關于進一步做好中央企業(ye)增收節支工(gong)作有關事項的通(tong)知
各中央企業:
為(wei)貫徹黨中央(yang)(yang)、國(guo)(guo)務院關(guan)于國(guo)(guo)民經濟提(ti)質(zhi)增(zeng)(zeng)(zeng)效穩增(zeng)(zeng)(zeng)長(chang)的決(jue)策(ce)部署(shu),落實中央(yang)(yang)經濟工(gong)(gong)作會議和“兩會”精(jing)神,國(guo)(guo)資委黨委決(jue)定在(zai)中央(yang)(yang)企(qi)業(ye)開展“降(jiang)本增(zeng)(zeng)(zeng)效、提(ti)質(zhi)升級(ji)”主(zhu)題活動(dong),充(chong)分發(fa)揮中央(yang)(yang)企(qi)業(ye)在(zai)國(guo)(guo)民經濟發(fa)展中的“國(guo)(guo)家(jia)隊”和“排頭兵(bing)”作用。各中央(yang)(yang)企(qi)業(ye)要(yao)圍繞主(zhu)題活動(dong),深入做(zuo)好開源節(jie)流、增(zeng)(zeng)(zeng)收(shou)(shou)節(jie)支各項(xiang)工(gong)(gong)作,努力完成(cheng)全年生產經營(ying)目標。現將進(jin)一步做(zuo)好中央(yang)(yang)企(qi)業(ye)增(zeng)(zeng)(zeng)收(shou)(shou)節(jie)支工(gong)(gong)作的有(you)關(guan)事項(xiang)通知如下:
一(yi)、統(tong)一(yi)認(ren)識樹信(xin)(xin)(xin)心(xin)(xin)。當(dang)前,世(shi)界經(jing)濟(ji)處(chu)于深度調整(zheng)之(zhi)中,復蘇動(dong)力(li)(li)不(bu)(bu)(bu)(bu)足(zu)(zu),我國(guo)(guo)(guo)(guo)經(jing)濟(ji)下(xia)行壓(ya)力(li)(li)加(jia)大(da),部(bu)分行業(ye)(ye)(ye)面臨市(shi)場需求不(bu)(bu)(bu)(bu)足(zu)(zu)、產能嚴(yan)重(zhong)過剩、商品價格低(di)位波(bo)動(dong)、資金與債(zhai)務(wu)等潛在(zai)(zai)風險顯性化(hua)(hua)的(de)(de)困難(nan)和挑(tiao)戰。一(yi)季(ji)度中央(yang)(yang)企(qi)業(ye)(ye)(ye)收入和利(li)潤同比雙(shuang)下(xia)滑,全(quan)年穩(wen)(wen)增長形(xing)勢(shi)嚴(yan)峻、任務(wu)艱巨。同時(shi)也應看到中央(yang)(yang)企(qi)業(ye)(ye)(ye)發(fa)展面臨的(de)(de)新機遇:新型工業(ye)(ye)(ye)化(hua)(hua)、信(xin)(xin)(xin)息化(hua)(hua)、城鎮(zhen)化(hua)(hua)、農業(ye)(ye)(ye)現代化(hua)(hua)持續推(tui)進,“四大(da)板塊”和“三個支撐帶(dai)” 國(guo)(guo)(guo)(guo)家戰略加(jia)快實施,國(guo)(guo)(guo)(guo)家穩(wen)(wen)增長、調結(jie)構(gou)、促轉型的(de)(de)宏(hong)觀經(jing)濟(ji)政策陸(lu)續推(tui)出,中央(yang)(yang)企(qi)業(ye)(ye)(ye)在(zai)(zai)不(bu)(bu)(bu)(bu)少方面已(yi)經(jing)處(chu)于國(guo)(guo)(guo)(guo)際領先地位,完全(quan)有(you)條件搭(da)上新一(yi)輪工業(ye)(ye)(ye)革(ge)命的(de)(de)快車。各(ge)中央(yang)(yang)企(qi)業(ye)(ye)(ye)既(ji)要(yao)充(chong)(chong)分估計形(xing)勢(shi)和面臨的(de)(de)困難(nan),又要(yao)對經(jing)濟(ji)發(fa)展長期(qi)向好的(de)(de)基(ji)本(ben)面充(chong)(chong)滿(man)信(xin)(xin)(xin)心(xin)(xin),在(zai)(zai)國(guo)(guo)(guo)(guo)民經(jing)濟(ji)轉型發(fa)展的(de)(de)關鍵(jian)時(shi)期(qi),要(yao)把思想認(ren)識統(tong)一(yi)到黨(dang)中央(yang)(yang)、國(guo)(guo)(guo)(guo)務(wu)院(yuan)的(de)(de)決策部(bu)署上來,以提(ti)質增效為中心(xin)(xin),以改革(ge)創新為動(dong)力(li)(li),堅定信(xin)(xin)(xin)心(xin)(xin)、勇于擔當(dang)、頂住壓(ya)力(li)(li)、迎難(nan)而上、立足(zu)(zu)自(zi)身(shen)、不(bu)(bu)(bu)(bu)等不(bu)(bu)(bu)(bu)靠、開拓市(shi)場、降本(ben)增效、提(ti)質升級(ji)上狠下(xia)功夫,力(li)(li)爭實現中央(yang)(yang)企(qi)業(ye)(ye)(ye)整(zheng)體效益增長高于上年水(shui)平的(de)(de)目標,為國(guo)(guo)(guo)(guo)民經(jing)濟(ji)穩(wen)(wen)增長多作貢獻。
