——在全國國資委系統指導監督工作座談會上的講話

  這次(ci)(ci)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)是在全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)統認(ren)真(zhen)學(xue)習貫徹黨(dang)的(de)十八大和中央經(jing)濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)精(jing)神(shen)的(de)背景下召開(kai)的(de)一(yi)次(ci)(ci)重要會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)。會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)的(de)主要任務是:貫徹落實黨(dang)的(de)十八大和中央經(jing)濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)精(jing)神(shen)以及全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)資(zi)產監(jian)督管(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)的(de)部署(shu),回顧總結一(yi)年多(duo)來(lai)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)統指(zhi)導(dao)監(jian)督工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)新(xin)進展(zhan)和新(xin)成效(xiao),研究明確(que)下一(yi)階段指(zhi)導(dao)監(jian)督工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)重點任務和工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要求(qiu)。國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)對(dui)這次(ci)(ci)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)高度(du)重視,在前不久召開(kai)的(de)全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)資(zi)產監(jian)督管(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi)上,國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)主任、黨(dang)委(wei)(wei)書(shu)記(ji)王(wang)勇同志(zhi)代(dai)表國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)黨(dang)委(wei)(wei)充分肯(ken)定了指(zhi)導(dao)監(jian)督工(gong)(gong)(gong)作(zuo)(zuo)(zuo)取得的(de)成效(xiao)。針對(dui)本(ben)次(ci)(ci)會(hui)(hui)(hui)(hui)(hui)議(yi)(yi),王(wang)勇同志(zhi)專(zhuan)門(men)就(jiu)深(shen)入開(kai)展(zhan)指(zhi)導(dao)監(jian)督工(gong)(gong)(gong)作(zuo)(zuo)(zuo)和進一(yi)步推動構建國(guo)(guo)(guo)(guo)資(zi)監(jian)管(guan)大格局(ju)提(ti)出了明確(que)要求(qiu)。大家要深(shen)刻領會(hui)(hui)(hui)(hui)(hui),認(ren)真(zhen)落實。下面,我講三點意見。

  一(yi)、國資委(wei)系統指導監督工作(zuo)取得了新(xin)的(de)進展和成效

  福州會議以來,各級國資委緊緊圍繞“國資監管上新水平、國企發展上新臺階”的“兩新目標”,牢牢把握(wo)“指導(dao)、溝通(tong)、交流、服務”的指導(dao)監督工作(zuo)原則(ze),勇于開拓實踐,做了大量卓(zhuo)有成效的工作(zuo)。

  一是指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作組織領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)明顯(xian)加強。各(ge)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)重視將指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作擺上重要議事日(ri)程。32個(ge)省(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)普遍(bian)成立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)小組,其中20個(ge)省(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)由主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)擔(dan)任組長。江(jiang)西、福(fu)建(jian)等(deng)省(sheng)(sheng)的大(da)部分地(di)(di)市級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)也成立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)小組。北(bei)京、云南(nan)等(deng)省(sheng)(sheng)市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)班子全(quan)體成員(yuan)集體出席本地(di)(di)區指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作專(zhuan)題(ti)會議。河南(nan)、黑(hei)龍(long)江(jiang)、內蒙等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)立(li)了(le)委(wei)(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)定(ding)點聯系督(du)(du)導(dao)(dao)(dao)(dao)(dao)(dao)制(zhi)度(du)。許多地(di)(di)方國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)作重大(da)問題(ti)協調(diao)機(ji)(ji)制(zhi)。陜西省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)專(zhuan)門(men)赴有關地(di)(di)市,與市委(wei)(wei)(wei)(wei)、市政府領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)反復溝通(tong)協調(diao),使在(zai)機(ji)(ji)構(gou)改革(ge)中被撤(che)銷(xiao)的地(di)(di)市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)得以(yi)恢復。湖南(nan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)(dao)積極與省(sheng)(sheng)編辦(ban)溝通(tong)協調(diao),確保市州國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)在(zai)機(ji)(ji)構(gou)改革(ge)中“直(zhi)屬特設機(ji)(ji)構(gou)性(xing)質不(bu)改變,人員(yuan)編制(zhi)不(bu)減(jian)少,職能配置不(bu)弱化”。

  二是指導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)規(gui)劃(hua)逐步落實(shi)。國(guo)務(wu)(wu)(wu)院國(guo)資(zi)委(wei)(wei)連續三年印發(fa)了年度指導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)計(ji)劃(hua),2012年將計(ji)劃(hua)具體(ti)分解細化為39項(xiang)工(gong)(gong)作(zuo)。北(bei)(bei)京、天(tian)津、四(si)川(chuan)等許多省(sheng)級國(guo)資(zi)委(wei)(wei)重(zhong)視制訂本(ben)地區指導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)長遠規(gui)劃(hua)和(he)年度計(ji)劃(hua),明確(que)總體(ti)思(si)路和(he)重(zhong)點任務(wu)(wu)(wu)。遼寧(ning)、云南(nan)、貴(gui)州(zhou)等省(sheng)國(guo)資(zi)委(wei)(wei)還將完善(shan)國(guo)有(you)(you)資(zi)產管理體(ti)制、推(tui)動(dong)經營性國(guo)有(you)(you)資(zi)產集中統一(yi)監(jian)(jian)管等指導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)任務(wu)(wu)(wu),寫入(ru)了地方“十二五(wu)”規(gui)劃(hua)綱(gang)要(yao)(yao)或政府工(gong)(gong)作(zuo)報告。不少地方國(guo)資(zi)委(wei)(wei)進一(yi)步明確(que)指導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)的重(zhong)點和(he)步驟。湖北(bei)(bei)省(sheng)國(guo)資(zi)委(wei)(wei)提出(chu)2012年要(yao)(yao)重(zhong)點“健(jian)全(quan)(quan)組織機構(gou)體(ti)系、健(jian)全(quan)(quan)指導(dao)(dao)監(jian)(jian)督(du)(du)體(ti)系、健(jian)全(quan)(quan)基(ji)礎管理體(ti)系、健(jian)全(quan)(quan)全(quan)(quan)覆蓋體(ti)系”。陜西省(sheng)國(guo)資(zi)委(wei)(wei)擬訂了“確(que)保(bao)機構(gou)、完成(cheng)單設、實(shi)現(xian)特設”的“三步走(zou)”計(ji)劃(hua),指導(dao)(dao)推(tui)動(dong)地市級國(guo)資(zi)委(wei)(wei)機構(gou)建設。

  三是指(zhi)導監督工(gong)(gong)作信(xin)(xin)息(xi)(xi)(xi)渠(qu)道進一步暢通。各(ge)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)加大指(zhi)導監督工(gong)(gong)作信(xin)(xin)息(xi)(xi)(xi)交(jiao)流力度。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)辦公廳在(zai)《國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)工(gong)(gong)作交(jiao)流》中編(bian)發(fa)地方(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)專題,約請各(ge)省級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主(zhu)要(yao)負責同志(zhi)介(jie)紹(shao)本(ben)地特色(se)做(zuo)法(fa);監事會工(gong)(gong)作局通過《國(guo)(guo)(guo)企(qi)(qi)監事會工(gong)(gong)作》雜(za)志(zhi),逐省(市、區)介(jie)紹(shao)深化監事會工(gong)(gong)作的經驗和成效;法(fa)規局繼續編(bian)發(fa)地方(fang)工(gong)(gong)作簡(jian)報,并(bing)在(zai)委(wei)(wei)(wei)機關網站上開(kai)辟了專欄(lan)。天津、江蘇、重(zhong)慶、甘肅(su)等(deng)地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)創辦了指(zhi)導監督工(gong)(gong)作簡(jian)報、刊(kan)物(wu)、網站專欄(lan),搭建了工(gong)(gong)作交(jiao)流平臺(tai)(tai)。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)還(huan)利用網絡(luo)平臺(tai)(tai)提高指(zhi)導監督工(gong)(gong)作信(xin)(xin)息(xi)(xi)(xi)化水平。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)評價局建立了地方(fang)國(guo)(guo)(guo)有企(qi)(qi)業(ye)、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)監管(guan)(guan)企(qi)(qi)業(ye)和國(guo)(guo)(guo)有上市公司的數據庫(ku);產權(quan)局建立了覆(fu)蓋全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)(guan)機構的產權(quan)登記、產權(quan)交(jiao)易等(deng)產權(quan)管(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong);收益局建立了國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)經營預算工(gong)(gong)作信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)。浙(zhe)江省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)構建了覆(fu)蓋全(quan)省的國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)網絡(luo)平臺(tai)(tai),做(zuo)到(dao)“共享(xiang)監管(guan)(guan)資(zi)(zi)(zi)(zi)源、凝聚監管(guan)(guan)合力”。

