習近(jin)平總書記指(zhi)出,“工(gong)業強國(guo)都是技(ji)師(shi)技(ji)工(gong)的大國(guo)”、“加快(kuai)建設(she)(she)制(zhi)造強國(guo),加快(kuai)發展先(xian)進制(zhi)造業”、“建設(she)(she)知識型(xing)、技(ji)能(neng)型(xing)、創新型(xing)勞動者大軍”。國(guo)家高度重視技(ji)能(neng)人才隊伍建設(she)(she)工(gong)作,國(guo)資委(wei)(wei)、人社(she)部等(deng)部委(wei)(wei)認真(zhen)落實黨中央、國(guo)務(wu)院(yuan)關于技(ji)能(neng)人才工(gong)作的各項部署,近(jin)年來(lai)在推進產教(jiao)融合、優化評價(jia)機制(zhi)、提高待遇水(shui)平、加強培訓培養等(deng)方面取得了積極(ji)進展。
1.積(ji)極(ji)(ji)落實(shi)(shi)國(guo)家(jia)高(gao)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)振興計(ji)劃,優化技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)隊伍(wu)使用和(he)(he)晉升。一是營造煤(mei)(mei)炭(tan)(tan)行業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價政策環境。按照國(guo)務院“放管服(fu)”改革要(yao)求,2017年(nian)9月,人(ren)(ren)社部公布(bu)實(shi)(shi)施國(guo)家(jia)職(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格目(mu)錄。目(mu)錄中(zhong)包含技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)員(yuan)職(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格共(gong)計(ji)81項(xiang),其(qi)中(zhong)“壓(ya)縮機操(cao)作(zuo)(zuo)工(gong)”、“井下支護工(gong)”、“礦山救護工(gong)”、“煉(lian)(lian)焦煤(mei)(mei)制備工(gong)”和(he)(he)“煉(lian)(lian)焦工(gong)”等(deng)與(yu)煤(mei)(mei)炭(tan)(tan)行業(ye)(ye)(ye)(ye)(ye)相關的(de)職(zhi)業(ye)(ye)(ye)(ye)(ye)工(gong)種(zhong)保留列入目(mu)錄。二是改進技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)績(ji)效(xiao)考核方(fang)(fang)(fang)式(shi)。指導中(zhong)央企業(ye)(ye)(ye)(ye)(ye)建(jian)立(li)以職(zhi)業(ye)(ye)(ye)(ye)(ye)能(neng)(neng)(neng)力為(wei)導向、以工(gong)作(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)績(ji)為(wei)重(zhong)點(dian)、注重(zhong)職(zhi)業(ye)(ye)(ye)(ye)(ye)道德和(he)(he)職(zhi)業(ye)(ye)(ye)(ye)(ye)知識(shi)水平的(de)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價體(ti)(ti)系。鼓(gu)(gu)勵(li)根(gen)據(ju)其(qi)生(sheng)產(chan)技(ji)(ji)(ji)(ji)(ji)(ji)術、工(gong)藝裝備和(he)(he)產(chan)品(pin)類型(xing)等(deng)不同要(yao)求,采(cai)取(qu)考核鑒定、考評(ping)(ping)(ping)結合、業(ye)(ye)(ye)(ye)(ye)績(ji)評(ping)(ping)(ping)審等(deng)靈活多樣的(de)方(fang)(fang)(fang)式(shi),重(zhong)點(dian)評(ping)(ping)(ping)價技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)在執行操(cao)作(zuo)(zuo)規(gui)程、解決生(sheng)產(chan)問題和(he)(he)完成(cheng)工(gong)作(zuo)(zuo)任(ren)務方(fang)(fang)(fang)面(mian)的(de)能(neng)(neng)(neng)力。三是指導和(he)(he)推動(dong)(dong)中(zhong)央企業(ye)(ye)(ye)(ye)(ye)完善技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)職(zhi)業(ye)(ye)(ye)(ye)(ye)發展通道。