中共中國國際工程咨詢有限公司委員會關于巡視整改情況的通報

根據國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)統一(yi)部署,2019年4月3日(ri)至(zhi)6月19日(ri),國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)第六(liu)巡(xun)視(shi)(shi)組(zu)對(dui)中(zhong)國(guo)國(guo)際工程咨(zi)詢有限公司黨(dang)(dang)(dang)委(wei)(wei)(以下簡(jian)稱(cheng)中(zhong)咨(zi)公司黨(dang)(dang)(dang)委(wei)(wei))進行了(le)巡(xun)視(shi)(shi)。7月30日(ri),國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)巡(xun)視(shi)(shi)組(zu)向(xiang)中(zhong)咨(zi)公司黨(dang)(dang)(dang)委(wei)(wei)反饋了(le)巡(xun)視(shi)(shi)意見。按照《中(zhong)國(guo)共產(chan)黨(dang)(dang)(dang)巡(xun)視(shi)(shi)工作條例》《國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)關(guan)于貫徹落實(shi)<中(zhong)國(guo)共產(chan)黨(dang)(dang)(dang)巡(xun)視(shi)(shi)工作條例>的實(shi)施辦法》等有關(guan)規定,現(xian)將巡(xun)視(shi)(shi)整改情況(kuang)予以公布。

一、總體情況

中咨公(gong)司黨委嚴格按(an)照黨中央、國資委黨委巡視(shi)工作相(xiang)關要求,全面貫徹落實(shi)巡視(shi)組(zu)的反饋意見,提高政(zheng)治站位,統(tong)一思(si)想(xiang)和行動,強化責(ze)任擔當,明確整改(gai)要求,嚴肅(su)整改(gai)落實(shi)。

(一)統一思想行動,迅速(su)啟動整改

中咨(zi)公(gong)司黨(dang)(dang)(dang)委(wei)(wei)在收到巡(xun)(xun)視反饋意見的(de)第一(yi)時間,立即召集公(gong)司相關領導和(he)部門主要(yao)(yao)負責人,研(yan)究(jiu)部署下一(yi)步(bu)整改(gai)工(gong)(gong)作(zuo)。要(yao)(yao)求各級黨(dang)(dang)(dang)員領導干部持續深入(ru)學習貫(guan)徹習近(jin)(jin)平新時代中國特色社會主義思想和(he)黨(dang)(dang)(dang)的(de)十九(jiu)大精神,堅決(jue)貫(guan)徹落(luo)實(shi)習近(jin)(jin)平總書(shu)記關于(yu)巡(xun)(xun)視工(gong)(gong)作(zuo)重(zhong)(zhong)要(yao)(yao)論述(shu)、重(zhong)(zhong)要(yao)(yao)要(yao)(yao)求,結合(he)“不忘(wang)初心、牢(lao)記使命”主題(ti)教育,以黨(dang)(dang)(dang)章黨(dang)(dang)(dang)規黨(dang)(dang)(dang)紀為基本遵循,堅持“問題(ti)導向(xiang)、實(shi)事求是、統籌(chou)結合(he)、標本兼治(zhi)”的(de)原(yuan)則,嚴格按(an)照(zhao)巡(xun)(xun)視反饋意見和(he)整改(gai)要(yao)(yao)求,強化措施,落(luo)實(shi)責任(ren),迅速整改(gai),切實(shi)把思想和(he)行(xing)動(dong)統一(yi)到貫(guan)徹落(luo)實(shi)黨(dang)(dang)(dang)中央及國資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)的(de)重(zhong)(zhong)大決(jue)策(ce)部署和(he)推進(jin)公(gong)司深化改(gai)革(ge)發展上來。