  四是指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督工(gong)作途徑(jing)方(fang)法不斷豐(feng)富。國(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)宣傳局聯(lian)(lian)合上海、廣(guang)東、江西等(deng)省(sheng)市(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei),共同舉(ju)辦“中(zhong)央企業(ye)(ye)先進精神巡回報告(gao)會”;紀委(wei)(wei)(wei)(wei)監(jian)(jian)(jian)察(cha)局邀請全國(guo)(guo)(guo)(guo)(guo)省(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)加入(ru)中(zhong)央企業(ye)(ye)懲(cheng)防體(ti)系(xi)建(jian)(jian)設促進組。浙江、江蘇等(deng)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)主動爭取省(sheng)政(zheng)府轉(zhuan)發了(le)加強縣級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)工(gong)作的(de)意(yi)見(jian),為(wei)指(zhi)(zhi)導(dao)縣級(ji)經(jing)(jing)營性國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)產實(shi)現“全覆蓋、全過程、全方(fang)位(wei)”監(jian)(jian)(jian)管(guan)提供了(le)政(zheng)策(ce)依(yi)據。廣(guang)西自治(zhi)區國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)組織(zhi)開展了(le)對(dui)地(di)市(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)(jian)章(zhang)立制(zhi)(zhi)(zhi)、執行(xing)政(zheng)策(ce)法規制(zhi)(zhi)(zhi)度情況的(de)集中(zhong)檢查。一年多(duo)來(lai),不少地(di)方(fang)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)積極探索建(jian)(jian)立指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督工(gong)作聯(lian)(lian)系(xi)點(dian)(dian)制(zhi)(zhi)(zhi)度。湖(hu)北省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)選擇13個(ge)縣級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei),河南(nan)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)選擇10個(ge)省(sheng)直管(guan)試(shi)點(dian)(dian)縣,深入(ru)推廣(guang)“建(jian)(jian)設大國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)、打(da)造大平臺、配置大資(zi)(zi)源”的(de)經(jing)(jing)驗。一些省(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)還(huan)嘗試(shi)建(jian)(jian)立對(dui)下級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)的(de)考核(he)評(ping)價(jia)機制(zhi)(zhi)(zhi)。山東、江西等(deng)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)把(ba)體(ti)制(zhi)(zhi)(zhi)完善、國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)等(deng)專(zhuan)項工(gong)作作為(wei)主要指(zhi)(zhi)標,組織(zhi)開展了(le)對(dui)地(di)市(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)的(de)考核(he)評(ping)價(jia)。云南(nan)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)報請省(sheng)委(wei)(wei)(wei)(wei)、省(sheng)政(zheng)府同意(yi),將16個(ge)州市(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)工(gong)作納(na)入(ru)當地(di)政(zheng)府業(ye)(ye)績考核(he)范疇。

  總體來看(kan),經過國資(zi)委系統(tong)一年多的共同努力(li),全國指導監(jian)督工作(zuo)取得了新的進展(zhan)和成效。突出表現在:

  經(jing)營性(xing)國(guo)(guo)(guo)有資產集(ji)(ji)中(zhong)統(tong)一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)邁(mai)出新(xin)步(bu)伐。根據(ju)27個省級(ji)國(guo)(guo)(guo)資委的(de)(de)(de)統(tong)計數據(ju),2011年(nian)(nian)與2010年(nian)(nian)相比(bi),14個省級(ji)國(guo)(guo)(guo)資委的(de)(de)(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)覆蓋面(mian)有所擴大(da),湖北(bei)(bei)、海南等(deng)(deng)(deng)(deng)地(di)(di)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)覆蓋面(mian)擴大(da)了(le)5個百(bai)分點以上。繼4個直轄(xia)市實現監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)全(quan)覆蓋之(zhi)后,山東、河北(bei)(bei)、江蘇、寧夏、青島等(deng)(deng)(deng)(deng)近20個省市國(guo)(guo)(guo)資委的(de)(de)(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)覆蓋面(mian)超過或(huo)接近90%。長沙、鄭州、聊城等(deng)(deng)(deng)(deng)市實現了(le)全(quan)覆蓋監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)。上海、廣州等(deng)(deng)(deng)(deng)經(jing)濟(ji)發(fa)達地(di)(di)區的(de)(de)(de)大(da)部分區縣也(ye)基本實現了(le)經(jing)營性(xing)國(guo)(guo)(guo)有資產集(ji)(ji)中(zhong)統(tong)一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)。特定行業(ye)(ye)和領域經(jing)營性(xing)國(guo)(guo)(guo)有資產集(ji)(ji)中(zhong)統(tong)一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)取得一(yi)定突(tu)破。廣西、內蒙古(gu)、昆明(ming)、沈陽等(deng)(deng)(deng)(deng)地(di)(di)國(guo)(guo)(guo)資委將(jiang)(jiang)金融企(qi)(qi)業(ye)(ye)納入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍,深圳等(deng)(deng)(deng)(deng)地(di)(di)國(guo)(guo)(guo)資委將(jiang)(jiang)文化、科技企(qi)(qi)業(ye)(ye)納入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍,陜西省國(guo)(guo)(guo)資委將(jiang)(jiang)事業(ye)(ye)單位(wei)改制企(qi)(qi)業(ye)(ye)納入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍。

  地(di)(di)市(shi)(shi)(shi)和縣(xian)(xian)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)體(ti)制(zhi)出(chu)現(xian)(xian)積(ji)極變化(hua)。前幾年比較嚴重的(de)(de)(de)地(di)(di)市(shi)(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)被撤并(bing)或行政(zheng)(zheng)化(hua)現(xian)(xian)象得(de)到有(you)效(xiao)緩(huan)解。湖(hu)南、廣(guang)西、浙(zhe)江(jiang)等省全部地(di)(di)市(shi)(shi)(shi)單(dan)(dan)獨(du)設(she)立國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),并(bing)保持(chi)直屬(shu)特(te)(te)(te)設(she)機(ji)構(gou)(gou)(gou)性質。四川省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)指(zhi)導(dao)推動(dong)20個市(shi)(shi)(shi)州單(dan)(dan)獨(du)組建國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)。廣(guang)東、云南、江(jiang)西等省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)指(zhi)導(dao)推動(dong)地(di)(di)市(shi)(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)建設(she),使有(you)的(de)(de)(de)地(di)(di)市(shi)(shi)(shi)新(xin)(xin)設(she)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),有(you)的(de)(de)(de)恢復了(le)(le)(le)(le)被撤并(bing)的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),有(you)的(de)(de)(de)重新(xin)(xin)明(ming)(ming)確(que)(que)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)直屬(shu)特(te)(te)(te)設(she)機(ji)構(gou)(gou)(gou)性質。從(cong)縣(xian)(xian)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)情況看,責(ze)任主(zhu)體(ti)加(jia)快(kuai)落(luo)實(shi)。安徽、江(jiang)西等省90%左右的(de)(de)(de)區(qu)縣(xian)(xian)確(que)(que)定了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)。湖(hu)北98%的(de)(de)(de)區(qu)縣(xian)(xian)明(ming)(ming)確(que)(que)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)責(ze)任主(zhu)體(ti),其(qi)中有(you)的(de)(de)(de)作為縣(xian)(xian)級(ji)政(zheng)(zheng)府(fu)直屬(shu)特(te)(te)(te)設(she)機(ji)構(gou)(gou)(gou)。海南等不少地(di)(di)方也有(you)一些區(qu)縣(xian)(xian)新(xin)(xin)設(she)立了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)。深圳在大(da)(da)(da)部門制(zhi)改革、機(ji)構(gou)(gou)(gou)大(da)(da)(da)幅精簡的(de)(de)(de)背景下,穩固了(le)(le)(le)(le)各區(qu)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)設(she)置。在地(di)(di)市(shi)(shi)(shi)和縣(xian)(xian)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)責(ze)任主(zhu)體(ti)加(jia)快(kuai)明(ming)(ming)確(que)(que)的(de)(de)(de)同時,國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)的(de)(de)(de)職(zhi)責(ze)也隨之(zhi)得(de)到調整(zheng)充(chong)實(shi)。陜(shan)西省不少地(di)(di)市(shi)(shi)(shi)政(zheng)(zheng)府(fu)公布(bu)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)監(jian)管(guan)(guan)(guan)企業名(ming)單(dan)(dan)。大(da)(da)(da)連、廈門、煙臺、珠海等地(di)(di)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)比較完整(zheng)地(di)(di)落(luo)實(shi)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)(zi)本收益職(zhi)責(ze)。許多(duo)縣(xian)(xian)級(ji)政(zheng)(zheng)府(fu)將(jiang)自然資(zi)(zi)(zi)(zi)(zi)(zi)源類資(zi)(zi)(zi)(zi)(zi)(zi)產明(ming)(ming)確(que)(que)交由國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)管(guan)(guan)(guan)理(li)。