在高(gao)級技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)以上增設“特(te)級技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)”、“首(shou)席技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)”、“技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)專(zhuan)家(jia)”、“工(gong)匠(jiang)技(ji)(ji)(ji)(ji)(ji)(ji)師(shi)”等(deng)職(zhi)位,延展技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)發展空(kong)間,牽引(yin)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)立(li)足崗(gang)位建(jian)功立(li)業(ye)(ye)(ye)(ye)(ye),鼓(gu)(gu)勵(li)中(zhong)央企業(ye)(ye)(ye)(ye)(ye)拓寬技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)成(cheng)長空(kong)間。四是鼓(gu)(gu)勵(li)中(zhong)央企業(ye)(ye)(ye)(ye)(ye)建(jian)立(li)以崗(gang)位練兵和(he)(he)技(ji)(ji)(ji)(ji)(ji)(ji)術比武為(wei)基礎、以國(guo)家(jia)和(he)(he)行業(ye)(ye)(ye)(ye)(ye)競賽(sai)(sai)(sai)為(wei)主(zhu)體(ti)(ti)、國(guo)內競賽(sai)(sai)(sai)與(yu)國(guo)際競賽(sai)(sai)(sai)相銜接的(de)職(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)(sai)體(ti)(ti)系,大(da)力組(zu)織開展職(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競賽(sai)(sai)(sai)活動(dong)(dong),積(ji)極(ji)(ji)參與(yu)世界技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大(da)賽(sai)(sai)(sai),拓展技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價選拔渠(qu)道。
2.積(ji)極(ji)(ji)落實(shi)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)激(ji)(ji)(ji)勵(li)政策,提升技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)待(dai)(dai)遇(yu)優化的(de)(de)(de)示范引(yin)領作用。一(yi)(yi)是(shi)通過(guo)(guo)積(ji)極(ji)(ji)推(tui)薦(jian)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)中(zhong)(zhong)(zhong)的(de)(de)(de)先(xian)進模范人(ren)(ren)(ren)(ren)(ren)(ren)物作為黨代表(biao)、人(ren)(ren)(ren)(ren)(ren)(ren)大(da)代表(biao)、政協委(wei)員等(deng)(deng)(deng)人(ren)(ren)(ren)(ren)(ren)(ren)選,一(yi)(yi)批企業(ye)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)在全國、省、市總工(gong)會(hui),青年聯合(he)會(hui)等(deng)(deng)(deng)群(qun)團組(zu)織中(zhong)(zhong)(zhong)兼(jian)任(ren)重(zhong)(zhong)要職務等(deng)(deng)(deng),增(zeng)強了(le)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的(de)(de)(de)政治(zhi)榮譽感。二是(shi)深入貫(guan)徹落實(shi)黨中(zhong)(zhong)(zhong)央、國務院的(de)(de)(de)重(zhong)(zhong)要部(bu)署。2018年6月,國資委(wei)、人(ren)(ren)(ren)(ren)(ren)(ren)社部(bu)、全國總工(gong)會(hui)聯合(he)召開中(zhong)(zhong)(zhong)央企業(ye)貫(guan)徹落實(shi)《關于(yu)提高(gao)技(ji)術工(gong)人(ren)(ren)(ren)(ren)(ren)(ren)待(dai)(dai)遇(yu)的(de)(de)(de)意見》的(de)(de)(de)專題會(hui)議,充分交流了(le)中(zhong)(zhong)(zhong)央企業(ye)在技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)養、評(ping)價(jia)、使用、激(ji)(ji)(ji)勵(li)、保障(zhang)等(deng)(deng)(deng)方面(mian)的(de)(de)(de)經驗和做法。