(二(er))提高政治站位,全(quan)力(li)推進整改

中(zhong)咨公司黨(dang)(dang)委(wei)以(yi)接(jie)受此次巡視為契機(ji),進一(yi)步堅持(chi)黨(dang)(dang)的(de)(de)領導,加強黨(dang)(dang)的(de)(de)建設(she),推進全面從(cong)嚴治(zhi)黨(dang)(dang)向縱深發展,樹牢“四個意識(shi)”,堅定“四個自信”,堅決做(zuo)到“兩個維護”,持(chi)續加大“兩個責任(ren)”落實力(li)度(du)。巡視整改(gai)中(zhong),多次召開(kai)專題(ti)會(hui)(hui)(hui)議,研究部署(shu)有關工作,結合(he)主(zhu)題(ti)教育召開(kai)領導班(ban)子巡視整改(gai)專題(ti)民主(zhu)生(sheng)活會(hui)(hui)(hui),著重在整改(gai)落實上精準發力(li),堅持(chi)科(ke)學推進、有序推進,堅持(chi)立行(xing)立改(gai)、全面整改(gai),聚焦突出(chu)問(wen)題(ti),扛起政治(zhi)責任(ren)抓整改(gai)。中(zhong)咨公司紀委(wei)三次召開(kai)巡視整改(gai)督(du)導會(hui)(hui)(hui)議,在方(fang)案制定、任(ren)務分解、過程推動時(shi),及時(shi)介入了解情況(kuang),及時(shi)協助(zhu)中(zhong)咨公司黨(dang)(dang)委(wei)抓推進整改(gai)質量,抓整改(gai)成(cheng)效,以(yi)優良的(de)(de)工作作風和扎(zha)實的(de)(de)工作成(cheng)效做(zuo)好巡視“后半篇文章(zhang)”,將巡視成(cheng)果轉(zhuan)化為科(ke)學、健康發展的(de)(de)動力(li),轉(zhuan)化為企(qi)業(ye)治(zhi)理(li)效能,推動中(zhong)咨公司黨(dang)(dang)委(wei)各項工作再上新臺階。

(三(san))加強(qiang)組(zu)織領導,確保整改實(shi)效

中(zhong)(zhong)咨公(gong)(gong)(gong)(gong)司(si)黨(dang)委成(cheng)(cheng)立(li)巡(xun)視整改(gai)(gai)工作領(ling)導小組(以下(xia)簡稱領(ling)導小組),負責(ze)研究提(ti)出整改(gai)(gai)意(yi)見(jian),研究解決落實(shi)中(zhong)(zhong)的重大問題(ti),確保各項整改(gai)(gai)工作部(bu)署到位、責(ze)任(ren)(ren)(ren)到位、落實(shi)到位。中(zhong)(zhong)咨公(gong)(gong)(gong)(gong)司(si)黨(dang)委書(shu)記(ji)、董事長(chang)、總(zong)經理任(ren)(ren)(ren)組長(chang);黨(dang)委副書(shu)記(ji)和黨(dang)委委員、紀委書(shu)記(ji)任(ren)(ren)(ren)副組長(chang);公(gong)(gong)(gong)(gong)司(si)其他領(ling)導為(wei)成(cheng)(cheng)員。領(ling)導小組下(xia)設(she)(she)辦公(gong)(gong)(gong)(gong)室(shi),負責(ze)整改(gai)(gai)的籌(chou)劃部(bu)署、協調推進、督促檢(jian)查工作。黨(dang)委委員、紀委書(shu)記(ji)兼任(ren)(ren)(ren)辦公(gong)(gong)(gong)(gong)室(shi)主任(ren)(ren)(ren),公(gong)(gong)(gong)(gong)司(si)各管理部(bu)門(men)主要負責(ze)同志為(wei)辦公(gong)(gong)(gong)(gong)室(shi)成(cheng)(cheng)員。領(ling)導小組辦事機構設(she)(she)在黨(dang)委巡(xun)視辦,負責(ze)具體整改(gai)(gai)工作的落實(shi)、協調。