  地(di)(di)(di)方(fang)(fang)國(guo)有資(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)作(zuo)普(pu)遍深化。河北等(deng)地(di)(di)(di)國(guo)資(zi)委通過(guo)指導(dao)監(jian)督工(gong)(gong)作(zuo)的(de)(de)開展(zhan)(zhan),切實(shi)加(jia)(jia)強本(ben)(ben)地(di)(di)(di)區國(guo)資(zi)委系(xi)統(tong)建設,突出“管(guan)(guan)戰略(lve)、明主(zhu)(zhu)業(ye)(ye)、定(ding)規(gui)劃(hua)、嚴(yan)考核”的(de)(de)監(jian)管(guan)(guan)重(zhong)點,完(wan)善了國(guo)有資(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)作(zuo)閉環鏈條(tiao)。許多地(di)(di)(di)方(fang)(fang)重(zhong)視(shi)通過(guo)政策法(fa)規(gui)加(jia)(jia)強指導(dao)監(jian)督工(gong)(gong)作(zuo)。西藏自治區國(guo)資(zi)委制定(ding)了監(jian)管(guan)(guan)企業(ye)(ye)重(zhong)大事項(xiang)核準備案目錄。天津、山東等(deng)地(di)(di)(di)國(guo)資(zi)委健全了重(zhong)要子企業(ye)(ye)和境外國(guo)有資(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)制度,使國(guo)資(zi)監(jian)管(guan)(guan)工(gong)(gong)作(zuo)更為規(gui)范。湖南、寧夏(xia)、新疆兵團等(deng)地(di)(di)(di)國(guo)資(zi)委借鑒國(guo)務院(yuan)國(guo)資(zi)委做法(fa),加(jia)(jia)快了規(gui)范董事會(hui)建設。隨著指導(dao)監(jian)督工(gong)(gong)作(zuo)的(de)(de)全面展(zhan)(zhan)開,各地(di)(di)(di)國(guo)有資(zi)產(chan)(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)(de)針對性和有效性也得到增強。江(jiang)蘇省(sheng)國(guo)資(zi)委堅持推(tui)動(dong)企業(ye)(ye)做強主(zhu)(zhu)業(ye)(ye),連續(xu)4年(nian)對不符合(he)國(guo)有資(zi)本(ben)(ben)發展(zhan)(zhan)方(fang)(fang)向(xiang)、不屬于企業(ye)(ye)主(zhu)(zhu)業(ye)(ye)的(de)(de)資(zi)產(chan)(chan)(chan)進行清理(li)整(zheng)合(he)退(tui)出。吉(ji)林、內蒙古(gu)、青(qing)海、青(qing)島、寧波等(deng)地(di)(di)(di)國(guo)資(zi)委在全系(xi)統(tong)強調(diao)依托(tuo)和挖掘地(di)(di)(di)方(fang)(fang)資(zi)源、品牌優勢(shi),加(jia)(jia)大促(cu)進地(di)(di)(di)方(fang)(fang)特(te)色產(chan)(chan)(chan)業(ye)(ye)和優勢(shi)企業(ye)(ye)轉型升級。山東省(sheng)國(guo)資(zi)委積極指導(dao)推(tui)動(dong)監(jian)管(guan)(guan)企業(ye)(ye)重(zhong)組調(diao)整(zheng),通過(guo)重(zhong)組調(diao)整(zheng)加(jia)(jia)快實(shi)現“資(zi)本(ben)(ben)調(diao)優、規(gui)模(mo)調(diao)大、主(zhu)(zhu)業(ye)(ye)調(diao)精、整(zheng)體調(diao)強”的(de)(de)戰略(lve)目標。

  回顧國(guo)資(zi)(zi)委系統開展指(zhi)導監(jian)督工(gong)作(zuo)(zuo)的(de)(de)三年(nian)實踐,在(zai)(zai)(zai)各級國(guo)資(zi)(zi)委的(de)(de)努力(li)下,實現了(le)(le)五(wu)(wu)個推(tui)動(dong)(dong):一是(shi)推(tui)動(dong)(dong)了(le)(le)地(di)(di)方國(guo)有(you)(you)(you)資(zi)(zi)產監(jian)管體(ti)制(zhi)的(de)(de)完善(shan);二(er)是(shi)推(tui)動(dong)(dong)了(le)(le)地(di)(di)方國(guo)資(zi)(zi)委依法履行出資(zi)(zi)人職責(ze);三是(shi)推(tui)動(dong)(dong)了(le)(le)國(guo)資(zi)(zi)監(jian)管大(da)格局的(de)(de)形成(cheng);四(si)是(shi)推(tui)動(dong)(dong)了(le)(le)地(di)(di)方做強(qiang)做優優勢特(te)色企業(ye);五(wu)(wu)是(shi)推(tui)動(dong)(dong)了(le)(le)地(di)(di)方國(guo)資(zi)(zi)監(jian)管工(gong)作(zuo)(zuo)隊伍素質的(de)(de)提(ti)升。在(zai)(zai)(zai)充(chong)分肯定成(cheng)績的(de)(de)同(tong)時,我(wo)們也要清醒地(di)(di)認(ren)識到,當前指(zhi)導監(jian)督工(gong)作(zuo)(zuo)仍然存在(zai)(zai)(zai)一些不(bu)容(rong)忽視的(de)(de)薄弱環節和問(wen)題。比如(ru),國(guo)資(zi)(zi)委系統指(zhi)導監(jian)督工(gong)作(zuo)(zuo)進展明顯(xian)不(bu)平衡,少數地(di)(di)方開展指(zhi)導監(jian)督存在(zai)(zai)(zai)畏難情緒,工(gong)作(zuo)(zuo)力(li)度不(bu)夠;有(you)(you)(you)的(de)(de)地(di)(di)方國(guo)資(zi)(zi)委在(zai)(zai)(zai)指(zhi)導監(jian)督工(gong)作(zuo)(zuo)中(zhong)重(zhong)點不(bu)突(tu)出,工(gong)作(zuo)(zuo)措施(shi)流(liu)于形式(shi),針對性不(bu)強(qiang);還有(you)(you)(you)的(de)(de)地(di)(di)方國(guo)資(zi)(zi)委綜(zong)合指(zhi)導與專業(ye)指(zhi)導相互(hu)脫節,未能(neng)形成(cheng)指(zhi)導監(jian)督工(gong)作(zuo)(zuo)的(de)(de)合力(li)。這(zhe)些問(wen)題需要我(wo)們在(zai)(zai)(zai)下一步工(gong)作(zuo)(zuo)中(zhong)認(ren)真(zhen)加以解決。

