王勇:完善各類國有資產管理體制

——摘(zhai)自《經濟日(ri)報(bao)》11月(yue)19日(ri)“學習貫徹十八大精(jing)神輔導文(wen)章(zhang)”

  黨的十(shi)八大(da)明確(que)提出要“完善各(ge)(ge)類(lei)國有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)(ti)制”,這既(ji)是(shi)對(dui)黨的十(shi)六大(da)以來國有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)(ti)制改革(ge)取得成效的充分肯定,也是(shi)對(dui)進一步加強各(ge)(ge)類(lei)國有(you)(you)資(zi)(zi)產監管(guan)作(zuo)出的重要部署。我們要深刻領會和認真貫徹黨的十(shi)八大(da)精神,牢(lao)牢(lao)把握正確(que)的改革(ge)方向,以改革(ge)創新的精神不斷完善各(ge)(ge)類(lei)國有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)(ti)制。


  一、深刻認識完善各類國有資產管理體制的重要意義


  我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)包括經(jing)營(ying)性(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(含國(guo)(guo)(guo)(guo)有(you)(you)金(jin)融資(zi)(zi)(zi)(zi)(zi)產(chan)(chan))、行政(zheng)事業(ye)性(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)、資(zi)(zi)(zi)(zi)(zi)源性(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)。隨(sui)著社會(hui)主(zhu)義(yi)現代(dai)化建設的不(bu)(bu)斷推進,我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)規模不(bu)(bu)斷擴大、質量不(bu)(bu)斷提高(gao),在經(jing)濟社會(hui)發(fa)展中發(fa)揮著不(bu)(bu)可替(ti)代(dai)的作用(yong)(yong)。完(wan)善各(ge)(ge)類(lei)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)管理體(ti)制,就是(shi)要(yao)立足我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)情,針對各(ge)(ge)類(lei)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)的屬性(xing)和(he)特點(dian),建立健全(quan)適應(ying)社會(hui)主(zhu)義(yi)市場經(jing)濟要(yao)求(qiu)的管理體(ti)制和(he)制度體(ti)系(xi),保(bao)護好(hao)(hao)、利(li)用(yong)(yong)好(hao)(hao)、經(jing)營(ying)好(hao)(hao)各(ge)(ge)類(lei)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan),最大限度地發(fa)揮好(hao)(hao)各(ge)(ge)類(lei)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)的作用(yong)(yong),創造更(geng)好(hao)(hao)的經(jing)濟效益(yi)和(he)社會(hui)效益(yi),為建設中國(guo)(guo)(guo)(guo)特色社會(hui)主(zhu)義(yi)提供堅實的經(jing)濟和(he)政(zheng)治基礎(chu)。


  (一)完善(shan)各類國有(you)資產(chan)管(guan)理(li)體制是進一步完善(shan)社(she)會主義(yi)市場經濟體制的必(bi)然選擇