對(dui)照巡視反饋的問題和意見建(jian)(jian)議,中咨公司(si)黨委(wei)加強整改責(ze)任(ren)(ren)的層(ceng)層(ceng)落實,按照“誰分管、誰負責(ze)”的原(yuan)則,及時調(diao)度,限期完成;建(jian)(jian)立整改臺賬,把任(ren)(ren)務分解到(dao)人(ren)、壓力傳(chuan)導到(dao)崗(gang),一(yi)(yi)級(ji)抓一(yi)(yi)級(ji)、層(ceng)層(ceng)抓落實;建(jian)(jian)立對(dui)賬銷號(hao)制度,解決一(yi)(yi)個(ge)、銷號(hao)一(yi)(yi)個(ge)、鞏固(gu)一(yi)(yi)個(ge),確(que)保(bao)件(jian)件(jian)有落實、事事有回音。

二、巡視反饋問題的整改情況

根(gen)據國資委(wei)黨委(wei)第六巡視組提出的整(zheng)(zheng)改(gai)(gai)意見(jian)建(jian)議,中(zhong)咨(zi)公(gong)司黨委(wei)制定了77項(xiang)(xiang)整(zheng)(zheng)改(gai)(gai)措施,其中(zhong)66項(xiang)(xiang)已經完成(cheng)整(zheng)(zheng)改(gai)(gai),11項(xiang)(xiang)正在整(zheng)(zheng)改(gai)(gai),制定和(he)修(xiu)訂完善(shan)制度21項(xiang)(xiang),具體整(zheng)(zheng)改(gai)(gai)落實情況明確如下:

(一)關于(yu)“黨(dang)委(wei)領導核(he)心作用(yong)發(fa)揮不夠,落(luo)實中央決(jue)策部(bu)署和國(guo)資委(wei)要求尚有差距”方面(mian)的整改情況(kuang)

