根(gen)據國(guo)(guo)資(zi)委黨(dang)(dang)(dang)委統一(yi)部署,2020年6月16日至8月20日,國(guo)(guo)資(zi)委黨(dang)(dang)(dang)委第三巡(xun)視(shi)(shi)組(zu)對中國(guo)(guo)林(lin)業集(ji)團(tuan)有(you)(you)限公司(si)(以(yi)下簡稱中林(lin)集(ji)團(tuan))黨(dang)(dang)(dang)委進行(xing)了(le)巡(xun)視(shi)(shi)。9月28日,巡(xun)視(shi)(shi)組(zu)向中林(lin)集(ji)團(tuan)黨(dang)(dang)(dang)委反饋(kui)了(le)巡(xun)視(shi)(shi)意見。按照(zhao)《中國(guo)(guo)共產黨(dang)(dang)(dang)巡(xun)視(shi)(shi)工作(zuo)條例》《國(guo)(guo)資(zi)委黨(dang)(dang)(dang)委關于貫(guan)徹落實<中國(guo)(guo)共產黨(dang)(dang)(dang)巡(xun)視(shi)(shi)工作(zuo)條例>的實施辦法》等有(you)(you)關規定,現將巡(xun)視(shi)(shi)整改(gai)情況予以(yi)公布。
一、總體情況
中(zhong)林集團黨委(wei)對巡視組指出的(de)問題和提出的(de)意見建議高度重視,認(ren)真(zhen)研究制定了(le)(le)整(zheng)(zheng)改(gai)工作方(fang)案,并從4個方(fang)面14大項(xiang)44個具體(ti)問題提出了(le)(le)97項(xiang)整(zheng)(zheng)改(gai)措(cuo)施。截(jie)至目前,97項(xiang)整(zheng)(zheng)改(gai)措(cuo)施中(zhong)有(you)92項(xiang)措(cuo)施已完(wan)成(cheng)或取得(de)階段性成(cheng)效,集中(zhong)整(zheng)(zheng)改(gai)措(cuo)施完(wan)成(cheng)率達94.85%,制定并完(wan)善了(le)(le)關于(yu)黨建、投資(zi)、人事和紀檢等(deng)各類規章制度32項(xiang)。
(一)深入學習領會,迅速部署整改工作
巡(xun)(xun)(xun)(xun)視(shi)(shi)工(gong)作(zuo)是(shi)對中(zhong)林集(ji)團(tuan)貫徹中(zhong)央(yang)(yang)決(jue)(jue)策部(bu)署、落(luo)實(shi)政(zheng)(zheng)治(zhi)(zhi)責任(ren)的(de)(de)一(yi)(yi)次(ci)(ci)全面檢(jian)驗(yan),是(shi)對近(jin)年來公司(si)改革(ge)發(fa)展(zhan)的(de)(de)一(yi)(yi)次(ci)(ci)系統梳(shu)理(li)。巡(xun)(xun)(xun)(xun)視(shi)(shi)意見反(fan)(fan)饋(kui)后,中(zhong)林集(ji)團(tuan)黨委(wei)(wei)高度重(zhong)視(shi)(shi),立即召開巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改專題黨委(wei)(wei)會(hui)(hui)(hui),認(ren)真學(xue)(xue)習領會(hui)(hui)(hui)習近(jin)平總書(shu)記(ji)關于巡(xun)(xun)(xun)(xun)視(shi)(shi)工(gong)作(zuo)重(zhong)要論述和十(shi)九屆中(zhong)央(yang)(yang)紀委(wei)(wei)四次(ci)(ci)全會(hui)(hui)(hui)、全國(guo)巡(xun)(xun)(xun)(xun)視(shi)(shi)工(gong)作(zuo)會(hui)(hui)(hui)議部(bu)署及《關于中(zhong)央(yang)(yang)部(bu)委(wei)(wei)、中(zhong)央(yang)(yang)國(guo)家(jia)機關部(bu)門(men)黨組(zu)(黨委(wei)(wei))開展(zhan)巡(xun)(xun)(xun)(xun)視(shi)(shi)工(gong)作(zuo)的(de)(de)指導意見(試行)》,深入貫徹落(luo)實(shi)國(guo)資(zi)委(wei)(wei)黨委(wei)(wei)巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改工(gong)作(zuo)會(hui)(hui)(hui)議精(jing)(jing)神和郝鵬(peng)書(shu)記(ji)講(jiang)話精(jing)(jing)神。10月23日(ri),中(zhong)林集(ji)團(tuan)召開巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改工(gong)作(zuo)動員部(bu)署會(hui)(hui)(hui),傳達(da)學(xue)(xue)習國(guo)資(zi)委(wei)(wei)第(di)三巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu)反(fan)(fan)饋(kui)意見會(hui)(hui)(hui)議精(jing)(jing)神,在(zai)全集(ji)團(tuan)內(nei)部(bu)署巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改工(gong)作(zuo),堅(jian)決(jue)(jue)把巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改作(zuo)為當(dang)前最重(zhong)要的(de)(de)政(zheng)(zheng)治(zhi)(zhi)任(ren)務,認(ren)真抓好(hao)整(zheng)(zheng)改工(gong)作(zuo)落(luo)實(shi),確保(bao)高質(zhi)量地(di)完(wan)成整(zheng)(zheng)改任(ren)務。圍(wei)繞習近(jin)平生態(tai)文明思想(xiang)、《習近(jin)平談治(zhi)(zhi)國(guo)理(li)政(zheng)(zheng)》第(di)三卷(juan)和十(shi)九屆五中(zhong)全會(hui)(hui)(hui),中(zhong)林集(ji)團(tuan)先后召開3次(ci)(ci)黨委(wei)(wei)中(zhong)心組(zu)學(xue)(xue)習會(hui)(hui)(hui)議,緊密(mi)結合巡(xun)(xun)(xun)(xun)視(shi)(shi)反(fan)(fan)饋(kui)問(wen)題,對相關理(li)論知識(shi)、文件(jian)內(nei)容和會(hui)(hui)(hui)議精(jing)(jing)神進行了再學(xue)(xue)習、再深化,對整(zheng)(zheng)改任(ren)務進行了再梳(shu)理(li)、再細化,堅(jian)決(jue)(jue)把思想(xiang)和行動統一(yi)(yi)到黨中(zhong)央(yang)(yang)的(de)(de)重(zhong)大(da)決(jue)(jue)策部(bu)署上(shang)來,確保(bao)巡(xun)(xun)(xun)(xun)視(shi)(shi)整(zheng)(zheng)改工(gong)作(zuo)落(luo)實(shi)落(luo)地(di)。
(二)加強組織領導,嚴格落實整改責任
