黨的(de)十六大和(he)十六屆(jie)二中全會(hui)提出(chu)了深化(hua)國(guo)(guo)有(you)資產(chan)管理體制(zhi)改(gai)(gai)革的(de)重大任務(wu)和(he)重要原則,根據全國(guo)(guo)人大十屆(jie)一次會(hui)議通過的(de)國(guo)(guo)務(wu)院機(ji)構改(gai)(gai)革方案,2003年國(guo)(guo)務(wu)院成立了國(guo)(guo)有(you)資產(chan)監督(du)管理委(wei)員會(hui)。四年來(lai),在黨中央、國(guo)(guo)務(wu)院的(de)正確領(ling)導下,我(wo)們以鄧小平理論和(he)“三個代表”重要思(si)想(xiang)為指(zhi)導,認真貫徹黨的(de)十六大精(jing)神,全面(mian)落實科學發展(zhan)觀,牢(lao)牢(lao)把(ba)握定位,認真履行職責,緊(jin)緊(jin)圍繞國(guo)(guo)有(you)企(qi)業改(gai)(gai)革和(he)發展(zhan),做了一些開(kai)創性的(de)工作,國(guo)(guo)有(you)資產(chan)管理體制(zhi)改(gai)(gai)革取得了積極(ji)進展(zhan)。
(一)以(yi)組建機構、健全(quan)規章、落實責任為切入點,建立和完善國有資產監管體制。
建立和完善(shan)國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)體制,是國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)管(guan)(guan)(guan)理體制改革的(de)基(ji)(ji)礎(chu)。國(guo)(guo)(guo)資委(wei)(wei)成(cheng)立后,我(wo)(wo)們(men)首先抓了(le)(le)機(ji)構完善(shan)工(gong)作。到2004年6月,全國(guo)(guo)(guo)31個省(區、市(shi))和新(xin)疆生產(chan)建設兵團國(guo)(guo)(guo)資委(wei)(wei)全部組建。目前市(shi)(地(di))國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構的(de)組建工(gong)作基(ji)(ji)本完成(cheng),全國(guo)(guo)(guo)大多數市(shi)(地(di))設立了(le)(le)國(guo)(guo)(guo)資委(wei)(wei),沒(mei)(mei)有(you)(you)(you)(you)單獨設立國(guo)(guo)(guo)資委(wei)(wei)的(de)也采(cai)取多種形式(shi)明確了(le)(le)國(guo)(guo)(guo)資監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構。與(yu)此(ci)同時,我(wo)(wo)們(men)抓緊制定(ding)與(yu)《企(qi)業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)督管(guan)(guan)(guan)理暫行(xing)條(tiao)例》(以(yi)下(xia)簡稱《條(tiao)例》)相(xiang)配套的(de)規(gui)章(zhang)制度。四年來,國(guo)(guo)(guo)資委(wei)(wei)共制訂發布了(le)(le)企(qi)業(ye)(ye)改制、產(chan)權轉讓、資產(chan)評(ping)估、業(ye)(ye)績(ji)(ji)考(kao)(kao)核(he)、財務監(jian)(jian)(jian)督等(deng)18個規(gui)章(zhang)和80個規(gui)范性(xing)文件,地(di)方國(guo)(guo)(guo)資委(wei)(wei)制定(ding)了(le)(le)1200多件地(di)方規(gui)章(zhang)和規(gui)范性(xing)文件。針(zhen)對中(zhong)央(yang)企(qi)業(ye)(ye)長期(qi)以(yi)來存(cun)在的(de)“有(you)(you)(you)(you)任(ren)(ren)(ren)(ren)命(ming)沒(mei)(mei)有(you)(you)(you)(you)明確任(ren)(ren)(ren)(ren)期(qi),有(you)(you)(you)(you)職務沒(mei)(mei)有(you)(you)(you)(you)嚴格(ge)考(kao)(kao)核(he),薪酬(chou)同業(ye)(ye)績(ji)(ji)不掛鉤(gou)”的(de)狀況(kuang),我(wo)(wo)們(men)在對中(zhong)央(yang)企(qi)業(ye)(ye)全面清(qing)產(chan)核(he)資、摸清(qing)家底的(de)基(ji)(ji)礎(chu)上,先后與(yu)全部中(zhong)央(yang)企(qi)業(ye)(ye)負責人簽(qian)訂了(le)(le)年度和任(ren)(ren)(ren)(ren)期(qi)經(jing)營(ying)業(ye)(ye)績(ji)(ji)考(kao)(kao)核(he)責任(ren)(ren)(ren)(ren)書(shu)。公布了(le)(le)考(kao)(kao)核(he)結果(guo),并嚴格(ge)兌現了(le)(le)獎懲,初(chu)步規(gui)范了(le)(le)中(zhong)央(yang)企(qi)業(ye)(ye)的(de)薪酬(chou)管(guan)(guan)(guan)理。各地(di)國(guo)(guo)(guo)資委(wei)(wei)也先后對所出(chu)資企(qi)業(ye)(ye)實行(xing)了(le)(le)業(ye)(ye)績(ji)(ji)考(kao)(kao)核(he)。