1.關于“班子凝聚力戰斗力不強”的問題。

一(yi)是領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)班(ban)子專題深入(ru)學(xue)習貫(guan)徹(che)習近(jin)平(ping)新(xin)時(shi)(shi)(shi)(shi)代中國(guo)特色社(she)會(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)義思(si)(si)想和(he)(he)黨(dang)(dang)(dang)的(de)(de)十九(jiu)大(da)精(jing)神,加強政治建設(she),勇(yong)于自我(wo)革命,切實做(zuo)到主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)充分發(fa)(fa)揮管(guan)黨(dang)(dang)(dang)治企第一(yi)責任人責任,副職領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)做(zuo)好(hao)分管(guan)工(gong)作(zuo),為主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)當好(hao)參(can)謀、把好(hao)關(guan)(guan)口,同(tong)(tong)時(shi)(shi)(shi)(shi)班(ban)子成員共同(tong)(tong)配合(he)做(zuo)好(hao)各(ge)項(xiang)工(gong)作(zuo)。做(zuo)出制(zhi)度性安(an)排(pai),研究制(zhi)訂(ding)《中國(guo)國(guo)際工(gong)程(cheng)咨詢(xun)有(you)限公(gong)(gong)司(si)(si)黨(dang)(dang)(dang)委(wei)關(guan)(guan)于加強和(he)(he)改進(jin)(jin)黨(dang)(dang)(dang)員領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)干部作(zuo)風建設(she)的(de)(de)若干規(gui)定》。二是公(gong)(gong)司(si)(si)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)班(ban)子以(yi)黨(dang)(dang)(dang)委(wei)會(hui)(hui)(hui)(hui)(hui)(hui)、黨(dang)(dang)(dang)委(wei)理(li)(li)論(lun)學(xue)習中心組以(yi)及月度經營分析會(hui)(hui)(hui)(hui)(hui)(hui)等多種形式,認(ren)真學(xue)習習近(jin)平(ping)新(xin)時(shi)(shi)(shi)(shi)代中國(guo)特色社(she)會(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)義思(si)(si)想,深入(ru)貫(guan)徹(che)落(luo)實黨(dang)(dang)(dang)中央決策部署和(he)(he)國(guo)資(zi)委(wei)黨(dang)(dang)(dang)委(wei)工(gong)作(zuo)要求,著(zhu)力提(ti)(ti)高戰(zhan)略(lve)思(si)(si)維(wei)、創新(xin)思(si)(si)維(wei)、辯(bian)證思(si)(si)維(wei)、法治思(si)(si)維(wei)、底線思(si)(si)維(wei),加強政治素(su)質(zhi)和(he)(he)能力建設(she),不斷提(ti)(ti)高領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)能力和(he)(he)團結協(xie)作(zuo)意識,深入(ru)思(si)(si)考和(he)(he)研究事關(guan)(guan)企業全局(ju)和(he)(he)長遠發(fa)(fa)展(zhan)的(de)(de)大(da)事,強化(hua)趨勢研究和(he)(he)發(fa)(fa)展(zhan)預判,集中精(jing)力聚(ju)焦公(gong)(gong)司(si)(si)改革發(fa)(fa)展(zhan)中心工(gong)作(zuo),破解(jie)公(gong)(gong)司(si)(si)發(fa)(fa)展(zhan)過程(cheng)中的(de)(de)難題。三是公(gong)(gong)司(si)(si)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)外出調(diao)研或(huo)參(can)與重(zhong)要活動要及時(shi)(shi)(shi)(shi)報(bao)告公(gong)(gong)司(si)(si),由公(gong)(gong)司(si)(si)主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)同(tong)(tong)志把關(guan)(guan)。規(gui)范(fan)填寫(xie)《公(gong)(gong)司(si)(si)黨(dang)(dang)(dang)委(wei)委(wei)員未出席黨(dang)(dang)(dang)委(wei)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)情(qing)況(kuang)統計表》,及時(shi)(shi)(shi)(shi)統計和(he)(he)梳(shu)理(li)(li)公(gong)(gong)司(si)(si)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)的(de)(de)參(can)會(hui)(hui)(hui)(hui)(hui)(hui)情(qing)況(kuang)。提(ti)(ti)前謀劃,加強協(xie)調(diao)和(he)(he)溝通,做(zuo)好(hao)公(gong)(gong)司(si)(si)重(zhong)要會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)的(de)(de)統籌安(an)排(pai),確保公(gong)(gong)司(si)(si)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)合(he)理(li)(li)安(an)排(pai)出差、調(diao)研、開會(hui)(hui)(hui)(hui)(hui)(hui)等各(ge)項(xiang)工(gong)作(zuo)。四(si)是根據(ju)公(gong)(gong)司(si)(si)修訂(ding)的(de)(de)“三重(zhong)一(yi)大(da)”相關(guan)(guan)決策制(zhi)度,修訂(ding)議(yi)事規(gui)則(ze)(ze)和(he)(he)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)流程(cheng),制(zhi)訂(ding)“三重(zhong)一(yi)大(da)”事項(xiang)清(qing)單,進(jin)(jin)一(yi)步厘清(qing)公(gong)(gong)司(si)(si)董(dong)事會(hui)(hui)(hui)(hui)(hui)(hui)、黨(dang)(dang)(dang)委(wei)會(hui)(hui)(hui)(hui)(hui)(hui)、總經理(li)(li)辦公(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)的(de)(de)決策事項(xiang)。嚴格執行議(yi)事規(gui)則(ze)(ze),做(zuo)好(hao)會(hui)(hui)(hui)(hui)(hui)(hui)前準備工(gong)作(zuo),確保會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)文(wen)件的(de)(de)質(zhi)量(liang),提(ti)(ti)升(sheng)決策效率,提(ti)(ti)高會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)的(de)(de)制(zhi)度化(hua)、科學(xue)化(hua)和(he)(he)規(gui)范(fan)化(hua)水平(ping)。

