寶鋼努力創新國企黨建工作新機制

  為(wei)全面(mian)貫徹黨(dang)(dang)的十六大(da)精神和“三個代表”重要思(si)想,切實(shi)以一流的基層(ceng)黨(dang)(dang)建工(gong)(gong)作(zuo)成(cheng)果為(wei)寶鋼新(xin)一輪戰(zhan)略發展服務、為(wei)寶鋼改革(ge)發展穩定工(gong)(gong)作(zuo)服務,上(shang)海寶鋼集團公司黨(dang)(dang)委及各基層(ceng)黨(dang)(dang)組織結合企(qi)業實(shi)際(ji),堅(jian)持以″凝(ning)聚力工(gong)(gong)程″為(wei)總抓(zhua)手,凝(ning)聚黨(dang)(dang)員、凝(ning)聚員工(gong)(gong)、凝(ning)聚用戶,解放思(si)想、與時俱進,在努力探(tan)索(suo)國企(qi)黨(dang)(dang)建工(gong)(gong)作(zuo)新(xin)機制方面(mian),取得了初步成(cheng)效。

  在推進企業黨(dang)建過程中(zhong),寶(bao)鋼黨(dang)委緊(jin)緊(jin)圍(wei)繞實現新(xin)一(yi)(yi)輪(lun)戰(zhan)略發(fa)展目標,著眼于把黨(dang)的(de)(de)基層(ceng)(ceng)組(zu)(zu)(zu)織(zhi)(zhi)建設成(cheng)為貫徹″三(san)個代表″重要(yao)思(si)想的(de)(de)組(zu)(zu)(zu)織(zhi)(zhi)者、推動(dong)者、實踐者,不斷增強(qiang)基層(ceng)(ceng)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)的(de)(de)創造力(li)(li)(li)(li)(li)凝(ning)聚力(li)(li)(li)(li)(li)和戰(zhan)斗力(li)(li)(li)(li)(li),提出要(yao)用(yong)真理的(de)(de)力(li)(li)(li)(li)(li)量(liang)(liang)凝(ning)聚人、用(yong)發(fa)展的(de)(de)力(li)(li)(li)(li)(li)量(liang)(liang)凝(ning)聚人、用(yong)文(wen)化的(de)(de)力(li)(li)(li)(li)(li)量(liang)(liang)凝(ning)聚人、用(yong)人格的(de)(de)力(li)(li)(li)(li)(li)量(liang)(liang)凝(ning)聚人。要(yao)通過″凝(ning)聚力(li)(li)(li)(li)(li)工(gong)程″的(de)(de)建設推進,努力(li)(li)(li)(li)(li)做(zuo)到進一(yi)(yi)步增強(qiang)基層(ceng)(ceng)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)的(de)(de)吸引(yin)力(li)(li)(li)(li)(li)、進一(yi)(yi)步增強(qiang)基層(ceng)(ceng)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)的(de)(de)感召力(li)(li)(li)(li)(li)、進一(yi)(yi)步增強(qiang)基層(ceng)(ceng)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)的(de)(de)社(she)會(hui)影響力(li)(li)(li)(li)(li)。

  按照優(you)化領(ling)導人員隊(dui)伍素質(zhi)、優(you)化領(ling)導班子結(jie)構“雙優(you)化”要求(qiu),寶鋼各(ge)企(qi)業在(zai)領(ling)導人員的(de)(de)選拔(ba)任用上,堅持政治思想道德作風“靠得住”,“想干(gan)事、敢干(gan)事、能干(gan)事”等(deng)標準,將黨(dang)管干(gan)部(bu)、董(dong)事會依法(fa)選擇、組(zu)織考察推薦和引入市場機制相(xiang)結(jie)合,同時(shi)認真落實(shi)職(zhi)工群眾對(dui)干(gan)部(bu)選拔(ba)任用的(de)(de)知情權(quan)、參(can)與權(quan)、選擇權(quan)和監督權(quan)。本著管理和技術人才隊(dui)伍建設一起抓、形成(cheng)人才發展“雙通道”的(de)(de)原則,寶鋼還以“育(yu)得出、引得進、留得住、用得好(hao)”核心人才為目(mu)的(de)(de),完善(shan)激勵(li)機制,實(shi)施人才發展戰略(lve),目(mu)前一大批適應(ying)寶鋼戰略(lve)發展的(de)(de)各(ge)類人才正脫(tuo)穎而出,“人才是企(qi)業的(de)(de)第一資源”理念也(ye)已(yi)成(cheng)為寶鋼人的(de)(de)共識(shi)。

