剛才(cai)學東同志對本書編(bian)寫(xie)、征訂(ding)工作作了介紹(shao),四位專家分(fen)別做(zuo)了現場發言(yan)和書面意(yi)見,陳清泰主(zhu)任,汪繼(ji)祥社長(chang)發表了熱情洋溢的講話(hua),使我們深受鼓舞和鞭(bian)策。我想借今(jin)天這個機(ji)會談幾點意(yi)見,供參考。
一、《現代企業班(ban)組(zu)建設(she)與管(guan)理》是國資委推進中央(yang)企業班(ban)組(zu)建設(she)、實施職工(gong)素質工(gong)程的最新成果,凝(ning)聚著中央(yang)企業班(ban)組(zu)管(guan)理的經驗與智慧
國有(you)企(qi)(qi)(qi)業(ye)(ye)是構(gou)建中(zhong)國特色社(she)會(hui)主(zhu)義和諧社(she)會(hui)、實(shi)現(xian)(xian)(xian)全面建設(she)小康社(she)會(hui)的重(zhong)要力量(liang),中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)是國有(you)企(qi)(qi)(qi)業(ye)(ye)的排頭兵,中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)的發展直接關(guan)系到(dao)國民經濟的全局。國資委成(cheng)立四(si)年(nian)(nian)(nian)多(duo)來,中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)收(shou)入快速增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)、效(xiao)益(yi)大(da)幅(fu)提高(gao),運(yun)行質量(liang)持續改進。四(si)年(nian)(nian)(nian)來,資產(chan)總(zong)額平均每(mei)(mei)年(nian)(nian)(nian)增(zeng)(zeng)(zeng)(zeng)加(jia)1.3萬(wan)億(yi)(yi)(yi)元(yuan)(yuan)(yuan),銷(xiao)售收(shou)入平均每(mei)(mei)年(nian)(nian)(nian)增(zeng)(zeng)(zeng)(zeng)加(jia)1.2萬(wan)億(yi)(yi)(yi)元(yuan)(yuan)(yuan),實(shi)現(xian)(xian)(xian)利(li)潤平均每(mei)(mei)年(nian)(nian)(nian)增(zeng)(zeng)(zeng)(zeng)加(jia)1500億(yi)(yi)(yi)元(yuan)(yuan)(yuan),上繳稅(shui)金平均每(mei)(mei)年(nian)(nian)(nian)增(zeng)(zeng)(zeng)(zeng)加(jia)1000億(yi)(yi)(yi)元(yuan)(yuan)(yuan)。今年(nian)(nian)(nian)中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)各項經濟指標再創新高(gao),1-11月中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)累計(ji)實(shi)現(xian)(xian)(xian)銷(xiao)售收(shou)入87162.2億(yi)(yi)(yi)元(yuan)(yuan)(yuan),同(tong)比增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)20.5%,預計(ji)全年(nian)(nian)(nian)9.6萬(wan)億(yi)(yi)(yi)元(yuan)(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)20%。實(shi)現(xian)(xian)(xian)利(li)潤9186.6億(yi)(yi)(yi)元(yuan)(yuan)(yuan),同(tong)比增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)31.7%,預計(ji)全年(nian)(nian)(nian)9800億(yi)(yi)(yi)元(yuan)(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)30%。上繳稅(shui)金7654.3億(yi)(yi)(yi)元(yuan)(yuan)(yuan),同(tong)比增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)24%,比去(qu)年(nian)(nian)(nian)同(tong)期增(zeng)(zeng)(zeng)(zeng)加(jia)1481.8億(yi)(yi)(yi)元(yuan)(yuan)(yuan)。