中國(guo)華電集(ji)團公(gong)司寧夏分公(gong)司(以下(xia)簡(jian)稱華電寧夏公(gong)司)在(zai)管理提升活動(dong)工(gong)作中,結合寧夏區域工(gong)作實際,在(zai)規定動(dong)作不走樣(yang)的(de)基礎上,構建了制度(du)建設(she)、工(gong)作閉(bi)環、集(ji)中評審、兩報公(gong)開、即(ji)時考評的(de)五(wu)項管理機(ji)制,確保了活動(dong)的(de)順利開展。

一、加強制度(du)建(jian)設,引導活動深入(ru)開展
華電寧(ning)夏(xia)(xia)公(gong)(gong)司(si)(si)(si)為確(que)(que)保活(huo)動(dong)(dong)(dong)相關(guan)工(gong)作(zuo)有(you)章可循、有(you)法(fa)可依,強化活(huo)動(dong)(dong)(dong)的(de)制(zhi)(zhi)(zhi)度(du)(du)(du)建(jian)設和(he)(he)目(mu)標導向(xiang)。一是制(zhi)(zhi)(zhi)定了(le)《關(guan)于持續開(kai)展“管(guan)(guan)理(li)提升(sheng)(sheng)”活(huo)動(dong)(dong)(dong)的(de)決定》、《寧(ning)夏(xia)(xia)區(qu)域(yu)(yu)“管(guan)(guan)理(li)提升(sheng)(sheng)”活(huo)動(dong)(dong)(dong)考核(he)(he)管(guan)(guan)理(li)辦(ban)法(fa)》、《關(guan)于確(que)(que)保實現集團公(gong)(gong)司(si)(si)(si)首批一流(liu)區(qu)域(yu)(yu)公(gong)(gong)司(si)(si)(si)目(mu)標的(de)決定》、《“管(guan)(guan)理(li)提升(sheng)(sheng)”管(guan)(guan)理(li)考核(he)(he)辦(ban)法(fa)》和(he)(he)《報(bao)(bao)送(song)材料以及宣傳管(guan)(guan)理(li)考核(he)(he)辦(ban)法(fa)》等一系(xi)列活(huo)動(dong)(dong)(dong)制(zhi)(zhi)(zhi)度(du)(du)(du)文件,對活(huo)動(dong)(dong)(dong)每一個階段(duan)節(jie)點安(an)排(pai)都(dou)作(zuo)了(le)明確(que)(que)規定,利用考核(he)(he)機(ji)制(zhi)(zhi)(zhi)引導活(huo)動(dong)(dong)(dong)方向(xiang)和(he)(he)組(zu)(zu)織工(gong)作(zuo)。同時,加(jia)大活(huo)動(dong)(dong)(dong)過程和(he)(he)宣傳報(bao)(bao)道考核(he)(he)力度(du)(du)(du),建(jian)立分公(gong)(gong)司(si)(si)(si)、區(qu)域(yu)(yu)公(gong)(gong)司(si)(si)(si)、部門、班組(zu)(zu)四級信息(xi)網(wang)絡(luo)和(he)(he)定期(qi)活(huo)動(dong)(dong)(dong)機(ji)制(zhi)(zhi)(zhi),充分調動(dong)(dong)(dong)了(le)基層(ceng)單(dan)位(wei)參(can)與(yu)“管(guan)(guan)理(li)提升(sheng)(sheng)”活(huo)動(dong)(dong)(dong)的(de)積極(ji)性和(he)(he)責任心(xin)。目(mu)前(qian),華電寧(ning)夏(xia)(xia)公(gong)(gong)司(si)(si)(si)已經形成了(le)“用制(zhi)(zhi)(zhi)度(du)(du)(du)管(guan)(guan)權、按制(zhi)(zhi)(zhi)度(du)(du)(du)辦(ban)事、靠制(zhi)(zhi)(zhi)度(du)(du)(du)管(guan)(guan)人”的(de)良好活(huo)動(dong)(dong)(dong)機(ji)制(zhi)(zhi)(zhi)。
二、任務單(dan)閉環(huan)管(guan)理,形成落實良性循環(huan)