會(hui)后,各(ge)中(zhong)(zhong)(zhong)央企業(ye)認(ren)真(zhen)貫(guan)徹落實(shi)會(hui)議精神,創新完善以技(ji)能(neng)(neng)(neng)(neng)為導(dao)向的(de)(de)(de)激(ji)(ji)(ji)勵(li)機制,如設置(zhi)技(ji)能(neng)(neng)(neng)(neng)工(gong)資單元,設立(li)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)崗位特貼,推(tui)行高(gao)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)年薪(xin)(xin)制,同(tong)時積(ji)極(ji)(ji)探索核(he)心技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)超額利潤(run)分享,中(zhong)(zhong)(zhong)長期激(ji)(ji)(ji)勵(li),股票期權激(ji)(ji)(ji)勵(li)等(deng)(deng)(deng),切實(shi)提高(gao)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)薪(xin)(xin)酬待(dai)(dai)遇(yu)。三是(shi)加強技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的(de)(de)(de)榮譽激(ji)(ji)(ji)勵(li)。在各(ge)級各(ge)類勞動(dong)模范、先(xian)進工(gong)作者等(deng)(deng)(deng)評(ping)優活動(dong)中(zhong)(zhong)(zhong),做到向技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)傾(qing)斜;積(ji)極(ji)(ji)推(tui)薦(jian)優秀技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)申報(bao)“中(zhong)(zhong)(zhong)華技(ji)能(neng)(neng)(neng)(neng)大(da)獎(jiang)”、“全國技(ji)術能(neng)(neng)(neng)(neng)手”等(deng)(deng)(deng)各(ge)級榮譽稱號;持(chi)續開展“中(zhong)(zhong)(zhong)央企業(ye)技(ji)術能(neng)(neng)(neng)(neng)手”的(de)(de)(de)評(ping)選工(gong)作;鼓勵(li)中(zhong)(zhong)(zhong)央企業(ye)通過(guo)(guo)選樹“大(da)國工(gong)匠”、“時代楷模”,用高(gao)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)名字命名班組(zu)、工(gong)作室等(deng)(deng)(deng)方式(shi),提升企業(ye)高(gao)技(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)影響力。
3.積極(ji)落實國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)辦(ban)(ban)(ban)教(jiao)育(yu)(yu)(yu)機(ji)構深(shen)(shen)化改革(ge)(ge),鼓(gu)(gu)勵探索(suo)推行職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)培(pei)(pei)訓(xun)制(zhi)(zhi)度(du)。一(yi)是經國(guo)(guo)(guo)務院同意(yi),2017年7月,國(guo)(guo)(guo)資(zi)(zi)委、人社部等6部門印(yin)發《關于國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)辦(ban)(ban)(ban)教(jiao)育(yu)(yu)(yu)醫療機(ji)構深(shen)(shen)化改革(ge)(ge)的(de)指(zhi)(zhi)導意(yi)見(jian)》,明確了國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)辦(ban)(ban)(ban)教(jiao)育(yu)(yu)(yu)機(ji)構深(shen)(shen)化改革(ge)(ge)主(zhu)要(yao)采取四種方(fang)式。鼓(gu)(gu)勵通過整合資(zi)(zi)源的(de)方(fang)式,繼(ji)續(xu)發揮國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)重要(yao)辦(ban)(ban)(ban)學主(zhu)體作用(yong),對與(yu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主(zhu)業(ye)(ye)(ye)(ye)發展密切(qie)相(xiang)(xiang)關、產教(jiao)融合且(qie)確需保留的(de)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)辦(ban)(ban)(ban)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)院校(xiao)(xiao)(xiao),由國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)集(ji)團公司(si)或(huo)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)本投資(zi)(zi)運營公司(si)進(jin)行資(zi)(zi)源優(you)化整合,探索(suo)集(ji)中(zhong)(zhong)運營、專(zhuan)業(ye)(ye)(ye)(ye)化管理。