中林集(ji)團(tuan)成立了(le)由黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)、董事長(chang)(chang)為(wei)組(zu)長(chang)(chang),黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)副書(shu)(shu)記(ji)、紀委(wei)(wei)(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)為(wei)副組(zu)長(chang)(chang),其他黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)委(wei)(wei)(wei)(wei)(wei)(wei)員為(wei)成員的巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)領導小組(zu),負(fu)(fu)責統籌推(tui)進(jin)(jin)全(quan)集(ji)團(tuan)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)是整(zheng)(zheng)改(gai)(gai)(gai)(gai)第(di)一責任(ren)人,重要(yao)任(ren)務親自(zi)部署(shu)、整(zheng)(zheng)改(gai)(gai)(gai)(gai)責任(ren)親自(zi)傳導、線(xian)索處置親自(zi)過問(wen)(wen)(wen)、突出問(wen)(wen)(wen)題親自(zi)督辦(ban)(ban),從嚴要(yao)求,狠(hen)抓(zhua)(zhua)整(zheng)(zheng)改(gai)(gai)(gai)(gai)責任(ren)落(luo)(luo)(luo)實(shi)(shi)。黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)委(wei)(wei)(wei)(wei)(wei)(wei)員嚴格落(luo)(luo)(luo)實(shi)(shi)“一崗雙(shuang)責”,牽(qian)頭(tou)負(fu)(fu)責分管(guan)(guan)(guan)領域整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo),對(dui)集(ji)團(tuan)總部和(he)下屬(shu)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)聯(lian)系(xi)點二(er)級企業親自(zi)進(jin)(jin)行督導管(guan)(guan)(guan)理。設立了(le)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)辦(ban)(ban)公室,負(fu)(fu)責全(quan)集(ji)團(tuan)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)的協調和(he)督促工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。建(jian)立領導負(fu)(fu)責、工(gong)(gong)(gong)作(zuo)(zuo)(zuo)例會(hui)、請示報(bao)告、審驗(yan)銷號、考核評價和(he)督辦(ban)(ban)問(wen)(wen)(wen)責機制(zhi),以簡報(bao)形(xing)(xing)式定(ding)期(qi)通報(bao)整(zheng)(zheng)改(gai)(gai)(gai)(gai)進(jin)(jin)度,形(xing)(xing)成整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)常態化、機制(zhi)化,確保(bao)解決一個(ge)問(wen)(wen)(wen)題,工(gong)(gong)(gong)作(zuo)(zuo)(zuo)就向(xiang)前推(tui)進(jin)(jin)一步,切實(shi)(shi)提高巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)針對(dui)性、有效(xiao)性和(he)長(chang)(chang)期(qi)性。在全(quan)系(xi)統的共同(tong)努力下,中林集(ji)團(tuan)形(xing)(xing)成了(le)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)抓(zhua)(zhua)總,分管(guan)(guan)(guan)領導抓(zhua)(zhua)面,各單位抓(zhua)(zhua)線(xian),專項(xiang)整(zheng)(zheng)改(gai)(gai)(gai)(gai)抓(zhua)(zhua)點,紀委(wei)(wei)(wei)(wei)(wei)(wei)、人事抓(zhua)(zhua)督的全(quan)方位、多角(jiao)度,重落(luo)(luo)(luo)實(shi)(shi)、重實(shi)(shi)效(xiao)的整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)體系(xi),有力推(tui)動了(le)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)有序(xu)開(kai)(kai)展(zhan)。同(tong)時,將(jiang)國資(zi)委(wei)(wei)(wei)(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)第(di)三巡(xun)視(shi)(shi)(shi)(shi)(shi)組(zu)對(dui)中林集(ji)團(tuan)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)選人用人、巡(xun)視(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)存在問(wen)(wen)(wen)題的整(zheng)(zheng)改(gai)(gai)(gai)(gai)作(zuo)(zuo)(zuo)為(wei)集(ji)團(tuan)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)落(luo)(luo)(luo)實(shi)(shi)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的重要(yao)組(zu)成部分,一并研究(jiu)、一體推(tui)進(jin)(jin)、狠(hen)抓(zhua)(zhua)落(luo)(luo)(luo)實(shi)(shi)。自(zi)巡(xun)視(shi)(shi)(shi)(shi)(shi)組(zu)反(fan)饋意見以來,中林集(ji)團(tuan)先后組(zu)織召(zhao)開(kai)(kai)6次(ci)巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)領導小組(zu)會(hui),黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)(wei)(wei)會(hui)聽取了(le)5次(ci)匯報(bao),巡(xun)視(shi)(shi)(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)辦(ban)(ban)召(zhao)開(kai)(kai)了(le)14次(ci)例會(hui)、4次(ci)協調會(hui)。
(三)制定工作方案,明確整改目標任務
