yi)(yi)(yi)寸導線”活動的(de)意見》,以一(yi)(yi)(yi)號(hao)文的(de)形式制(zhi)定下發。“三節約(yue)”活動,有(you)力推動了公(gong)司(si)降(jiang)本增效。其中,集中規模(mo)招(zhao)標(biao)(biao)是國(guo)(guo)家電(dian)網公(gong)司(si)降(jiang)低發展成本,推進(jin)精益管理和標(biao)(biao)準(zhun)化(hua)建設的(de)創新之舉。截至2009年(nian)7月份,累計中標(biao)(biao)金額達到842億元(yuan),節約(yue)68.9億元(yuan)。
自2005年開始,公(gong)司(si)對輸(shu)(shu)變(bian)電工(gong)(gong)(gong)程(cheng)(cheng)主(zhu)要設備(bei)和(he)材料(liao)實施(shi)集中(zhong)(zhong)規模招(zhao)(zhao)標(biao)采(cai)購(gou)(gou)。國(guo)際金融危機發生后(hou),國(guo)家電網(wang)公(gong)司(si)按照循序(xu)漸進、分步實施(shi)、規范(fan)程(cheng)(cheng)序(xu)、不(bu)斷完(wan)善的原則,逐步擴(kuo)大集中(zhong)(zhong)招(zhao)(zhao)標(biao)的規模與范(fan)圍(wei)。目(mu)前,220千(qian)伏及(ji)以上(shang)輸(shu)(shu)變(bian)電工(gong)(gong)(gong)程(cheng)(cheng)主(zhu)要設備(bei)材料(liao)和(he)二次設備(bei)、重要輸(shu)(shu)變(bian)電工(gong)(gong)(gong)程(cheng)(cheng)的設計、施(shi)工(gong)(gong)(gong)和(he)監理由公(gong)司(si)總部集中(zhong)(zhong)招(zhao)(zhao)標(biao),110千(qian)伏及(ji)以下輸(shu)(shu)變(bian)電工(gong)(gong)(gong)程(cheng)(cheng)設備(bei)材料(liao)由各網(wang)省(sheng)公(gong)司(si)集中(zhong)(zhong)招(zhao)(zhao)標(biao)。在此基(ji)礎上(shang),全面(mian)推廣(guang)辦公(gong)用品集中(zhong)(zhong)招(zhao)(zhao)標(biao)采(cai)購(gou)(gou),擴(kuo)大二次設備(bei)集中(zhong)(zhong)招(zhao)(zhao)標(biao)采(cai)購(gou)(gou)范(fan)圍(wei),從(cong)場(chang)站(zhan)端(duan)(變(bian)電站(zhan))擴(kuo)大到(dao)主(zhu)站(zhan)端(duan)(調度中(zhong)(zhong)心),降低采(cai)購(gou)(gou)成本。
為推(tui)動(dong)(dong)集中(zhong)規模招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)順利(li)實(shi)施,國家電(dian)(dian)網(wang)公(gong)(gong)司(si)(si)制(zhi)定公(gong)(gong)司(si)(si)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)活動(dong)(dong)管理(li)辦法,形成較為完善(shan)的(de)(de)招(zhao)(zhao)(zhao)投(tou)標(biao)(biao)(biao)(biao)管理(li)制(zhi)度(du)體(ti)系(xi);推(tui)行集中(zhong)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)電(dian)(dian)子化(hua),保證招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)活動(dong)(dong)公(gong)(gong)開、公(gong)(gong)平、公(gong)(gong)正。目前兩(liang)級(ji)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)采購(gou)平臺已全(quan)面實(shi)現網(wang)上(shang)發標(biao)(biao)(biao)(biao)、投(tou)標(biao)(biao)(biao)(biao)、開標(biao)(biao)(biao)(biao);建(jian)立統一的(de)(de)監(jian)(jian)造(zao)(zao)管理(li)體(ti)系(xi)和物資管理(li)體(ti)系(xi),累計(ji)派出48個駐廠監(jian)(jian)造(zao)(zao)組,對集中(zhong)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)的(de)(de)220千伏及以上(shang)電(dian)(dian)壓等(deng)級(ji)的(de)(de)主要(yao)設備(bei)實(shi)行集中(zhong)監(jian)(jian)造(zao)(zao),確保設備(bei)質量(liang)與交貨(huo)進度(du);健全(quan)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)、監(jian)(jian)造(zao)(zao)、驗收等(deng)環(huan)節的(de)(de)問責制(zhi),加大招(zhao)(zhao)(zhao)投(tou)標(biao)(biao)(biao)(biao)工作督(du)查力度(du),及時、完整地發布招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)計(ji)劃、招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)結果等(deng)信息,建(jian)立廠家接待日制(zhi)度(du),主動(dong)(dong)接受監(jian)(jian)督(du)。
實踐證明,國家電網公司積極(ji)推行集中規模招標,有效控(kong)制了(le)建材(cai)工程造價,節約(yue)了(le)規劃、設計、融資、運營(ying)等各項(xiang)成本(ben),降低了(le)各項(xiang)消耗、可控(kong)管理(li)費用和非生(sheng)產性支(zhi)出。目前,降本(ben)增效已成為(wei)國家電網公司員工的一種習慣(guan)。