  完(wan)善(shan)(shan)(shan)社會(hui)主(zhu)義(yi)市場(chang)經濟(ji)(ji)體(ti)(ti)(ti)制(zhi)(zhi)(zhi),使(shi)公(gong)有(you)(you)制(zhi)(zhi)(zhi)與市場(chang)經濟(ji)(ji)有(you)(you)機(ji)(ji)結合(he),一方(fang)(fang)面(mian)要求(qiu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)經濟(ji)(ji)不(bu)(bu)斷增強(qiang)控(kong)制(zhi)(zhi)(zhi)力和(he)(he)影響力,在(zai)經濟(ji)(ji)發(fa)(fa)展中發(fa)(fa)揮主(zhu)導作用(yong);另(ling)一方(fang)(fang)面(mian)要求(qiu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)不(bu)(bu)斷增強(qiang)活力和(he)(he)競(jing)爭力,真(zhen)正成(cheng)為(wei)市場(chang)經濟(ji)(ji)的(de)(de)(de)重要主(zhu)體(ti)(ti)(ti),這需(xu)要以完(wan)善(shan)(shan)(shan)的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)(guan)理體(ti)(ti)(ti)制(zhi)(zhi)(zhi)為(wei)保障。黨的(de)(de)(de)十六大以來,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)(guan)理體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改革取得了(le)積(ji)極的(de)(de)(de)進(jin)展和(he)(he)成(cheng)效,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院、省(sheng)(區(qu)、市)、市(地)三級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構相(xiang)繼(ji)建(jian)立,明(ming)確(que)了(le)政府(fu)層面(mian)的(de)(de)(de)出資(zi)(zi)(zi)(zi)(zi)人(ren)代表,大部分經營性非金融國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)納入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)系(xi);基本形(xing)成(cheng)了(le)企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)法(fa)(fa)律法(fa)(fa)規制(zhi)(zhi)(zhi)度體(ti)(ti)(ti)系(xi),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)出臺的(de)(de)(de)規章和(he)(he)規范性文件299件,地方(fang)(fang)政府(fu)和(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)發(fa)(fa)布的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)法(fa)(fa)規、制(zhi)(zhi)(zhi)度2800多件;強(qiang)化了(le)對企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)的(de)(de)(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan),業(ye)(ye)績考核和(he)(he)激勵約束機(ji)(ji)制(zhi)(zhi)(zhi)建(jian)立并不(bu)(bu)斷完(wan)善(shan)(shan)(shan),財務(wu)監(jian)(jian)(jian)(jian)督、審計監(jian)(jian)(jian)(jian)督、監(jian)(jian)(jian)(jian)事會(hui)監(jian)(jian)(jian)(jian)督機(ji)(ji)制(zhi)(zhi)(zhi)不(bu)(bu)斷完(wan)善(shan)(shan)(shan),產(chan)(chan)(chan)權管(guan)(guan)(guan)理不(bu)(bu)斷加強(qiang),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本預算(suan)管(guan)(guan)(guan)理制(zhi)(zhi)(zhi)度和(he)(he)收益管(guan)(guan)(guan)理機(ji)(ji)制(zhi)(zhi)(zhi)逐步建(jian)立。這一系(xi)列重要舉措,為(wei)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)改革發(fa)(fa)展創造了(le)良好(hao)的(de)(de)(de)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)環境,促(cu)進(jin)了(le)社會(hui)主(zhu)義(yi)市場(chang)經濟(ji)(ji)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)完(wan)善(shan)(shan)(shan)。但目前,各(ge)類(lei)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)(guan)理的(de)(de)(de)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)還(huan)沒(mei)有(you)(you)完(wan)全(quan)(quan)理順,機(ji)(ji)制(zhi)(zhi)(zhi)和(he)(he)法(fa)(fa)規制(zhi)(zhi)(zhi)度還(huan)不(bu)(bu)完(wan)善(shan)(shan)(shan),存(cun)在(zai)責任(ren)主(zhu)體(ti)(ti)(ti)不(bu)(bu)明(ming)確(que)、監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)不(bu)(bu)到(dao)位(wei)、配(pei)置不(bu)(bu)合(he)理等現象(xiang);一些特定行(xing)業(ye)(ye)的(de)(de)(de)企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)還(huan)沒(mei)有(you)(you)納入新的(de)(de)(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)制(zhi)(zhi)(zhi),出資(zi)(zi)(zi)(zi)(zi)人(ren)職能(neng)還(huan)沒(mei)有(you)(you)完(wan)全(quan)(quan)落實,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)科學(xue)性有(you)(you)效性有(you)(you)待進(jin)一步增強(qiang)。適應(ying)完(wan)善(shan)(shan)(shan)社會(hui)主(zhu)義(yi)市場(chang)經濟(ji)(ji)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)要求(qiu),必須進(jin)一步完(wan)善(shan)(shan)(shan)各(ge)類(lei)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)(guan)理體(ti)(ti)(ti)制(zhi)(zhi)(zhi),使(shi)各(ge)類(lei)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)更好(hao)地發(fa)(fa)揮其經濟(ji)(ji)社會(hui)功能(neng),使(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)真(zhen)正成(cheng)為(wei)獨(du)立的(de)(de)(de)市場(chang)主(zhu)體(ti)(ti)(ti)。


  (二(er))完善各類國(guo)有(you)資產管理體制是深化(hua)行(xing)政體制改(gai)革、轉變政府職能的客觀需(xu)要(yao)