  二、深(shen)入推進指(zhi)導監(jian)督工作的重點任務

  (一)繼(ji)續完善(shan)國(guo)資(zi)委的(de)機構性質和職(zhi)能定位。

  正確把握(wo)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委的(de)(de)(de)(de)機(ji)構(gou)(gou)性(xing)質(zhi)和(he)(he)職(zhi)(zhi)能(neng)定位(wei)(wei),是完善企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan)體(ti)制的(de)(de)(de)(de)重要(yao)(yao)內容。國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委作為(wei)政(zheng)(zheng)(zheng)府直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)性(xing)質(zhi)定位(wei)(wei),體(ti)現了我們專門(men)(men)履行(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze)、專司國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan),不(bu)(bu)同于行(xing)政(zheng)(zheng)(zheng)部(bu)門(men)(men)行(xing)使社(she)會公共(gong)管(guan)理(li)職(zhi)(zhi)能(neng)的(de)(de)(de)(de)根(gen)本(ben)特征。王勇主(zhu)任在《十八大(da)報告(gao)輔導讀(du)本(ben)》中,專門(men)(men)就這個(ge)問(wen)題撰寫了輔導文章,國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委系統要(yao)(yao)深入(ru)學(xue)習領會。要(yao)(yao)繼續堅(jian)(jian)持(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)體(ti)制改(gai)革的(de)(de)(de)(de)“五項原則(ze)”,即堅(jian)(jian)持(chi)社(she)會主(zhu)義(yi)基本(ben)經濟(ji)制度和(he)(he)市場經濟(ji)改(gai)革方向(xiang),堅(jian)(jian)持(chi)政(zheng)(zheng)(zheng)企(qi)分(fen)開(kai)、政(zheng)(zheng)(zheng)資(zi)(zi)(zi)(zi)(zi)(zi)分(fen)開(kai)、所有(you)(you)權(quan)(quan)(quan)和(he)(he)經營權(quan)(quan)(quan)相(xiang)分(fen)離,堅(jian)(jian)持(chi)“國(guo)(guo)家所有(you)(you)、分(fen)級(ji)代表”,堅(jian)(jian)持(chi)“權(quan)(quan)(quan)利(li)、義(yi)務和(he)(he)責(ze)任相(xiang)統一,管(guan)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)和(he)(he)管(guan)人(ren)、管(guan)事相(xiang)結合”,堅(jian)(jian)持(chi)省和(he)(he)地市兩級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委作為(wei)政(zheng)(zheng)(zheng)府直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)性(xing)質(zhi)定位(wei)(wei)不(bu)(bu)動搖(yao)。否(fou)則(ze)就會回歸政(zheng)(zheng)(zheng)企(qi)不(bu)(bu)分(fen)、政(zheng)(zheng)(zheng)資(zi)(zi)(zi)(zi)(zi)(zi)不(bu)(bu)分(fen)的(de)(de)(de)(de)舊體(ti)制。要(yao)(yao)依法(fa)保持(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)機(ji)構(gou)(gou)的(de)(de)(de)(de)專門(men)(men)性(xing)和(he)(he)獨立(li)性(xing),國(guo)(guo)務院、省和(he)(he)地市三級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委都(dou)必(bi)須依法(fa)設立(li),不(bu)(bu)能(neng)因監管(guan)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)類(lei)型的(de)(de)(de)(de)多樣化而(er)改(gai)變(bian)各級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)性(xing)質(zhi)。此外,國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委作為(wei)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)機(ji)構(gou)(gou)應有(you)(you)的(de)(de)(de)(de)法(fa)定職(zhi)(zhi)責(ze)至今仍(reng)不(bu)(bu)到(dao)位(wei)(wei)的(de)(de)(de)(de),要(yao)(yao)抓(zhua)緊落實到(dao)位(wei)(wei)。要(yao)(yao)處理(li)好(hao)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)行(xing)使所有(you)(you)權(quan)(quan)(quan)與企(qi)業(ye)行(xing)使經營權(quan)(quan)(quan)的(de)(de)(de)(de)關系,搞準出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)機(ji)構(gou)(gou)的(de)(de)(de)(de)監管(guan)定位(wei)(wei),并切實做(zuo)到(dao)不(bu)(bu)缺位(wei)(wei)、不(bu)(bu)錯(cuo)位(wei)(wei)、不(bu)(bu)越位(wei)(wei)。

  (二)進一步完(wan)善企業國有資(zi)產監管法規制(zhi)度(du)體系。

  健全企業國(guo)(guo)有資(zi)(zi)產監管(guan)(guan)法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)度(du)(du)體(ti)系,是推動完(wan)善新體(ti)制(zhi)(zhi)(zhi)(zhi)的(de)(de)(de)重要抓手(shou)。黨的(de)(de)(de)十八大報(bao)告強調指出,“要把制(zhi)(zhi)(zhi)(zhi)度(du)(du)建設擺在(zai)(zai)(zai)突出位置”,“構建系統完(wan)備、科學(xue)規(gui)(gui)范、運行(xing)(xing)有效的(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)度(du)(du)體(ti)系,使各(ge)方(fang)面制(zhi)(zhi)(zhi)(zhi)度(du)(du)更加成(cheng)熟更加定型。”這說明,要完(wan)善國(guo)(guo)資(zi)(zi)監管(guan)(guan)體(ti)制(zhi)(zhi)(zhi)(zhi),應(ying)(ying)當更加重視法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)度(du)(du)建設。近十年來,經(jing)過國(guo)(guo)資(zi)(zi)委系統的(de)(de)(de)共(gong)同(tong)努(nu)力,在(zai)(zai)(zai)立(li)法(fa)(fa)機關支持(chi)下,以《企業國(guo)(guo)有資(zi)(zi)產法(fa)(fa)》為龍頭,以《企業國(guo)(guo)有資(zi)(zi)產監督管(guan)(guan)理(li)暫行(xing)(xing)條(tiao)例(li)》為基(ji)礎,以國(guo)(guo)有資(zi)(zi)產監管(guan)(guan)規(gui)(gui)章、規(gui)(gui)范性文件為主要內容的(de)(de)(de)企業國(guo)(guo)有資(zi)(zi)產監管(guan)(guan)法(fa)(fa)規(gui)(gui)制(zhi)(zhi)(zhi)(zhi)度(du)(du)體(ti)系已經(jing)基(ji)本形成(cheng)。下一步(bu)在(zai)(zai)(zai)深(shen)入(ru)開(kai)展指導監督工作中,要適(shi)應(ying)(ying)完(wan)善新體(ti)制(zhi)(zhi)(zhi)(zhi)的(de)(de)(de)需要,更加注重總結監管(guan)(guan)體(ti)制(zhi)(zhi)(zhi)(zhi)改革的(de)(de)(de)經(jing)驗,并將經(jing)驗上升為制(zhi)(zhi)(zhi)(zhi)度(du)(du)。要學(xue)習湖北、山(shan)東等省的(de)(de)(de)好(hao)做法(fa)(fa),加快推動各(ge)地抓緊出臺地方(fang)企業國(guo)(guo)有資(zi)(zi)產監管(guan)(guan)條(tiao)例(li),不斷探索(suo)健全國(guo)(guo)資(zi)(zi)監管(guan)(guan)各(ge)種制(zhi)(zhi)(zhi)(zhi)度(du)(du)規(gui)(gui)范。要適(shi)時組織對現有國(guo)(guo)資(zi)(zi)監管(guan)(guan)規(gui)(gui)章、規(gui)(gui)范性文件的(de)(de)(de)清理(li),明確(que)“立(li)、改、廢”的(de)(de)(de)要求(qiu),努(nu)力為各(ge)級國(guo)(guo)資(zi)(zi)委行(xing)(xing)權履責提供成(cheng)熟完(wan)備的(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)度(du)(du)依據。