堅(jian)持(chi)從(cong)嚴從(cong)實、突出問(wen)題(ti)(ti)導向(xiang),中林集(ji)團對(dui)照每一(yi)項問(wen)題(ti)(ti),逐(zhu)字逐(zhu)句分(fen)析、逐(zhu)條(tiao)(tiao)逐(zhu)項研究,期(qi)間(jian)多次向(xiang)國(guo)資委(wei)巡(xun)(xun)(xun)視(shi)(shi)(shi)辦進(jin)行(xing)專(zhuan)題(ti)(ti)匯報,積極爭取上級(ji)主管部門(men)的(de)(de)(de)(de)指導和建議。經過反復論證、多次修訂(ding),制定了(le)《關(guan)于(yu)落實國(guo)資委(wei)黨委(wei)第三(san)巡(xun)(xun)(xun)視(shi)(shi)(shi)組反饋意見的(de)(de)(de)(de)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)工(gong)作方(fang)案》以及(ji)巡(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)工(gong)作臺賬,針對(dui)巡(xun)(xun)(xun)視(shi)(shi)(shi)反饋意見中指出的(de)(de)(de)(de)4個方(fang)面(mian)14大(da)項44個具(ju)體(ti)問(wen)題(ti)(ti),一(yi)對(dui)一(yi)、點對(dui)點進(jin)行(xing)梳(shu)理分(fen)析,進(jin)一(yi)步細化分(fen)解(jie)問(wen)題(ti)(ti),形成(cheng)了(le)問(wen)題(ti)(ti)清單、任(ren)(ren)務清單和責(ze)任(ren)(ren)清單。按(an)照“立(li)(li)行(xing)立(li)(li)改(gai)(gai)(gai)(gai)(gai)”“限時整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)”“階段整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)”“長期(qi)堅(jian)持(chi)”的(de)(de)(de)(de)要求,研究制定了(le)97項整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)措施(shi),逐(zhu)項明確了(le)責(ze)任(ren)(ren)領導、責(ze)任(ren)(ren)部門(men)以及(ji)完成(cheng)時間(jian),堅(jian)決(jue)做到(dao)措施(shi)明確、責(ze)任(ren)(ren)明確、時限明確,堅(jian)決(jue)做到(dao)按(an)時間(jian)進(jin)度、保(bao)質保(bao)量(liang)地完成(cheng)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)任(ren)(ren)務。對(dui)已具(ju)備條(tiao)(tiao)件且短期(qi)內(nei)能夠(gou)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)的(de)(de)(de)(de)問(wen)題(ti)(ti),做到(dao)立(li)(li)行(xing)立(li)(li)改(gai)(gai)(gai)(gai)(gai);對(dui)難度較(jiao)大(da)但通過努力能夠(gou)解(jie)決(jue)的(de)(de)(de)(de)問(wen)題(ti)(ti),采取先剎車、后完善的(de)(de)(de)(de)辦法,綜(zong)合施(shi)策(ce)、集(ji)中發力;對(dui)涉及(ji)面(mian)廣、情況復雜的(de)(de)(de)(de)問(wen)題(ti)(ti),堅(jian)持(chi)實事求是,采取切(qie)實可行(xing)的(de)(de)(de)(de)措施(shi),逐(zhu)步進(jin)行(xing)消化。各子(zi)公(gong)司按(an)照集(ji)團統(tong)一(yi)部署,制定了(le)相應巡(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)方(fang)案,成(cheng)立(li)(li)了(le)巡(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)工(gong)作領導機構(gou)、監督機構(gou)和工(gong)作機構(gou),形成(cheng)全(quan)集(ji)團整(zheng)(zheng)體(ti)聯動、系統(tong)推(tui)進(jin)的(de)(de)(de)(de)巡(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)工(gong)作格局,確保(bao)巡(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)全(quan)覆(fu)蓋、無死角。
(四)聚焦重點問題,點面結合推進整改
圍繞推(tui)動實現高質(zhi)量發展(zhan)(zhan)、深化企業(ye)改(gai)(gai)(gai)革、貫徹落(luo)實全面從嚴(yan)治黨等9個方(fang)面內容,中(zhong)林(lin)集團(tuan)領(ling)導班(ban)子成員深入下屬企業(ye)開(kai)展(zhan)(zhan)專(zhuan)題(ti)(ti)調(diao)研,切實把巡(xun)視(shi)(shi)(shi)(shi)反(fan)饋(kui)的(de)(de)問(wen)題(ti)(ti)研究透、解決(jue)好,確(que)保巡(xun)視(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)各項(xiang)任務堅(jian)決(jue)有效(xiao)落(luo)實。針對自身發展(zhan)(zhan)定位、重(zhong)難點問(wen)題(ti)(ti),開(kai)展(zhan)(zhan)了“堅(jian)守主(zhu)責(ze)主(zhu)業(ye)”、“降杠桿(gan)減負債”等5個方(fang)面專(zhuan)項(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai),領(ling)導班(ban)子成員分(fen)工(gong)合作,抓住主(zhu)要(yao)(yao)(yao)矛(mao)盾和矛(mao)盾的(de)(de)主(zhu)要(yao)(yao)(yao)方(fang)面,以(yi)重(zhong)點突破帶動面上(shang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)。11月20日,中(zhong)林(lin)集團(tuan)組織(zhi)召(zhao)開(kai)了黨委領(ling)導班(ban)子巡(xun)視(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)專(zhuan)題(ti)(ti)民(min)主(zhu)生(sheng)活會,在開(kai)展(zhan)(zhan)專(zhuan)題(ti)(ti)調(diao)研和專(zhuan)項(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作的(de)(de)基礎上(shang),集團(tuan)班(ban)子成員之間按(an)照真(zhen)認賬、真(zhen)反(fan)思(si)、真(zhen)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)和真(zhen)負責(ze)的(de)(de)要(yao)(yao)(yao)求,對照巡(xun)視(shi)(shi)(shi)(shi)反(fan)饋(kui)意(yi)見深刻剖(pou)析問(wen)題(ti)(ti)根源,進一步明確(que)了整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)努力的(de)(de)方(fang)向,形成了直面問(wen)題(ti)(ti)、正(zheng)視(shi)(shi)(shi)(shi)問(wen)題(ti)(ti)、堅(jian)決(jue)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)的(de)(de)高度共識。各子公司按(an)照集團(tuan)黨委要(yao)(yao)(yao)求,先(xian)后組織(zhi)召(zhao)開(kai)了巡(xun)視(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)專(zhuan)題(ti)(ti)民(min)主(zhu)生(sheng)活會,嚴(yan)肅開(kai)展(zhan)(zhan)批(pi)評(ping)和自我批(pi)評(ping),進一步增強(qiang)責(ze)任意(yi)識,夯實推(tui)動巡(xun)視(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作的(de)(de)思(si)想基礎。
