近(jin)日,我國正式發(fa)布《民(min)用(yong)運(yun)輸(shu)機(ji)場(chang)供(gong)油(you)工(gong)(gong)程(cheng)(cheng)設計(ji)規(gui)(gui)范(fan)》(MH 5008-2017)和《民(min)用(yong)運(yun)輸(shu)機(ji)場(chang)供(gong)油(you)工(gong)(gong)程(cheng)(cheng)施(shi)工(gong)(gong)及驗(yan)收(shou)規(gui)(gui)范(fan)》(MH 5034-2017)兩部(bu)行(xing)業標(biao)準,旨在進(jin)一步(bu)規(gui)(gui)范(fan)運(yun)輸(shu)機(ji)場(chang)供(gong)油(you)工(gong)(gong)程(cheng)(cheng)的(de)(de)規(gui)(gui)劃、設計(ji)、施(shi)工(gong)(gong)和驗(yan)收(shou)行(xing)為,提升供(gong)油(you)工(gong)(gong)程(cheng)(cheng)的(de)(de)科技(ji)含量,強化航(hang)(hang)油(you)的(de)(de)供(gong)應保障能力。兩部(bu)規(gui)(gui)范(fan)均由(you)中國航(hang)(hang)空油(you)料集團公司(si)相關單位(wei)編寫,并與已頒(ban)布施(shi)行(xing)的(de)(de)《民(min)用(yong)小型運(yun)輸(shu)機(ji)場(chang)供(gong)油(you)工(gong)(gong)程(cheng)(cheng)設計(ji)規(gui)(gui)范(fan)》(MH 5029-2014)、《通用(yong)航(hang)(hang)空供(gong)油(you)工(gong)(gong)程(cheng)(cheng)建(jian)設規(gui)(gui)范(fan)》(MH/T 5030-2014)共同組成(cheng)了(le)完(wan)整的(de)(de)民(min)航(hang)(hang)供(gong)油(you)工(gong)(gong)程(cheng)(cheng)建(jian)設規(gui)(gui)范(fan)體系,標(biao)志著涵蓋(gai)運(yun)輸(shu)、通用(yong)航(hang)(hang)空,包括大型、小型運(yun)輸(shu)機(ji)場(chang),以及設計(ji)、施(shi)工(gong)(gong)、驗(yan)收(shou)全(quan)過程(cheng)(cheng)的(de)(de)航(hang)(hang)油(you)工(gong)(gong)程(cheng)(cheng)標(biao)準體系建(jian)設完(wan)成(cheng)。中國航(hang)(hang)油(you)為推進(jin)民(min)航(hang)(hang)工(gong)(gong)程(cheng)(cheng)的(de)(de)技(ji)術進(jin)步(bu)發(fa)揮了(le)重要作用(yong)。
據了解,為編寫系列規范,中國(guo)航空(kong)油(you)(you)料集團公司確定了機(ji)坪管(guan)道流體力學及(ji)(ji)構型等(deng)10多項科(ke)(ke)研課題(ti);翻譯了《航空(kong)供油(you)(you)設(she)(she)施(shi)的(de)(de)(de)設(she)(she)計、施(shi)工、運(yun)行、維護及(ji)(ji)測試》(EI 1540)等(deng)10多部國(guo)外標準文(wen)獻;組(zu)織了專項考察,借(jie)鑒(jian)國(guo)外科(ke)(ke)學、簡(jian)潔、實用的(de)(de)(de)設(she)(she)計思路;優化了油(you)(you)泵房、混(hun)凝土罐區地坪、管(guan)溝回填混(hun)凝土、小型機(ji)場的(de)(de)(de)消防設(she)(she)施(shi)等(deng),引入“專業的(de)(de)(de)事由專業人做(zuo)”“冷閉合”等(deng)理念;召開(kai)了20余次專題(ti)討論(lun)會(hui),并赴全國(guo)20多個機(ji)場進行實地調(diao)研。
兩(liang)部規(gui)(gui)范(fan)強調供油(you)(you)工(gong)程(cheng)(cheng)建設(she)以(yi)生產運(yun)(yun)行、職業(ye)健康為(wei)(wei)核心,以(yi)功能和效率為(wei)(wei)導向,以(yi)安(an)全(quan)適用、經濟合理、綠(lv)色發(fa)展為(wei)(wei)原(yuan)則,對運(yun)(yun)輸(shu)機場供油(you)(you)工(gong)程(cheng)(cheng)的(de)規(gui)(gui)劃(hua)、設(she)計、施工(gong)和驗(yan)收(shou)作出(chu)了(le)詳細的(de)規(gui)(gui)定。其中,《民(min)用運(yun)(yun)輸(shu)機場供油(you)(you)工(gong)程(cheng)(cheng)設(she)計規(gui)(gui)范(fan)》涵(han)蓋(gai)了(le)建設(she)目標年供油(you)(you)量(liang)超過5萬噸供油(you)(you)工(gong)程(cheng)(cheng)的(de)選址與規(gui)(gui)劃(hua)、平面布(bu)置(zhi)、供油(you)(you)工(gong)藝及其相(xiang)應設(she)備的(de)選用、輸(shu)油(you)(you)管道(dao)(dao)、機坪管道(dao)(dao)、防腐、質量(liang)檢(jian)驗(yan)與計量(liang)檢(jian)定、供配電等17個方面的(de)內容。《民(min)用運(yun)(yun)輸(shu)機場供油(you)(you)工(gong)程(cheng)(cheng)施工(gong)及驗(yan)收(shou)規(gui)(gui)范(fan)》涵(han)蓋(gai)了(le)儲(chu)罐、工(gong)藝設(she)備安(an)裝(zhuang)、管道(dao)(dao)、防腐、消防給(gei)排水及暖(nuan)通(tong)等14個方面的(de)內容。
航(hang)(hang)(hang)油(you)(you)是航(hang)(hang)(hang)空(kong)器萬里翱翔的(de)動力,航(hang)(hang)(hang)油(you)(you)工(gong)程是機場(chang)的(de)主要配(pei)套(tao)設(she)施(shi)之(zhi)一,安全(quan)、高質、快(kuai)捷、高效(xiao)是航(hang)(hang)(hang)油(you)(you)供(gong)應(ying)的(de)基(ji)本要求。近年來,《國(guo)務院關(guan)于促進(jin)民(min)航(hang)(hang)(hang)業發展的(de)若干意見》和《國(guo)務院辦公廳(ting)關(guan)于印發促進(jin)民(min)航(hang)(hang)(hang)業發展重點工(gong)作分(fen)工(gong)方案的(de)通知》提(ti)出“推進(jin)技術進(jin)步和節能(neng)(neng)減排”“注重機場(chang)配(pei)套(tao)設(she)施(shi)規劃與(yu)建設(she),配(pei)套(tao)完(wan)善旅客服(fu)務、航(hang)(hang)(hang)空(kong)貨(huo)運集散、油(you)(you)料(liao)供(gong)應(ying)等基(ji)礎(chu)設(she)施(shi)”“加強基(ji)礎(chu)設(she)施(shi)建設(she),提(ti)高裝備水平和服(fu)務保(bao)障能(neng)(neng)力”。兩部(bu)標準由民(min)航(hang)(hang)(hang)局機場(chang)司負責(ze)管理和解釋。
