關于進一(yi)步做好中央(yang)企業增收(shou)節(jie)支工作(zuo)有關事項的通知

各中央企業:

為貫徹黨(dang)中(zhong)(zhong)(zhong)央(yang)(yang)、國務(wu)院關于國民(min)(min)經濟(ji)提質增(zeng)效(xiao)穩增(zeng)長的(de)決(jue)策部署,落實中(zhong)(zhong)(zhong)央(yang)(yang)經濟(ji)工(gong)作(zuo)會(hui)議和(he)“兩會(hui)”精神,國資委黨(dang)委決(jue)定(ding)在(zai)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)開展“降本增(zeng)效(xiao)、提質升級”主題活動,充分發揮中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)在(zai)國民(min)(min)經濟(ji)發展中(zhong)(zhong)(zhong)的(de)“國家隊”和(he)“排頭(tou)兵”作(zuo)用(yong)。各中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)要圍(wei)繞主題活動,深入做好開源(yuan)節(jie)流、增(zeng)收節(jie)支各項(xiang)工(gong)作(zuo),努力完(wan)成全年(nian)生產經營目(mu)標(biao)。現將進一(yi)步做好中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)增(zeng)收節(jie)支工(gong)作(zuo)的(de)有關事(shi)項(xiang)通(tong)知如下:

一、統一認(ren)識樹信(xin)(xin)(xin)心(xin)(xin)。當前(qian),世(shi)界經(jing)濟(ji)處(chu)于(yu)深度調整之中(zhong)(zhong),復(fu)蘇動力(li)(li)(li)不足,我(wo)國(guo)經(jing)濟(ji)下行壓力(li)(li)(li)加大(da),部分(fen)行業(ye)(ye)(ye)(ye)面臨(lin)市場需求不足、產(chan)能嚴(yan)重過剩(sheng)、商(shang)品價格低位(wei)波動、資(zi)金與債務等(deng)潛在(zai)風險顯性化(hua)的(de)(de)困難(nan)和(he)(he)挑戰(zhan)。一季度中(zhong)(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)(ye)收入和(he)(he)利(li)潤同(tong)比雙下滑,全年穩增(zeng)長(chang)(chang)形勢嚴(yan)峻、任務艱(jian)巨。同(tong)時也應看到中(zhong)(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)(ye)發(fa)展(zhan)(zhan)面臨(lin)的(de)(de)新(xin)機遇:新(xin)型(xing)工(gong)業(ye)(ye)(ye)(ye)化(hua)、信(xin)(xin)(xin)息(xi)化(hua)、城鎮(zhen)化(hua)、農(nong)業(ye)(ye)(ye)(ye)現代化(hua)持續推(tui)進,“四(si)大(da)板塊”和(he)(he)“三個支撐帶” 國(guo)家(jia)戰(zhan)略加快(kuai)實施(shi),國(guo)家(jia)穩增(zeng)長(chang)(chang)、調結構(gou)、促轉(zhuan)型(xing)的(de)(de)宏(hong)觀經(jing)濟(ji)政策陸續推(tui)出,中(zhong)(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)(ye)在(zai)不少(shao)方面已(yi)經(jing)處(chu)于(yu)國(guo)際領先地(di)位(wei),完(wan)全有條(tiao)件搭上新(xin)一輪工(gong)業(ye)(ye)(ye)(ye)革(ge)命的(de)(de)快(kuai)車(che)。各(ge)中(zhong)(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)(ye)既要充(chong)分(fen)估計形勢和(he)(he)面臨(lin)的(de)(de)困難(nan),又(you)要對(dui)經(jing)濟(ji)發(fa)展(zhan)(zhan)長(chang)(chang)期(qi)向(xiang)好的(de)(de)基本面充(chong)滿信(xin)(xin)(xin)心(xin)(xin),在(zai)國(guo)民經(jing)濟(ji)轉(zhuan)型(xing)發(fa)展(zhan)(zhan)的(de)(de)關鍵時期(qi),要把思想認(ren)識統一到黨中(zhong)(zhong)央(yang)(yang)、國(guo)務院的(de)(de)決(jue