(五)強化督辦問責,實現日常監督持續監督

二、巡視反饋問題的整改情況
中林集團堅(jian)持問(wen)題導向、目標導向,緊(jin)緊(jin)圍(wei)繞國資委黨委第(di)三巡視組(zu)指出的問(wen)題以(yi)及(ji)整改意(yi)見,堅(jian)定不移地推進巡視整改工(gong)作。具體整改進展情況(kuang)如(ru)下:
(一)關于貫徹落實黨的路線方針政策和黨中央重大決策部署不夠到位,黨委發揮領導作用不夠充分方面的整改情況
1.針對學習習近平新時代中國特色社會主義思想,特別是貫徹落實習近平生態文明思想不夠系統扎實的問題
一(yi)(yi)是(shi)(shi)印(yin)發《關于進(jin)一(yi)(yi)步深(shen)入學(xue)(xue)習(xi)(xi)(xi)(xi)〈習(xi)(xi)(xi)(xi)近(jin)平新時代中(zhong)國特色社會主義(yi)思想(xiang)學(xue)(xue)習(xi)(xi)(xi)(xi)綱要(yao)〉的通知》,制定了學(xue)(xue)習(xi)(xi)(xi)(xi)宣傳十(shi)(shi)九屆(jie)五(wu)(wu)中(zhong)全會精神實施(shi)方(fang)案,持續在學(xue)(xue)懂弄(nong)通做(zuo)實上狠下(xia)功夫。10月份,舉辦了2期專題(ti)研(yan)修班,實現了中(zhong)層以(yi)上干部(bu)全覆蓋(gai)。二是(shi)(shi)制定《關于進(jin)一(yi)(yi)步規(gui)(gui)范黨(dang)委(wei)理(li)論學(xue)(xue)習(xi)(xi)(xi)(xi)中(zhong)心(xin)組學(xue)(xue)習(xi)(xi)(xi)(xi)的意見》,指(zhi)(zhi)導各(ge)企(qi)業黨(dang)組織進(jin)一(yi)(yi)步完(wan)善了學(xue)(xue)習(xi)(xi)(xi)(xi)制度。三是(shi)(shi)制定《關于深(shen)入貫徹落實習(xi)(xi)(xi)(xi)近(jin)平總書記重要(yao)講話、指(zhi)(zhi)示(shi)批示(shi)精神的實施(shi)方(fang)案》,在黨(dang)委(wei)工作規(gui)(gui)則中(zhong)進(jin)一(yi)(yi)步明(ming)確了學(xue)(xue)習(xi)(xi)(xi)(xi)貫徹習(xi)(xi)(xi)(xi)近(jin)平總書記最新重要(yao)講話和指(zhi)(zhi)示(shi)批示(shi)精神作為“第一(yi)(yi)議題(ti)”制度。四是(shi)(shi)召開中(zhong)林集團“十(shi)(shi)四五(wu)(wu)”規(gui)(gui)劃(hua)啟動會暨專項(xiang)研(yan)討(tao)會,貫徹落實習(xi)(xi)(xi)(xi)近(jin)平生態文明(ming)思想(xiang),立(li)足公司實際、聚焦重點(dian),進(jin)一(yi)(yi)步明(ming)確“十(shi)(shi)四五(wu)(wu)”發展目標和實施(shi)路徑(jing),扎(zha)實做(zuo)好“十(shi)(shi)四五(wu)(wu)”規(gui)(gui)劃(hua)研(yan)究和編(bian)制工作。
2.針對黨委發揮“把方向、管大局、保落實”作用不夠充分的問題
一(yi)是(shi)(shi)發(fa)揮考核指(zhi)揮棒作用(yong),將撫(fu)林(lin)(lin)造林(lin)(lin)面積(ji)、收(shou)儲林(lin)(lin)地面積(ji)等指(zhi)標納入子公(gong)司(si)經營(ying)業(ye)(ye)績考核指(zhi)標體系,引(yin)導各子公(gong)司(si)積(ji)極履行(xing)主(zhu)(zhu)責主(zhu)(zhu)業(ye)(ye),持(chi)(chi)續強化戰(zhan)略(lve)定(ding)(ding)力(li)。二是(shi)(shi)修(xiu)訂(ding)《發(fa)展戰(zhan)略(lve)和(he)(he)(he)規(gui)劃(hua)(hua)(hua)管(guan)理(li)暫(zan)行(xing)辦(ban)(ban)法》,明確發(fa)展規(gui)劃(hua)(hua)(hua)編(bian)制(zhi)(zhi)(zhi)要求(qiu),跟蹤(zong)外部(bu)環境和(he)(he)(he)企業(ye)(ye)經營(ying)變(bian)化,持(chi)(chi)續優化實(shi)(shi)施路(lu)徑,提高戰(zhan)略(lve)前瞻(zhan)性(xing)(xing)、可實(shi)(shi)現(xian)性(xing)(xing)和(he)(he)(he)規(gui)劃(hua)(hua)(hua)科(ke)學(xue)性(xing)(xing)、可操作性(xing)(xing),保(bao)證戰(zhan)略(lve)規(gui)劃(hua)(hua)(hua)有效落(luo)(luo)地。三(san)(san)(san)是(shi)(shi)持(chi)(chi)續強化“森(sen)林(lin)(lin)+”戰(zhan)略(lve),引(yin)導和(he)(he)(he)支持(chi)(chi)重(zhong)慶(qing)、廣(guang)西、黑(hei)龍江等林(lin)(lin)地建設項(xiang)(xiang)(xiang)目(mu),新增(zeng)約(yue)300萬畝境內林(lin)(lin)地(含儲備林(lin)(lin)105萬畝),進一(yi)步擴大(da)了(le)林(lin)(lin)地占有量。四是(shi)(shi)制(zhi)(zhi)(zhi)定(ding)(ding)中(zhong)(zhong)林(lin)(lin)集團(tuan)“十四五”規(gui)劃(hua)(hua)(hua)編(bian)制(zhi)(zhi)(zhi)實(shi)(shi)施方(fang)(fang)案(an)和(he)(he)(he)“十四五”調研(yan)實(shi)(shi)施計劃(hua)(hua)(hua),采取“請進來、走(zou)出(chu)去”等多(duo)種方(fang)(fang)式(shi),實(shi)(shi)現(xian)全方(fang)(fang)位調研(yan),為“集團(tuan)公(gong)司(si)十四五”規(gui)劃(hua)(hua)(hua)編(bian)制(zhi)(zhi)(zhi)奠定(ding)(ding)重(zhong)要基礎。五是(shi)(shi)依(yi)據(ju)國(guo)資(zi)(zi)委(wei)及集團(tuan)制(zhi)(zhi)(zhi)定(ding)(ding)的(de)投資(zi)(zi)負面清單,全面梳(shu)理(li)和(he)(he)(he)盤點現(xian)有投資(zi)(zi)在(zai)建項(xiang)(xiang)(xiang)目(mu),對照國(guo)資(zi)(zi)委(wei)核定(ding)(ding)的(de)非(fei)主(zhu)(zhu)業(ye)(ye)投資(zi)(zi)比例,嚴(yan)控(kong)非(fei)主(zhu)(zhu)業(ye)(ye)投資(zi)(zi)。六是(shi)(shi)全面開展“兩非(fei)”剝(bo)(bo)離專項(xiang)(xiang)(xiang)工作,制(zhi)(zhi)(zhi)定(ding)(ding)了(le)《“兩非(fei)”剝(bo)(bo)離專項(xiang)(xiang)(xiang)治(zhi)理(li)工作方(fang)(fang)案(an)》,主(zhu)(zhu)動剝(bo)(bo)離不具備競爭優勢、缺乏發(fa)展潛力(li)的(de)非(fei)主(zhu)(zhu)業(ye)(ye)、非(fei)優勢企業(ye)(ye)(業(ye)(ye)務),進一(yi)步優化資(zi)(zi)產結構和(he)(he)(he)業(ye)(ye)務布局(ju)。