經(jing)過努力,中(zhong)央(yang)和省、市(shi)(地(di))三級國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)組織體系基(ji)(ji)本建立,國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)法規(gui)體系初(chu)步形成(cheng),國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)保值(zhi)(zhi)增(zeng)值(zhi)(zhi)的(de)責任(ren)(ren)(ren)(ren)體系層層到位,國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)監(jian)(jian)(jian)督管(guan)(guan)(guan)理體制框架基(ji)(ji)本建立。
(二)以財務(wu)監(jian)督和(he)風險(xian)控制為(wei)抓(zhua)手,強化出資人監(jian)管。
管(guan)好賬本(ben)是出(chu)資人(ren)監(jian)(jian)(jian)管(guan)的(de)(de)關(guan)鍵。國(guo)(guo)(guo)資委(wei)成(cheng)(cheng)立以來,始終把中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)財務(wu)(wu)(wu)(wu)監(jian)(jian)(jian)督(du)(du)(du)(du)和(he)(he)(he)(he)風(feng)險(xian)控(kong)制(zhi)(zhi)作為(wei)一(yi)(yi)(yi)項重(zhong)要工作來抓(zhua)。出(chu)臺了出(chu)資人(ren)財務(wu)(wu)(wu)(wu)監(jian)(jian)(jian)督(du)(du)(du)(du)的(de)(de)一(yi)(yi)(yi)系(xi)(xi)列部門規(gui)章(zhang),研究制(zhi)(zhi)訂并下發(fa)了一(yi)(yi)(yi)批管(guan)理制(zhi)(zhi)度(du)和(he)(he)(he)(he)規(gui)范,建(jian)立了企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)重(zhong)要財務(wu)(wu)(wu)(wu)事(shi)項備案監(jian)(jian)(jian)督(du)(du)(du)(du)制(zhi)(zhi)度(du),開展(zhan)(zhan)了企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)財務(wu)(wu)(wu)(wu)預(yu)決算(suan)管(guan)理、財務(wu)(wu)(wu)(wu)動態監(jian)(jian)(jian)測、會計(ji)(ji)核算(suan)監(jian)(jian)(jian)督(du)(du)(du)(du)、經濟責任審(shen)(shen)計(ji)(ji)、內(nei)(nei)部審(shen)(shen)計(ji)(ji)管(guan)理及中(zhong)(zhong)(zhong)介財務(wu)(wu)(wu)(wu)審(shen)(shen)計(ji)(ji)監(jian)(jian)(jian)督(du)(du)(du)(du)等各項工作,出(chu)資人(ren)財務(wu)(wu)(wu)(wu)監(jian)(jian)(jian)督(du)(du)(du)(du)體(ti)系(xi)(xi)基本(ben)形成(cheng)(cheng)。為(wei)加(jia)強中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)風(feng)險(xian)管(guan)理與(yu)防范,我(wo)們(men)在大量調查研究、總結企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)風(feng)險(xian)控(kong)制(zhi)(zhi)經驗(yan)與(yu)教(jiao)訓的(de)(de)基礎上,印發(fa)了《中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)全(quan)(quan)面風(feng)險(xian)管(guan)理指引》,引導和(he)(he)(he)(he)組(zu)織(zhi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)清(qing)理高(gao)風(feng)險(xian)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)(wu),加(jia)強風(feng)險(xian)監(jian)(jian)(jian)控(kong)。目(mu)前,大多(duo)數中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)都建(jian)立健全(quan)(quan)了風(feng)險(xian)管(guan)理的(de)(de)規(gui)章(zhang)制(zhi)(zhi)度(du),一(yi)(yi)(yi)批中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)境外上市公司建(jian)立了較完善(shan)的(de)(de)內(nei)(nei)部控(kong)制(zhi)(zhi)體(ti)系(xi)(xi),并將(jiang)內(nei)(nei)控(kong)體(ti)系(xi)(xi)擴展(zhan)(zhan)到存(cun)續企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。