二、開(kai)(kai)拓市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)抓(zhua)機遇。要(yao)統(tong)籌用好國內、國際兩(liang)個市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang),加大(da)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)開(kai)(kai)拓,科學組織生(sheng)產,進一步(bu)增強(qiang)盈(ying)利能(neng)(neng)力(li)。一是(shi)要(yao)科學研判市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)形勢,主動適應市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)和(he)客戶(hu)需(xu)求(qiu)變化,合(he)理(li)制定經營策略(lve)(lve),搶(qiang)抓(zhua)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)機遇。二是(shi)要(yao)做精市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)營銷,優(you)化營銷模式(shi)和(he)銷售渠道,鞏固(gu)盈(ying)利基礎;加快商業(ye)模式(shi)創新,增強(qiang)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)開(kai)(kai)拓能(neng)(neng)力(li),搶(qiang)抓(zhua)效(xiao)益穩定的合(he)同(tong)訂單,打(da)造高(gao)回報率、高(gao)附(fu)加值、高(gao)技(ji)術含量的新型盈(ying)利業(ye)務(wu)和(he)特色優(you)勢項目,提高(gao)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)競(jing)(jing)爭力(li)和(he)影響力(li)。三是(shi)要(yao)樹立(li)“事(shi)先算(suan)贏”和(he)“先算(suan)后干”理(li)念,圍繞市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)需(xu)求(qiu),精細(xi)組織生(sheng)產,不斷提升市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)創利能(neng)(neng)力(li),提高(gao)運行質量。四是(shi)要(yao)積極(ji)落實國家“一帶一路(lu)”、周邊國家互聯互通、非(fei)洲“三網一化”等(deng)戰略(lve)(lve)部署,拓展(zhan)海外(wai)業(ye)務(wu),鞏固(gu)勞務(wu)商品出(chu)口、境外(wai)工程承包優(you)勢,帶動中國裝備、技(ji)術、標準“走出(chu)去(qu)”,推動國際化經營向中高(gao)端發展(zhan)。五(wu)是(shi)要(yao)加強(qiang)產業(ye)鏈上下游企業(ye)間協同(tong)發展(zhan),加大(da)海外(wai)業(ye)務(wu)合(he)作力(li)度,倡導(dao)有序競(jing)(jing)爭,避免不規范惡(e)性競(jing)(jing)爭,實現優(you)勢互補、合(he)作共贏。