中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)資產(chan)總(zong)額達(da)到(dao)了(le)14.6萬(wan)億(yi)(yi)(yi)元(yuan)(yuan)(yuan),同(tong)比增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)21%。實(shi)現(xian)(xian)(xian)銷(xiao)售收(shou)入過千億(yi)(yi)(yi)元(yuan)(yuan)(yuan)的企(qi)(qi)(qi)業(ye)(ye)有(you)21家(jia),比上年(nian)(nian)(nian)同(tong)期增(zeng)(zeng)(zeng)(zeng)加(jia)7家(jia)。實(shi)現(xian)(xian)(xian)利(li)潤超過100億(yi)(yi)(yi)元(yuan)(yuan)(yuan)的企(qi)(qi)(qi)業(ye)(ye)有(you)18家(jia),比上年(nian)(nian)(nian)同(tong)期增(zeng)(zeng)(zeng)(zeng)加(jia)4家(jia)。中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)為(wei)振(zhen)興(xing)民族經濟,實(shi)現(xian)(xian)(xian)國家(jia)繁榮富強做出了(le)重(zhong)大(da)的貢獻。
中(zhong)(zhong)(zhong)央企(qi)(qi)業共(gong)有(you)62萬個班(ban)組(zu),其(qi)中(zhong)(zhong)(zhong)80%以(yi)上(shang)(shang)集(ji)中(zhong)(zhong)(zhong)在軍工、能(neng)源、交通、重(zhong)(zhong)(zhong)大裝備制造、重(zhong)(zhong)(zhong)要(yao)礦(kuang)產資源開發(fa)(fa)等關(guan)系國(guo)家安全和(he)國(guo)民經(jing)濟命脈的(de)重(zhong)(zhong)(zhong)要(yao)行業和(he)關(guan)鍵領域;在62萬個班(ban)組(zu)中(zhong)(zhong)(zhong),70.8%為生產型(xing)班(ban)組(zu),29.2%為服(fu)務型(xing)班(ban)組(zu)。中(zhong)(zhong)(zhong)央企(qi)(qi)業班(ban)組(zu)長文(wen)(wen)化素質結(jie)構(gou)比較理想,高(gao)中(zhong)(zhong)(zhong)及以(yi)上(shang)(shang)文(wen)(wen)化程(cheng)度(du)占總人(ren)數的(de)91.12%,其(qi)中(zhong)(zhong)(zhong)大專以(yi)上(shang)(shang)為46.8%;初中(zhong)(zhong)(zhong)及以(yi)下文(wen)(wen)化程(cheng)度(du)占總人(ren)數的(de)9.98%。中(zhong)(zhong)(zhong)央企(qi)(qi)業班(ban)組(zu)長整(zheng)體技術能(neng)力結(jie)構(gou)尚不(bu)理想,其(qi)技師(shi)和(he)高(gao)級(ji)技師(shi)僅為15.36%,高(gao)級(ji)技工為46.26%,中(zhong)(zhong)(zhong)級(ji)技工及以(yi)下占到了38.38%。班(ban)組(zu)長是(shi)企(qi)(qi)業的(de)“兵(bing)頭將尾”,是(shi)生產經(jing)營現場的(de)直接管理者,也是(shi)把責任落(luo)實到崗位的(de)關(guan)鍵人(ren)物,沒有(you)一(yi)批(pi)高(gao)素質的(de)班(ban)組(zu)長,企(qi)(qi)業的(de)發(fa)(fa)展戰略和(he)經(jing)營管理措施就很難得到落(luo)實。所以(yi),李榮融同志強調在中(zhong)(zhong)(zhong)央企(qi)(qi)業建設(she)一(yi)流(liu)(liu)職(zhi)工隊伍(wu)的(de)重(zhong)(zhong)(zhong)要(yao)性,他(ta)說:“沒有(you)一(yi)流(liu)(liu)的(de)職(zhi)工隊伍(wu),就不(bu)可能(neng)成為一(yi)流(liu)(liu)的(de)企(qi)(qi)業。”