華電寧夏(xia)公(gong)(gong)司對管(guan)理(li)提(ti)升(sheng)活(huo)(huo)動(dong)做(zuo)了(le)精心的(de)(de)(de)組(zu)(zu)織推進(jin)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。一(yi)是強(qiang)(qiang)化活(huo)(huo)動(dong)辦(ban)公(gong)(gong)室(shi)職能,實現了(le)活(huo)(huo)動(dong)有方案、有落(luo)實、有評價、有總(zong)結、可追溯。活(huo)(huo)動(dong)辦(ban)公(gong)(gong)室(shi)每周派駐專員到(dao)區域各公(gong)(gong)司指導(dao)、督促活(huo)(huo)動(dong)開(kai)展(zhan),確(que)保活(huo)(huo)動(dong)各階段工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)方案和(he)相(xiang)關要求落(luo)到(dao)實處;每天(tian)召開(kai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)例會(hui),及時(shi)(shi)總(zong)結分析當天(tian)各項(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo),提(ti)出改(gai)進(jin)意見,部署下一(yi)天(tian)重點工(gong)(gong)作(zuo)(zuo)(zuo)(zuo);加強(qiang)(qiang)對活(huo)(huo)動(dong)資(zi)料(liao)(liao)(liao)的(de)(de)(de)梳理(li)、充實和(he)完善(shan),建立了(le)活(huo)(huo)動(dong)資(zi)料(liao)(liao)(liao)檔案,確(que)保了(le)資(zi)料(liao)(liao)(liao)的(de)(de)(de)完整性、可追溯性。二(er)是實施(shi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任務(wu)的(de)(de)(de)閉環(huan)管(guan)理(li),按照活(huo)(huo)動(dong)節(jie)點環(huan)節(jie)的(de)(de)(de)輕重緩急,以《工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任務(wu)單》的(de)(de)(de)形式及時(shi)(shi)分解任務(wu),明確(que)完成(cheng)任務(wu)和(he)責任部門(men)反(fan)饋(kui)跟蹤情況(kuang)的(de)(de)(de)時(shi)(shi)間節(jie)點。活(huo)(huo)動(dong)開(kai)展(zhan)以來,共下發《工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任務(wu)單》12份,完成(cheng)率達到(dao)100%。三是提(ti)高辦(ban)公(gong)(gong)室(shi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)精細化水平,將(jiang)組(zu)(zu)織機構、工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)目(mu)標、網(wang)絡(luo)圖、活(huo)(huo)動(dong)剪影制作(zuo)(zuo)(zuo)(zuo)成(cheng)圖板,使各項(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)流程和(he)進(jin)展(zhan)情況(kuang)一(yi)目(mu)了(le)然。
三、集中評審(shen)找(zhao)準問題,完善再診斷整改方案
為確保找準(zhun)問(wen)題,真正剖析原因(yin),為第二階(jie)段專項提(ti)(ti)升奠定基礎,針對區(qu)域各(ge)單位(wei)(wei)(wei)活動開(kai)展不平衡、部(bu)分單位(wei)(wei)(wei)查(cha)找問(wen)題走過場、上報(bao)材料空洞(dong)等現象,華電寧夏公(gong)(gong)(gong)(gong)司經過深(shen)入研究,構(gou)建了(le)由公(gong)(gong)(gong)(gong)司領導,各(ge)部(bu)門(men)負責人,所屬靈武公(gong)(gong)(gong)(gong)司、中寧公(gong)(gong)(gong)(gong)司、新能源公(gong)(gong)(gong)(gong)司,以及活動辦公(gong)(gong)(gong)(gong)室“四方(fang)會審(shen)”的集中評審(shen)機制,開(kai)誠布公(gong)(gong)(gong)(gong)地對所屬單位(wei)(wei)(wei)活動存在的問(wen)題進行現場提(ti)(ti)問(wen)和點評,逐家單位(wei)(wei)(wei)進行問(wen)題再查(cha)找、再診斷,確保找準(zhun)問(wen)題。針對查(cha)找出的75項問(wen)題,華電寧夏公(gong)(gong)(gong)(gong)司明確要求所屬單位(wei)(wei)(wei)要進一(yi)步(bu)改進和完善專項提(ti)(ti)升工(gong)作方(fang)案,以“管(guan)理”、“效(xiao)益”提(ti)(ti)升為主線,細化整改措施,逐步(bu)深(shen)入落實(shi)整改。