  為保持黨(dang)(dang)(dang)(dang)員(yuan)(yuan)先(xian)進性,加強(qiang)黨(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)育和(he)管(guan)理,寶鋼各(ge)級黨(dang)(dang)(dang)(dang)組(zu)(zu)織首(shou)先(xian)從增強(qiang)服務黨(dang)(dang)(dang)(dang)員(yuan)(yuan)意識出(chu)發,充分利(li)用(yong)黨(dang)(dang)(dang)(dang)的(de)(de)政治(zhi)資(zi)源和(he)組(zu)(zu)織資(zi)源,注重(zhong)在生活、思(si)想(xiang)、工作(zuo)(zuo)(zuo)和(he)心理心態上(shang)全方(fang)位關心黨(dang)(dang)(dang)(dang)員(yuan)(yuan),幫助黨(dang)(dang)(dang)(dang)員(yuan)(yuan)排憂解難,并從政治(zhi)覺(jue)悟、業(ye)務技能和(he)工作(zuo)(zuo)(zuo)業(ye)績等(deng)方(fang)面對黨(dang)(dang)(dang)(dang)員(yuan)(yuan)提出(chu)高于(yu)群眾(zhong)的(de)(de)要(yao)求,定期(qi)作(zuo)(zuo)(zuo)出(chu)評價(jia)。在深入開展“黨(dang)(dang)(dang)(dang)員(yuan)(yuan)責任(ren)(ren)區”活動(dong),以及推行黨(dang)(dang)(dang)(dang)內“三先(xian)”制度(du)、擴大基層黨(dang)(dang)(dang)(dang)代表(biao)常(chang)任(ren)(ren)制試點工作(zuo)(zuo)(zuo)等(deng)方(fang)面,各(ge)基層黨(dang)(dang)(dang)(dang)組(zu)(zu)織積極為黨(dang)(dang)(dang)(dang)員(yuan)(yuan)做(zuo)群眾(zhong)工作(zuo)(zuo)(zuo)搭建平(ping)臺,促使黨(dang)(dang)(dang)(dang)員(yuan)(yuan)全面履行義(yi)務,切實(shi)發揮黨(dang)(dang)(dang)(dang)員(yuan)(yuan)的(de)(de)“帶(dai)頭”和(he)“帶(dai)動(dong)”作(zuo)(zuo)(zuo)用(yong)。

  以尊(zun)重(zhong)人(ren)為(wei)(wei)基礎,以凝聚人(ren)為(wei)(wei)目的(de)(de)(de)(de),注重(zhong)建設了解(jie)人(ren)、關(guan)心(xin)人(ren)、提高人(ren)、激勵人(ren)、規(gui)范人(ren)、依靠人(ren)的(de)(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)機制,是推(tui)進(jin)″凝聚力(li)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程″的(de)(de)(de)(de)重(zhong)要一(yi)環。寶鋼(gang)(gang)各級黨組織牢固樹立全(quan)心(xin)全(quan)意為(wei)(wei)群(qun)眾(zhong)服務的(de)(de)(de)(de)思想和真心(xin)實意對(dui)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)負責的(de)(de)(de)(de)精神,做到心(xin)里裝著(zhu)群(qun)眾(zhong),凡事(shi)想著(zhu)群(qun)眾(zhong),工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)依靠群(qun)眾(zhong),一(yi)切為(wei)(wei)了群(qun)眾(zhong)。在(zai)日常工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)中,運(yun)用多種形式,主動(dong)傾(qing)聽員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)心(xin)聲(sheng)、呼聲(sheng),滿腔熱忱、千方(fang)百計、有(you)針對(dui)性地做好(hao)關(guan)心(xin)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)。有(you)計劃(hua)、有(you)措施、有(you)針對(dui)性地加強員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)教(jiao)育培(pei)訓工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),提高他們的(de)(de)(de)(de)學習、溝通和響(xiang)應能力(li),營造(zao)鼓勵員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)創新(xin)、鼓勵員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)干(gan)事(shi)業和支(zhi)持員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)干(gan)成(cheng)事(shi)業的(de)(de)(de)(de)環境,充(chong)分調動(dong)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)積極(ji)(ji)性、主動(dong)性、創造(zao)性。在(zai)積極(ji)(ji)倡導為(wei)(wei)用戶創造(zao)價值(zhi)、為(wei)(wei)出資人(ren)創造(zao)價值(zhi)、為(wei)(wei)社會創造(zao)價值(zhi)、為(wei)(wei)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)創造(zao)價值(zhi)的(de)(de)(de)(de)理念等方(fang)面,寶鋼(gang)(gang)各基層黨組織也作(zuo)(zuo)出了積極(ji)(ji)的(de)(de)(de)(de)探索。

  據(ju)悉,由(you)上(shang)海寶鋼集團公司(si)黨委組(zu)織,各(ge)相關(guan)單位和部(bu)門(men)參與(yu)(yu),涉及“雙優化(hua)”與(yu)(yu)健(jian)全領導(dao)人(ren)(ren)員(yuan)、領導(dao)班子建設(she)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),企業核心(xin)競爭力與(yu)(yu)健(jian)全人(ren)(ren)才隊伍(wu)建設(she)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),“三(san)高一(yi)流”、“三(san)性”與(yu)(yu)健(jian)全黨員(yuan)隊伍(wu)建設(she)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),“八個(ge)人(ren)(ren)”與(yu)(yu)健(jian)全服務(wu)員(yuan)工(gong)(gong)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),公司(si)價值最大化(hua)與(yu)(yu)健(jian)全服務(wu)用戶、回報(bao)社會工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),主輔(fu)分(fen)離、輔(fu)業改制(zhi)和減員(yuan)分(fen)流中(zhong)的(de)關(guan)心(xin)人(ren)(ren)工(gong)(gong)作(zuo)(zuo)(zuo),推進(jin)職(zhi)工(gong)(gong)素質(zhi)工(gong)(gong)程,凝聚員(yuan)工(gong)(gong)工(gong)(gong)作(zuo)(zuo)(zuo)研究(jiu),凝聚黨外(wai)人(ren)(ren)士工(gong)(gong)作(zuo)(zuo)(zuo)研究(jiu),凝聚青年工(gong)(gong)作(zuo)(zuo)(zuo)研究(jiu)等旨在(zai)進(jin)一(yi)步深(shen)入(ru)推進(jin)“凝聚力工(gong)(gong)程”的(de)“6+3”課題(ti)研究(jiu)工(gong)(gong)作(zuo)(zuo)(zuo),目(mu)前正進(jin)入(ru)緊鑼密鼓地持(chi)續推進(jin)階段,一(yi)些研究(jiu)成果轉化(hua)工(gong)(gong)作(zuo)(zuo)(zuo)也(ye)在(zai)同步進(jin)行。