班(ban)(ban)(ban)組是(shi)(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)生產經營(ying)管理活(huo)動(dong)的(de)(de)(de)(de)(de)(de)基(ji)本作(zuo)業(ye)(ye)單(dan)位,也(ye)(ye)是(shi)(shi)職(zhi)工學(xue)(xue)習(xi)技術、提升(sheng)素(su)質(zhi)、發揮作(zuo)用的(de)(de)(de)(de)(de)(de)基(ji)本場所。企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)執行(xing)(xing)力要(yao)(yao)在(zai)班(ban)(ban)(ban)組中(zhong)(zhong)(zhong)體現(xian)(xian),企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)效益要(yao)(yao)通過班(ban)(ban)(ban)組實現(xian)(xian),企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)安全要(yao)(yao)由班(ban)(ban)(ban)組來(lai)保證(zheng),企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)文(wen)化(hua)要(yao)(yao)靠班(ban)(ban)(ban)組來(lai)建(jian)(jian)(jian)設(she)(she)。班(ban)(ban)(ban)組活(huo)則(ze)企(qi)(qi)(qi)(qi)業(ye)(ye)活(huo),班(ban)(ban)(ban)組強企(qi)(qi)(qi)(qi)業(ye)(ye)才(cai)能(neng)強。要(yao)(yao)使企(qi)(qi)(qi)(qi)業(ye)(ye)又好又快發展,必(bi)須把班(ban)(ban)(ban)組這個(ge)(ge)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)細胞搞得(de)(de)很健康。國(guo)(guo)(guo)(guo)資(zi)(zi)委成立(li)以(yi)來(lai)特別重(zhong)(zhong)視(shi)中(zhong)(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)班(ban)(ban)(ban)組建(jian)(jian)(jian)設(she)(she)、注(zhu)重(zhong)(zhong)提升(sheng)職(zhi)工素(su)質(zhi),04年(nian)4月(yue)國(guo)(guo)(guo)(guo)資(zi)(zi)委黨委頒發了(le)在(zai)“中(zhong)(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)深(shen)入實施職(zhi)工素(su)質(zhi)工程(cheng)的(de)(de)(de)(de)(de)(de)指導意見”,并明確要(yao)(yao)求工作(zuo)的(de)(de)(de)(de)(de)(de)目標之一是(shi)(shi)“班(ban)(ban)(ban)組建(jian)(jian)(jian)設(she)(she)得(de)(de)到鞏固和加強”,把握(wo)的(de)(de)(de)(de)(de)(de)基(ji)本原(yuan)則(ze)之一是(shi)(shi)“立(li)足(zu)基(ji)層(ceng),與(yu)班(ban)(ban)(ban)組建(jian)(jian)(jian)設(she)(she)相(xiang)(xiang)結(jie)合”;06年(nian)8月(yue),國(guo)(guo)(guo)(guo)資(zi)(zi)委在(zai)人民(min)大會(hui)(hui)堂隆重(zhong)(zhong)表彰(zhang)中(zhong)(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)998個(ge)(ge)學(xue)(xue)習(xi)型紅旗班(ban)(ban)(ban)組和104個(ge)(ge)學(xue)(xue)習(xi)型標桿班(ban)(ban)(ban)組,國(guo)(guo)(guo)(guo)資(zi)(zi)委主任(ren)、黨委書記李榮融出(chu)(chu)席會(hui)(hui)議并作(zuo)了(le)重(zhong)(zhong)要(yao)(yao)講話;07年(nian)6月(yue),國(guo)(guo)(guo)(guo)資(zi)(zi)委組織(zhi)中(zhong)(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)優(you)秀班(ban)(ban)(ban)組長(chang)赴比利時學(xue)(xue)習(xi)考察,這是(shi)(shi)建(jian)(jian)(jian)國(guo)(guo)(guo)(guo)以(yi)來(lai)第一次以(yi)企(qi)(qi)(qi)(qi)業(ye