三(san)、精益(yi)管(guan)(guan)理(li)(li)(li)控(kong)成(cheng)本(ben)(ben)(ben)。要樹立一切成(cheng)本(ben)(ben)(ben)皆(jie)可控(kong)的(de)(de)理(li)(li)(li)念,運用先進的(de)(de)成(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li)模(mo)型,分析成(cheng)本(ben)(ben)(ben)構成(cheng)及動因,全(quan)方位開展(zhan)行(xing)業(ye)(ye)對標(biao)(biao),明(ming)確(que)成(cheng)本(ben)(ben)(ben)壓控(kong)重點(dian)和(he)經濟技(ji)術指標(biao)(biao)改進目標(biao)(biao),確(que)保營業(ye)(ye)成(cheng)本(ben)(ben)(ben)增長低于營業(ye)(ye)收入增長,成(cheng)本(ben)(ben)(ben)費用利潤(run)率實現穩(wen)中有升。一是(shi)(shi)從設計源頭(tou)入手,推進目標(biao)(biao)成(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li),合(he)理(li)(li)(li)降(jiang)(jiang)(jiang)低產品生(sheng)命周期成(cheng)本(ben)(ben)(ben)。二是(shi)(shi)嚴格(ge)落實依法(fa)招標(biao)(biao),規范采購(gou)管(guan)(guan)理(li)(li)(li),建立物資、工(gong)程(cheng)和(he)服務等集(ji)(ji)中采購(gou)機制,集(ji)(ji)中采購(gou)比重要較上年明(ming)顯提升,采購(gou)成(cheng)本(ben)(ben)(ben)實現明(ming)顯下降(jiang)(jiang)(jiang)。三(san)是(shi)(shi)不(bu)斷優化生(sheng)產工(gong)序(xu)和(he)作(zuo)業(ye)(ye)流程(cheng),鼓(gu)勵采用新工(gong)藝、新材(cai)料、新技(ji)術提高國產化、智(zhi)能化裝備水平,提高生(sheng)產效率、降(jiang)(jiang)(jiang)低生(sheng)產成(cheng)本(ben)(ben)(ben)。四(si)是(shi)(shi)進一步加(jia)強產品質(zhi)量控(kong)制和(he)安(an)全(quan)生(sheng)產管(guan)(guan)理(li)(li)(li),減少廢品和(he)返(fan)工(gong)損(sun)失,降(jiang)(jiang)(jiang)低質(zhi)量成(cheng)本(ben)(ben)(ben);提高安(an)全(quan)生(sheng)產意識,正確(que)處理(li)(li)(li)好安(an)全(quan)與(yu)生(sheng)產的(de)(de)關系(xi),避免發生(sheng)重大安(an)全(quan)事故,降(jiang)(jiang)(jiang)低安(an)全(quan)事故損(sun)失。五是(shi)(shi)嚴格(ge)落實工(gong)資總額和(he)效益(yi)掛(gua)鉤機制,企業(ye)(ye)工(gong)資總額增幅(fu)不(bu)得超過效益(yi)增幅(fu),效益(yi)下降(jiang)(jiang)(jiang)的(de)(de)企業(ye)(ye)工(gong)資總額必須下降(jiang)(jiang)(jiang)。六(liu)是(shi)(shi)強化全(quan)員、全(quan)要素、全(quan)過程(cheng)成(cheng)本(ben)(ben)(ben)管(guan)(guan)控(kong),建立目標(biao)(biao)明(ming)確(que)、責任清晰、考核(he)嚴格(ge)、獎懲(cheng)落實的(de)(de)成(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li)責任制。
四、壓(ya)(ya)縮(suo)開支(zhi)(zhi)(zhi)降費(fei)用(yong)。要(yao)(yao)大力弘揚艱苦奮(fen)斗、勤儉辦企(qi)(qi)業(ye)的(de)優良傳(chuan)統,從嚴(yan)(yan)(yan)控(kong)制(zhi)各項費(fei)用(yong)性開支(zhi)(zhi)(zhi),降低期間費(fei)用(yong)占營業(ye)收入比重。一是(shi)嚴(yan)(yan)(yan)格(ge)費(fei)用(yong)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)預算管理(li),優化(hua)項目、嚴(yan)(yan)(yan)控(kong)標(biao)準、嚴(yan)(yan)(yan)格(ge)審批,各類費(fei)用(yong)不(bu)得(de)“包干(gan)”使用(yong),堅(jian)持無預算不(bu)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)。二是(shi)開展費(fei)用(yong)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)清理(li)與效能評價(jia),杜(du)絕一切非必(bi)要(yao)(yao)開支(zhi)(zhi)(zhi),對(dui)必(bi)須(xu)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)的(de)要(yao)(yao)控(kong)制(zhi)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)規(gui)模(mo),嚴(yan)(yan)(yan)禁鋪張浪費(fei)。