2.關于“黨委‘把方向、管大局’不夠有力”的問題。

2.關于“選人用人工作亟需加強”的問題。

一(yi)是(shi)公(gong)司(si)組(zu)織相關單位(wei)召開(kai)(kai)業(ye)(ye)務(wu)同(tong)(tong)質化專題(ti)(ti)研(yan)(yan)(yan)討(tao)會,剖析原(yuan)因,查(cha)(cha)找(zhao)根(gen)(gen)源(yuan),廣泛聽取(qu)各(ge)業(ye)(ye)務(wu)單位(wei)的(de)(de)改(gai)革意(yi)見(jian)(jian)和(he)(he)(he)(he)建議(yi),對業(ye)(ye)務(wu)情況進(jin)行(xing)(xing)了重新(xin)梳(shu)(shu)(shu)理,找(zhao)準(zhun)業(ye)(ye)務(wu)定(ding)(ding)位(wei),進(jin)一(yi)步明確(que)(que)咨(zi)(zi)詢類所(suo)屬(shu)(shu)企(qi)業(ye)(ye)的(de)(de)業(ye)(ye)務(wu)發(fa)(fa)展方向(xiang),研(yan)(yan)(yan)究制(zhi)訂《公(gong)司(si)所(suo)屬(shu)(shu)企(qi)業(ye)(ye)業(ye)(ye)務(wu)發(fa)(fa)展方向(xiang)的(de)(de)指導意(yi)見(jian)(jian)》,引導所(suo)屬(shu)(shu)企(qi)業(ye)(ye)構建特色突出、優勢互補(bu)、協(xie)(xie)同(tong)(tong)發(fa)(fa)展的(de)(de)業(ye)(ye)務(wu)格局。健(jian)全完善(shan)公(gong)司(si)層(ceng)面的(de)(de)業(ye)(ye)務(wu)協(xie)(xie)調(diao)和(he)(he)(he)(he)管(guan)理機制(zhi),確(que)(que)保職(zhi)能和(he)(he)(he)(he)業(ye)(ye)務(wu)定(ding)(ding)位(wei)不(bu)走偏(pian)。二(er)是(shi)分析評估《所(suo)屬(shu)(shu)企(qi)業(ye)(ye)與公(gong)司(si)合作項(xiang)(xiang)目(mu)業(ye)(ye)務(wu)管(guan)理辦法》的(de)(de)實(shi)施效果,針對存在的(de)(de)問(wen)(wen)題(ti)(ti)不(bu)足,對該制(zhi)度(du)進(jin)行(xing)(xing)修訂。三是(shi)加(jia)強組(zu)織協(xie)(xie)調(diao),順利推進(jin)北(bei)京中咨(zi)(zi)時代資產(chan)管(guan)理有限(xian)公(gong)司(si)掛牌(pai)出售,2019年(nian)8月20日(ri)已完成法人變更,有關遺留問(wen)(wen)題(ti)(ti)已清(qing)理完畢(bi)。四(si)是(shi)公(gong)司(si)全面開(kai)(kai)展整治“四(si)風現(xian)象”和(he)(he)(he)(he)“機關病”問(wen)(wen)題(ti)(ti)自查(cha)(cha)自糾工作,針對違規公(gong)款吃喝、違規使(shi)用公(gong)車、違規超標準(zhun)乘坐交通(tong)工具、違規從事營利活動(dong)等問(wen)(wen)題(ti)(ti),開(kai)(kai)展專項(xiang)(xiang)檢查(cha)(cha),切(qie)實(shi)加(jia)強黨(dang)(dang)性教(jiao)育,樹(shu)牢服務(wu)意(yi)識,切(qie)實(shi)改(gai)進(jin)工作作風。