四(si)、實施兩報公開,強(qiang)化過程(cheng)透明
為增強工(gong)作的(de)透明度(du),營造(zao)全員參與、主動(dong)(dong)(dong)推進(jin)的(de)活(huo)動(dong)(dong)(dong)氛圍,華(hua)電寧夏公司以定期(qi)印發(fa)(fa)“活(huo)動(dong)(dong)(dong)簡報(bao)”和“檢查通(tong)(tong)(tong)報(bao)”的(de)形式,搭建活(huo)動(dong)(dong)(dong)交(jiao)流平(ping)臺,利用(yong)“兩報(bao)”部(bu)署工(gong)作、交(jiao)流信息、督(du)導落實。“活(huo)動(dong)(dong)(dong)簡報(bao)”內容(rong)涵蓋(gai)上級公司工(gong)作精神和要求部(bu)署、區(qu)域(yu)活(huo)動(dong)(dong)(dong)要聞、基層活(huo)動(dong)(dong)(dong)動(dong)(dong)(dong)態等;“工(gong)作通(tong)(tong)(tong)報(bao)”每周下(xia)發(fa)(fa)一(yi)期(qi),對區(qu)域(yu)“管理(li)提升(sheng)”活(huo)動(dong)(dong)(dong)開(kai)(kai)展(zhan)(zhan)、完成情況進(jin)行(xing)通(tong)(tong)(tong)報(bao)。同時,圍繞(rao)階段性重點工(gong)作,不定期(qi)對各(ge)部(bu)門和所屬單位進(jin)行(xing)現場查評(ping),并對相關基層單位進(jin)行(xing)抽查。對查評(ping)中發(fa)(fa)現的(de)問題提出改(gai)進(jin)意(yi)見并對整改(gai)過程(cheng)進(jin)行(xing)跟蹤督(du)辦(ban)。自(zi)活(huo)動(dong)(dong)(dong)開(kai)(kai)展(zhan)(zhan)以來,先(xian)后編發(fa)(fa)簡報(bao)7期(qi),下(xia)發(fa)(fa)通(tong)(tong)(tong)報(bao)5期(qi)。
五、加強即時考評,確(que)保(bao)活(huo)動落到實處
華電寧夏公司將“管理(li)提升(sheng)”活動與(yu)日常工作相結(jie)合,列入月度(du)工作計(ji)劃(hua)、周工作計(ji)劃(hua)進(jin)行統一管理(li)。對考(kao)核(he)(he)(he)(he)情況,以(yi)短信和電子郵件的形(xing)式即時通知責任人(ren),下發考(kao)核(he)(he)(he)(he)兌(dui)(dui)現(xian)通知單,績(ji)效結(jie)果與(yu)企業領導班子業績(ji)掛鉤考(kao)核(he)(he)(he)(he)兌(dui)(dui)現(xian),各項(xiang)獎(jiang)懲納(na)入年度(du)四(si)項(xiang)責任制(zhi)考(kao)核(he)(he)(he)(he)兌(dui)(dui)現(xian),切實做到了有(you)布置(zhi)、有(you)檢查(cha)、有(you)落實、有(you)考(kao)核(he)(he)(he)(he),做到獎(jiang)罰分明。活動開展以(yi)來先后下發考(kao)核(he)(he)(he)(he)通知單10次,兌(dui)(dui)現(xian)考(kao)核(he)(he)(he)(he)金(jin)額2萬(wan)余元。
華電(dian)(dian)(dian)寧夏公司通過扎(zha)實(shi)推進(jin)管(guan)理(li)提(ti)升活動,管(guan)理(li)效益逐步顯現。2012年區域經營發展取(qu)得(de)新業績,控參股企(qi)業實(shi)現利潤8.05億元;電(dian)(dian)(dian)源項目投(tou)產的(de)管(guan)理(li)裝(zhuang)機(ji)容量429萬千瓦(wa),發展項目涉及火電(dian)(dian)(dian)、風電(dian)(dian)(dian)、太陽能發電(dian)(dian)(dian)以及煤炭、鐵路(lu)等業務領(ling)域。