三(san)是(shi)調整優化(hua)組織結構,壓(ya)(ya)縮(suo)管理(li)層級,強化(hua)業(ye)務(wu)協(xie)同,整合營銷資源,優化(hua)營銷模(mo)式,大力壓(ya)(ya)降運行費(fei)用(yong),向管理(li)要(yao)(yao)效益(yi)。四是(shi)嚴(yan)(yan)(yan)格(ge)執行中央“八項規(gui)定(ding)”要(yao)(yao)求,嚴(yan)(yan)(yan)控(kong)差旅費(fei)、會議費(fei)、業(ye)務(wu)招待費(fei)用(yong)等(deng)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu),負責人履職待遇和業(ye)務(wu)支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)不(bu)得(de)增長(chang)。五(wu)是(shi)嚴(yan)(yan)(yan)格(ge)規(gui)范(fan)對(dui)外捐(juan)(juan)贈(zeng),除搶險救災等(deng)突(tu)發性專項支(zhi)(zhi)(zhi)出(chu)(chu)(chu)(chu)外,效益(yi)下滑企(qi)(qi)業(ye)捐(juan)(juan)贈(zeng)規(gui)模(mo)原則上(shang)不(bu)超過上(shang)年水平;結合國家減輕企(qi)(qi)業(ye)負擔工作部署(shu),堅(jian)決抵制(zhi)不(bu)合理(li)的(de)收費(fei)、攤(tan)派和贊助行為。
五、高效(xiao)融(rong)(rong)(rong)(rong)通用(yong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)。要(yao)(yao)繼續(xu)堅持“現(xian)金(jin)(jin)為王(wang)”,深入(ru)推進資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)精益(yi)化管理(li),合(he)理(li)控制(zhi)債務規模(mo),加(jia)快(kuai)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)內(nei)部融(rong)(rong)(rong)(rong)通,努(nu)力降低(di)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)成本。一是(shi)要(yao)(yao)嚴(yan)格控制(zhi)帶息負(fu)債規模(mo),優化負(fu)債結構(gou),理(li)性(xing)評估(gu)財(cai)(cai)務杠(gang)桿(gan)邊界,資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產負(fu)債率高的(de)(de)企(qi)業(ye)要(yao)(yao)減(jian)量控制(zhi)帶息負(fu)債,保(bao)持穩健的(de)(de)財(cai)(cai)務結構(gou)。二是(shi)要(yao)(yao)努(nu)力降低(di)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)成本,優選融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)對象和融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)方式,合(he)理(li)搭配(pei)長短期、本外幣、直間接、債股權等(deng)各種融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)手段(duan),探(tan)索嘗試(shi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產證(zheng)券化、產業(ye)基金(jin)(jin)等(deng)創新融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)工具,實(shi)現(xian)多渠道低(di)成本融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)。