七是(shi)(shi)完成對涉及以配套康(kang)養(yang)(yang)中(zhong)(zhong)心、老年(nian)公(gong)寓(yu)等為名變(bian)相(xiang)從事房地產開發(fa)的(de)3個項(xiang)(xiang)(xiang)目(mu)梳(shu)理(li)工作,就生態康(kang)養(yang)(yang)項(xiang)(xiang)(xiang)目(mu)中(zhong)(zhong)存在(zai)變(bian)相(xiang)從事房地產開發(fa)的(de)問題,堅決予(yu)以停(ting)止,做(zuo)到了(le)立(li)行(xing)立(li)改。八是(shi)(shi)修(xiu)訂(ding)完善三(san)(san)(san)會決策權(quan)限管(guan)理(li)辦(ban)(ban)法等制(zhi)(zhi)(zhi)度和(he)(he)(he)規(gui)則,進一(yi)步細化“三(san)(san)(san)會”研(yan)究范圍(wei),充分發(fa)揮黨委(wei)把(ba)方(fang)(fang)向(xiang)、管(guan)大(da)局(ju)、保(bao)落(luo)(luo)實(shi)(shi)的(de)領導作用(yong)。九是(shi)(shi)全面落(luo)(luo)實(shi)(shi)國(guo)資(zi)(zi)委(wei)黨委(wei)關于“三(san)(san)(san)重(zhong)一(yi)大(da)”橫向(xiang)到邊、縱(zong)向(xiang)到底的(de)監管(guan)要求(qiu),結合“三(san)(san)(san)重(zhong)一(yi)大(da)”決策制(zhi)(zhi)(zhi)度運行(xing)監管(guan)系統(tong),在(zai)所屬二級(ji)企業(ye)(ye)及重(zhong)點三(san)(san)(san)級(ji)企業(ye)(ye)建立(li)完成監管(guan)系統(tong),同(tong)時分別對物資(zi)(zi)公(gong)司(si)、森(sen)旅控(kong)股(gu)、林(lin)(lin)產工業(ye)(ye)的(de)“三(san)(san)(san)重(zhong)一(yi)大(da)”落(luo)(luo)實(shi)(shi)情況進行(xing)了(le)抽查督辦(ban)(ban),在(zai)制(zhi)(zhi)(zhi)度建設、議題研(yan)究、執行(xing)落(luo)(luo)實(shi)(shi)方(fang)(fang)面進行(xing)了(le)指(zhi)導整改。
3.針對防范化解重大風險措施不夠到位的問題

5.針對深化國有企業改革有差距的問題
一是(shi)(shi)按照黨中(zhong)央、國務(wu)院關于深(shen)化國有企業(ye)(ye)改革(ge)的(de)工(gong)(gong)作(zuo)部署(shu)和(he)國資委(wei)工(gong)(gong)作(zuo)要(yao)求(qiu)(qiu),印發《集團公(gong)司改革(ge)三年(nian)行動方案(2020-2022年(nian))》及配套工(gong)(gong)作(zuo)臺(tai)賬,成立改革(ge)三年(nian)行動專項(xiang)工(gong)(gong)作(zuo)小組(zu)。組(zu)織(zhi)召(zhao)開了(le)改革(ge)三年(nian)行動工(gong)(gong)作(zuo)現(xian)場(chang)推進會,為下(xia)一步(bu)“雙(shuang)(shuang)百”試點企業(ye)(ye)改革(ge)工(gong)(gong)作(zuo)奠(dian)定(ding)基(ji)礎。二(er)是(shi)(shi)加快市場(chang)化選(xuan)人(ren)用(yong)(yong)人(ren)機制(zhi)(zhi)改革(ge),出臺(tai)了(le)《職業(ye)(ye)經(jing)(jing)理(li)人(ren)管(guan)理(li)辦法(試行)》,明確市場(chang)化選(xuan)聘、契約化管(guan)理(li)和(he)市場(chang)化退出等相關要(yao)求(qiu)(qiu);指(zhi)導“雙(shuang)(shuang)百”企業(ye)(ye)和(he)“科改示范行動”企業(ye)(ye)推行經(jing)(jing)理(li)層成員任期(qi)制(zhi)(zhi)和(he)契約化管(guan)理(li),目前種子公(gong)司和(he)林場(chang)公(gong)司在推行職業(ye)(ye)經(jing)(jing)理(li)人(ren)上(shang)作(zuo)出了(le)積(ji)極的(de)探索(suo)。三是(shi)(shi)下(xia)達《關于兩金(jin)占(zhan)(zhan)流動資產比重指(zhi)標(biao)完成進度(du)的(de)提示》,提示各(ge)子公(gong)司關注“兩金(jin)”占(zhan)(zhan)用(yong)(yong),從清(qing)理(li)庫存、加快應收(shou)款回(hui)收(shou)、合理(li)使用(yong)(yong)結(jie)算(suan)方式等多方面(mian)(mian)入手,統籌安排(pai)年(nian)底(di)各(ge)項(xiang)經(jing)(jing)營工(gong)(gong)作(zuo),確保完成“兩金(jin)”年(nian)度(du)考核任務(wu)。四(si)是(shi)(shi)督導有關二(er)級企業(ye)(ye)修訂(ding)規(gui)范“三重一大”決(jue)(jue)策制(zhi)(zhi)度(du)體系(xi),強(qiang)化跟蹤管(guan)理(li)。五(wu)是(shi)(shi)組(zu)織(zhi)排(pai)查(cha)所屬(shu)(shu)企業(ye)(ye)貿易類(lei)業(ye)(ye)務(wu)、與混合所有制(zhi)(zhi)民營股東方及其關聯企業(ye)(ye)業(ye)(ye)務(wu)往來、預付應收(shou)款項(xiang)未及時(shi)結(jie)算(suan)引起(qi)的(de)資金(jin)占(zhan)(zhan)用(yong)(yong)情(qing)況(kuang)(kuang)。針(zhen)對(dui)排(pai)查(cha)中(zhong)發現(xian)的(de)長期(qi)未結(jie)算(suan)款項(xiang),要(yao)求(qiu)(qiu)有關企業(ye)(ye)及時(shi)采取(qu)措施,盡快結(jie)清(qing)款項(xiang),同時(shi)積(ji)極查(cha)找(zhao)問(wen)題(ti)隱患(huan),及時(shi)防范化解貿易風險。六是(shi)(shi)全面(mian)(mian)梳理(li)排(pai)查(cha)工(gong)(gong)程(cheng)項(xiang)目招(zhao)標(biao)不符合規(gui)定(ding)的(de)情(qing)況(kuang)(kuang),以招(zhao)投(tou)標(biao)管(guan)理(li)為重點,對(dui)所屬(shu)(shu)混合所有制(zhi)(zhi)企業(ye)(ye)自查(cha)自糾階段提交(jiao)的(de)工(gong)(gong)程(cheng)項(xiang)目進行了(le)全面(mian)(mian)檢(jian)查(cha),針(zhen)對(dui)檢(jian)查(cha)中(zhong)發現(xian)的(de)問(wen)題(ti),要(yao)求(qiu)(qiu)堅決(jue)(jue)整改徹(che)底(di)。七是(shi)(shi)對(dui)集團所屬(shu)(shu)三級控股混合所有制(zhi)(zhi)企業(ye)(ye)人(ren)員情(qing)況(kuang)(kuang)進行調(diao)研,并形成三級控股混合所有制(zhi)(zhi)企業(ye)(ye)調(diao)研情(qing)況(kuang)(kuang)報告。

(三)關于加強和改進黨的建設工作不夠扎實方面的整改情況
1.針對落實黨建工作責任制有差距的問題