同時我(wo)們(men)積(ji)(ji)極(ji)(ji)探(tan)索(suo)和(he)(he)(he)(he)不斷(duan)完善(shan)監(jian)(jian)(jian)事(shi)會制(zhi)(zhi)度(du),不斷(duan)改進(jin)、提(ti)高(gao)監(jian)(jian)(jian)事(shi)會工作,積(ji)(ji)極(ji)(ji)探(tan)索(suo)監(jian)(jian)(jian)事(shi)會監(jian)(jian)(jian)督(du)(du)(du)(du)與(yu)紀檢監(jian)(jian)(jian)察監(jian)(jian)(jian)督(du)(du)(du)(du)、審(shen)(shen)計(ji)(ji)監(jian)(jian)(jian)督(du)(du)(du)(du)相(xiang)結合的(de)(de)途(tu)徑(jing)和(he)(he)(he)(he)方(fang)式,切實加(jia)強出(chu)資人(ren)監(jian)(jian)(jian)管(guan)。這幾年,國(guo)(guo)(guo)資委(wei)作為(wei)出(chu)資人(ren)機構,還妥善(shan)處理了一(yi)(yi)(yi)些企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)經營中(zhong)(zhong)(zhong)的(de)(de)重(zhong)大債務(wu)(wu)(wu)(wu)危機事(shi)件(jian)。中(zhong)(zhong)(zhong)國(guo)(guo)(guo)航油(新(xin)加(jia)坡(po))股份(fen)有限公司由于經營者違規(gui)操作,造成(cheng)(cheng)巨額虧損和(he)(he)(he)(he)債務(wu)(wu)(wu)(wu)危機,在有關(guan)部門的(de)(de)積(ji)(ji)極(ji)(ji)支持下,我(wo)們(men)指導企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)積(ji)(ji)極(ji)(ji)與(yu)債權人(ren)溝通,制(zhi)(zhi)定和(he)(he)(he)(he)實施企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)重(zhong)組(zu)計(ji)(ji)劃,最大限度(du)地挽回了損失和(he)(he)(he)(he)影響,國(guo)(guo)(guo)內(nei)(nei)外輿論評價積(ji)(ji)極(ji)(ji)。中(zhong)(zhong)(zhong)國(guo)(guo)(guo)華源集團(tuan)有限公司和(he)(he)(he)(he)三(san)九企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集團(tuan)的(de)(de)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)重(zhong)組(zu)工作,目(mu)前也(ye)在積(ji)(ji)極(ji)(ji)穩妥進(jin)行。
(三)以公開招聘中央企業高級(ji)經營管理者(zhe)為突破口,探索建立適應(ying)現(xian)代企業制度(du)要求(qiu)的選人用人新機制。
長期以來,企(qi)(qi)業(ye)(ye)(ye)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)者基本沿(yan)用(yong)黨政(zheng)領導干部(bu)選拔方(fang)式,與(yu)現(xian)代企(qi)(qi)業(ye)(ye)(ye)制度要(yao)求(qiu)的(de)(de)(de)選人用(yong)人機(ji)制存(cun)在差(cha)距。國資委(wei)成(cheng)立后,以公(gong)(gong)開(kai)招(zhao)聘(pin)(pin)中(zhong)央企(qi)(qi)業(ye)(ye)(ye)高級(ji)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)者為突破口,把(ba)黨管(guan)(guan)(guan)干部(bu)的(de)(de)(de)原(yuan)則(ze)和(he)市場化(hua)選聘(pin)(pin)相結合,努力營(ying)(ying)造人才脫穎而出的(de)(de)(de)良好(hao)(hao)環境,積(ji)極建立適應現(xian)代企(qi)(qi)業(ye)(ye)(ye)制度要(yao)求(qiu)的(de)(de)(de)選人用(yong)人新機(ji)制。四(si)年來,先后分六批(pi)進行(xing)(xing)了(le)公(gong)(gong)開(kai)招(zhao)聘(pin)(pin)高級(ji)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)者的(de)(de)(de)試點工作,共有78家(次)中(zhong)央企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)81個高級(ji)管(guan)(guan)(guan)理(li)(li)職位面向(xiang)全社會公(gong)(gong)開(kai)招(zhao)聘(pin)(pin),不(bu)僅(jin)為中(zhong)央企(qi)(qi)業(ye)(ye)(ye)引進了(le)一批(pi)優秀的(de)(de)(de)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)人才,還(huan)初步建立了(le)中(zhong)央企(qi)(qi)業(ye)(ye)(ye)人才儲備庫。