)(ye)班(ban)(ban)(ban)組長(chang)為主要(yao)(yao)成員組團出(chu)(chu)國(guo)(guo)(guo)(guo)培訓(xun);今天,我們在(zai)這里(li)相(xiang)(xiang)聚,與(yu)科學(xue)(xue)出(chu)(chu)版(ban)(ban)社共(gong)同舉(ju)行(xing)(xing)《現(xian)(xian)代企(qi)(qi)(qi)(qi)業(ye)(ye)班(ban)(ban)(ban)組建(jian)(jian)(jian)設(she)(she)與(yu)管理》出(chu)(chu)版(ban)(ban)首發式,也(ye)(ye)是(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委高度重(zhong)(zhong)視(shi)中(zhong)(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)班(ban)(ban)(ban)組建(jian)(jian)(jian)設(she)(she)、注(zhu)重(zhong)(zhong)提升(sheng)職(zhi)工素(su)質(zhi)的(de)(de)(de)(de)(de)(de)具體體現(xian)(xian)。
自06年(nian)“雙(shuang)千雙(shuang)百”表彰推進會以(yi)來,中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)著力(li)推進中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)班組(zu)建(jian)設(she)(she),絕大多數中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)都把班組(zu)建(jian)設(she)(she)作為一(yi)項重要工作來抓。據不(bu)完(wan)全統(tong)計,中(zhong)(zhong)(zhong)國第一(yi)航空(kong)集團(tuan)公(gong)(gong)司(si)(si)、中(zhong)(zhong)(zhong)國石油天然氣(qi)集團(tuan)公(gong)(gong)司(si)(si)和中(zhong)(zhong)(zhong)國鋁業(ye)(ye)(ye)公(gong)(gong)司(si)(si)等相繼召開(kai)了班組(zu)工作會議,鞍山鋼鐵集團(tuan)公(gong)(gong)司(si)(si)、東風汽車(che)公(gong)(gong)司(si)(si)等近40家(jia)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)下發了班組(zu)建(jian)設(she)(she)的指導意見或(huo)者建(jian)設(she)(she)綱要,有(you)近60家(jia)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)有(you)計劃的開(kai)展了班組(zu)長培訓工作,還有(you)一(yi)些(xie)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)通(tong)過表彰先(xian)進、選樹典型、建(jian)立或(huo)完(wan)善考核機制等辦法推進班組(zu)建(jian)設(she)(she)工作。
在(zai)推進(jin)中(zhong)央(yang)企業(ye)班(ban)(ban)組(zu)建設、實(shi)施職(zhi)工(gong)素質(zhi)工(gong)程中(zhong),中(zhong)央(yang)企業(ye)涌現出一批(pi)各具(ju)管理特色(se)、學(xue)習育(yu)人的(de)(de)先進(jin)班(ban)(ban)組(zu)。如,中(zhong)石油(you)撫順石化(hua)公司(si)王海班(ban)(ban)組(zu),在(zai)平(ping)凡(fan)的(de)(de)崗位上(shang)(shang)創造了(le)不平(ping)凡(fan)的(de)(de)業(ye)績,人們把其經(jing)驗(yan)歸納為“五型(xing)(xing)”班(ban)(ban)組(zu),即技能型(xing)(xing)、效益(yi)型(xing)(xing)、管理型(xing)(xing)、創新型(xing)(xing)與和諧型(xing)(xing)班(ban)(ban)組(zu)。東(dong)風(feng)汽(qi)車(che)公司(si)商用車(che)車(che)身廠(chang)匡開勛班(ban)(ban)組(zu),他們“在(zai)思考中(zhong)探(tan)索,樹立(li)學(xue)習理念,使其內化(hua)于心;在(zai)探(tan)索中(zhong)創新,轉(zhuan)化(hua)學(xue)習成(cheng)果,使其外化(hua)于行;在(zai)創新中(zhong)超越,建立(li)學(xue)習機制(zhi),使其固化(hua)于制(zhi)”,探(tan)索出一條(tiao)具(ju)有自己特色(se)的(de)(de)學(xue)習育(yu)人發展之路。