)策部署上來(lai),以(yi)提質增(zeng)效為(wei)中(zhong)(zhong)心(xin)(xin),以(yi)改革(ge)創新(xin)為(wei)動力(li)(li)(li),堅定信(xin)(xin)(xin)心(xin)(xin)、勇于(yu)擔當、頂住壓力(li)(li)(li)、迎難(nan)而(er)上、立足自身、不等(deng)不靠、開(kai)拓市場、降(jiang)本增(zeng)效、提質升級上狠下功夫(fu),力(li)(li)(li)爭(zheng)實現中(zhong)(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)(ye)整體效益增(zeng)長(chang)(chang)高于(yu)上年水平的(de)(de)目(mu)標,為(wei)國(guo)民經(jing)濟(ji)穩增(zeng)長(chang)(chang)多作貢獻。

二、開(kai)(kai)拓市(shi)(shi)(shi)(shi)(shi)場(chang)抓(zhua)機(ji)遇。要統籌用(yong)好國內(nei)、國際(ji)(ji)兩個(ge)市(shi)(shi)(shi)(shi)(shi)場(chang),加大(da)市(shi)(shi)(shi)(shi)(shi)場(chang)開(kai)(kai)拓,科(ke)(ke)學組織(zhi)生(sheng)產(chan),進一步增強盈(ying)利(li)能(neng)力(li)。一是(shi)要科(ke)(ke)學研(yan)判市(shi)(shi)(shi)(shi)(shi)場(chang)形勢,主動適應(ying)市(shi)(shi)(shi)(shi)(shi)場(chang)和(he)客(ke)戶需(xu)求變化(hua),合理(li)制定經營(ying)(ying)策略,搶抓(zhua)市(shi)(shi)(shi)(shi)(shi)場(chang)機(ji)遇。二是(shi)要做精(jing)市(shi)(shi)(shi)(shi)(shi)場(chang)營(ying)(ying)銷,優化(hua)營(ying)(ying)銷模式(shi)和(he)銷售(shou)渠道,鞏固(gu)盈(ying)利(li)基礎;加快商(shang)業(ye)模式(shi)創新,增強市(shi)(shi)(shi)(shi)(shi)場(chang)開(kai)(kai)拓能(neng)力(li),搶抓(zhua)效益穩定的合同(tong)訂單,打造高(gao)回報(bao)率、高(gao)附加值、高(gao)技術含量的新型(xing)盈(ying)利(li)業(ye)務和(he)特色優勢項目,提(ti)(ti)高(gao)市(shi)(shi)(shi)(shi)(shi)場(chang)競(jing)(jing)爭力(li)和(he)影響(xiang)力(li)。三是(shi)要樹立“事(shi)先(xian)算(suan)(suan)贏”和(he)“先(xian)算(suan)(suan)后干”理(li)念(nian),圍繞市(shi)(shi)(shi)(shi)(shi)場(chang)需(xu)求,精(jing)細組織(zhi)生(sheng)產(chan),不(bu)斷提(ti)(ti)升市(shi)(shi)(shi)(shi)(shi)場(chang)創利(li)能(neng)力(li),提(ti)(ti)高(gao)運行(xing)質量。四(si)是(shi)要積極落實國家“一帶一路”、周(zhou)邊(bian)國家互聯互通、非洲(zhou)“三網一化(hua)”等戰略部署,拓展(zhan)(zhan)海外(wai)(wai)業(ye)務,鞏固(gu)勞務商(shang)品(pin)出口、境(jing)外(wai)(wai)工程承包優勢,帶動中(zhong)國裝備(bei)、技術、標準“走出去”,推動國際(ji)(ji)化(hua)經營(ying)(ying)向(xiang)中(zhong)高(gao)端發(fa)展(zhan)(zhan)。五是(shi)要加強產(chan)業(ye)鏈上下(xia)游企業(ye)間協同(tong)發(fa)展(zhan)(zhan),加大(da)海外(wai)(wai)業(ye)務合作力(li)度(du),倡導有序競(jing)(jing)爭,避免不(bu)規范惡性(xing)競(jing)(jing)爭,實現優勢互補、合作共贏。