一(yi)是(shi)(shi)成(cheng)(cheng)立集團公(gong)司黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)工(gong)作(zuo)(zuo)(zuo)領(ling)(ling)導(dao)小(xiao)組(zu),制(zhi)定了(le)領(ling)(ling)導(dao)小(xiao)組(zu)工(gong)作(zuo)(zuo)(zuo)規(gui)則,持(chi)(chi)續加強對所(suo)屬企(qi)(qi)業(ye)(ye)(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)工(gong)作(zuo)(zuo)(zuo)的領(ling)(ling)導(dao)與指(zhi)(zhi)導(dao)。二(er)是(shi)(shi)修(xiu)訂(ding)《黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)工(gong)作(zuo)(zuo)(zuo)責(ze)(ze)任(ren)制(zhi)考(kao)(kao)核評價暫行辦法》,進一(yi)步優化了(le)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)考(kao)(kao)核方式和(he)(he)指(zhi)(zhi)標體(ti)系(xi),持(chi)(chi)續推(tui)動二(er)級企(qi)(qi)業(ye)(ye)(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)實現(xian)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)考(kao)(kao)核及成(cheng)(cheng)果運用全覆(fu)(fu)蓋。三是(shi)(shi)嚴(yan)格落實黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)聯系(xi)點(dian)制(zhi)度(du),中林(lin)集團領(ling)(ling)導(dao)班子(zi)成(cheng)(cheng)員(yuan)全部深入到聯系(xi)點(dian)企(qi)(qi)業(ye)(ye)(ye)(ye)開(kai)展專(zhuan)題(ti)(ti)調(diao)研,宣(xuan)傳黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)的十九(jiu)屆四中、五(wu)中全會(hui)精(jing)神(shen),完成(cheng)(cheng)了(le)2019年(nian)度(du)基層黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)建(jian)考(kao)(kao)核情況反饋工(gong)作(zuo)(zuo)(zuo)和(he)(he)講(jiang)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)課(ke)。四是(shi)(shi)加快落實黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委書記、董事長(chang)“一(yi)肩挑”,本(ben)著完善法人(ren)(ren)(ren)(ren)(ren)治理(li)結構(gou),落實“雙向(xiang)進入、交叉(cha)任(ren)職”原則,對集團所(suo)屬二(er)級子(zi)公(gong)司領(ling)(ling)導(dao)班子(zi)進行調(diao)整,目前(qian)二(er)級子(zi)公(gong)司基本(ben)上實現(xian)了(le)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)委書記、董事長(chang) “一(yi)肩挑”,同時(shi)4家二(er)級子(zi)公(gong)司領(ling)(ling)導(dao)班子(zi)力量得到了(le)充實和(he)(he)加強。五(wu)是(shi)(shi)開(kai)展混合所(suo)有制(zhi)企(qi)(qi)業(ye)(ye)(ye)(ye)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)建(jian)設專(zhuan)題(ti)(ti)調(diao)研,重點(dian)圍繞黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)覆(fu)(fu)蓋質量不高、動態調(diao)整不及時(shi)、無黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)班組(zu)、黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)務(wu)機構(gou)和(he)(he)工(gong)作(zuo)(zuo)(zuo)人(ren)(ren)(ren)(ren)(ren)員(yuan)配備(bei)不足等(deng)(deng)問題(ti)(ti)進行了(le)全面(mian)摸底排查,分類指(zhi)(zhi)導(dao)督導(dao)相關企(qi)(qi)業(ye)(ye)(ye)(ye)限(xian)期整改(gai)。目前(qian),混改(gai)企(qi)(qi)業(ye)(ye)(ye)(ye)中黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)人(ren)(ren)(ren)(ren)(ren)數在(zai)3人(ren)(ren)(ren)(ren)(ren)以上的企(qi)(qi)業(ye)(ye)(ye)(ye),有3家已建(jian)立黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)。六是(shi)(shi)認真傳達學習了(le)國資委最新文件要求(qiu),修(xiu)訂(ding)了(le)《境(jing)(jing)外企(qi)(qi)業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)事管理(li)辦法》,明確(que)了(le)選(xuan)派境(jing)(jing)外企(qi)(qi)業(ye)(ye)(ye)(ye)主要負(fu)責(ze)(ze)人(ren)(ren)(ren)(ren)(ren)和(he)(he)財務(wu)負(fu)責(ze)(ze)人(ren)(ren)(ren)(ren)(ren)等(deng)(deng)關鍵崗(gang)位人(ren)(ren)(ren)(ren)(ren)員(yuan)要求(qiu)。
2.針對基層黨組織建設不規范的問題
一是(shi)出臺《關于進(jin)一步(bu)(bu)規(gui)范基層(ceng)黨(dang)(dang)(dang)組(zu)織設(she)置(zhi)的指導意(yi)見》,傳達學習了(le)(le)相關文件精神,加大了(le)(le)與屬地管(guan)理企業地方黨(dang)(dang)(dang)組(zu)織的溝通協調(diao)(diao)力度,在組(zu)織設(she)置(zhi)、換屆選舉及發(fa)展(zhan)黨(dang)(dang)(dang)員等工作上進(jin)一步(bu)(bu)明確(que)了(le)(le)責任(ren)主體和基本(ben)程序,對(dui)下屬5家黨(dang)(dang)(dang)組(zu)織設(she)置(zhi)進(jin)行了(le)(le)調(diao)(diao)整(zheng)。中林時代、森旅控(kong)股、種子公司黨(dang)(dang)(dang)總(zong)支調(diao)(diao)整(zheng)為(wei)(wei)黨(dang)(dang)(dang)委,重慶林投公司黨(dang)(dang)(dang)支部(bu)(bu)調(diao)(diao)整(zheng)為(wei)(wei)黨(dang)(dang)(dang)總(zong)支,廣(guang)東國林公司黨(dang)(dang)(dang)總(zong)支調(diao)(diao)整(zheng)為(wei)(wei)黨(dang)(dang)(dang)支部(bu)(bu)。二是(shi)舉辦1期基層(ceng)黨(dang)(dang)(dang)支部(bu)(bu)書記(ji)和黨(dang)(dang)(dang)務(wu)干部(bu)(bu)示范培訓班(ban),完成了(le)(le)全(quan)系統年度入黨(dang)(dang)(dang)積極分子和黨(dang)(dang)(dang)員發(fa)展(zhan)對(dui)象集中培訓。