  黨(dang)的(de)(de)(de)十八大(da)指出(chu)(chu),要(yao)深入推進政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)企(qi)(qi)(qi)(qi)分(fen)(fen)開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)分(fen)(fen)開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)事(shi)分(fen)(fen)開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)社分(fen)(fen)開(kai)(kai)。這是(shi)(shi)深化行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)革、轉(zhuan)變政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)職(zhi)(zhi)(zhi)(zhi)能的(de)(de)(de)重(zhong)(zhong)要(yao)內(nei)容,對完善(shan)(shan)各類國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)(guan)理體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)提出(chu)(chu)了(le)(le)新(xin)的(de)(de)(de)要(yao)求。改(gai)(gai)(gai)革開(kai)(kai)放初期,國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)實際(ji)上是(shi)(shi)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)的(de)(de)(de)附(fu)屬物與延伸,政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)很(hen)大(da)精力放在管(guan)(guan)(guan)(guan)(guan)理國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)上,企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)生產、經(jing)營、人事(shi)都(dou)是(shi)(shi)由政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)直接管(guan)(guan)(guan)(guan)(guan)理。隨(sui)著國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)改(gai)(gai)(gai)革的(de)(de)(de)推進,企(qi)(qi)(qi)(qi)業(ye)(ye)被賦予了(le)(le)更(geng)多(duo)的(de)(de)(de)經(jing)營自主權,但仍(reng)然沒有(you)(you)從體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)上理順政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)與企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)關系。2000年國(guo)(guo)家撤銷(xiao)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)行(xing)(xing)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)理部門,減少了(le)(le)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)對國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)直接管(guan)(guan)(guan)(guan)(guan)理,2003年國(guo)(guo)資(zi)(zi)(zi)委的(de)(de)(de)成立(li)從機(ji)構(gou)設置和制(zhi)(zhi)(zhi)(zhi)度安(an)排上解決了(le)(le)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)企(qi)(qi)(qi)(qi)分(fen)(fen)開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)分(fen)(fen)開(kai)(kai)的(de)(de)(de)問題(ti),在深化行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)革、轉(zhuan)變政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)職(zhi)(zhi)(zhi)(zhi)能方面取得了(le)(le)重(zhong)(zhong)大(da)突破。新(xin)的(de)(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)(guan)理體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)從機(ji)構(gou)設置上把政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)的(de)(de)(de)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理職(zhi)(zhi)(zhi)(zhi)能與出(chu)(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)能予以分(fen)(fen)離,明(ming)確政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理部門不(bu)(bu)再履行(xing)(xing)出(chu)(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責,國(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)不(bu)(bu)履行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理職(zhi)(zhi)(zhi)(zhi)責,有(you)(you)力促(cu)進了(le)(le)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)革和政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)職(zhi)(zhi)(zhi)(zhi)能的(de)(de)(de)轉(zhuan)變。但目前(qian)很(hen)多(duo)改(gai)(gai)(gai)革措施還(huan)不(bu)(bu)到位,一(yi)些政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理部門仍(reng)然對國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)履行(xing)(xing)出(chu)(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責,國(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)也還(huan)承擔著一(yi)些帶有(you)(you)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理性質(zhi)的(de)(de)(de)職(zhi)(zhi)(zhi)(zhi)能,政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)企(qi)(qi)(qi)(qi)不(bu)(bu)分(fen)(fen)、政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)不(bu)(bu)分(fen)(fen)的(de)(de)(de)現象依然存(cun)在。從根本上解決這些問題(ti),需要(yao)進一(yi)步完善(shan)(shan)各類國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)(guan)理體(ti)(ti)制(zhi)(zhi)(zhi)(zhi),進一(yi)步促(cu)進行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)革和政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)職(zhi)(zhi)(zhi)(zhi)能轉(zhuan)變,推動各級政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理部門與所屬企(qi)(qi)(qi)(qi)業(ye)(ye)脫(tuo)鉤,把精力集中到社會公(gong)(gong)(gong)(gong)共(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理上來(lai)。


