近日,作為國(guo)家電(dian)網公司系(xi)統(tong)(tong)(tong)保護首個試點工(gong)程——華東(dong)電(dian)網頻(pin)率緊急協(xie)(xie)調控制系(xi)統(tong)(tong)(tong)完成(cheng)系(xi)統(tong)(tong)(tong)整體聯調并(bing)通過試運(yun)行,這標(biao)志著由中國(guo)能建中電(dian)工(gong)程華東(dong)院負(fu)責設計的國(guo)內(nei)首個電(dian)網頻(pin)率緊急協(xie)(xie)調控制系(xi)統(tong)(tong)(tong)順利建成(cheng)。
根(gen)據國家電(dian)(dian)網公司(si)統一部(bu)(bu)署(shu),按照保障(zhang)迎峰度夏期間(jian)三大特(te)高壓直流(liu)送電(dian)(dian)及電(dian)(dian)網安全(quan)運行總體方(fang)案(an),國網華(hua)東(dong)分部(bu)(bu)于2016年3月全(quan)面(mian)啟動(dong)了“構建華(hua)東(dong)電(dian)(dian)網頻(pin)率緊(jin)急協調(diao)(diao)控(kong)制系統”的(de)各項工作,并委托(tuo)華(hua)東(dong)院負(fu)責(ze)項目的(de)總體設計(ji)(ji)。在短短的(de)三個月時間(jian)里(li),華(hua)東(dong)院工程組成員克(ke)服了時間(jian)緊(jin)、任務(wu)重、協調(diao)(diao)工作繁雜(za)等(deng)困難,經歷(li)系統總體方(fang)案(an)設計(ji)(ji)、可行性研(yan)(yan)究(jiu)(jiu)報告編制、相關(guan)專(zhuan)題研(yan)(yan)究(jiu)(jiu)、施工圖和現場(chang)設計(ji)(ji)服務(wu)等(deng)環節,圓滿完(wan)成了項目的(de)各項設計(ji)(ji)咨詢工作。
隨著華(hua)東電(dian)網直(zhi)(zhi)(zhi)流受電(dian)規(gui)模的(de)增大(da)和單回特(te)高(gao)壓直(zhi)(zhi)(zhi)流輸(shu)電(dian)容量(liang)的(de)提高(gao),大(da)功(gong)率(lv)(lv)(lv)缺額(e)(e)引發(fa)頻(pin)(pin)率(lv)(lv)(lv)穩(wen)定問(wen)題(ti)的(de)風險日益增大(da),華(hua)東電(dian)網頻(pin)(pin)率(lv)(lv)(lv)緊急(ji)協(xie)調(diao)控(kong)(kong)(kong)(kong)(kong)制(zhi)系(xi)統創新地應(ying)用了基(ji)于(yu)多直(zhi)(zhi)(zhi)流協(xie)調(diao)控(kong)(kong)(kong)(kong)(kong)制(zhi)、抽(chou)蓄切(qie)泵控(kong)(kong)(kong)(kong)(kong)制(zhi)、快速精準切(qie)除可(ke)中斷負荷控(kong)(kong)(kong)(kong)(kong)制(zhi)的(de)協(xie)調(diao)控(kong)(kong)(kong)(kong)(kong)制(zhi)技術,在(zai)保證不(bu)觸發(fa)電(dian)網安全穩(wen)定第三道(dao)防(fang)線(xian)低頻(pin)(pin)減(jian)載動作、不(bu)發(fa)生頻(pin)(pin)率(lv)(lv)(lv)崩(beng)潰的(de)前提下(xia),應(ying)對(dui)直(zhi)(zhi)(zhi)流故(gu)障后(hou)大(da)功(gong)率(lv)(lv)(lv)缺額(e)(e)引起的(de)頻(pin)(pin)率(lv)(lv)(lv)失穩(wen),從而整體提升(sheng)華(hua)東電(dian)網的(de)頻(pin)(pin)率(lv)(lv)(lv)穩(wen)定控(kong)(kong)(kong)(kong)(kong)制(zhi)水平。該系(xi)統按照分層(ceng)控(kong)(kong)(kong)(kong)(kong)制(zhi)架構(gou)設(she)計,協(xie)控(kong)(kong)(kong)(kong)(kong)總(zong)站(zhan)(zhan)及(ji)主站(zhan)(zhan)位于(yu)特(te)高(gao)壓蘇(su)州(zhou)(zhou)換流站(zhan)(zhan),一期涉及(ji)4個特(te)高(gao)壓直(zhi)(zhi)(zhi)流子(zi)站(zhan)(zhan),4個常規(gui)直(zhi)(zhi)(zhi)流子(zi)站(zhan)(zhan),8個抽(chou)蓄子(zi)站(zhan)(zhan),以及(ji)蘇(su)州(zhou)(zhou)南部地區4個500千伏(fu)分區切(qie)負荷控(kong)(kong)(kong)(kong)(kong)制(zhi)子(zi)站(zhan)(zhan)。
該系統的(de)建成可以滿(man)足迎峰度夏期間西南水電(dian)通過復奉、錦蘇(su)及賓金三(san)回特高(gao)壓直流(liu)滿(man)功率輸送(song)時電(dian)網(wang)安(an)全穩定控制的(de)需求,為華東電(dian)網(wang)2016年夏秋季安(an)全消納西南清潔能源(yuan)提供(gong)可靠保(bao)障(zhang),對特高(gao)壓大受端電(dian)網(wang)的(de)安(an)全穩定運行(xing)控制具有重要的(de)示(shi)范意義。