三、精益(yi)管(guan)(guan)理(li)(li)(li)控(kong)(kong)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)。要樹立(li)一切成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)皆可控(kong)(kong)的理(li)(li)(li)念,運用先進的成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li)模型,分析成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)構成(cheng)(cheng)(cheng)(cheng)及動因,全(quan)(quan)方位開(kai)展行業(ye)(ye)對(dui)標,明確(que)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)壓(ya)控(kong)(kong)重(zhong)點和經濟技術指標改進目標,確(que)保營業(ye)(ye)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)增(zeng)(zeng)長低(di)于營業(ye)(ye)收入增(zeng)(zeng)長,成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)費用利(li)潤率實現(xian)穩中有(you)升。一是從設計源頭入手(shou),推進目標成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li),合理(li)(li)(li)降(jiang)(jiang)(jiang)低(di)產品(pin)生(sheng)(sheng)(sheng)命周(zhou)期成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)。二是嚴格(ge)落實依法招標,規范采(cai)購管(guan)(guan)理(li)(li)(li),建立(li)物資(zi)(zi)、工(gong)(gong)(gong)程(cheng)(cheng)和服務等集(ji)中采(cai)購機制,集(ji)中采(cai)購比(bi)重(zhong)要較上年明顯(xian)提升,采(cai)購成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)實現(xian)明顯(xian)下(xia)降(jiang)(jiang)(jiang)。三是不斷優化(hua)(hua)生(sheng)(sheng)(sheng)產工(gong)(gong)(gong)序和作業(ye)(ye)流程(cheng)(cheng),鼓勵采(cai)用新(xin)工(gong)(gong)(gong)藝、新(xin)材(cai)料、新(xin)技術提高國(guo)產化(hua)(hua)、智能化(hua)(hua)裝備水(shui)平,提高生(sheng)(sheng)(sheng)產效(xiao)(xiao)率、降(jiang)(jiang)(jiang)低(di)生(sheng)(sheng)(sheng)產成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)。四是進一步(bu)加強產品(pin)質量(liang)(liang)控(kong)(kong)制和安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產管(guan)(guan)理(li)(li)(li),減少廢品(pin)和返工(gong)(gong)(gong)損失,降(jiang)(jiang)(jiang)低(di)質量(liang)(liang)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben);提高安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產意識(shi),正(zheng)確(que)處理(li)(li)(li)好(hao)安(an)(an)全(quan)(quan)與生(sheng)(sheng)(sheng)產的關系,避免(mian)發生(sheng)(sheng)(sheng)重(zhong)大安(an)(an)全(quan)(quan)事故(gu)(gu),降(jiang)(jiang)(jiang)低(di)安(an)(an)全(quan)(quan)事故(gu)(gu)損失。五是嚴格(ge)落實工(gong)(gong)(gong)資(zi)(zi)總額(e)和效(xiao)(xiao)益(yi)掛鉤機制,企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)總額(e)增(zeng)(zeng)幅不得超過(guo)效(xiao)(xiao)益(yi)增(zeng)(zeng)幅,效(xiao)(xiao)益(yi)下(xia)降(jiang)(jiang)(jiang)的企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)總額(e)必須下(xia)降(jiang)(jiang)(jiang)。六是強化(hua)(hua)全(quan)(quan)員、全(quan)(quan)要素、全(quan)(quan)過(guo)程(cheng)(cheng)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)管(guan)(guan)控(kong)(kong),建立(li)目標明確(que)、責任清晰、考核(he)嚴格(ge)、獎懲落實的成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)管(guan)(guan)理(li)(li)(li)責任制。