  (三)完善各類國有(you)資產管理體制是進(jin)一步深(shen)化國有(you)企業改革(ge)的迫切要求

  二、完善各類國有資產管理體制的方向和原則


  完(wan)(wan)善(shan)(shan)(shan)各類(lei)(lei)國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管理體(ti)(ti)制,要堅持社(she)會(hui)主(zhu)(zhu)義(yi)基(ji)本經(jing)(jing)濟(ji)(ji)(ji)制度和市(shi)(shi)場(chang)(chang)經(jing)(jing)濟(ji)(ji)(ji)改(gai)革(ge)方向(xiang)(xiang)。黨(dang)的(de)(de)十八大(da)報告明確指出,要完(wan)(wan)善(shan)(shan)(shan)公有(you)(you)(you)(you)制為主(zhu)(zhu)體(ti)(ti)、多(duo)種所有(you)(you)(you)(you)制經(jing)(jing)濟(ji)(ji)(ji)共(gong)同發(fa)展(zhan)的(de)(de)基(ji)本經(jing)(jing)濟(ji)(ji)(ji)制度。完(wan)(wan)善(shan)(shan)(shan)社(she)會(hui)主(zhu)(zhu)義(yi)基(ji)本經(jing)(jing)濟(ji)(ji)(ji)制度,要求我們在(zai)完(wan)(wan)善(shan)(shan)(shan)各類(lei)(lei)國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管理體(ti)(ti)制中,使(shi)(shi)各類(lei)(lei)國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)實(shi)現(xian)最優(you)化配(pei)置、最充分(fen)使(shi)(shi)用,爭取經(jing)(jing)濟(ji)(ji)(ji)效(xiao)益(yi)和社(she)會(hui)效(xiao)益(yi)的(de)(de)統一(yi);使(shi)(shi)國(guo)有(you)(you)(you)(you)經(jing)(jing)濟(ji)(ji)(ji)在(zai)經(jing)(jing)濟(ji)(ji)(ji)發(fa)展(zhan)中的(de)(de)主(zhu)(zhu)導作用更好地發(fa)揮。堅持社(she)會(hui)主(zhu)(zhu)義(yi)市(shi)(shi)場(chang)(chang)經(jing)(jing)濟(ji)(ji)(ji)的(de)(de)改(gai)革(ge)方向(xiang)(xiang),要求我們在(zai)完(wan)(wan)善(shan)(shan)(shan)各類(lei)(lei)國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管理體(ti)(ti)制過程中,充分(fen)發(fa)揮市(shi)(shi)場(chang)(chang)在(zai)資(zi)源(yuan)配(pei)置中的(de)(de)基(ji)礎性作用,遵循(xun)市(shi)(shi)場(chang)(chang)經(jing)(jing)濟(ji)(ji)(ji)規(gui)律(lv)經(jing)(jing)營管理國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan),推(tui)動國(guo)有(you)(you)(you)(you)資(zi)本優(you)化配(pei)置,實(shi)現(xian)國(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)的(de)(de)保值增值。

  完善各類(lei)國(guo)(guo)有資(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)(guan)理(li)(li)體制,要堅持政(zheng)企(qi)分(fen)(fen)開(kai)、政(zheng)資(zi)(zi)(zi)分(fen)(fen)開(kai)、所(suo)(suo)有權(quan)和經營權(quan)相(xiang)分(fen)(fen)離的(de)(de)原(yuan)則。政(zheng)企(qi)分(fen)(fen)開(kai)、政(zheng)資(zi)(zi)(zi)分(fen)(fen)開(kai)是理(li)(li)順政(zheng)府與國(guo)(guo)有企(qi)業關(guan)系的(de)(de)核心。根據(ju)社(she)會(hui)公共管(guan)(guan)(guan)(guan)(guan)理(li)(li)職(zhi)(zhi)(zhi)能(neng)和所(suo)(suo)有者職(zhi)(zhi)(zhi)能(neng)分(fen)(fen)開(kai)的(de)(de)原(yuan)則,國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)專門承(cheng)(cheng)擔國(guo)(guo)有資(zi)(zi)(zi)產出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責,不(bu)承(cheng)(cheng)擔社(she)會(hui)公共管(guan)(guan)(guan)(guan)(guan)理(li)(li)職(zhi)(zhi)(zhi)能(neng),社(she)會(hui)公共管(guan)(guan)(guan)(guan)(guan)理(li)(li)部門從政(zheng)府經濟調節和社(she)會(hui)管(guan)(guan)(guan)(guan)(guan)理(li)(li)角度對各類(lei)所(suo)(suo)有制企(qi)業進(jin)(jin)行管(guan)(guan)(guan)(guan)(guan)理(li)(li),不(bu)承(cheng)(cheng)擔出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責。按照政(zheng)企(qi)分(fen)(fen)開(kai)以(yi)及所(suo)(suo)有權(quan)和經營權(quan)分(fen)(fen)離的(de)(de)原(yuan)則,國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)依(yi)法對企(qi)業的(de)(de)國(guo)(guo)有資(zi)(zi)(zi)產進(jin)(jin)行監(jian)管(guan)(guan)(guan)(guan)(guan),不(bu)能(neng)干預企(qi)業的(de)(de)生產經營活動。企(qi)業必須自覺接受國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)的(de)(de)監(jian)管(guan)(guan)(guan)(guan)(guan),不(bu)得損害(hai)所(suo)(suo)有者權(quan)益。