  (三)不(bu)斷完善國資監管(guan)組織體系和工作體系。

  推(tui)動(dong)(dong)完(wan)善國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)組(zu)織(zhi)體(ti)系(xi)和工作(zuo)(zuo)(zuo)(zuo)(zuo)體(ti)系(xi),是開展(zhan)指導監(jian)(jian)(jian)督(du)工作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)一(yi)項基(ji)(ji)本內容。要(yao)繼續(xu)推(tui)動(dong)(dong)地市單(dan)獨設(she)(she)立(li)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機構(gou)。沒有設(she)(she)立(li)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機構(gou)的(de)地市,要(yao)力爭通過三年努力全(quan)部予以(yi)設(she)(she)立(li)。縣(xian)級國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)要(yao)全(quan)面實現明確(que)責任(ren)主(zhu)體(ti),并推(tui)動(dong)(dong)國(guo)(guo)有資(zi)(zi)(zi)(zi)產數(shu)量(liang)較大、具備(bei)條件的(de)縣(xian)設(she)(she)立(li)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機構(gou)。要(yao)繼續(xu)深入探索國(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)(zuo)(zuo)規(gui)律(lv),鼓勵(li)從各(ge)地實際情況出(chu)發(fa),針對當前(qian)國(guo)(guo)資(zi)(zi)(zi)(zi)委行權履責存在的(de)突出(chu)矛盾和問(wen)題,突出(chu)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)(zuo)(zuo)重點。要(yao)進一(yi)步充實完(wan)善以(yi)主(zhu)業(ye)(ye)核定、業(ye)(ye)績(ji)考核、薪酬分(fen)配、企業(ye)(ye)領導人(ren)員任(ren)免和財務評價、產權管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、監(jian)(jian)(jian)事會監(jian)(jian)(jian)督(du)、風(feng)險管(guan)(guan)(guan)(guan)(guan)(guan)控為主(zhu)線的(de)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)(zuo)(zuo)閉環,加快健全(quan)全(quan)國(guo)(guo)統一(yi)的(de)企業(ye)(ye)國(guo)(guo)有資(zi)(zi)(zi)(zi)產基(ji)(ji)礎管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)工作(zuo)(zuo)(zuo)(zuo)(zuo)體(ti)系(xi),大力提高(gao)國(guo)(guo)資(zi)(zi)(zi)(zi)基(ji)(ji)礎管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)工作(zuo)(zuo)(zuo)(zuo)(zuo)水平,不斷增強國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)(zuo)(zuo)效率。

  推(tui)進經營(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)集(ji)中統(tong)一(yi)監(jian)管(guan),是在(zai)市場經濟條(tiao)件下實現(xian)更大范圍、更高層(ceng)次、更廣領域優(you)化(hua)配(pei)置國(guo)(guo)有(you)(you)資(zi)(zi)源(yuan)的(de)客觀需(xu)要(yao),也是更好(hao)地(di)遵循市場經濟規律和(he)企(qi)業(ye)發展規律的(de)必然要(yao)求。當前(qian),要(yao)密切關注特定(ding)行業(ye)和(he)領域新(xin)一(yi)輪國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)管(guan)理體(ti)制(zhi)改革(ge)情況,盡可能避免對(dui)現(xian)行國(guo)(guo)資(zi)(zi)監(jian)管(guan)體(ti)制(zhi)產(chan)(chan)生負面影響。要(yao)繼續(xu)探(tan)索對(dui)地(di)方金融、文(wen)化(hua)、自然資(zi)(zi)源(yuan)等(deng)領域經營(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)的(de)監(jian)管(guan),按照政企(qi)分開(kai)、政資(zi)(zi)分開(kai)原則(ze),積極主動(dong)向(xiang)地(di)方黨委、政府提(ti)出(chu)有(you)(you)關改革(ge)的(de)意見(jian)、建議,做好(hao)與有(you)(you)關部門(men)的(de)溝通協調,不斷(duan)健全國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)出(chu)資(zi)(zi)人(ren)制(zhi)度(du),防(fang)止(zhi)出(chu)現(xian)“多龍治(zhi)資(zi)(zi)”、條(tiao)塊分割的(de)格局(ju)。要(yao)以維護、鞏固、完善新(xin)體(ti)制(zhi)為(wei)目標,審慎探(tan)索直接持股(gu)、股(gu)權代持、委托監(jian)管(guan)等(deng)形式(shi)(shi),不斷(duan)創新(xin)國(guo)(guo)資(zi)(zi)委行權履責、加強監(jian)管(guan)的(de)有(you)(you)效(xiao)途徑(jing)和(he)方式(shi)(shi)。

  (五)著力打造(zao)地(di)方國有(you)優勢特色企業。

  積極推(tui)動(dong)打(da)(da)造地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)有(you)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye),既有(you)利于發揮地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)有(you)經(jing)(jing)(jing)濟(ji)的(de)(de)(de)主導作(zuo)用(yong),也有(you)利于筑牢實體經(jing)(jing)(jing)濟(ji)這個堅實基(ji)礎。因此,深入開展(zhan)指(zhi)導監督(du)工(gong)作(zuo),應當(dang)在(zai)推(tui)動(dong)打(da)(da)造地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)有(you)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye)上下更(geng)大功夫。要(yao)(yao)(yao)緊(jin)密結合本地(di)(di)(di)(di)(di)區發展(zhan)規(gui)劃(hua),立足當(dang)地(di)(di)(di)(di)(di)自然條件、區位特(te)(te)點、資(zi)(zi)源(yuan)狀(zhuang)況和(he)(he)(he)(he)產(chan)業(ye)(ye)(ye)基(ji)礎,深入論(lun)證(zheng)并(bing)找(zhao)準(zhun)本地(di)(di)(di)(di)(di)區國(guo)(guo)有(you)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye)的(de)(de)(de)發展(zhan)方(fang)(fang)向。要(yao)(yao)(yao)指(zhi)導監管企業(ye)(ye)(ye)加快轉(zhuan)(zhuan)型(xing)升(sheng)級,調整產(chan)業(ye)(ye)(ye)結構(gou)、推(tui)進自主創新(xin)、優(you)化內(nei)部資(zi)(zi)源(yuan)配置、實施企業(ye)(ye)(ye)重組整合和(he)(he)(he)(he)推(tui)進國(guo)(guo)際化經(jing)(jing)(jing)營(ying),進一(yi)(yi)步轉(zhuan)(zhuan)變(bian)發展(zhan)方(fang)(fang)式(shi),從而打(da)(da)造一(yi)(yi)批具有(you)競爭力和(he)(he)(he)(he)影(ying)響力的(de)(de)(de)地(di)(di)(di)(di)(di)方(fang)(fang)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye)。要(yao)(yao)(yao)將(jiang)培育(yu)知名品(pin)(pin)牌作(zuo)為打(da)(da)造優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye)的(de)(de)(de)重要(yao)(yao)(yao)抓(zhua)手,注意指(zhi)導監管企業(ye)(ye)(ye)制定實施品(pin)(pin)牌戰略,在(zai)深入挖(wa)掘傳統(tong)特(te)(te)色(se)品(pin)(pin)牌資(zi)(zi)源(yuan)、鞏固擴大其(qi)影(ying)響力的(de)(de)(de)基(ji)礎上,結合市場和(he)(he)(he)(he)企業(ye)(ye)(ye)產(chan)品(pin)(pin)結構(gou)發展(zhan)變(bian)化,積極培育(yu)新(xin)品(pin)(pin)牌。要(yao)(yao)(yao)通過打(da)(da)造地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)有(you)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye),更(geng)好(hao)地(di)(di)(di)(di)(di)發揮地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)有(you)經(jing)(jing)(jing)濟(ji)引領、輻射和(he)(he)(he)(he)帶(dai)動(dong)作(zuo)用(yong),努(nu)力實現“培育(yu)一(yi)(yi)個龍頭企業(ye)(ye)(ye),形成一(yi)(yi)個優(you)勢(shi)(shi)產(chan)業(ye)(ye)(ye),帶(dai)動(dong)一(yi)(yi)方(fang)(fang)經(jing)(jing)(jing)濟(ji)發展(zhan)”。在(zai)打(da)(da)造地(di)(di)(di)(di)(di)方(fang)(fang)優(you)勢(shi)(shi)特(te)(te)色(se)企業(ye)(ye)(ye)中,還(huan)要(yao)(yao)(yao)特(te)(te)別關注地(di)(di)(di)(di)(di)方(fang)(fang)融資(zi)(zi)平(ping)臺(tai)公司風(feng)險防范(fan)問題,要(yao)(yao)(yao)結合新(xin)形勢(shi)(shi),進一(yi)(yi)步指(zhi)導下級國(guo)(guo)資(zi)(zi)委密切關注系統(tong)內(nei)融資(zi)(zi)平(ping)臺(tai)公司的(de)(de)(de)運行(xing),加強對其(qi)經(jing)(jing)(jing)營(ying)模式(shi)、治理結構(gou)、融資(zi)(zi)規(gui)模和(he)(he)(he)(he)償(chang)債(zhai)能力的(de)(de)(de)跟蹤監管。前(qian)一(yi)(yi)階段(duan),一(yi)(yi)些地(di)(di)(di)(di)(di)方(fang)(fang)推(tui)進融資(zi)(zi)平(ping)臺(tai)公司適時轉(zhuan)(zhuan)型(xing)并(bing)有(you)效加強運營(ying)風(feng)險防控,這一(yi)(yi)做法(fa)值(zhi)得各地(di)(di)(di)(di)(di)學習借鑒。