四(si)、壓縮開(kai)支降(jiang)費(fei)(fei)(fei)用(yong)。要(yao)(yao)大(da)力弘(hong)揚艱苦奮斗、勤儉辦企業(ye)的優(you)(you)良(liang)傳統,從(cong)嚴(yan)(yan)控(kong)制各(ge)項(xiang)費(fei)(fei)(fei)用(yong)性開(kai)支,降(jiang)低期間費(fei)(fei)(fei)用(yong)占(zhan)營業(ye)收(shou)入比重(zhong)。一是嚴(yan)(yan)格費(fei)(fei)(fei)用(yong)支出(chu)預(yu)算管(guan)理(li),優(you)(you)化項(xiang)目、嚴(yan)(yan)控(kong)標(biao)準、嚴(yan)(yan)格審批(pi),各(ge)類(lei)費(fei)(fei)(fei)用(yong)不(bu)得“包干”使(shi)用(yong),堅持無預(yu)算不(bu)支出(chu)。二是開(kai)展費(fei)(fei)(fei)用(yong)支出(chu)清理(li)與(yu)效能(neng)評價,杜絕一切非(fei)必(bi)要(yao)(yao)開(kai)支,對(dui)必(bi)須支出(chu)的要(yao)(yao)控(kong)制支出(chu)規模(mo),嚴(yan)(yan)禁鋪張(zhang)浪費(fei)(fei)(fei)。三是調整優(you)(you)化組織結(jie)構,壓縮管(guan)理(li)層級,強(qiang)化業(ye)務(wu)協同,整合營銷(xiao)資源,優(you)(you)化營銷(xiao)模(mo)式(shi),大(da)力壓降(jiang)運行(xing)費(fei)(fei)(fei)用(yong),向(xiang)管(guan)理(li)要(yao)(yao)效益。四(si)是嚴(yan)(yan)格執行(xing)中(zhong)央“八(ba)項(xiang)規定”要(yao)(yao)求,嚴(yan)(yan)控(kong)差旅費(fei)(fei)(fei)、會議費(fei)(fei)(fei)、業(ye)務(wu)招待費(fei)(fei)(fei)用(yong)等支出(chu),負責人履(lv)職待遇(yu)和(he)業(ye)務(wu)支出(chu)不(bu)得增(zeng)長(chang)。五是嚴(yan)(yan)格規范對(dui)外捐(juan)贈,除搶險救災等突發性專項(xiang)支出(chu)外,效益下(xia)滑企業(ye)捐(juan)贈規模(mo)原則上不(bu)超過上年水平;結(jie)合國家減輕企業(ye)負擔工作部署,堅決(jue)抵制不(bu)合理(li)的收(shou)費(fei)(fei)(fei)、攤(tan)派和(he)贊助行(xing)為。

五、高效融(rong)(rong)(rong)(rong)(rong)通用(yong)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)。要(yao)(yao)(yao)繼續堅持“現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)為王”,深(shen)入推(tui)進資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)精益化管理,合(he)理控制(zhi)債務規模,加(jia)(jia)快(kuai)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)內部(bu)融(rong)(rong)(rong)(rong)(rong)通,努(nu)力降低(di)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)成(cheng)(cheng)(cheng)本。一是(shi)(shi)要(yao)(yao)(yao)嚴格控制(zhi)帶息(xi)(xi)負債規模,優化負債結構,理性評估(gu)財務杠桿邊界,資(zi)(zi)(zi)(zi)(zi)產負債率高的(de)(de)企業(ye)要(yao)(yao)(yao)減量控制(zhi)帶息(xi)(xi)負債,保持穩(wen)健的(de)(de)財務結構。二是(shi)(shi)要(yao)(yao)(yao)努(nu)力降低(di)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)成(cheng)(cheng)(cheng)本,優選融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)對象和(he)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)方式,合(he)理搭配(pei)長(chang)短期、本外幣(bi)、直間接、債股權(quan)等各(ge)種(zhong)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)手(shou)段(duan),探索(suo)嘗試資(zi)(zi)(zi)(zi)(zi)產證券化、產業(ye)基金(jin)(jin)(jin)(jin)(jin)(jin)等創新融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)工(gong)具(ju)(ju),實現(xian)(xian)多渠道低(di)成(cheng)(cheng)(cheng)本融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)。