近日(ri),我(wo)國正式發布《民(min)用運輸(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)程設(she)(she)計規(gui)范(fan)》(MH 5008-2017)和《民(min)用運輸(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)程施(shi)工(gong)(gong)及(ji)驗(yan)(yan)收規(gui)范(fan)》(MH 5034-2017)兩部行業標準,旨在(zai)進一步規(gui)范(fan)運輸(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)程的(de)(de)規(gui)劃、設(she)(she)計、施(shi)工(gong)(gong)和驗(yan)(yan)收行為,提(ti)升(sheng)供(gong)油(you)(you)工(gong)(gong)程的(de)(de)科技含量,強化航(hang)油(you)(you)的(de)(de)供(gong)應保障能力。兩部規(gui)范(fan)均由中國航(hang)空(kong)(kong)油(you)(you)料集團公(gong)司相關單位編寫(xie),并(bing)與已頒布施(shi)行的(de)(de)《民(min)用小型(xing)運輸(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)程設(she)(she)計規(gui)范(fan)》(MH 5029-2014)、《通用航(hang)空(kong)(kong)供(gong)油(you)(you)工(gong)(gong)程建(jian)設(she)(she)規(gui)范(fan)》(MH/T 5030-2014)共同組成(cheng)了(le)完(wan)整的(de)(de)民(min)航(hang)供(gong)油(you)(you)工(gong)(gong)程建(jian)設(she)(she)規(gui)范(fan)體系(xi),標志著涵蓋運輸(shu)、通用航(hang)空(kong)(kong),包括大型(xing)、小型(xing)運輸(shu)機(ji)(ji)場,以及(ji)設(she)(she)計、施(shi)工(gong)(gong)、驗(yan)(yan)收全過(guo)程的(de)(de)航(hang)油(you)(you)工(gong)(gong)程標準體系(xi)建(jian)設(she)(she)完(wan)成(cheng)。中國航(hang)油(you)(you)為推(tui)進民(min)航(hang)工(gong)(gong)程的(de)(de)技術(shu)進步發揮(hui)了(le)重要作(zuo)用。
據了(le)解,為編寫系列規范(fan),中國(guo)航空(kong)油料(liao)集團公司確定了(le)機坪(ping)管(guan)道流體力學及(ji)構型等10多項科研課(ke)題(ti);翻譯了(le)《航空(kong)供油設施的設計、施工、運行、維(wei)護及(ji)測(ce)試》(EI 1540)等10多部國(guo)外標準文獻;組織(zhi)了(le)專項考察,借鑒國(guo)外科學、簡潔、實(shi)用(yong)的設計思路;優化(hua)了(le)油泵房、混凝土罐區地坪(ping)、管(guan)溝回(hui)填混凝土、小型機場(chang)的消防設施等,引入(ru)“專業(ye)的事由專業(ye)人做”“冷(leng)閉合”等理念;召開了(le)20余(yu)次專題(ti)討論會,并赴全國(guo)20多個機場(chang)進行實(shi)地調(diao)研。
兩(liang)部規(gui)范(fan)強調供(gong)油(you)(you)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設以生產(chan)運(yun)行、職業健康為核心(xin),以功能和(he)效率為導向,以安(an)(an)全適用(yong)、經(jing)濟合理、綠色發展為原則,對運(yun)輸(shu)(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)的規(gui)劃(hua)、設計、施(shi)(shi)工(gong)(gong)(gong)和(he)驗收作(zuo)出了(le)詳(xiang)細的規(gui)定。其(qi)中,《民(min)用(yong)運(yun)輸(shu)(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)設計規(gui)范(fan)》涵(han)蓋(gai)了(le)建(jian)設目標年供(gong)油(you)(you)量(liang)超過5萬噸供(gong)油(you)(you)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)的選址與規(gui)劃(hua)、平面(mian)(mian)布置、供(gong)油(you)(you)工(gong)(gong)(gong)藝及其(qi)相應設備的選用(yong)、輸(shu)(shu)油(you)(you)管道、機(ji)(ji)坪(ping)管道、防腐、質量(liang)檢(jian)(jian)驗與計量(liang)檢(jian)(jian)定、供(gong)配電等17個方(fang)面(mian)(mian)的內(nei)容(rong)。《民(min)用(yong)運(yun)輸(shu)(shu)機(ji)(ji)場供(gong)油(you)(you)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)施(shi)(shi)工(gong)(gong)(gong)及驗收規(gui)范(fan)》涵(han)蓋(gai)了(le)儲罐、工(gong)(gong)(gong)藝設備安(an)(an)裝、管道、防腐、消防給排水(shui)及暖(nuan)通等14個方(fang)面(mian)(mian)的內(nei)容(rong)。
航(hang)(hang)油是航(hang)(hang)空(kong)器萬里翱翔的動(dong)力(li),航(hang)(hang)油工(gong)程是機(ji)場(chang)的主要配(pei)(pei)套設(she)(she)施之一,安全(quan)、高質、快捷、高效是航(hang)(hang)油供應(ying)的基本要求(qiu)。近年(nian)來,《國務(wu)(wu)院(yuan)關(guan)(guan)于促進民航(hang)(hang)業發(fa)(fa)展的若干意見》和(he)《國務(wu)(wu)院(yuan)辦公廳關(guan)(guan)于印發(fa)(fa)促進民航(hang)(hang)業發(fa)(fa)展重(zhong)點工(gong)作分(fen)工(gong)方案(an)的通知(zhi)》提出“推進技術進步和(he)節能減排”“注重(zhong)機(ji)場(chang)配(pei)(pei)套設(she)(she)施規劃與建設(she)(she),配(pei)(pei)套完(wan)善(shan)旅客服(fu)務(wu)(wu)、航(hang)(hang)空(kong)貨運集散(san)、油料供應(ying)等基礎(chu)設(she)(she)施”“加(jia)強(qiang)基礎(chu)設(she)(she)施建設(she)(she),提高裝備水(shui)平和(he)服(fu)務(wu)(wu)保障能力(li)”。兩部標準由民航(hang)(hang)局機(ji)場(chang)司負責管理(li)和(he)解釋。