  (六)深入構建(jian)國(guo)資監(jian)管大格局。

  在(zai)國(guo)(guo)(guo)資委(wei)系(xi)統推(tui)(tui)動(dong)構建(jian)(jian)國(guo)(guo)(guo)資監(jian)管(guan)大(da)(da)格局(ju),是(shi)(shi)國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資委(wei)作(zuo)出的一(yi)項重(zhong)要(yao)(yao)戰略部(bu)署。一(yi)年(nian)多(duo)來(lai)(lai),各(ge)地(di)(di)在(zai)推(tui)(tui)動(dong)構建(jian)(jian)國(guo)(guo)(guo)資監(jian)管(guan)大(da)(da)格局(ju)方(fang)面,取(qu)得了良(liang)好(hao)效果(guo)。下一(yi)步,要(yao)(yao)突出抓好(hao)“三個(ge)著(zhu)(zhu)(zhu)力(li)(li)”:一(yi)是(shi)(shi)著(zhu)(zhu)(zhu)力(li)(li)推(tui)(tui)動(dong)本(ben)地(di)(di)區(qu)國(guo)(guo)(guo)有(you)資產的集中(zhong)優化(hua)配置。要(yao)(yao)把本(ben)地(di)(di)區(qu)的國(guo)(guo)(guo)有(you)資產和(he)中(zhong)央(yang)企(qi)業(ye)、兄弟省市(shi)在(zai)本(ben)地(di)(di)區(qu)的國(guo)(guo)(guo)有(you)資產放在(zai)一(yi)個(ge)大(da)(da)平臺(tai)上進行優化(hua)配置,使(shi)這些國(guo)(guo)(guo)有(you)資產在(zai)本(ben)地(di)(di)區(qu)形(xing)成更大(da)(da)的競(jing)爭(zheng)優勢。二是(shi)(shi)著(zhu)(zhu)(zhu)力(li)(li)深化(hua)央(yang)地(di)(di)合作(zuo)和(he)區(qu)域合作(zuo)。要(yao)(yao)注意完善央(yang)地(di)(di)合作(zuo)的協調(diao)機制,以(yi)出資關系(xi)為基(ji)礎,充分尊重(zhong)市(shi)場規律,深入做(zuo)好(hao)合作(zuo)項目的研(yan)究論證,避免重(zhong)復建(jian)(jian)設(she)和(he)資源(yuan)浪費,不搞(gao)“拉郎配”。要(yao)(yao)正確處理(li)(li)好(hao)“借(jie)梯上樓”與自(zi)我發展(zhan)的關系(xi),把引(yin)入外部(bu)資源(yuan)與做(zuo)強(qiang)(qiang)做(zuo)優本(ben)地(di)(di)企(qi)業(ye)有(you)機結合起來(lai)(lai)。三是(shi)(shi)著(zhu)(zhu)(zhu)力(li)(li)創造有(you)利于國(guo)(guo)(guo)有(you)企(qi)業(ye)改(gai)(gai)革(ge)發展(zhan)的良(liang)好(hao)環境。具體(ti)來(lai)(lai)說,要(yao)(yao)做(zuo)好(hao)以(yi)下工作(zuo):對上要(yao)(yao)加強(qiang)(qiang)請示匯(hui)報,主動(dong)爭(zheng)取(qu)當地(di)(di)黨政主要(yao)(yao)領導的重(zhong)視與支(zhi)持(chi)(chi);對外要(yao)(yao)積極做(zuo)好(hao)與有(you)關部(bu)門的溝通協調(diao),努力(li)(li)形(xing)成支(zhi)持(chi)(chi)國(guo)(guo)(guo)資國(guo)(guo)(guo)企(qi)改(gai)(gai)革(ge)發展(zhan)的共識和(he)合力(li)(li);對下要(yao)(yao)積極做(zuo)好(hao)指導和(he)服務(wu),為監(jian)管(guan)企(qi)業(ye)和(he)下級國(guo)(guo)(guo)資委(wei)提(ti)(ti)供方(fang)向指引(yin)和(he)撐腰(yao)支(zhi)持(chi)(chi);對社(she)會要(yao)(yao)積極做(zuo)好(hao)輿論宣傳,努力(li)(li)創造全(quan)社(she)會支(zhi)持(chi)(chi)國(guo)(guo)(guo)資國(guo)(guo)(guo)企(qi)改(gai)(gai)革(ge)發展(zhan)的良(liang)好(hao)外部(bu)環境;對內要(yao)(yao)積極做(zuo)好(hao)實踐總結和(he)理(li)(li)論研(yan)究,不斷提(ti)(ti)高國(guo)(guo)(guo)資監(jian)管(guan)工作(zuo)能力(li)(li)和(he)水平。

  三、 扎實做好(hao)指導監督工(gong)作的(de)幾點要求

  今(jin)年是全面貫徹(che)黨(dang)的(de)十(shi)(shi)八大(da)精神的(de)開局(ju)之年,也是落實“十(shi)(shi)二五”指導(dao)監督工作(zuo)(zuo)主(zhu)要(yao)(yao)任(ren)務的(de)重要(yao)(yao)一(yi)年。各地國(guo)資(zi)委要(yao)(yao)根(gen)據黨(dang)的(de)十(shi)(shi)八大(da)和中央經(jing)濟(ji)工作(zuo)(zuo)會議精神,按(an)照(zhao)全國(guo)國(guo)資(zi)監管(guan)工作(zuo)(zuo)會議的(de)要(yao)(yao)求,立足本(ben)地實際(ji),努力將指導(dao)監督工作(zuo)(zuo)推向(xiang)深(shen)入。在這里,我提出五點(dian)要(yao)(yao)求:

