日前,為有(you)效(xiao)解決宇航產(chan)(chan)業(ye)“糧草”受制于人的(de)(de)問(wen)題(ti),中國航天科技集(ji)團公司五院將加(jia)快推(tui)動航天器通(tong)用(yong)、關鍵元(yuan)器件(jian)(jian)的(de)(de)自主(zhu)可(ke)控步伐,通(tong)過開展800余項關重元(yuan)器件(jian)(jian)的(de)(de)國產(chan)(chan)化應用(yong)驗(yan)證,實(shi)現“東四”平臺、空間站工(gong)程等工(gong)程項目(mu)的(de)(de)自主(zhu)可(ke)控,進一步抓(zhua)牢產(chan)(chan)業(ye)發展的(de)(de)主(zhu)動權(quan)。
元器(qi)(qi)件(jian)是構(gou)成(cheng)航(hang)天器(qi)(qi)的“細胞(bao)”,也是決定整個宇航(hang)產業發展水平高低的基石。2013年(nian),五(wu)院提出到2020年(nian)實(shi)(shi)(shi)現(xian)航(hang)天器(qi)(qi)用關(guan)鍵元器(qi)(qi)件(jian)100%自(zi)(zi)主可(ke)(ke)(ke)控(kong)的戰(zhan)略目(mu)標,將(jiang)關(guan)鍵元器(qi)(qi)件(jian)自(zi)(zi)主可(ke)(ke)(ke)控(kong)作為(wei)支撐五(wu)院未來航(hang)天器(qi)(qi)發展的戰(zhan)略工(gong)(gong)(gong)作來抓。2014年(nian),該(gai)院成(cheng)立“航(hang)天器(qi)(qi)元器(qi)(qi)件(jian)自(zi)(zi)主可(ke)(ke)(ke)控(kong)工(gong)(gong)(gong)程(cheng)(cheng)項目(mu)辦公室”,進一步提速航(hang)天器(qi)(qi)元器(qi)(qi)件(jian)自(zi)(zi)主可(ke)(ke)(ke)控(kong)工(gong)(gong)(gong)作。幾年(nian)來,通過(guo)不斷完善自(zi)(zi)主可(ke)(ke)(ke)控(kong)組(zu)織機構(gou)和管(guan)理機制,加強自(zi)(zi)主可(ke)(ke)(ke)控(kong)工(gong)(gong)(gong)程(cheng)(cheng)專(zhuan)項實(shi)(shi)(shi)施與立項論(lun)證(zheng),五(wu)院實(shi)(shi)(shi)現(xian)了300余項關(guan)鍵元器(qi)(qi)件(jian)的自(zi)(zi)主可(ke)(ke)(ke)控(kong),樹立起(qi)以北(bei)斗(dou)導航(hang)工(gong)(gong)(gong)程(cheng)(cheng)為(wei)代表的一批國產化工(gong)(gong)(gong)程(cheng)(cheng)建設(she)“標桿”。
在多年的實(shi)踐中,五院不(bu)僅(jin)牽(qian)頭、帶動國內55家(jia)研制(zhi)單位,組建起“中國制(zhi)造(zao)”的創(chuang)新聯合(he)艦隊,梳理出近(jin)千(qian)個(ge)項目、型號急用先行的國產(chan)化(hua)攻關清單,更(geng)逐步(bu)摸索出“統(tong)籌協調系統(tong)推(tui)進,應用驗證加快(kuai)用研轉化(hua)”這一科學推(tui)進國產(chan)化(hua)工程建設的有力抓手。
五院認識到(dao),在(zai)國(guo)家立項(xiang)一時難以做到(dao)的(de)(de)情況下,要想把參與國(guo)產(chan)化(hua)研制(zhi)的(de)(de)諸多單位(wei)擰(ning)成一股繩,實(shi)現資源、經費(fei)的(de)(de)高(gao)效(xiao)利用(yong),就必須系統推進(jin)元器件(jian)需(xu)求(qiu)規劃(hua)、研制(zhi)、應(ying)用(yong)驗證(zheng)、工程應(ying)用(yong)和(he)標(biao)準體系建設等多方(fang)面工作(zuo),充分發揮應(ying)用(yong)驗證(zheng)的(de)(de)把關作(zuo)用(yong),確保國(guo)產(chan)化(hua)進(jin)程少走(zou)彎路。
為此,該院將(jiang)以責(ze)任制的(de)梳理和落實(shi)(shi)為主線,組織(zhi)各單位進(jin)(jin)一(yi)步厘清自主可(ke)控(kong)任務實(shi)(shi)施過程(cheng)(cheng)中“兩總”、主任設計師、計劃調度(du)、產品(pin)保(bao)證(zheng)人員(yuan)的(de)崗位職責(ze),全院一(yi)盤棋,搭(da)建(jian)溝通(tong)研制、驗證(zheng)、配套(tao)應(ying)用等信息的(de)橋梁,做(zuo)好設備、試驗、外協(xie)等資(zi)源的(de)統籌保(bao)障(zhang);前移管控(kong)重心,進(jin)(jin)一(yi)步做(zuo)好項目技術(shu)、計劃、質量(liang)等風(feng)險識別,實(shi)(shi)現均衡試驗、均衡生(sheng)產;通(tong)過產品(pin)數據包(bao)、在研制前端引(yin)入應(ying)用驗證(zheng)的(de)流程(cheng)(cheng),嚴(yan)把(ba)國產化(hua)元(yuan)器件生(sheng)產過程(cheng)(cheng)中的(de)質量(liang)關,杜絕低級質量(liang)問題。
在苦練內(nei)功的(de)基礎上,五(wu)院(yuan)還將巧借“東(dong)風”,及(ji)時跟蹤(zong)各方型(xing)號用(yong)(yong)戶的(de)改革進程,抓住集團公(gong)司航天元(yuan)器件自(zi)主可控(kong)方案(an)實施(shi)的(de)契機,推動立項工(gong)(gong)作,確保自(zi)主可控(kong)按照計劃推進,使(shi)“東(dong)五(wu)”平臺、遙感公(gong)用(yong)(yong)平臺等工(gong)(gong)程任務早(zao)日(ri)用(yong)(yong)上高性能(neng)的(de)國(guo)產化產品(pin)。
