中國中車(che)(che)集團有限公司(si)(以下(xia)簡稱中國中車(che)(che)集團)貫(guan)徹落(luo)實(shi)國務院國資委(wei)對標提升行動決策部署,堅持(chi)政治導航(hang)、戰(zhan)略引領、創新驅動、改革支(zhi)撐,持(chi)續加強管(guan)理(li)體系和(he)(he)管(guan)理(li)能力(li)現代化建設,各項工作取(qu)得快速(su)進(jin)展和(he)(he)突(tu)破。
2020年8月全面(mian)啟(qi)動以(yi)來,中國(guo)中車集團(tuan)“高(gao)(gao)(gao)定位、高(gao)(gao)(gao)力度(du)(du)(du)、高(gao)(gao)(gao)強(qiang)度(du)(du)(du)”推(tui)進(jin)對(dui)(dui)標(biao)(biao)(biao)提(ti)(ti)(ti)升(sheng)行(xing)動。把(ba)(ba)“打造一流的(de)管(guan)(guan)(guan)(guan)(guan)理(li)體(ti)系(xi)”納(na)入“十(shi)四五”發展(zhan)戰略(lve)重點目標(biao)(biao)(biao)之一高(gao)(gao)(gao)度(du)(du)(du)定位;把(ba)(ba)深(shen)化(hua)(hua)對(dui)(dui)標(biao)(biao)(biao)提(ti)(ti)(ti)升(sheng)行(xing)動作(zuo)為“一把(ba)(ba)手(shou)”戰略(lve)工(gong)(gong)(gong)(gong)程(cheng),建(jian)(jian)立了(le)集團(tuan)公司主要領導(dao)(dao)掛帥、全級次全穿透的(de)領導(dao)(dao)和(he)(he)組織體(ti)系(xi);按照“強(qiang)基、賦(fu)能、攀高(gao)(gao)(gao)”遞進(jin)提(ti)(ti)(ti)升(sheng)路徑,建(jian)(jian)立了(le)體(ti)系(xi)化(hua)(hua)、矩陣式高(gao)(gao)(gao)效工(gong)(gong)(gong)(gong)作(zuo)體(ti)系(xi),全面(mian)對(dui)(dui)標(biao)(biao)(biao)確立了(le)3342項(xiang)(xiang)具體(ti)措(cuo)施和(he)(he)成(cheng)(cheng)果目標(biao)(biao)(biao)清(qing)單(dan);建(jian)(jian)立了(le)管(guan)(guan)(guan)(guan)(guan)理(li)提(ti)(ti)(ti)升(sheng)考核評價機制,把(ba)(ba)對(dui)(dui)標(biao)(biao)(biao)提(ti)(ti)(ti)升(sheng)任務納(na)入集團(tuan)巡視督(du)查,開發“中車管(guan)(guan)(guan)(guan)(guan)理(li)提(ti)(ti)(ti)升(sheng)行(xing)動督(du)辦(ban)信息系(xi)統”,高(gao)(gao)(gao)質量推(tui)動工(gong)(gong)(gong)(gong)作(zuo)清(qing)單(dan)和(he)(he)措(cuo)施落實,目前工(gong)(gong)(gong)(gong)作(zuo)清(qing)單(dan)完(wan)成(cheng)(cheng)率達到90%以(yi)上;建(jian)(jian)立“揭榜掛帥”工(gong)(gong)(gong)(gong)作(zuo)機制,著力打造管(guan)(guan)(guan)(guan)(guan)理(li)樣板工(gong)(gong)(gong)(gong)程(cheng),遴選重點建(jian)(jian)設集團(tuan)管(guan)(guan)(guan)(guan)(guan)理(li)標(biao)(biao)(biao)桿(gan)企業(ye)(ye)17家(jia)、管(guan)(guan)(guan)(guan)(guan)理(li)標(biao)(biao)(biao)桿(gan)項(xiang)(xiang)目64個;大力創(chuang)(chuang)建(jian)(jian)入選國(guo)資委(wei)的(de)3家(jia)標(biao)(biao)(biao)桿(gan)企業(ye)(ye)、1個標(biao)(biao)(biao)桿(gan)項(xiang)(xiang)目和(he)(he)1個標(biao)(biao)(biao)桿(gan)模(mo)式,圍繞深(shen)化(hua)(hua)精益管(guan)(guan)(guan)(guan)(guan)理(li)、強(qiang)化(hua)(hua)科技創(chuang)(chuang)新(xin)、打造數字化(hua)(hua)企業(ye)(ye)等重點,在管(guan)(guan)(guan)(guan)(guan)理(li)體(ti)系(xi)和(he)(he)管(guan)(guan)(guan)(guan)(guan)理(li)能力現代(dai)(dai)化(hua)(hua)建(jian)(jian)設上重點突破。總結(jie)提(ti)(ti)(ti)煉(lian)的(de)精益體(ti)系(xi)建(jian)(jian)設管(guan)(guan)(guan)(guan)(guan)理(li)標(biao)(biao)(biao)桿(gan)項(xiang)(xiang)目成(cheng)(cheng)果,獲(huo)評第二十(shi)八屆全國(guo)企業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)理(li)現代(dai)(dai)化(hua)(hua)成(cheng)(cheng)果一等獎。

中(zhong)國(guo)(guo)中(zhong)車(che)集團(tuan)深(shen)化對標管理(li)(li)提升,突出向管理(li)(li)要效(xiao)率(lv)、向管理(li)(li)要效(xiao)益,階段工作(zuo)成效(xiao)初步顯現。根據2021年快報,全面(mian)完(wan)成年度“穩增長(chang)”目標,全員勞動(dong)生產(chan)同比增長(chang)5.1%,在《財富》2021年最受贊賞中(zhong)國(guo)(guo)公司評選(xuan)中(zhong)名列榜首。