在公(gong)(gong)開(kai)招(zhao)聘(pin)(pin)中(zhong),國資委(wei)探(tan)索了(le)黨管(guan)(guan)(guan)干部(bu)原(yuan)則(ze)與(yu)市場化(hua)選聘(pin)(pin)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)者相結合的(de)(de)(de)途徑,黨委(wei)重點“做到五管(guan)(guan)(guan)、把(ba)好(hao)(hao)五關(guan)(guan)”,即管(guan)(guan)(guan)原(yuan)則(ze),把(ba)好(hao)(hao)導向(xiang)關(guan)(guan);管(guan)(guan)(guan)標準,把(ba)好(hao)(hao)資格關(guan)(guan);管(guan)(guan)(guan)程序,把(ba)好(hao)(hao)規(gui)則(ze)關(guan)(guan);管(guan)(guan)(guan)機(ji)制,把(ba)好(hao)(hao)政(zheng)策關(guan)(guan);管(guan)(guan)(guan)監(jian)督(du),把(ba)好(hao)(hao)調整關(guan)(guan)。通過推(tui)行(xing)(xing)公(gong)(gong)開(kai)招(zhao)聘(pin)(pin)和(he)內部(bu)競爭上崗,中(zhong)央企(qi)(qi)業(ye)(ye)(ye)已經初步形(xing)成(cheng)了(le)適應現(xian)代企(qi)(qi)業(ye)(ye)(ye)制度要(yao)求(qiu)的(de)(de)(de)多(duo)樣化(hua)的(de)(de)(de)經營(ying)(ying)管(guan)(guan)(guan)理(li)(li)者選拔方(fang)式。各地(di)國資委(wei)在這方(fang)面也進行(xing)(xing)了(le)積(ji)極探(tan)索。
(四(si))以國有大型企(qi)業(ye)股份制改革為重點(dian),建立現代企(qi)業(ye)制度,完善公司法人治理結構。
推進國(guo)有大(da)型企(qi)業(ye)股份制(zhi)改革(ge)(ge),是我(wo)們(men)這幾年突出(chu)抓的一項重(zhong)要(yao)工(gong)作。2003年以來共有33家(jia)中(zhong)央企(qi)業(ye)首次(ci)在境內(nei)外公(gong)開(kai)(kai)發行股票并(bing)上(shang)市(shi)。石油石化、通信(xin)、運(yun)輸、冶(ye)金等(deng)大(da)型企(qi)業(ye)都在境內(nei)外上(shang)市(shi)。一些中(zhong)央企(qi)業(ye)在主(zhu)營(ying)業(ye)務上(shang)市(shi)的同時,將(jiang)輔業(ye)重(zhong)組(zu)上(shang)市(shi)也(ye)取得(de)了非(fei)常好的效(xiao)果。近(jin)年來中(zhong)央企(qi)業(ye)及其下屬(shu)子企(qi)業(ye)的公(gong)司(si)制(zhi)改革(ge)(ge)步伐(fa)加快,公(gong)司(si)制(zhi)企(qi)業(ye)戶數的比重(zhong)由2002年的30.4%提高到(dao)64.2%。針(zhen)對中(zhong)央企(qi)業(ye)公(gong)司(si)法人(ren)治理(li)(li)結構不(bu)完(wan)善、不(bu)規范的情況,我(wo)們(men)按照建立(li)和完(wan)善現(xian)代企(qi)業(ye)制(zhi)度的要(yao)求,制(zhi)定了一系(xi)列相關文件,開(kai)(kai)展了國(guo)有獨資公(gong)司(si)建立(li)和完(wan)善董(dong)事(shi)會(hui)的試點工(gong)作,努力實(shi)(shi)現(xian)出(chu)資人(ren)責(ze)任的有效(xiao)落實(shi)(shi)。寶鋼集團有限(xian)公(gong)司(si)、神華集團有限(xian)責(ze)任公(gong)司(si)等(deng)19家(jia)企(qi)業(ye)開(kai)(kai)展了董(dong)事(shi)會(hui)試點,共選派了66名外部董(dong)事(shi),有14家(jia)試點企(qi)業(ye)的外部董(dong)事(shi)達到(dao)或超過了董(dong)事(shi)會(hui)成員(yuan)的半數,初步實(shi)(shi)現(xian)了企(qi)業(ye)決策權與執行權分開(kai)(kai)和董(dong)事(shi)會(hui)選聘、考核、獎懲(cheng)經理(li)(li)人(ren)員(yuan)。
(五)以核定(ding)主業和推進(jin)聯合重組為主線,推進(jin)中央(yang)企(qi)業國有(you)經濟布(bu)局結構調(diao)整。
針對(dui)中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)行業(ye)(ye)(ye)分(fen)(fen)(fen)布過寬,部(bu)分(fen)(fen)(fen)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主業(ye)(ye)(ye)過多(duo)、主業(ye)(ye)(ye)方向(xiang)不(bu)明,資(zi)(zi)源配置(zhi)不(bu)合(he)(he)(he)理,資(zi)(zi)產運營(ying)效率不(bu)高等問題,在認(ren)真(zhen)調(diao)(diao)(diao)研(yan)的(de)(de)(de)基礎上,先(xian)后分(fen)(fen)(fen)七批(pi)核定(ding)并(bing)(bing)公(gong)布了(le)(le)(le)153家中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)主業(ye)(ye)(ye),積極推動中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)聯合(he)(he)(he)重(zhong)組和主輔(fu)分(fen)(fen)(fen)離(li)輔(fu)業(ye)(ye)(ye)改(gai)制、分(fen)(fen)(fen)離(li)辦社會職(zhi)能(neng),促進國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)向(xiang)關系國(guo)(guo)家安全和國(guo)(guo)民經濟(ji)命脈(mo)的(de)(de)(de)重(zhong)要行業(ye)(ye)(ye)和關鍵領域集(ji)中。