三是(shi)要(yao)(yao)加(jia)強資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)集中(zhong)管理(li),充分利用(yong)財(cai)(cai)務公(gong)司(si)、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)結算中(zhong)心等(deng)平(ping)臺(tai),連通境內(nei)外資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)池,擴大資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)集中(zhong)范圍,提(ti)高資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)集中(zhong)度,減(jian)少資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)沉淀(dian),加(jia)快(kuai)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)融(rong)(rong)(rong)(rong)通。四是(shi)要(yao)(yao)強化現(xian)金(jin)(jin)流(liu)管理(li),確保(bao)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)及時足額(e)到賬,做到應收(shou)盡收(shou)、顆粒歸倉,努(nu)力實(shi)現(xian)收(shou)入(ru)、效(xiao)益(yi)和凈現(xian)金(jin)(jin)流(liu)量的(de)(de)同步增長。五是(shi)要(yao)(yao)積極穩妥利用(yong)金(jin)(jin)融(rong)(rong)(rong)(rong)工具套(tao)期保(bao)值,對沖匯率、利率波(bo)動風(feng)險,嚴(yan)禁(jin)投(tou)機。六(liu)是(shi)要(yao)(yao)確保(bao)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)安全,嚴(yan)禁(jin)開(kai)展各種形式無正常商業(ye)實(shi)質(zhi)的(de)(de)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)性(xing)業(ye)務,嚴(yan)格大額(e)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)聯簽和不相(xiang)容崗位分離制(zhi)度,堵塞資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)管理(li)漏(lou)洞,嚴(yan)禁(jin)設立“小金(jin)(jin)庫”,杜(du)絕違(wei)規使用(yong)、挪用(yong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)。

七、盤活存量(liang)提(ti)效(xiao)(xiao)能(neng)(neng)。要嚴格控制、清(qing)(qing)(qing)理(li)壓縮“兩金(jin)”占(zhan)用(yong)(yong)(yong)(yong)規(gui)模,加大內部資(zi)(zi)源(yuan)整(zheng)合(he)力度,加快清(qing)(qing)(qing)理(li)低效(xiao)(xiao)無效(xiao)(xiao)資(zi)(zi)產(chan),盤活存量(liang)提(ti)升資(zi)(zi)產(chan)效(xiao)(xiao)能(neng)(neng)。一是(shi)(shi)從(cong)(cong)源(yuan)頭(tou)上加強“兩金(jin)”管(guan)(guan)控,嚴格信用(yong)(yong)(yong)(yong)管(guan)(guan)理(li)、嚴控新增欠款(kuan)(kuan)規(gui)模,從(cong)(cong)嚴核定(ding)存貨實(shi)物量(liang)和(he)(he)(he)價(jia)值量(liang)占(zhan)用(yong)(yong)(yong)(yong)標準(zhun),嚴防(fang)超額放(fang)賬、超量(liang)庫存。二是(shi)(shi)全(quan)面清(qing)(qing)(qing)理(li)清(qing)(qing)(qing)收現(xian)(xian)有(you)應收賬款(kuan)(kuan)和(he)(he)(he)存貨,集中催(cui)繳(jiao)以(yi)前年度欠款(kuan)(kuan),加快處(chu)(chu)置(zhi)積(ji)壓存貨,確保應收賬款(kuan)(kuan)周轉率、存貨周轉率優于上年。