三是(shi)(shi)要(yao)(yao)(yao)加(jia)(jia)強(qiang)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)集(ji)中管理,充分(fen)利用(yong)財務公司(si)、資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)結算中心等平臺,連通境內外資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)池,擴大資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)集(ji)中范圍,提高資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)集(ji)中度,減少(shao)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)沉淀,加(jia)(jia)快(kuai)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)(rong)(rong)通。四是(shi)(shi)要(yao)(yao)(yao)強(qiang)化現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)流(liu)管理,確保資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)及時足額到賬,做到應收(shou)盡(jin)收(shou)、顆粒歸倉,努(nu)力實現(xian)(xian)收(shou)入、效益和(he)凈現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)流(liu)量的(de)(de)同步增長(chang)。五是(shi)(shi)要(yao)(yao)(yao)積極穩(wen)妥利用(yong)金(jin)(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)(rong)(rong)工(gong)具(ju)(ju)套期保值,對沖匯率、利率波動(dong)風(feng)險(xian),嚴禁(jin)投機。六是(shi)(shi)要(yao)(yao)(yao)確保資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)安全,嚴禁(jin)開(kai)展(zhan)各(ge)種(zhong)形式無正常商業(ye)實質的(de)(de)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)性業(ye)務,嚴格大額資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)聯簽和(he)不(bu)相容崗位分(fen)離制(zhi)度,堵塞資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)管理漏洞,嚴禁(jin)設立“小金(jin)(jin)(jin)(jin)(jin)(jin)庫(ku)”,杜(du)絕(jue)違規使用(yong)、挪(nuo)用(yong)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)。

六、效(xiao)益為先配(pei)資(zi)(zi)源(yuan)(yuan)。要(yao)以(yi)效(xiao)益為導向優化(hua)(hua)資(zi)(zi)源(yuan)(yuan)配(pei)置(zhi),通過加快(kuai)實施創(chuang)新(xin)(xin)驅動(dong)發(fa)(fa)(fa)展(zhan)戰(zhan)略,推動(dong)產(chan)業(ye)(ye)(ye)結構升級調(diao)整,夯實發(fa)(fa)(fa)展(zhan)基礎,提升主業(ye)(ye)(ye)競(jing)爭力,實現(xian)有(you)質(zhi)量有(you)效(xiao)益可持續(xu)發(fa)(fa)(fa)展(zhan)。