  完(wan)善(shan)各類國(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)理體(ti)制,要堅持權(quan)利(li)、義務和(he)責(ze)任(ren)相統一(yi),管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)產和(he)管(guan)(guan)(guan)(guan)人(ren)(ren)(ren)、管(guan)(guan)(guan)(guan)事(shi)相結(jie)合(he)的(de)原則。各級國(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)機構(gou)經授(shou)權(quan)代表本級人(ren)(ren)(ren)民政(zheng)府對國(guo)有(you)資(zi)(zi)(zi)產履行出(chu)資(zi)(zi)(zi)人(ren)(ren)(ren)職責(ze),享有(you)資(zi)(zi)(zi)產收益權(quan)、參與重大決策和(he)選擇(ze)管(guan)(guan)(guan)(guan)理者等出(chu)資(zi)(zi)(zi)人(ren)(ren)(ren)權(quan)利(li),對出(chu)資(zi)(zi)(zi)企業國(guo)有(you)資(zi)(zi)(zi)產保(bao)值增值和(he)發揮(hui)好(hao)國(guo)有(you)資(zi)(zi)(zi)產在經濟社(she)會發展中(zhong)的(de)作用負責(ze),接受本級人(ren)(ren)(ren)民政(zheng)府的(de)監(jian)督和(he)考核(he)。國(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)機構(gou)建(jian)立以績效考核(he)、薪酬(chou)分配、領(ling)導(dao)人(ren)(ren)(ren)員管(guan)(guan)(guan)(guan)理和(he)財務評價、產權(quan)管(guan)(guan)(guan)(guan)理、風險(xian)管(guan)(guan)(guan)(guan)控等為主(zhu)線的(de)工作閉環(huan)體(ti)系,實現管(guan)(guan)(guan)(guan)人(ren)(ren)(ren)、管(guan)(guan)(guan)(guan)事(shi)、管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)產的(de)有(you)效結(jie)合(he)。


    三、完善各類國有資產管理體制的主要任務


  完(wan)善各(ge)類(lei)國有(you)資產管(guan)理體制(zhi)意義重大,影響(xiang)深遠。我們要按照黨的十八大的重要部署(shu),繼續堅持經過實(shi)踐證明(ming)行之有(you)效(xiao)的重大原(yuan)則,持續推(tui)進(jin)完(wan)善各(ge)類(lei)國有(you)資產管(guan)理體制(zhi)的各(ge)項任務(wu)。

  進(jin)一(yi)(yi)步(bu)明(ming)確(que)各(ge)(ge)類(lei)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)責任主體(ti)(ti),明(ming)晰(xi)產(chan)(chan)權關系,建立(li)(li)體(ti)(ti)制(zhi)機(ji)(ji)(ji)制(zhi),落(luo)(luo)實監(jian)管(guan)責任。進(jin)一(yi)(yi)步(bu)完(wan)善中央、省(區、市)、市(地)三級經營(ying)性國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)機(ji)(ji)(ji)構,經營(ying)性國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)規模較大的(de)縣(市)可探索(suo)設立(li)(li)獨立(li)(li)的(de)監(jian)管(guan)機(ji)(ji)(ji)構。進(jin)一(yi)(yi)步(bu)規范各(ge)(ge)級國(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)機(ji)(ji)(ji)構作(zuo)為政(zheng)府(fu)直屬特設機(ji)(ji)(ji)構的(de)性質(zhi)定位,依法保障其專門性和(he)獨立(li)(li)性。明(ming)確(que)政(zheng)府(fu)公共管(guan)理部門不履(lv)行(xing)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)出(chu)資(zi)(zi)(zi)(zi)(zi)人(ren)(ren)職責。進(jin)一(yi)(yi)步(bu)落(luo)(luo)實“上級政(zheng)府(fu)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)機(ji)(ji)(ji)構對(dui)下級政(zheng)府(fu)的(de)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)督(du)管(guan)理工作(zuo)進(jin)行(xing)指導和(he)監(jian)督(du)”的(de)規定,各(ge)(ge)級國(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)部門在(zai)依法履(lv)行(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)人(ren)(ren)職責的(de)基(ji)礎上,深入開展國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan),防止將國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)職責混同于(yu)行(xing)政(zheng)管(guan)理職能,形成新的(de)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)多頭監(jian)管(guan)。