五是(shi)通(tong)過“不(bu)忘初心、牢記使(shi)命(ming)”主(zhu)題(ti)(ti)教(jiao)育活動(dong),各(ge)職(zhi)能管(guan)理部(bu)門(men)廣泛深(shen)入基(ji)層(ceng)一(yi)線(xian)開(kai)(kai)展調(diao)研(yan)(yan)(yan),堅持(chi)問(wen)(wen)題(ti)(ti)導向(xiang),強化服務(wu)目(mu)標,充分聽取(qu)各(ge)部(bu)門(men)、所(suo)屬(shu)(shu)企(qi)業(ye)(ye)和(he)(he)(he)(he)廣大干部(bu)職(zhi)工的(de)(de)意(yi)見(jian)(jian)建議(yi)和(he)(he)(he)(he)需求,深(shen)刻檢視(shi)問(wen)(wen)題(ti)(ti),認(ren)真查(cha)(cha)找(zhao)短板,形(xing)成檢視(shi)剖析問(wen)(wen)題(ti)(ti)材(cai)料,進(jin)行(xing)(xing)問(wen)(wen)題(ti)(ti)整改(gai)。創新(xin)采取(qu)相關職(zhi)能部(bu)門(men)聯合調(diao)研(yan)(yan)(yan)方式(shi),一(yi)同(tong)(tong)到基(ji)層(ceng)一(yi)線(xian)開(kai)(kai)展調(diao)研(yan)(yan)(yan),減輕基(ji)層(ceng)會議(yi)負擔(dan),加(jia)強橫向(xiang)協(xie)(xie)調(diao)聯動(dong)。六是(shi)根(gen)(gen)據公(gong)司(si)統一(yi)部(bu)署,組(zu)織開(kai)(kai)展制(zhi)度(du)體(ti)系梳(shu)(shu)(shu)理工作,對現(xian)行(xing)(xing)的(de)(de)261項(xiang)(xiang)制(zhi)度(du)進(jin)行(xing)(xing)了3次全面系統的(de)(de)梳(shu)(shu)(shu)理,確(que)(que)認(ren)有效制(zhi)度(du)文件212項(xiang)(xiang),其中擬(ni)修訂制(zhi)度(du)88項(xiang)(xiang),廢止制(zhi)度(du)49項(xiang)(xiang),另(ling)外擬(ni)新(xin)制(zhi)定(ding)(ding)制(zhi)度(du)23項(xiang)(xiang);同(tong)(tong)時進(jin)一(yi)步明確(que)(que)各(ge)管(guan)理部(bu)門(men)的(de)(de)職(zhi)能定(ding)(ding)位(wei)和(he)(he)(he)(he)職(zhi)責分工,梳(shu)(shu)(shu)理出主(zhu)要(yao)職(zhi)能58項(xiang)(xiang),分項(xiang)(xiang)職(zhi)能189項(xiang)(xiang)。七是(shi)為進(jin)一(yi)步加(jia)強作風建設(she),研(yan)(yan)(yan)究印發(fa)(fa)了《中國國際工程咨(zi)(zi)詢有限(xian)公(gong)司(si)黨(dang)(dang)委(wei)關于(yu)加(jia)強和(he)(he)(he)(he)改(gai)進(jin)黨(dang)(dang)員領導干部(bu)作風建設(she)的(de)(de)若干規定(ding)(ding)》。