一是集(ji)中資(zi)(zi)源(yuan)(yuan)發(fa)(fa)(fa)展(zhan)核心戰(zhan)略產(chan)業(ye)(ye)(ye)和(he)(he)效(xiao)益貢獻高(gao)(gao)的(de)業(ye)(ye)(ye)務,加快(kuai)發(fa)(fa)(fa)展(zhan)前瞻(zhan)性(xing)(xing)戰(zhan)略性(xing)(xing)產(chan)業(ye)(ye)(ye)和(he)(he)先進制(zhi)造業(ye)(ye)(ye),資(zi)(zi)本性(xing)(xing)支出(chu)要(yao)向回(hui)報(bao)(bao)水平(ping)高(gao)(gao)、盈利能力強的(de)領域(yu)傾斜,收縮退(tui)出(chu)不具備競(jing)爭優勢(shi)的(de)業(ye)(ye)(ye)務領域(yu),堅決(jue)處置(zhi)低端過剩(sheng)產(chan)能,促進產(chan)業(ye)(ye)(ye)從低端向中高(gao)(gao)端水平(ping)邁進。二(er)是集(ji)中資(zi)(zi)源(yuan)(yuan)加大科技投(tou)入和(he)(he)研發(fa)(fa)(fa)力度(du),圍(wei)繞重(zhong)大產(chan)業(ye)(ye)(ye)關鍵共性(xing)(xing)技術、裝備和(he)(he)標準(zhun)研發(fa)(fa)(fa)攻(gong)關,技術投(tou)入比率要(yao)逐(zhu)年提高(gao)(gao),通過原始創(chuang)新(xin)(xin)、集(ji)成(cheng)創(chuang)新(xin)(xin)和(he)(he)引(yin)進消化(hua)(hua)吸收再創(chuang)新(xin)(xin),搶占新(xin)(xin)興產(chan)業(ye)(ye)(ye)和(he)(he)前沿(yan)技術的(de)戰(zhan)略制(zhi)高(gao)(gao)點(dian)(dian)(dian),加快(kuai)科技成(cheng)果的(de)產(chan)業(ye)(ye)(ye)化(hua)(hua)和(he)(he)商(shang)業(ye)(ye)(ye)化(hua)(hua),加速形成(cheng)新(xin)(xin)的(de)盈利增長點(dian)(dian)(dian)。三(san)是堅持以(yi)財務承受能力定規模,以(yi)資(zi)(zi)本回(hui)報(bao)(bao)水平(ping)定項目(mu),效(xiao)益回(hui)報(bao)(bao)高(gao)(gao)的(de)項目(mu)優先安(an)排,沒有(you)達到回(hui)報(bao)(bao)要(yao)求的(de)項目(mu)堅決(jue)不投(tou),債務風險管控重(zhong)點(dian)(dian)(dian)企業(ye)(ye)(ye),不得投(tou)資(zi)(zi)推高(gao)(gao)企業(ye)(ye)(ye)資(zi)(zi)產(chan)負債率的(de)新(xin)(xin)項目(mu)。對鋼鐵、電解鋁、水泥、平(ping)板玻璃(li)、煉化(hua)(hua)等產(chan)能嚴重(zhong)過剩(sheng)行業(ye)(ye)(ye)、無(wu)市場前景的(de)項目(mu)要(yao)暫緩實施,對預期投(tou)產(chan)即虧損的(de)在建(jian)項目(mu)要(yao)放(fang)緩投(tou)資(zi)(zi)節奏并(bing)及時(shi)制(zhi)定有(you)效(xiao)的(de)應(ying)對措施,對預期回(hui)報(bao)(bao)達不到設(she)計水平(ping)的(de)計劃(hua)項目(mu)要(yao)重(zhong)新(xin)(xin)論(lun)證,并(bing)及時(shi)調(diao)整投(tou)資(zi)(zi)計劃(hua)。

七、盤活(huo)存(cun)(cun)量(liang)提(ti)效(xiao)(xiao)(xiao)能。要嚴(yan)格(ge)控(kong)制、清理(li)(li)壓(ya)縮“兩金”占(zhan)用(yong)(yong)規模,加(jia)大內(nei)部資(zi)(zi)源整(zheng)合力(li)度(du),加(jia)快清理(li)(li)低(di)效(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)資(zi)(zi)產,盤活(huo)存(cun)(cun)量(liang)提(ti)升資(zi)(zi)產效(xiao)(xiao)(xiao)能。一是(shi)(shi)從源頭上加(jia)強“兩金”管(guan)控(kong),嚴(yan)格(ge)信用(yong)(yong)管(guan)理(li)(li)、嚴(yan)控(kong)新(xin)增欠(qian)款(kuan)規模,從嚴(yan)核定存(cun)(cun)貨(huo)實物量(liang)和價值(zhi)量(liang)占(zhan)用(yong)(yong)標準(zhun),嚴(yan)防(fang)超額放賬、超量(liang)庫存(cun)(cun)。