  (一) 進一步提高(gao)深入(ru)開展指導監督工作重要(yao)性的認(ren)識。

  上級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)對下級(ji)政府(fu)的(de)(de)(de)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)工作(zuo)進行指導(dao)(dao)和監(jian)(jian)督(du)(du),是(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)承擔(dan)的(de)(de)(de)一項法定(ding)(ding)職(zhi)責,也是(shi)維護國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)“國(guo)(guo)(guo)家所有(you)”的(de)(de)(de)一項重要(yao)(yao)(yao)制度(du)安排。應當強調,國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系統承擔(dan)的(de)(de)(de)出資(zi)(zi)(zi)人(ren)職(zhi)責和面(mian)上監(jian)(jian)管(guan)職(zhi)責,是(shi)緊密(mi)聯系、有(you)機統一的(de)(de)(de)。衡量和評(ping)價國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)工作(zuo)成效,不(bu)(bu)僅要(yao)(yao)(yao)看(kan)出資(zi)(zi)(zi)人(ren)職(zhi)責履(lv)行得好不(bu)(bu)好,還(huan)要(yao)(yao)(yao)看(kan)面(mian)上監(jian)(jian)管(guan)的(de)(de)(de)指導(dao)(dao)監(jian)(jian)督(du)(du)職(zhi)責履(lv)行得好不(bu)(bu)好。這(zhe)兩(liang)方面(mian)工作(zuo)同等重要(yao)(yao)(yao)、缺一不(bu)(bu)可。各地國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)一定(ding)(ding)要(yao)(yao)(yao)認真貫徹落實黨的(de)(de)(de)十(shi)八大精神(shen),自覺將指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)放(fang)到(dao)推動(dong)完(wan)善國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體制的(de)(de)(de)重要(yao)(yao)(yao)舉措上來(lai)認識,放(fang)到(dao)確保全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)政策協調統一的(de)(de)(de)高度(du)上來(lai)認識,放(fang)到(dao)保障實現“十(shi)二五”時期國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企改革發展“兩(liang)新目標”的(de)(de)(de)迫切需要(yao)(yao)(yao)上來(lai)認識,放(fang)到(dao)進一步加(jia)強國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系統自身建設的(de)(de)(de)內在要(yao)(yao)(yao)求上來(lai)認識。

  (二(er))全(quan)面落實指導監督(du)工作各項規定和制度要求(qiu)。

  各(ge)地國(guo)(guo)資(zi)(zi)(zi)委(wei)要繼續按(an)照《地方(fang)國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)工作(zuo)指(zhi)(zhi)導監(jian)(jian)督辦法(fa)(fa)》(國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)委(wei)令第25號),進一(yi)(yi)步明確指(zhi)(zhi)導監(jian)(jian)督工作(zuo)的(de)主要職責和要求。要認真執(zhi)行(xing)立法(fa)(fa)備(bei)案(an)、依法(fa)(fa)實施督查和重(zhong)大事(shi)(shi)項報告(gao)等規定(ding)(ding),切(qie)實做到下(xia)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)制定(ding)(ding)的(de)規范性文件(jian),及時報送上級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)備(bei)案(an);下(xia)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)機構(gou)設置、監(jian)(jian)管(guan)范圍發生(sheng)重(zhong)大變動(dong)等情況,及時報告(gao)上級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)。要嚴格按(an)照指(zhi)(zhi)導監(jian)(jian)督工作(zuo)事(shi)(shi)項和方(fang)式的(de)規定(ding)(ding),認真履行(xing)好國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)工作(zuo)中逐(zhu)級(ji)(ji)監(jian)(jian)督職責,對一(yi)(yi)些地方(fang)出(chu)現(xian)的(de)不符合改(gai)革方(fang)向和國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)政策法(fa)(fa)律規定(ding)(ding)的(de)做法(fa)(fa),上級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)應當及時與當地政府及國(guo)(guo)資(zi)(zi)(zi)委(wei)溝(gou)通協調(diao),提出(chu)改(gai)進的(de)意(yi)見和建議。

  (三)切實搞好綜(zong)合指導和專業指導的協調聯動。

  指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)(gong)作(zuo)(zuo)涉及面(mian)廣、綜(zong)合性強。各(ge)地國(guo)資(zi)(zi)委要進(jin)一(yi)步將綜(zong)合指(zhi)(zhi)導(dao)(dao)(dao)和(he)(he)專(zhuan)(zhuan)業(ye)指(zhi)(zhi)導(dao)(dao)(dao)有(you)(you)機結(jie)(jie)合起(qi)來,充分(fen)調動兩(liang)個方面(mian)的(de)(de)(de)積極(ji)性。綜(zong)合指(zhi)(zhi)導(dao)(dao)(dao)要以推(tui)動完善國(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)體制、加快實(shi)現(xian)經(jing)營性國(guo)有(you)(you)資(zi)(zi)產集中(zhong)統(tong)一(yi)監(jian)(jian)管(guan)(guan)、指(zhi)(zhi)導(dao)(dao)(dao)地方發揮(hui)國(guo)有(you)(you)經(jing)濟主導(dao)(dao)(dao)作(zuo)(zuo)用等(deng)為重點,牽(qian)頭制定(ding)年度指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)(gong)作(zuo)(zuo)計劃,組織落實(shi)各(ge)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)任務,及時總結(jie)(jie)分(fen)析(xi)面(mian)上情(qing)況,注意發揮(hui)綜(zong)合歸口(kou)、協(xie)調服務的(de)(de)(de)作(zuo)(zuo)用。專(zhuan)(zhuan)業(ye)指(zhi)(zhi)導(dao)(dao)(dao)要按(an)照本業(ye)務領域(yu)(yu)的(de)(de)(de)職(zhi)責分(fen)工(gong)(gong)(gong)(gong),細化和(he)(he)規范專(zhuan)(zhuan)業(ye)工(gong)(gong)(gong)(gong)作(zuo)(zuo)流程(cheng),強化全(quan)系(xi)統(tong)專(zhuan)(zhuan)業(ye)培訓,宣傳學(xue)習好本業(ye)務領域(yu)(yu)的(de)(de)(de)新政策和(he)(he)新要求(qiu)(qiu),不斷推(tui)進(jin)國(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)專(zhuan)(zhuan)業(ye)領域(yu)(yu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)深化和(he)(he)提高(gao)。要按(an)照提高(gao)工(gong)(gong)(gong)(gong)作(zuo)(zuo)效率(lv)和(he)(he)執行力的(de)(de)(de)要求(qiu)(qiu),優化指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)職(zhi)能配置,綜(zong)合歸口(kou)處室(shi)要大(da)膽牽(qian)頭,切實(shi)履(lv)行好匯總信(xin)息、綜(zong)合指(zhi)(zhi)導(dao)(dao)(dao)、協(xie)調服務等(deng)職(zhi)責,注意凝聚工(gong)(gong)(gong)(gong)作(zuo)(zuo)合力,整合業(ye)務資(zi)(zi)源,避免單兵作(zuo)(zuo)戰(zhan)。有(you)(you)關業(ye)務處室(shi)要立(li)足國(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)全(quan)局,按(an)照指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)統(tong)一(yi)部(bu)署,積極(ji)開展國(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)各(ge)項(xiang)專(zhuan)(zhuan)業(ye)工(gong)(gong)(gong)(gong)作(zuo)(zuo),提高(gao)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)督專(zhuan)(zhuan)業(ye)工(gong)(gong)(gong)(gong)作(zuo)(zuo)水平。

  (四)進一步增強指導監督工作的針對性(xing)和有效(xiao)性(xing)。

  指導(dao)監(jian)(jian)督工作開展得好(hao)不好(hao),很大(da)程度上取決(jue)于我(wo)們工作的針對性(xing)和(he)有效性(xing)。各(ge)地國(guo)(guo)資(zi)委要(yao)緊(jin)緊(jin)圍繞(rao)“十(shi)二五”國(guo)(guo)資(zi)監(jian)(jian)管(guan)的主要(yao)任務和(he)重(zhong)點(dian)(dian)問題(ti),結合(he)本(ben)地區(qu)實(shi)際(ji),注意(yi)分(fen)階段選擇(ze)一兩(liang)個重(zhong)點(dian)(dian),力(li)爭實(shi)現重(zhong)點(dian)(dian)突破。要(yao)不斷豐(feng)富工作手段,采取召(zhao)開片區(qu)座談會、出臺規范(fan)性(xing)文(wen)件、與下(xia)級(ji)政府(fu)溝(gou)通協(xie)調(diao)等(deng)形式,及時指導(dao)、幫助下(xia)級(ji)國(guo)(guo)資(zi)委解決(jue)工作中遇(yu)到(dao)的突出問題(ti)。要(yao)進(jin)一步搭(da)建和(he)完善網絡(luo)、簡報、期刊等(deng)信息交(jiao)流(liu)平(ping)臺,及時總結交(jiao)流(liu)國(guo)(guo)資(zi)監(jian)(jian)管(guan)的好(hao)做法、好(hao)經驗,擴大(da)先進(jin)典(dian)型的示范(fan)效應。要(yao)切(qie)實(shi)轉變指導(dao)監(jian)(jian)督工作的作風,加強(qiang)調(diao)查研究,主動到(dao)工作難度大(da)、困難問題(ti)多的下(xia)級(ji)國(guo)(guo)資(zi)委了(le)解情(qing)況(kuang),掌握第一手材料,取得工作的主動權(quan)。