三是(shi)(shi)深化內部資(zi)(zi)源(yuan)重(zhong)組(zu),用(yong)(yong)(yong)(yong)好(hao)近期(qi)出臺的兼并重(zhong)組(zu)稅收支持政策,推動相關子企業整(zheng)合(he)發展,提(ti)高(gao)業務(wu)(wu)協(xie)同(tong)和(he)(he)(he)資(zi)(zi)源(yuan)使(shi)用(yong)(yong)(yong)(yong)效(xiao)(xiao)率。四是(shi)(shi)加大資(zi)(zi)本(ben)運作(zuo)力度,推動資(zi)(zi)產(chan)證券(quan)化,用(yong)(yong)(yong)(yong)好(hao)市值管(guan)(guan)理(li)手(shou)段,盤活上市公(gong)司資(zi)(zi)源(yuan),實(shi)現(xian)(xian)資(zi)(zi)產(chan)價(jia)值最(zui)大化。五(wu)是(shi)(shi)強化低效(xiao)(xiao)無效(xiao)(xiao)資(zi)(zi)產(chan)處(chu)(chu)置(zhi)變現(xian)(xian),積(ji)極處(chu)(chu)置(zhi)長期(qi)不分紅、收益低、無戰略安排的投資(zi)(zi),堅決退出盈利差、管(guan)(guan)控難(nan)、無協(xie)同(tong)優勢的非主業經營(ying)業務(wu)(wu),全(quan)面、按時完成國資(zi)(zi)委(wei)部署的低效(xiao)(xiao)無效(xiao)(xiao)資(zi)(zi)產(chan)清(qing)(qing)(qing)理(li)處(chu)(chu)置(zhi)任務(wu)(wu)。

各中(zhong)央企業要結合本(ben)通(tong)知精神和要求,以(yi)降本(ben)為(wei)抓手,以(yi)增(zeng)(zeng)(zeng)效(xiao)為(wei)目(mu)(mu)標,以(yi)提(ti)質為(wei)重(zhong)點,以(yi)升級為(wei)方(fang)(fang)向,對增(zeng)(zeng)(zeng)收節支(zhi)工(gong)(gong)(gong)作(zuo)進(jin)(jin)行(xing)周密部(bu)署(shu)。請各中(zhong)央企業于5月15日前將(jiang)(jiang)本(ben)企業增(zeng)(zeng)(zeng)收節支(zhi)工(gong)(gong)(gong)作(zuo)方(fang)(fang)案(an)報國(guo)資(zi)委備案(an)(同時抄報派(pai)駐本(ben)企業監事會(hui));每(mei)季度(du)結束后的10個工(gong)(gong)(gong)作(zuo)日內將(jiang)(jiang)本(ben)企業增(zeng)(zeng)(zeng)收節支(zhi)工(gong)(gong)(gong)作(zuo)進(jin)(jin)展情況、取得(de)的成(cheng)(cheng)效(xiao)以(yi)及存在(zai)的突(tu)出(chu)問題等(deng)情況專項報告(gao)國(guo)資(zi)委(同時抄報派(pai)駐本(ben)企業監事會(hui))。國(guo)資(zi)委將(jiang)(jiang)對企業增(zeng)(zeng)(zeng)收節支(zhi)工(gong)(gong)(gong)作(zuo)目(mu)(mu)標的完(wan)(wan)成(cheng)(cheng)情況和各項措施執行(xing)效(xiao)果進(jin)(jin)行(xing)跟蹤檢查,對有關工(gong)(gong)(gong)作(zuo)進(jin)(jin)行(xing)專項推動,通(tong)過實地調研(yan)、召開推進(jin)(jin)會(hui)、交流會(hui)等(deng)多(duo)種形(xing)式(shi)進(jin)(jin)行(xing)督導。國(guo)資(zi)委將(jiang)(jiang)建立綜合評(ping)價(jia)、業績(ji)考(kao)核、收入(ru)(ru)分配等(deng)工(gong)(gong)(gong)作(zuo)聯動機(ji)制,研(yan)究制定獎(jiang)懲政策(ce),將(jiang)(jiang)穩(wen)增(zeng)(zeng)(zeng)長工(gong)(gong)(gong)作(zuo)完(wan)(wan)成(cheng)(cheng)情況作(zuo)為(wei)中(zhong)央企業領(ling)導班子和領(ling)導人員年(nian)度(du)述職的重(zhong)要內容,納入(ru)(ru)綜合考(kao)評(ping)范圍,對考(kao)評(ping)優(you)秀、穩(wen)增(zeng)(zeng)(zeng)長工(gong)(gong)(gong)作(zuo)業績(ji)突(tu)出(chu)的,采取適(shi)當方(fang)(fang)式(shi)表揚鼓勵;對考(kao)評(ping)較差、業績(ji)目(mu)(mu)標完(wan)(wan)成(cheng)(cheng)不(bu)好的,將(jiang)(jiang)加大提(ti)醒、誡勉、調整力度(du)。