四年來,已有(you)(you)(you)(you)77家中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)參與了(le)(le)(le)41次(ci)重(zhong)組。一(yi)批(pi)中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)精干(gan)主業(ye)(ye)(ye)、剝(bo)離(li)輔(fu)業(ye)(ye)(ye)、壓縮管理鏈條、強化(hua)財務管理,優(you)化(hua)了(le)(le)(le)資(zi)(zi)源配置(zhi),增強了(le)(le)(le)核心競爭(zheng)力。按照(zhao)冶金、汽車、重(zhong)大(da)裝(zhuang)備、商貿等21個業(ye)(ye)(ye)務板(ban)塊,我(wo)們(men)研(yan)究(jiu)制訂了(le)(le)(le)《中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)布局和結構調(diao)(diao)(diao)整(zheng)的(de)(de)(de)指(zhi)導意(yi)見(jian)》,中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)國(guo)(guo)有(you)(you)(you)(you)經濟(ji)布局結構調(diao)(diao)(diao)整(zheng)的(de)(de)(de)思路逐步清晰。在此基礎上,我(wo)們(men)研(yan)究(jiu)制定(ding)了(le)(le)(le)《關于推進國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)調(diao)(diao)(diao)整(zheng)和國(guo)(guo)有(you)(you)(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)重(zhong)組的(de)(de)(de)指(zhi)導意(yi)見(jian)》,并(bing)(bing)由國(guo)(guo)務院辦公(gong)廳轉發(fa)(國(guo)(guo)辦發(fa)200697號)。同時在以資(zi)(zi)產經營(ying)公(gong)司為平臺推進企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)調(diao)(diao)(diao)整(zheng)重(zhong)組、處置(zhi)不(bu)良資(zi)(zi)產方面(mian)進行了(le)(le)(le)探索。各(ge)地結合(he)(he)(he)實(shi)際研(yan)究(jiu)制訂了(le)(le)(le)“十一(yi)五(wu)”國(guo)(guo)有(you)(you)(you)(you)經濟(ji)布局結構調(diao)(diao)(diao)整(zheng)規劃,明確了(le)(le)(le)調(diao)(diao)(diao)整(zheng)的(de)(de)(de)方向(xiang)和國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)集(ji)中的(de)(de)(de)領域,對(dui)國(guo)(guo)有(you)(you)(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實(shi)施有(you)(you)(you)(you)進有(you)(you)(you)(you)退的(de)(de)(de)調(diao)(diao)(diao)整(zheng),國(guo)(guo)有(you)(you)(you)(you)經濟(ji)布局結構進一(yi)步優(you)化(hua)。
(六)以(yi)建立現代產(chan)權制度為(wei)核心,規范國有企(qi)業改制和國有產(chan)權轉(zhuan)讓。
由于國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)(chan)(chan)出資人不(bu)到位、法規規章不(bu)健全(quan)、產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)(yi)市(shi)場(chang)建設(she)和管理(li)相對滯后(hou)等原(yuan)因(yin),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企業改(gai)(gai)制(zhi)和產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)轉讓(rang)一(yi)度出現了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)(chan)(chan)流(liu)失的問題,成為社會(hui)(hui)關(guan)(guan)(guan)注的熱點之一(yi)