  (二(er))完善國(guo)資(zi)監管(guan)法規規章


  根據(ju)各(ge)類(lei)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)的屬性(xing)和(he)監(jian)管(guan)(guan)(guan)特(te)點,加快制(zhi)定(ding)各(ge)類(lei)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)的法(fa)規(gui)(gui)規(gui)(gui)章,形成比較(jiao)完善(shan)(shan)的國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)法(fa)規(gui)(gui)體(ti)系,實現國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)(guan)的制(zhi)度(du)(du)化(hua)、規(gui)(gui)范(fan)化(hua)和(he)體(ti)系化(hua)。要加快完善(shan)(shan)各(ge)類(lei)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)立法(fa),健全(quan)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)出(chu)資(zi)人制(zhi)度(du)(du)、領導人員管(guan)(guan)(guan)理(li)(li)制(zhi)度(du)(du)、重大事(shi)項管(guan)(guan)(guan)理(li)(li)制(zhi)度(du)(du)、財務和(he)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)制(zhi)度(du)(du),規(gui)(gui)范(fan)政(zheng)府、國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)和(he)國(guo)(guo)(guo)家出(chu)資(zi)企業(或單位(wei))的關系。健全(quan)完善(shan)(shan)國(guo)(guo)(guo)家出(chu)資(zi)企業(或單位(wei))投(tou)資(zi)管(guan)(guan)(guan)理(li)(li)、財務管(guan)(guan)(guan)理(li)(li)、風險管(guan)(guan)(guan)理(li)(li)等專(zhuan)項管(guan)(guan)(guan)理(li)(li)制(zhi)度(du)(du),不斷提高現代化(hua)管(guan)(guan)(guan)理(li)(li)水平。健全(quan)完善(shan)(shan)產(chan)(chan)權(quan)登記、資(zi)產(chan)(chan)統(tong)計(ji)、清產(chan)(chan)核資(zi)、資(zi)產(chan)(chan)評估、產(chan)(chan)權(quan)轉讓等各(ge)類(lei)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)基礎(chu)管(guan)(guan)(guan)理(li)(li)制(zhi)度(du)(du),建(jian)立全(quan)國(guo)(guo)(guo)統(tong)一(yi)的企業國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)基礎(chu)管(guan)(guan)(guan)理(li)(li)工作體(ti)系。健全(quan)完善(shan)(shan)上下級國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)指(zhi)導監(jian)督(du)制(zhi)度(du)(du),確保中央和(he)地(di)方國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)政(zheng)策、目標(biao)和(he)主要任務的協調一(yi)致。


  (三)推進經營性(xing)國有(you)資(zi)產集中(zhong)統一(yi)監管


  明確國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)政策制(zhi)(zhi)度的(de)(de)統一性。經(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)要(yao)堅持(chi)已形成并(bing)在實(shi)(shi)踐中證明行之有(you)(you)(you)效(xiao)的(de)(de)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)法律法規制(zhi)(zhi)度的(de)(de)基(ji)本原則,要(yao)有(you)(you)(you)明確的(de)(de)出資(zi)(zi)主(zhu)體,要(yao)落實(shi)(shi)保值增值責任,要(yao)建立考核與(yu)薪酬掛鉤的(de)(de)激勵約束(shu)機制(zhi)(zhi),提高國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)的(de)(de)監管(guan)(guan)效(xiao)能。總結推廣部分(fen)地方開展集中統一監管(guan)(guan)的(de)(de)經(jing)驗,充(chong)分(fen)發揮(hui)各(ge)級國(guo)(guo)(guo)資(zi)(zi)委的(de)(de)專業化監管(guan)(guan)優勢,探索實(shi)(shi)現國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)的(de)(de)全覆蓋,防止經(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)條塊分(fen)割(ge),為在更大范圍優化配(pei)置資(zi)(zi)源、提高國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)本運行效(xiao)率、加快資(zi)(zi)源整合和(he)企業重組、培育具(ju)有(you)(you)(you)核心(xin)競爭(zheng)力的(de)(de)企業集團創造有(you)(you)(you)利條件。行政事業性和(he)資(zi)(zi)源性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)轉(zhuan)為經(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)的(de)(de),都要(yao)納入經(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)體制(zhi)(zhi)。