二是指(zhi)(zhi)導中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)建立(li)匹配企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)戰(zhan)略、符合產業(ye)(ye)(ye)(ye)規律、滿足自(zi)身(shen)特點的(de)技能(neng)人才培(pei)(pei)訓(xun)體系(xi),加大各層次技能(neng)人才培(pei)(pei)養(yang)力度(du)。并在中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)面對技能(neng)崗位新招用(yong)人員(yuan)和轉崗人員(yuan)時(shi),指(zhi)(zhi)導探索(suo)以“招工即招生(sheng)、入(ru)(ru)企(qi)(qi)(qi)(qi)(qi)即入(ru)(ru)校(xiao)(xiao)(xiao)、企(qi)(qi)(qi)(qi)(qi)校(xiao)(xiao)(xiao)雙(shuang)師聯合培(pei)(pei)養(yang)”為主(zhu)要(yao)內容的(de)新型學徒制(zhi)(zhi)培(pei)(pei)養(yang)模式。三是國(guo)(guo)(guo)資(zi)(zi)委與(yu)人社部共同印(yin)發了《關于深(shen)(shen)入(ru)(ru)推進(jin)技工院校(xiao)(xiao)(xiao)與(yu)國(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)開展校(xiao)(xiao)(xiao)企(qi)(qi)(qi)(qi)(qi)合作的(de)若干意(yi)見(jian)》,鼓(gu)(gu)勵中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)直接舉(ju)辦(ban)(ban)(ban)或(huo)通過參股、入(ru)(ru)股等多種方(fang)式參與(yu)舉(ju)辦(ban)(ban)(ban)同企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主(zhu)業(ye)(ye)(ye)(ye)發展密切(qie)相(xiang)(xiang)關、產教(jiao)融合的(de)技工院校(xiao)(xiao)(xiao),深(shen)(shen)化校(xiao)(xiao)(xiao)企(qi)(qi)(qi)(qi)(qi)合作制(zhi)(zhi)度(du),全面推行校(xiao)(xiao)(xiao)企(qi)(qi)(qi)(qi)(qi)協同育(yu)(yu)(yu)人。
下一步,我們將全面貫徹落實黨(dang)的(de)十九大精(jing)神和(he)黨(dang)中(zhong)央、國(guo)務院(yuan)決策部署(shu),不(bu)斷突顯企業用人(ren)(ren)主體(ti)作用,持(chi)續(xu)推動技(ji)能人(ren)(ren)才隊伍建設(she),努力培養造就一支品(pin)德高尚、技(ji)能精(jing)湛、素質(zhi)優良、結構合理(li)的(de)技(ji)能人(ren)(ren)才隊伍,充分發揮中(zhong)央企業的(de)示范引領作用。具體(ti)工作考慮如下:
1.進(jin)(jin)(jin)一步(bu)加強(qiang)(qiang)頂(ding)(ding)層設(she)計(ji),努(nu)力(li)建(jian)(jian)設(she)高素質(zhi)專業(ye)(ye)化技(ji)能(neng)(neng)人(ren)才(cai)(cai)隊伍(wu)。按照中央辦公廳、國(guo)務院辦公廳《關于(yu)分類(lei)推(tui)進(jin)(jin)(jin)人(ren)才(cai)(cai)評(ping)(ping)價(jia)機制(zhi)改(gai)革(ge)的(de)指導(dao)意見》要求(qiu),相關部委(wei)正在研究改(gai)革(ge)完(wan)善(shan)技(ji)能(neng)(neng)人(ren)才(cai)(cai)評(ping)(ping)價(jia)制(zhi)度(du)的(de)政策措施,對與煤炭行業(ye)(ye)相關的(de)技(ji)能(neng)(neng)類(lei)職(zhi)業(ye)(ye)從業(ye)(ye)人(ren)員,建(jian)(jian)立職(zhi)業(ye)(ye)技(ji)能(neng)(neng)等(deng)(deng)級(ji)制(zhi)度(du),依托企(qi)業(ye)(ye)等(deng)(deng)用人(ren)單(dan)位和社會培訓(xun)評(ping)(ping)價(jia)組織,開展職(zhi)業(ye)(ye)技(ji)能(neng)(neng)等(deng)(deng)級(ji)認定(ding),暢通(tong)勞動者職(zhi)業(ye)(ye)發展通(tong)道(dao)。同時,進(jin)(jin)(jin)一步(bu)加強(qiang)(qiang)對中央企(qi)業(ye)(ye)技(ji)能(neng)(neng)人(ren)才(cai)(cai)隊伍(wu)建(jian)(jian)設(she)的(de)頂(ding)(ding)層設(she)計(ji)和宏觀指導(dao),完(wan)善(shan)考核評(ping)(ping)價(jia)制(zhi)度(du),暢通(tong)職(zhi)業(ye)(ye)發展通(tong)道(dao),提(ti)高技(ji)能(neng)(neng)人(ren)才(cai)(cai)待(dai)遇水平,推(tui)動中央企(qi)業(ye)(ye)在技(ji)能(neng)(neng)人(ren)才(cai)(cai)隊伍(wu)建(jian)(jian)設(she)的(de)關鍵領域和薄弱(ruo)環(huan)節取(qu)得突破性(xing)進(jin)(jin)(jin)展,使技(ji)能(neng)(neng)人(ren)才(cai)(cai)管(guan)(guan)理(li)體(ti)制(zhi)更加科學、管(guan)(guan)理(li)機制(zhi)更加完(wan)善(shan)、管(guan)(guan)理(li)制(zhi)度(du)更加健全,充分激發廣大技(ji)能(neng)(neng)人(ren)才(cai)(cai)加強(qiang)(qiang)學習、苦練本領、提(ti)升技(ji)藝、勇于(yu)創新的(de)積極性(xing)、主動性(xing)和創造性(xing)。