3.針對選人用人問題突出的問題
一是落實(shi)好黨管(guan)干部(bu)原則(ze)(ze),進(jin)一步(bu)(bu)明(ming)(ming)確規(gui)范干部(bu)選拔(ba)(ba)任(ren)(ren)用(yong)程序(xu)和要求。依據《黨政領(ling)導(dao)干部(bu)選拔(ba)(ba)任(ren)(ren)用(yong)條例》《中央企(qi)業(ye)領(ling)導(dao)人(ren)員(yuan)管(guan)理規(gui)定》等(deng)制度,結(jie)(jie)合(he)集(ji)團公(gong)司實(shi)際,修(xiu)訂完善(shan)《中層領(ling)導(dao)干部(bu)管(guan)理辦法》,明(ming)(ming)確了嚴格落實(shi)“凡提四必”要求,以(yi)及(ji)破格提拔(ba)(ba)、越級提拔(ba)(ba)的(de)程序(xu)。二是提升(sheng)外(wai)調(diao)干部(bu)工作質量,明(ming)(ming)確外(wai)調(diao)干部(bu)多角度多層面的(de)考察方(fang)式,以(yi)及(ji)需(xu)要重點關注的(de)事項,進(jin)一步(bu)(bu)提高精(jing)準(zhun)識人(ren)水平。三是強化選人(ren)用(yong)人(ren)導(dao)向(xiang),充分發揮考核(he)“指揮棒”作用(yong)。修(xiu)訂完善(shan)《關于推進(jin)中層領(ling)導(dao)干部(bu)能(neng)上能(neng)下實(shi)施細則(ze)(ze)》,加強領(ling)導(dao)人(ren)員(yuan)年度綜合(he)考核(he)評價(jia)結(jie)(jie)果的(de)運用(yong),明(ming)(ming)確了考核(he)評價(jia)結(jie)(jie)果未達(da)到稱(cheng)職者,一年內不得提拔(ba)(ba)晉(jin)升(sheng)或者進(jin)一步(bu)(bu)使用(yong)。
4.針對人才儲備不足的問題
一是(shi)(shi)加大優(you)(you)秀年(nian)輕干部(bu)培養(yang)選(xuan)拔(ba)力度(du)(du)。深(shen)入貫(guan)徹落實黨中(zhong)央、國資(zi)委關(guan)于加強優(you)(you)秀年(nian)輕干部(bu)工(gong)作(zuo)的(de)部(bu)署(shu)要求(qiu),堅(jian)持(chi)選(xuan)拔(ba)與(yu)培養(yang)并重(zhong)。在(zai)(zai)人民大學(xue)舉辦(ban)了深(shen)入學(xue)習(xi)貫(guan)徹習(xi)近平新時代中(zhong)國特色社會主義思想及(ji)提升(sheng)經營管理能力專(zhuan)題研(yan)(yan)修班。組(zu)織(zhi)(zhi)開(kai)(kai)展(zhan)優(you)(you)秀年(nian)輕干部(bu)調研(yan)(yan)工(gong)作(zuo),組(zu)織(zhi)(zhi)各子公司按(an)照條件(jian)推薦優(you)(you)秀年(nian)輕干部(bu)人選(xuan),重(zhong)點(dian)關(guan)注一批(pi)生(sheng)產經營一線崗位和關(guan)鍵(jian)崗位的(de)80后干部(bu)。二(er)是(shi)(shi)在(zai)(zai)全系統內(nei)開(kai)(kai)展(zhan)組(zu)織(zhi)(zhi)人事調研(yan)(yan),盤點(dian)集團人才(cai)發(fa)展(zhan)現狀(zhuang),為做好“十四五”人才(cai)發(fa)展(zhan)規劃奠定基礎。三(san)是(shi)(shi)加大中(zhong)層干部(bu)市(shi)場化選(xuan)聘(pin)力度(du)(du),對外招聘(pin)中(zhong)林集團云南投資(zi)有限(xian)公司副總經理,根據擇優(you)(you)錄用原則,組(zu)織(zhi)(zhi)了多輪面談,確保人選(xuan)質量。四是(shi)(shi)暢(chang)通專(zhuan)業(ye)技(ji)術(shu)(shu)人才(cai)發(fa)展(zhan)通道,組(zu)織(zhi)(zhi)開(kai)(kai)展(zhan)2020年(nian)度(du)(du)工(gong)程、會計(ji)、政工(gong)系列專(zhuan)業(ye)技(ji)術(shu)(shu)資(zi)格評審工(gong)作(zuo),今年(nian)共有168人參(can)加專(zhuan)業(ye)技(ji)術(shu)(shu)職務(wu)任職資(zi)格申報工(gong)作(zuo)。
5.針對干部日常管理監督有缺失的問題

(四)關于對巡視、審計等監督發現問題的整改落實不力方面的整改情況

一(yi)是(shi)關(guan)于(yu)“雙清路(lu)土地(di)(di)無(wu)法(fa)開(kai)發利用(yong)(yong)(yong)”問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti),通過在(zai)(zai)集(ji)(ji)團(tuan)官網發布(bu)聲(sheng)明、在(zai)(zai)地(di)(di)塊周邊張貼公(gong)(gong)告(gao)等方式(shi)明確(que)(que)權屬,同(tong)時配合公(gong)(gong)安機關(guan)對(dui)(dui)(dui)(dui)相關(guan)事件(jian)進(jin)行(xing)(xing)調查(cha),持續(xu)跟(gen)進(jin)雙清路(lu)地(di)(di)塊土地(di)(di)無(wu)法(fa)開(kai)發利用(yong)(yong)(yong)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)。二是(shi)關(guan)于(yu)“紀(ji)(ji)檢(jian)機構和(he)(he)(he)組織人(ren)事部門尚未將(jiang)督(du)(du)(du)促(cu)整(zheng)改(gai)作(zuo)為日常監督(du)(du)(du)的(de)重(zhong)(zhong)要(yao)內容,缺(que)乏問(wen)(wen)(wen)(wen)責(ze)機制(zhi)(zhi)(zhi)”的(de)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti),起草制(zhi)(zhi)(zhi)定(ding)《關(guan)于(yu)監督(du)(du)(du)推動國資委(wei)黨(dang)(dang)委(wei)巡(xun)視(shi)反饋意見落實(shi)(shi)的(de)工(gong)(gong)作(zuo)方案》和(he)(he)(he)《中(zhong)(zhong)國林(lin)業集(ji)(ji)團(tuan)公(gong)(gong)司紀(ji)(ji)委(wei)關(guan)于(yu)加強巡(xun)視(shi)整(zheng)改(gai)日常監督(du)(du)(du)實(shi)(shi)施(shi)辦(ban)法(fa)(試行(xing)(xing))》,對(dui)(dui)(dui)(dui)國資委(wei)巡(xun)視(shi)整(zheng)改(gai)、集(ji)(ji)團(tuan)公(gong)(gong)司黨(dang)(dang)委(wei)巡(xun)視(shi)下屬企業的(de)整(zheng)改(gai)工(gong)(gong)作(zuo)同(tong)時進(jin)行(xing)(xing)監督(du)(du)(du),并(bing)適(shi)時采用(yong)(yong)(yong)聽取匯(hui)報、調閱(yue)資料(liao)、重(zhong)(zhong)點抽查(cha)、實(shi)(shi)地(di)(di)調研等方式(shi)督(du)(du)(du)促(cu)從嚴從細抓好(hao)巡(xun)視(shi)整(zheng)改(gai)工(gong)(gong)作(zuo)。