  (五(wu))繼續(xu)加強指導(dao)監督工作(zuo)隊伍建設。

  指導監(jian)(jian)督(du)工(gong)作(zuo)任務(wu)(wu)繁重(zhong)(zhong),政策(ce)(ce)性強,協調服務(wu)(wu)要(yao)求高,必(bi)須把(ba)加強隊伍建(jian)設放到重(zhong)(zhong)要(yao)位置。從(cong)事指導監(jian)(jian)督(du)工(gong)作(zuo)的(de)同志,一(yi)定(ding)(ding)要(yao)自覺學習、掌握國資監(jian)(jian)管體(ti)制改革(ge)的(de)基本(ben)政策(ce)(ce)和(he)法律規定(ding)(ding),全面了解國企改革(ge)、國資監(jian)(jian)管各(ge)項業務(wu)(wu)工(gong)作(zuo),不斷提高做好(hao)指導監(jian)(jian)督(du)工(gong)作(zuo)的(de)綜合素質。各(ge)地國資委要(yao)鼓勵開展(zhan)系統內干部(bu)雙向掛(gua)職(zhi)交(jiao)流,注意學習兄弟(di)省市先(xian)進(jin)經驗(yan),拓寬(kuan)工(gong)作(zuo)視(shi)野和(he)思路,加快(kuai)培養(yang)一(yi)批指導監(jian)(jian)督(du)工(gong)作(zuo)的(de)業務(wu)(wu)骨干。要(yao)積極創造條(tiao)件(jian),充實隊伍力(li)量,保(bao)持隊伍穩定(ding)(ding),努力(li)為做好(hao)指導監(jian)(jian)督(du)工(gong)作(zuo)提供可靠的(de)隊伍保(bao)障。

國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)作(zuo)(zuo)(zuo)(zuo)(zuo)為(wei)指(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)聯系(xi)(xi)點(dian)(dian)。今(jin)年(nian)(nian)(nian),要(yao)(yao)正(zheng)式啟(qi)動(dong)這(zhe)(zhe)項工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。要(yao)(yao)圍繞指(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)重(zhong)(zhong)點(dian)(dian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)任務,完(wan)(wan)善(shan)相關制(zhi)度,注意跟蹤聯系(xi)(xi)點(dian)(dian)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)進(jin)(jin)展(zhan)情況(kuang),及(ji)時總結經(jing)驗,注意發(fa)(fa)現(xian)問(wen)題,通過試點(dian)(dian)為(wei)做好(hao)(hao)(hao)面上(shang)(shang)(shang)指(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)提供有(you)益借(jie)(jie)鑒。四是(shi)建(jian)立地(di)(di)方國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)重(zhong)(zhong)點(dian)(dian)規(gui)(gui)章、規(gui)(gui)范(fan)性文件(jian)季報(bao)制(zhi)度。今(jin)年(nian)(nian)(nian)擬對各省(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)上(shang)(shang)(shang)報(bao)的(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)重(zhong)(zhong)點(dian)(dian)法(fa)規(gui)(gui)、規(gui)(gui)章、規(gui)(gui)范(fan)性文件(jian)進(jin)(jin)行(xing)匯編(bian)整理(li),每季度編(bian)發(fa)(fa)至各級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou),在國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)交流學習借(jie)(jie)鑒。

  這里,我(wo)還要強調一下國(guo)有企(qi)業列(lie)入世(shi)貿(mao)組(zu)織《政(zheng)府采購(gou)協議》(GPA)出(chu)價的(de)研究(jiu)工作。《政(zheng)府采購(gou)協議》(GPA)是(shi)WTO的(de)一項(xiang)諸(zhu)邊協議,宗旨(zhi)是(shi)促(cu)進成員方(fang)開(kai)放政(zheng)府采購(gou)市場,擴(kuo)大(da)國(guo)際貿(mao)易。加入GPA,是(shi)我(wo)國(guo)入世(shi)時作出(chu)的(de)鄭重承諾。希望(wang)各地國(guo)資委高度重視,認真組(zu)織好相(xiang)關工作。

  最后,我就進一步提(ti)升(sheng)指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)水(shui)平再強(qiang)調四點(dian)。一要(yao)(yao)(yao)高度重(zhong)視指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)。指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)是(shi)三(san)(san)級(ji)(ji)國資(zi)(zi)委(wei)(wei)(wei)的(de)(de)重(zhong)要(yao)(yao)(yao)法定職責,是(shi)聯系上下級(ji)(ji)國資(zi)(zi)委(wei)(wei)(wei)的(de)(de)重(zhong)要(yao)(yao)(yao)橋(qiao)梁,也是(shi)構建國資(zi)(zi)監(jian)(jian)管(guan)大(da)格(ge)局(ju)的(de)(de)重(zhong)要(yao)(yao)(yao)抓手,各級(ji)(ji)國資(zi)(zi)委(wei)(wei)(wei)要(yao)(yao)(yao)給予(yu)充分重(zhong)視,認(ren)真開展有關工(gong)(gong)作(zuo)。地市國資(zi)(zi)委(wei)(wei)(wei)也要(yao)(yao)(yao)成立指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)領導小組,指(zhi)(zhi)導監(jian)(jian)督(du)(du)縣(xian)級(ji)(ji)政府國有資(zi)(zi)產(chan)監(jian)(jian)管(guan)工(gong)(gong)作(zuo)。二要(yao)(yao)(yao)把指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)的(de)(de)著力(li)(li)(li)點(dian)放在以(yi)下七個(ge)(ge)方面(mian):把握(wo)原則,指(zhi)(zhi)引方向;完(wan)善體(ti)制(zhi),健全制(zhi)度;撐腰鼓勁,表彰先進;經驗(yan)交流,相互學習;業務培訓,提(ti)升(sheng)素質(zhi);研討問題,集思廣(guang)益;修正偏差,提(ti)高效率。三(san)(san)要(yao)(yao)(yao)將完(wan)善國有資(zi)(zi)產(chan)監(jian)(jian)管(guan)體(ti)制(zhi)作(zuo)為(wei)當前(qian)和(he)今后一個(ge)(ge)時期指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)的(de)(de)首(shou)要(yao)(yao)(yao)任務,努力(li)(li)(li)爭取在重(zhong)大(da)問題上取得實質(zhi)性(xing)突破(po)。四要(yao)(yao)(yao)掌(zhang)握(wo)好開展指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)的(de)(de)五(wu)個(ge)(ge)要(yao)(yao)(yao)點(dian)。一是(shi)多到(dao)基(ji)層調研,掌(zhang)握(wo)第一手資(zi)(zi)料,號準脈(mo)搏,開好藥方。二是(shi)看準的(de)(de)工(gong)(gong)作(zuo)要(yao)(yao)(yao)一抓到(dao)底,不(bu)突破(po)不(bu)罷手,持之以(yi)恒。三(san)(san)是(shi)善于借力(li)(li)(li)發(fa)力(li)(li)(li),打(da)開局(ju)面(mian)。四是(shi)要(yao)(yao)(yao)強(qiang)化委(wei)(wei)(wei)內廳局(ju)(處室)、上下級(ji)(ji)國資(zi)(zi)委(wei)(wei)(wei)之間的(de)(de)合作(zuo)、聯動,進一步形成指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)合力(li)(li)(li)。五(wu)是(shi)不(bu)斷探索創新(xin)工(gong)(gong)作(zuo)方式方法,努力(li)(li)(li)打(da)造指(zhi)(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)的(de)(de)特色和(he)亮點(dian)。