還有國家(jia)電網湖(hu)北荊西供電營業(ye)所在(zai)班(ban)(ban)組(zu)建設中(zhong)把“問題(ti)變課題(ti)”的(de)(de)經(jing)驗(yan)等,都是近年國資委推進(jin)中(zhong)央(yang)企業(ye)班(ban)(ban)組(zu)建設、實(shi)施職(zhi)工(gong)素質(zhi)工(gong)程所結出的(de)(de)豐碩成(cheng)果,以(yi)上(shang)(shang)這些各具(ju)特色(se)的(de)(de)班(ban)(ban)組(zu)管理、學(xue)習育(yu)人的(de)(de)典型(xing)(xing)經(jing)驗(yan),在(zai)《現代企業(ye)班(ban)(ban)組(zu)建設與管理》中(zhong)都得(de)到了(le)充分的(de)(de)體現。
二(er)、《現(xian)代企業班組(zu)(zu)建設與管(guan)理(li)(li)》的出版(ban),對提升班組(zu)(zu)長管(guan)理(li)(li)素(su)質、推進中央(yang)企業班組(zu)(zu)建設、夯實中央(yang)企業基礎管(guan)理(li)(li)將發揮重要(yao)的作用
胡錦濤總(zong)書記在(zai)黨的(de)(de)(de)十(shi)七大報告提(ti)出(chu),“要堅持走(zou)中(zhong)國特色新型工業(ye)化道路(lu),由主要依靠增加物質資源消耗(hao)向主要依靠科技(ji)進步、勞動(dong)者素(su)質提(ti)高(gao)、管(guan)理(li)(li)創(chuang)新轉變”。新經濟時代(dai)組(zu)織變革帶(dai)來的(de)(de)(de)管(guan)理(li)(li)重心下移(yi)是企(qi)業(ye)管(guan)理(li)(li)的(de)(de)(de)發展趨勢(shi)。在(zai)新的(de)(de)(de)形勢(shi)下,企(qi)業(ye)競爭能力(li)與班組(zu)管(guan)理(li)(li)水平的(de)(de)(de)聯(lian)系越來越密切,《現(xian)代(dai)企(qi)業(ye)班組(zu)建設與管(guan)理(li)(li)》一(yi)書,對構建具有中(zhong)國特色的(de)(de)(de)企(qi)業(ye)基層(ceng)管(guan)理(li)(li)理(li)(li)論體系進行了有意義的(de)(de)(de)探索(suo),它(ta)的(de)(de)(de)出(chu)版將(jiang)對提(ti)升中(zhong)央企(qi)業(ye)班組(zu)長管(guan)理(li)(li)素(su)質、推進中(zhong)央企(qi)業(ye)班組(zu)建設、促進班組(zu)管(guan)理(li)(li)創(chuang)新、夯實企(qi)業(ye)基礎管(guan)理(li)(li)發揮重要作用,從而為增強(qiang)中(zhong)央企(qi)業(ye)的(de)(de)(de)競爭力(li)做(zuo)出(chu)積極貢獻。
新世紀新階段,中(zhong)央企(qi)業(ye)面臨著許(xu)多(duo)(duo)新的(de)挑(tiao)戰,也相應對班組的(de)建設與(yu)管理(li)(li)提出了新的(de)更高要求。企(qi)業(ye)管理(li)(li)變(bian)革的(de)大趨勢已經給(gei)和即將給(gei)中(zhong)央企(qi)業(ye)班組建設與(yu)管理(li)(li)賦于(yu)許(xu)多(duo)(duo)新的(de)實踐意義與(yu)理(li)(li)論(lun)內涵。
首先(xian),班(ban)組(zu)(zu)(zu)及班(ban)組(zu)(zu)(zu)成(cheng)員在企(qi)業(ye)中的角(jiao)色在發生變化。在現代企(qi)業(ye)中,由(you)于組(zu)(zu)(zu)織結構趨于扁平化,班(ban)組(zu)(zu)(zu)的自主性、獨立性在逐漸增強;由(you)于組(zu)(zu)(zu)織運行的柔性化,班(ban)組(zu)(zu)(zu)長(chang)不再是上情下達(da)者和發號(hao)施(shi)令(ling)者,正逐漸向教練、顧問、推動者、支持(chi)者和服務者等角(jiao)色轉變;由(you)于組(zu)(zu)(zu)織聯系網(wang)絡(luo)化,員工能夠廣泛參與(yu)決策與(yu)管(guan)理,并被賦予更(geng)多的權利、更(geng)大的靈活(huo)性和更(geng)廣闊的行為空間。

第三,對班組績效的評定方式在發生變化。班組工作績效的評定,逐漸從被動地完成上級下達的工作任務指標,向能動地以工作結果的貢獻度為基準轉變。