三是(shi)關(guan)于(yu)“對(dui)(dui)(dui)(dui)巡(xun)視(shi)成(cheng)(cheng)果(guo)運用(yong)(yong)(yong)重(zhong)(zhong)視(shi)不夠,缺(que)乏舉一(yi)反三,沒有做到(dao)標本(ben)兼(jian)治”的(de)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti),制(zhi)(zhi)(zhi)定(ding)印發《巡(xun)視(shi)整(zheng)改(gai)考(kao)核(he)工(gong)(gong)作(zuo)規(gui)則》,規(gui)則中(zhong)(zhong)明確(que)(que)將(jiang)巡(xun)視(shi)整(zheng)改(gai)與(yu)干部考(kao)核(he)評(ping)價、選拔任用(yong)(yong)(yong)和(he)(he)(he)獎懲掛鉤(gou)。四(si)是(shi)按照年度工(gong)(gong)作(zuo)計(ji)劃,正在(zai)(zai)開(kai)展(zhan)對(dui)(dui)(dui)(dui)中(zhong)(zhong)林(lin)生態有限公(gong)(gong)司黨(dang)(dang)總支的(de)內部巡(xun)視(shi),將(jiang)落實(shi)(shi)巡(xun)視(shi)整(zheng)改(gai)情況列入(ru)監督(du)(du)(du)檢(jian)查(cha)的(de)重(zhong)(zhong)點內容,督(du)(du)(du)促(cu)抓好(hao)成(cheng)(cheng)果(guo)運用(yong)(yong)(yong),做到(dao)標本(ben)兼(jian)治。五是(shi)對(dui)(dui)(dui)(dui)中(zhong)(zhong)林(lin)集(ji)(ji)團(tuan)近三年的(de)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)線索和(he)(he)(he)重(zhong)(zhong)點案件(jian)進(jin)行(xing)(xing)深入(ru)剖(pou)析,總結問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)產生的(de)規(gui)律和(he)(he)(he)成(cheng)(cheng)因,結合在(zai)(zai)辦(ban)案件(jian)線索,對(dui)(dui)(dui)(dui)有關(guan)單(dan)位提出(chu)加強選人(ren)用(yong)(yong)(yong)人(ren)、工(gong)(gong)程建設(she)管理(li)等方面制(zhi)(zhi)(zhi)度建設(she)的(de)監督(du)(du)(du)建議。
三、下一步整改安排
經(jing)過3個(ge)月的(de)集(ji)中(zhong)(zhong)整(zheng)(zheng)改(gai)(gai),中(zhong)(zhong)林集(ji)團(tuan)巡(xun)(xun)視(shi)(shi)整(zheng)(zheng)改(gai)(gai)各項(xiang)工(gong)作平穩(wen)有(you)序,取得了重要的(de)階段性成(cheng)效(xiao)。通過巡(xun)(xun)視(shi)(shi)整(zheng)(zheng)改(gai)(gai)工(gong)作,進一(yi)步(bu)(bu)深化了中(zhong)(zhong)林集(ji)團(tuan)各級(ji)領導(dao)干(gan)部(bu)管黨(dang)治(zhi)黨(dang)的(de)思想認識,破解了一(yi)些制約公(gong)司高質量發展的(de)難題,鞏固了風清氣正(zheng)的(de)政治(zhi)生態(tai)(tai)和(he)干(gan)事創業的(de)良好(hao)局面。下一(yi)步(bu)(bu),中(zhong)(zhong)林集(ji)團(tuan)黨(dang)委將(jiang)切(qie)實履(lv)行巡(xun)(xun)視(shi)(shi)整(zheng)(zheng)改(gai)(gai)主體責任,堅持(chi)目(mu)標不(bu)(bu)變、標準(zhun)不(bu)(bu)降、勁頭不(bu)(bu)松、力度不(bu)(bu)減,以最堅決的(de)態(tai)(tai)度、最有(you)力的(de)措施推進巡(xun)(xun)視(shi)(shi)整(zheng)(zheng)改(gai)(gai)工(gong)作,強化整(zheng)(zheng)改(gai)(gai)成(cheng)果運用(yong),確保優質高效(xiao)地完成(cheng)好(hao)巡(xun)(xun)視(shi)(shi)整(zheng)(zheng)改(gai)(gai)任務。

(二)進一步加強黨的領導,堅持全面從嚴治黨向縱深發展

(三)進一步完善制度機制,持續抓好巡視整改任務落實
要(yao)(yao)(yao)強(qiang)化(hua)持續整(zheng)(zheng)改(gai)(gai),做到機構(gou)不撤、力(li)度不減(jian)、要(yao)(yao)(yao)求不變,對照(zhao)清單,以“釘(ding)釘(ding)子(zi)”的精神鍥而不舍、持續用(yong)力(li)、久久為功,做到一個都不放過(guo)、一個都不遺漏,高標(biao)準、嚴(yan)要(yao)(yao)(yao)求認真抓(zhua)好后(hou)續整(zheng)(zheng)改(gai)(gai)任務(wu)(wu)(wu)。進一步完善(shan)工作例會、考核、銷(xiao)號(hao)(hao)、問責(ze)和(he)(he)報(bao)告等工作機制,持續推進巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)長效(xiao)(xiao)化(hua)、常態化(hua)。對尚未(wei)完成(cheng)的整(zheng)(zheng)改(gai)(gai)任務(wu)(wu)(wu),持續跟(gen)蹤,定(ding)期督(du)辦,評(ping)估(gu)問效(xiao)(xiao);對立行立改(gai)(gai)和(he)(he)規定(ding)時限內完成(cheng)的整(zheng)(zheng)改(gai)(gai)事(shi)項適時開展“回(hui)頭(tou)看”,檢驗(yan)整(zheng)(zheng)改(gai)(gai)成(cheng)效(xiao)(xiao),鞏固好已(yi)經取(qu)得的整(zheng)(zheng)改(gai)(gai)成(cheng)果;對長期堅(jian)持事(shi)項,加強(qiang)考核評(ping)估(gu)和(he)(he)跟(gen)蹤督(du)促(cu);對新(xin)形勢下出(chu)現的新(xin)問題新(xin)情況(kuang),要(yao)(yao)(yao)專(zhuan)題討論(lun)研(yan)究,及時部署落(luo)實(shi)。要(yao)(yao)(yao)堅(jian)持政治站(zhan)位再(zai)提(ti)(ti)高、整(zheng)(zheng)改(gai)(gai)責(ze)任再(zai)強(qiang)化(hua)、整(zheng)(zheng)改(gai)(gai)標(biao)準再(zai)提(ti)(ti)升,組(zu)織開展巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)自查(cha)和(he)(he)專(zhuan)項督(du)查(cha),對整(zheng)(zheng)改(gai)(gai)不力(li)、敷(fu)衍整(zheng)(zheng)改(gai)(gai)、虛假整(zheng)(zheng)改(gai)(gai)的嚴(yan)肅追責(ze)問責(ze),推動形成(cheng)巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)任務(wu)(wu)(wu)部署、全面(mian)整(zheng)(zheng)改(gai)(gai)、督(du)導(dao)檢查(cha)、考核問效(xiao)(xiao)、銷(xiao)賬(zhang)銷(xiao)號(hao)(hao)的閉環(huan)管理(li)。