2.進一(yi)步加大(da)(da)技(ji)(ji)能(neng)(neng)(neng)(neng)人才(cai)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)培(pei)(pei)(pei)(pei)養(yang)(yang)力(li)度。一(yi)是(shi)全面加強技(ji)(ji)能(neng)(neng)(neng)(neng)人才(cai)培(pei)(pei)(pei)(pei)養(yang)(yang)工作(zuo)。深(shen)入貫徹國(guo)務院辦公(gong)廳印發(fa)《職業(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)提(ti)(ti)(ti)升行(xing)動(dong)方案(2019—2021年)》的(de)精神,強化(hua)政(zheng)府工作(zuo)職能(neng)(neng)(neng)(neng),健全工作(zuo)機制(zhi),提(ti)(ti)(ti)高(gao)(gao)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)管理服務水(shui)平,推動(dong)職業(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)與評價有機銜接,加強政(zheng)策解(jie)讀和輿論(lun)宣(xuan)傳,擴大(da)(da)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)規(gui)模(mo),提(ti)(ti)(ti)升培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)質量和層次(ci)。二是(shi)著力(li)加強高(gao)(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人才(cai)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)。深(shen)入實施(shi)國(guo)家高(gao)(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人才(cai)振興(xing)計(ji)劃,繼續與德國(guo)、日本(ben)等培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機構合作(zuo),舉辦多樣化(hua)高(gao)(gao)技(ji)(ji)能(neng)(neng)(neng)(neng)人才(cai)專業(ye)技(ji)(ji)術(shu)提(ti)(ti)(ti)升培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)班,并提(ti)(ti)(ti)高(gao)(gao)煤礦行(xing)業(ye)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)選調(diao)力(li)度。三是(shi)全面推動(dong)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)開展現(xian)代學徒(tu)制(zhi)培(pei)(pei)(pei)(pei)養(yang)(yang)。充分(fen)發(fa)揮中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)主體作(zuo)用,采(cai)取“企(qi)(qi)校雙制(zhi)、工學一(yi)體”的(de)培(pei)(pei)(pei)(pei)養(yang)(yang)模(mo)式,對(dui)新(xin)(xin)招用和新(xin)(xin)轉(zhuan)崗的(de)技(ji)(ji)能(neng)(neng)(neng)(neng)崗位人員實施(shi)新(xin)(xin)型學徒(tu)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)。
3.進一步弘(hong)揚工(gong)匠精神(shen)、厚(hou)植工(gong)匠文化。堅持正確的(de)(de)輿論導向,積極(ji)開展生產一線先進集體和個人(ren)的(de)(de)典型選樹工(gong)作,利(li)用國(guo)家部委層面多種自有(you)媒體,以及央(yang)(yang)視、工(gong)人(ren)日(ri)報、人(ren)民網、中華網等主流媒體,多渠(qu)道展示(shi)煤礦行業(ye)中央(yang)(yang)企(qi)業(ye)優秀技(ji)能(neng)人(ren)才(cai)風(feng)采,增強技(ji)能(neng)人(ren)才(cai)的(de)(de)榮譽感(gan)和成就感(gan),讓勞動光榮、技(ji)能(neng)寶(bao)貴(gui)、創造偉大的(de)(de)時代風(feng)尚在中央(yang)(yang)企(qi)業(ye)蔚然(ran)成風(feng)。