二是(shi)(shi)全(quan)面清理(li)(li)清收(shou)現有應收(shou)賬款(kuan)和存(cun)(cun)貨(huo),集中催繳以前年度(du)欠(qian)款(kuan),加(jia)快處置(zhi)(zhi)積(ji)(ji)壓(ya)存(cun)(cun)貨(huo),確保應收(shou)賬款(kuan)周轉(zhuan)率、存(cun)(cun)貨(huo)周轉(zhuan)率優(you)于上年。三是(shi)(shi)深化內(nei)部資(zi)(zi)源重組,用(yong)(yong)好近期出(chu)臺的兼(jian)并重組稅收(shou)支持政策(ce),推動相關子企業(ye)整(zheng)合發展(zhan),提(ti)高業(ye)務協同和資(zi)(zi)源使用(yong)(yong)效(xiao)(xiao)(xiao)率。四是(shi)(shi)加(jia)大資(zi)(zi)本運作力(li)度(du),推動資(zi)(zi)產證券(quan)化,用(yong)(yong)好市(shi)值(zhi)管(guan)理(li)(li)手段,盤活(huo)上市(shi)公(gong)司資(zi)(zi)源,實現資(zi)(zi)產價值(zhi)最大化。五是(shi)(shi)強化低(di)效(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)資(zi)(zi)產處置(zhi)(zhi)變現,積(ji)(ji)極處置(zhi)(zhi)長期不分(fen)紅、收(shou)益低(di)、無(wu)戰略安排的投資(zi)(zi),堅(jian)決退出(chu)盈利差、管(guan)控(kong)難(nan)、無(wu)協同優(you)勢的非主(zhu)業(ye)經營業(ye)務,全(quan)面、按時完成國資(zi)(zi)委部署的低(di)效(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)資(zi)(zi)產清理(li)(li)處置(zhi)(zhi)任(ren)務。

八、多(duo)措并(bing)舉治虧(kui)(kui)損(sun)。要(yao)(yao)高度重(zhong)(zhong)視虧(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)(ye)減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)工(gong)作(zuo)(zuo)(zuo),強化“減(jian)虧(kui)(kui)即增效(xiao)(xiao)”的(de)觀念,采取有(you)效(xiao)(xiao)措施實(shi)(shi)現(xian)虧(kui)(kui)損(sun)面和虧(kui)(kui)損(sun)金額雙下降。一是全(quan)面梳理虧(kui)(kui)損(sun)子企(qi)業(ye)(ye)(ye)(ye),深(shen)入分(fen)(fen)析虧(kui)(kui)損(sun)原因,有(you)針對(dui)性地提出(chu)(chu)減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)措施,制定(ding)總體工(gong)作(zuo)(zuo)(zuo)方(fang)(fang)案。對(dui)長期虧(kui)(kui)損(sun)、扭虧(kui)(kui)無(wu)望的(de)企(qi)業(ye)(ye)(ye)(ye),要(yao)(yao)堅決重(zhong)(zhong)組或關停;對(dui)產品無(wu)競(jing)爭優勢、市場前景不(bu)明朗(lang)的(de)虧(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)(ye)要(yao)(yao)果斷轉型;對(dui)無(wu)戰略(lve)安排、與(yu)(yu)主業(ye)(ye)(ye)(ye)發展方(fang)(fang)向不(bu)符的(de)虧(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)(ye)要(yao)(yao)盡(jin)快退出(chu)(chu)。二是根(gen)據(ju)總體工(gong)作(zuo)(zuo)(zuo)方(fang)(fang)案,對(dui)所(suo)屬企(qi)業(ye)(ye)(ye)(ye)一企(qi)一策(ce)逐(zhu)戶制定(ding)年度減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)具體工(gong)作(zuo)(zuo)(zuo)目(mu)標,明確(que)路徑(jing)、措施、方(fang)(fang)法,綜合采取債務重(zhong)(zhong)組、業(ye)(ye)(ye)(ye)務整合、冗員分(fen)(fen)流、強化管理等措施,逐(zhu)步實(shi)(shi)現(xian)虧(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)(ye)改革脫困。