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資委成立以來,會(hui)(hui)同(tong)(tong)有(you)(you)關(guan)(guan)(guan)部門(men)制(zhi)定(ding)并由國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院辦公(gong)廳(ting)轉發了(le)有(you)(you)關(guan)(guan)(guan)文件,制(zhi)定(ding)了(le)一(yi)系列政策規定(ding),加強了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企業改(gai)(gai)制(zhi)和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)轉讓(rang)的監(jian)督檢查,同(tong)(tong)時(shi)推進了(le)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)(yi)市(shi)場(chang)的建設(she)和規范(fan)運(yun)作(zuo)。各(ge)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資委認(ren)真(zhen)履行(xing)職責,嚴格把好國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企業改(gai)(gai)制(zhi)和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)轉讓(rang)的各(ge)個(ge)關(guan)(guan)(guan)口,推動了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企業改(gai)(gai)制(zhi)和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)轉讓(rang)工作(zuo)的有(you)(you)序進行(xing)。據不(bu)完全(quan)統(tong)計,省級(ji)以上國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)(chan)(chan)監(jian)管機構共選擇認(ren)定(ding)了(le)64家產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)(yi)機構,初步形成了(le)覆蓋全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)的國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)(yi)平(ping)臺,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)(yi)普遍進入市(shi)場(chang)公(gong)開(kai)操作(zuo)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企業改(gai)(gai)制(zhi)和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)轉讓(rang)逐(zhu)步走(zou)上規范(fan)運(yun)作(zuo)的軌(gui)道,有(you)(you)效地(di)防止了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)(chan)(chan)流(liu)失,維護了(le)職工的合法權(quan)(quan)益。
體制(zhi)的變革(ge)(ge)激(ji)發了企業(ye)(ye)(ye)的活力(li)。這幾年國(guo)有企業(ye)(ye)(ye)認真貫徹黨的十六大和(he)歷次全會精神,落實黨中央、國(guo)務(wu)院關于國(guo)有資產管理(li)(li)體制(zhi)改(gai)(gai)革(ge)(ge)和(he)國(guo)有企業(ye)(ye)(ye)改(gai)(gai)革(ge)(ge)的一系(xi)列(lie)重大部署,深(shen)化改(gai)(gai)革(ge)(ge),調(diao)整結(jie)構,加強管理(li)(li),加快技術(shu)創新,國(guo)有企業(ye)(ye)(ye)改(gai)(gai)革(ge)(ge)發展(zhan)取得了可喜成績,國(guo)有經濟總(zong)量進一步增(zeng)加,經濟效益和(he)運行質量顯(xian)著提(ti)高(gao),國(guo)有企業(ye)(ye)(ye)競爭能(neng)力(li)進一步增(zeng)強。
2006年(nian),全(quan)國(guo)國(guo)有企業累計實現銷(xiao)售收入16.2萬(wan)億(yi)元,比(bi)2003年(nian)增(zeng)長(chang)50.9%,年(nian)均增(zeng)長(chang)14.7%;實現利(li)潤1.2萬(wan)億(yi)元,比(bi)2003年(nian)增(zeng)長(chang)147.3%,年(nian)均增(zeng)長(chang)35.2%;上繳稅金1.4萬(wan)億(yi)元,比(bi)2003年(nian)增(zeng)長(chang)72%,年(nian)均增(zeng)長(chang)19.8%。截至2006年(nian)底,全(quan)國(guo)國(guo)有企業資產總額(e)為(wei)29萬(wan)億(yi)元,比(bi)2003年(nian)底增(zeng)長(chang)45.7%,年(nian)均增(zeng)長(chang)13.4%。