(五(wu))關(guan)于“反映有(you)關(guan)領導干部問題線索”方面的整改(gai)情況

1.關于“涉及有關領導干部的問題線索”的問題。

收到國資(zi)委(wei)黨委(wei)第六(liu)巡視(shi)組(zu)移交(jiao)的(de)信訪舉報問題線索共14件(jian)(jian),按(an)照(zhao)中(zhong)央紀委(wei)、中(zhong)央紀委(wei)國家監(jian)委(wei)駐國資(zi)委(wei)紀檢監(jian)察組(zu)相(xiang)關規定,針對巡視(shi)組(zu)提供的(de)涉及(ji)公(gong)司中(zhong)層及(ji)以(yi)下干部的(de)問題線索,分別采取(qu)調(diao)查核實、談(tan)(tan)話函詢(xun)等方式開展工作(zuo)。截至2019年(nian)12月底,辦(ban)結5件(jian)(jian),正在辦(ban)理9件(jian)(jian),其中(zhong)擬立案1件(jian)(jian);誡勉(mian)談(tan)(tan)話1人(ren),警示和(he)提醒談(tan)(tan)話3人(ren),批評教育1人(ren)。

三、下一步整改安排

中咨(zi)(zi)公司(si)黨(dang)(dang)(dang)委(wei)把巡(xun)視(shi)整改(gai)作(zuo)為重(zhong)大政治任(ren)務,切(qie)實擔(dan)起管黨(dang)(dang)(dang)治黨(dang)(dang)(dang)政治責任(ren),貫(guan)徹落實好全面從嚴治黨(dang)(dang)(dang)戰(zhan)略部署。下(xia)一步,中咨(zi)(zi)公司(si)黨(dang)(dang)(dang)委(wei)將按照國(guo)資委(wei)黨(dang)(dang)(dang)委(wei)的(de)要求,在堅持即(ji)知即(ji)改(gai)、立行立改(gai)的(de)同(tong)時,堅持把“當下(xia)改(gai)”和“長(chang)久立”相結(jie)合,注(zhu)重(zhong)建章(zhang)立制、形成長(chang)效(xiao)機制,同(tong)時鞏固深化整改(gai)成果,推進各項整改(gai)工作(zuo)取得新進展。

(一(yi))提高政治(zhi)站位,強化責(ze)任擔當

公司各級黨(dang)(dang)組織將進一(yi)步深入學習習近平總(zong)書記關于(yu)巡視(shi)工(gong)作的(de)(de)(de)(de)重要(yao)講話精(jing)神(shen)和(he)國(guo)(guo)資委(wei)黨(dang)(dang)委(wei)關于(yu)巡視(shi)整(zheng)改工(gong)作的(de)(de)(de)(de)部(bu)署要(yao)求,提高(gao)對巡視(shi)整(zheng)改工(gong)作的(de)(de)(de)(de)認識,認真執行《中(zhong)國(guo)(guo)共(gong)產黨(dang)(dang)章(zhang)程(cheng)(cheng)》《中(zhong)國(guo)(guo)共(gong)產黨(dang)(dang)巡視(shi)工(gong)作條例(li)》《中(zhong)國(guo)(guo)共(gong)產黨(dang)(dang)支(zhi)部(bu)工(gong)作條例(li)(試行)》等黨(dang)(dang)內規章(zhang)制度和(he)《中(zhong)國(guo)(guo)國(guo)(guo)際工(gong)程(cheng)(cheng)咨(zi)詢有限公司黨(dang)(dang)委(wei)巡視(shi)工(gong)作實施(shi)辦法》文件精(jing)神(shen),堅定不移深化政治(zhi)(zhi)(zhi)巡視(shi),提高(gao)政治(zhi)(zhi)(zhi)站位,履行政治(zhi)(zhi)(zhi)責任,主動(dong)擔當作為,切實把踐行“兩(liang)個維護”體(ti)現到堅決(jue)貫徹落實習近平總(zong)書記重要(yao)指示批示和(he)黨(dang)(dang)中(zhong)央重大決(jue)策部(bu)署的(de)(de)(de)(de)實際行動(dong)上,進一(yi)步強“根(gen)”鑄(zhu)“魂”、推動(dong)改革、促進發展。