三是落(luo)實(shi)(shi)責任,將減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)目(mu)標、措施分(fen)(fen)解(jie)到(dao)人,責任落(luo)實(shi)(shi)到(dao)人,并(bing)作(zuo)(zuo)(zuo)為績效(xiao)(xiao)考核(he)與(yu)(yu)獎(jiang)懲任免的(de)重(zhong)(zhong)要(yao)(yao)依據(ju),對(dui)措施落(luo)實(shi)(shi)不(bu)力、未按(an)計(ji)劃實(shi)(shi)現(xian)減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)目(mu)標的(de),嚴格考核(he)相關責任人。四(si)是做好干部(bu)職工(gong)的(de)思想(xiang)工(gong)作(zuo)(zuo)(zuo),注重(zhong)(zhong)協調,凝聚共識,規范操(cao)作(zuo)(zuo)(zuo),平穩(wen)推進,強化預研預判,加快工(gong)作(zuo)(zuo)(zuo)進度,確(que)保2015年度中(zhong)央企(qi)業(ye)(ye)(ye)(ye)所(suo)屬子企(qi)業(ye)(ye)(ye)(ye)減(jian)虧(kui)(kui)控(kong)(kong)虧(kui)(kui)工(gong)作(zuo)(zuo)(zuo)取得(de)明顯(xian)實(shi)(shi)效(xiao)(xiao)。

各(ge)中央企(qi)業(ye)(ye)要結合本通知精神和(he)要求(qiu),以(yi)(yi)降本為抓手,以(yi)(yi)增(zeng)(zeng)(zeng)效為目(mu)標(biao),以(yi)(yi)提質為重(zhong)點,以(yi)(yi)升級為方(fang)向,對增(zeng)(zeng)(zeng)收(shou)節(jie)支工(gong)作(zuo)(zuo)進(jin)行(xing)周(zhou)密(mi)部署。請各(ge)中央企(qi)業(ye)(ye)于5月15日(ri)前將(jiang)本企(qi)業(ye)(ye)增(zeng)(zeng)(zeng)收(shou)節(jie)支工(gong)作(zuo)(zuo)方(fang)案報(bao)國(guo)資委(wei)備案(同時抄報(bao)派(pai)駐(zhu)本企(qi)業(ye)(ye)監(jian)(jian)事(shi)會(hui));每季度結束(shu)后的(de)10個工(gong)作(zuo)(zuo)日(ri)內將(jiang)本企(qi)業(ye)(ye)增(zeng)(zeng)(zeng)收(shou)節(jie)支工(gong)作(zuo)(zuo)進(jin)展情(qing)況(kuang)(kuang)(kuang)、取得(de)的(de)成效以(yi)(yi)及存在的(de)突(tu)出問題等(deng)情(qing)況(kuang)(kuang)(kuang)專(zhuan)項(xiang)(xiang)報(bao)告國(guo)資委(wei)(同時抄報(bao)派(pai)駐(zhu)本企(qi)業(ye)(ye)監(jian)(jian)事(shi)會(hui))。國(guo)資委(wei)將(jiang)對企(qi)業(ye)(ye)增(zeng)(zeng)(zeng)收(shou)節(jie)支工(gong)作(zuo)(zuo)目(mu)標(biao)的(de)完(wan)成情(qing)況(kuang)(kuang)(kuang)和(he)各(ge)項(xiang)(xiang)措施執(zhi)行(xing)效果(guo)進(jin)行(xing)跟蹤檢查,對有關工(gong)作(zuo)(zuo)進(jin)行(xing)專(zhuan)項(xiang)(xiang)推動,通過(guo)實(shi)地調研、召開推進(jin)會(hui)、交流會(hui)等(deng)多種形式(shi)進(jin)行(xing)督導(dao)。國(guo)資委(wei)將(jiang)建立綜(zong)合評(ping)(ping)價、業(ye)(ye)績(ji)考核、收(shou)入(ru)分(fen)配等(deng)工(gong)作(zuo)(zuo)聯(lian)動機制,研究制定(ding)獎懲政策(ce),將(jiang)穩增(zeng)(zeng)(zeng)長工(gong)作(zuo)(zuo)完(wan)成情(qing)況(kuang)(kuang)(kuang)作(zuo)(zuo)為中央企(qi)業(ye)(ye)領導(dao)班子和(he)領導(dao)人員年度述(shu)職的(de)重(zhong)要內容,納(na)入(ru)綜(zong)合考評(ping)(ping)范圍,對考評(ping)(ping)優秀、穩增(zeng)(zeng)(zeng)長工(gong)作(zuo)(zuo)業(ye)(ye)績(ji)突(tu)出的(de),采取適(shi)當方(fang)式(shi)表揚鼓勵(li);對考評(ping)(ping)較(jiao)差(cha)、業(ye)(ye)績(ji)目(mu)標(biao)完(wan)成不好的(de),將(jiang)加(jia)大提醒、誡(jie)勉(mian)、調整(zheng)力度。