2006年(nian)(nian),中央(yang)(yang)(yang)企(qi)(qi)業(ye)(ye)實(shi)現銷(xiao)售(shou)收(shou)入8.3萬(wan)億(yi)(yi)元(yuan)(yuan),比(bi)(bi)2003年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)85.3%,年(nian)(nian)均(jun)(jun)(jun)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)22.8%;實(shi)現利潤(run)7681.5億(yi)(yi)元(yuan)(yuan),比(bi)(bi)2003年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)155.5%,年(nian)(nian)均(jun)(jun)(jun)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)36.7%;上(shang)繳(jiao)稅金6822.5億(yi)(yi)元(yuan)(yuan),比(bi)(bi)2003年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)91.5%,年(nian)(nian)均(jun)(jun)(jun)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)24.2%;凈資(zi)(zi)產(chan)(chan)(chan)收(shou)益率10.1%,比(bi)(bi)2003年(nian)(nian)提高(gao)5.1個(ge)百(bai)(bai)分點(dian);總(zong)資(zi)(zi)產(chan)(chan)(chan)報(bao)酬率7.9%,比(bi)(bi)2003年(nian)(nian)提高(gao)2.9個(ge)百(bai)(bai)分點(dian)。截至2006年(nian)(nian)底,中央(yang)(yang)(yang)企(qi)(qi)業(ye)(ye)資(zi)(zi)產(chan)(chan)(chan)總(zong)額為12.2萬(wan)億(yi)(yi)元(yuan)(yuan),比(bi)(bi)2003年(nian)(nian)底增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)46.5%,年(nian)(nian)均(jun)(jun)(jun)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)13.6%;凈資(zi)(zi)產(chan)(chan)(chan)總(zong)額為5.39萬(wan)億(yi)(yi)元(yuan)(yuan),比(bi)(bi)2003年(nian)(nian)底增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)49.7%,年(nian)(nian)均(jun)(jun)(jun)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)(chang)14.4%。2006年(nian)(nian),中央(yang)(yang)(yang)企(qi)(qi)業(ye)(ye)銷(xiao)售(shou)收(shou)入超過千億(yi)(yi)元(yuan)(yuan)的(de)(de)有21家(jia),利潤(run)超過百(bai)(bai)億(yi)(yi)元(yuan)(yuan)的(de)(de)有13家(jia),分別比(bi)(bi)2003年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)12家(jia)和7家(jia)。有13家(jia)中央(yang)(yang)(yang)企(qi)(qi)業(ye)(ye)進入2006年(nian)(nian)公布的(de)(de)世界500強,比(bi)(bi)2003年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)7家(jia)。國(guo)(guo)資(zi)(zi)委成立后,中央(yang)(yang)(yang)企(qi)(qi)業(ye)(ye)第一個(ge)任期的(de)(de)三(san)年(nian)(nian),資(zi)(zi)產(chan)(chan)(chan)總(zong)額平(ping)(ping)均(jun)(jun)(jun)每年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)1.3萬(wan)億(yi)(yi)元(yuan)(yuan),銷(xiao)售(shou)收(shou)入平(ping)(ping)均(jun)(jun)(jun)每年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)1.2萬(wan)億(yi)(yi)元(yuan)(yuan),實(shi)現利潤(run)平(ping)(ping)均(jun)(jun)(jun)每年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)1500億(yi)(yi)元(yuan)(yuan),上(shang)繳(jiao)稅金平(ping)(ping)均(jun)(jun)(jun)每年(nian)(nian)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)1000億(yi)(yi)元(yuan)(yuan)。初步測(ce)算,國(guo)(guo)有資(zi)(zi)產(chan)(chan)(chan)保值增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)值率達(da)到144.7%。