(二)加強組織領(ling)導,狠(hen)抓整改落實

中咨公司(si)(si)黨(dang)委書(shu)記(ji)對巡視整(zheng)改(gai)負(fu)(fu)總責(ze)(ze),其(qi)他領導班子成(cheng)員認真抓好職責(ze)(ze)范圍內(nei)的(de)整(zheng)改(gai)任(ren)(ren)(ren)(ren)務(wu)落實(shi),自覺為黨(dang)擔(dan)責(ze)(ze)、為黨(dang)盡責(ze)(ze)、為黨(dang)負(fu)(fu)責(ze)(ze),把(ba)承擔(dan)起整(zheng)改(gai)主體(ti)責(ze)(ze)任(ren)(ren)(ren)(ren)作(zuo)為管黨(dang)治黨(dang)政治責(ze)(ze)任(ren)(ren)(ren)(ren)的(de)具體(ti)化(hua)、實(shi)踐化(hua)。各責(ze)(ze)任(ren)(ren)(ren)(ren)部(bu)門按照任(ren)(ren)(ren)(ren)務(wu)分工,制定計劃,細化(hua)措施,確保整(zheng)改(gai)方案的(de)落實(shi)。涉及多個單(dan)位的(de)整(zheng)改(gai)任(ren)(ren)(ren)(ren)務(wu),責(ze)(ze)任(ren)(ren)(ren)(ren)部(bu)門負(fu)(fu)責(ze)(ze)牽頭協(xie)調,其(qi)他配合單(dan)位各司(si)(si)其(qi)責(ze)(ze),密切配合,形成(cheng)整(zheng)改(gai)工作(zuo)合力,防止把(ba)層層傳(chuan)導壓力變成(cheng)層層推卸責(ze)(ze)任(ren)(ren)(ren)(ren),確保整(zheng)改(gai)取得扎實(shi)成(cheng)效。

(三)嚴肅(su)工作(zuo)紀律,強化督促檢查

中咨公司黨委巡視整(zheng)改(gai)工(gong)作(zuo)(zuo)(zuo)領導小(xiao)組加強(qiang)對(dui)整(zheng)改(gai)工(gong)作(zuo)(zuo)(zuo)的(de)督(du)(du)查督(du)(du)辦,對(dui)工(gong)作(zuo)(zuo)(zuo)成效進(jin)行(xing)檢(jian)查,及時溝通(tong)信息。相關管理部門充分發揮作(zuo)(zuo)(zuo)用,把(ba)巡視整(zheng)改(gai)工(gong)作(zuo)(zuo)(zuo)同“不(bu)忘初心、牢記使命”主題教育結(jie)合起(qi)來(lai),同履(lv)行(xing)黨章黨規黨紀(ji)賦予的(de)職(zhi)責(ze)(ze)結(jie)合起(qi)來(lai),同整(zheng)治形式主義、官僚主義結(jie)合起(qi)來(lai),強(qiang)化監(jian)督(du)(du)檢(jian)查和(he)工(gong)作(zuo)(zuo)(zuo)責(ze)(ze)任,嚴(yan)格督(du)(du)辦落(luo)實(shi)(shi),做到落(luo)實(shi)(shi)責(ze)(ze)任與(yu)統籌(chou)推(tui)進(jin)相結(jie)合,工(gong)作(zuo)(zuo)(zuo)督(du)(du)辦與(yu)執(zhi)紀(ji)問責(ze)(ze)相結(jie)合,用最嚴(yan)最實(shi)(shi)的(de)作(zuo)(zuo)(zuo)風,保障巡視整(zheng)改(gai)工(gong)作(zuo)(zuo)(zuo)取(qu)得(de)實(shi)(shi)效。對(dui)整(zheng)改(gai)責(ze)(ze)任不(bu)落(luo)實(shi)(shi)、整(zheng)改(gai)不(bu)力、敷衍整(zheng)改(gai)的(de),嚴(yan)肅追責(ze)(ze)問責(ze)(ze)。

(四)加強整改(gai)公(gong)開,接受職工監督

加強整改公(gong)開(kai)和成效宣傳(chuan),將整改情況(kuang)以適當方式公(gong)開(kai),接(jie)受公(gong)司黨(dang)員、干(gan)部(bu)(bu)和人(ren)民群眾監(jian)督(du)(du)。公(gong)開(kai)內(nei)容主要包括巡視整改的問題、責(ze)任領導、責(ze)任部(bu)(bu)門、整改措施、整改時限等。整改工作(zuo)中,認(ren)真加強調查研究,尊重群眾意愿,集中群眾智慧,真誠接(jie)受群眾監(jian)督(du)(du)和評判。
