——在全國國資委系統指導監督工作座談會上的講話

  這次會(hui)(hui)議是在(zai)(zai)全(quan)國(guo)國(guo)資(zi)委(wei)(wei)(wei)系(xi)統(tong)認真學(xue)習貫徹黨(dang)的(de)(de)(de)(de)十(shi)八大和(he)(he)中(zhong)央經(jing)濟工(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議精神的(de)(de)(de)(de)背景(jing)下召(zhao)開(kai)的(de)(de)(de)(de)一次重(zhong)(zhong)要會(hui)(hui)議。會(hui)(hui)議的(de)(de)(de)(de)主要任務(wu)是:貫徹落實黨(dang)的(de)(de)(de)(de)十(shi)八大和(he)(he)中(zhong)央經(jing)濟工(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議精神以及全(quan)國(guo)國(guo)有資(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)工(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議的(de)(de)(de)(de)部署,回(hui)顧總(zong)結一年多來國(guo)資(zi)委(wei)(wei)(wei)系(xi)統(tong)指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)新(xin)進展和(he)(he)新(xin)成(cheng)(cheng)效,研究明確下一階(jie)段指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)重(zhong)(zhong)點(dian)任務(wu)和(he)(he)工(gong)(gong)作(zuo)(zuo)(zuo)要求。國(guo)務(wu)院國(guo)資(zi)委(wei)(wei)(wei)對這次會(hui)(hui)議高度重(zhong)(zhong)視,在(zai)(zai)前不久(jiu)召(zhao)開(kai)的(de)(de)(de)(de)全(quan)國(guo)國(guo)有資(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)工(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議上,國(guo)資(zi)委(wei)(wei)(wei)主任、黨(dang)委(wei)(wei)(wei)書記王勇(yong)同志代表國(guo)資(zi)委(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)充(chong)分肯定了(le)指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)取得的(de)(de)(de)(de)成(cheng)(cheng)效。針(zhen)對本次會(hui)(hui)議,王勇(yong)同志專門就深入開(kai)展指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)和(he)(he)進一步(bu)推動構建(jian)國(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)大格局提出(chu)了(le)明確要求。大家要深刻領會(hui)(hui),認真落實。下面,我講三點(dian)意見。

  一、國資(zi)委(wei)系統指導(dao)監(jian)督工作取(qu)得(de)了新(xin)的(de)進展和成效

  福州會議以來(lai),各級國資委緊(jin)緊(jin)圍(wei)繞(rao)“國資監(jian)管上(shang)新(xin)水平、國企發展上(shang)新(xin)臺階”的(de)“兩新(xin)目標”,牢牢把握“指導、溝通、交(jiao)流、服(fu)務”的(de)指導監(jian)督工(gong)作(zuo)原(yuan)則(ze),勇(yong)于開拓實踐,做(zuo)了大量卓(zhuo)有成效的(de)工(gong)作(zuo)。

  一是指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)組(zu)織領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)明(ming)顯加(jia)強。各級國(guo)(guo)(guo)資委(wei)(wei)重視將指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)擺上重要議事日程。32個省(sheng)(sheng)級國(guo)(guo)(guo)資委(wei)(wei)普遍成(cheng)立了(le)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小組(zu),其中(zhong)20個省(sheng)(sheng)級國(guo)(guo)(guo)資委(wei)(wei)由主(zhu)要領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)擔(dan)任組(zu)長。江(jiang)西、福(fu)建等省(sheng)(sheng)的(de)(de)大部分地(di)市(shi)級國(guo)(guo)(guo)資委(wei)(wei)也成(cheng)立了(le)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小組(zu)。北(bei)京、云南(nan)等省(sheng)(sheng)市(shi)國(guo)(guo)(guo)資委(wei)(wei)領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)班子(zi)全體成(cheng)員集體出席本(ben)地(di)區(qu)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)專(zhuan)題會議。河(he)南(nan)、黑龍(long)江(jiang)、內蒙等地(di)國(guo)(guo)(guo)資委(wei)(wei)建立了(le)委(wei)(wei)領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)定點聯系督(du)導(dao)(dao)(dao)(dao)(dao)制(zhi)度。許多地(di)方國(guo)(guo)(guo)資委(wei)(wei)建立了(le)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)重大問題協調(diao)機(ji)制(zhi)。陜西省(sheng)(sheng)國(guo)(guo)(guo)資委(wei)(wei)主(zhu)要領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)專(zhuan)門赴有關地(di)市(shi),與(yu)市(shi)委(wei)(wei)、市(shi)政府領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)反復溝通協調(diao),使在機(ji)構(gou)改(gai)革中(zhong)被撤銷的(de)(de)地(di)市(shi)國(guo)(guo)(guo)資委(wei)(wei)得以恢復。湖南(nan)省(sheng)(sheng)國(guo)(guo)(guo)資委(wei)(wei)主(zhu)要領(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)積極與(yu)省(sheng)(sheng)編辦(ban)溝通協調(diao),確保(bao)市(shi)州國(guo)(guo)(guo)資委(wei)(wei)在機(ji)構(gou)改(gai)革中(zhong)“直(zhi)屬特(te)設機(ji)構(gou)性質不(bu)改(gai)變,人員編制(zhi)不(bu)減少,職能(neng)配置不(bu)弱化”。

  二(er)是指(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)規(gui)(gui)劃(hua)(hua)逐步(bu)落實。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)(zi)委(wei)連續三(san)年印發了年度指(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)計(ji)(ji)劃(hua)(hua),2012年將(jiang)計(ji)(ji)劃(hua)(hua)具(ju)體(ti)(ti)(ti)分(fen)解細(xi)化為(wei)39項工(gong)(gong)(gong)作(zuo)(zuo)。北京、天(tian)津、四川(chuan)等許多省(sheng)(sheng)級國(guo)(guo)資(zi)(zi)委(wei)重(zhong)(zhong)視制訂(ding)(ding)本地(di)區指(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)長遠規(gui)(gui)劃(hua)(hua)和(he)年度計(ji)(ji)劃(hua)(hua),明(ming)確總體(ti)(ti)(ti)思路和(he)重(zhong)(zhong)點(dian)(dian)任務。遼寧、云南、貴州(zhou)等省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)還(huan)將(jiang)完善國(guo)(guo)有資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)(ti)制、推(tui)(tui)動經營性國(guo)(guo)有資(zi)(zi)產(chan)集中統一(yi)監(jian)管(guan)(guan)等指(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)任務,寫入了地(di)方“十二(er)五”規(gui)(gui)劃(hua)(hua)綱要或政府工(gong)(gong)(gong)作(zuo)(zuo)報告。不少地(di)方國(guo)(guo)資(zi)(zi)委(wei)進(jin)一(yi)步(bu)明(ming)確指(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)的重(zhong)(zhong)點(dian)(dian)和(he)步(bu)驟。湖北省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)提出2012年要重(zhong)(zhong)點(dian)(dian)“健全組織機(ji)構(gou)體(ti)(ti)(ti)系、健全指(zhi)導(dao)(dao)監(jian)督(du)體(ti)(ti)(ti)系、健全基礎(chu)管(guan)(guan)理(li)體(ti)(ti)(ti)系、健全全覆蓋(gai)體(ti)(ti)(ti)系”。陜西(xi)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)擬訂(ding)(ding)了“確保(bao)機(ji)構(gou)、完成單設(she)、實現特設(she)”的“三(san)步(bu)走”計(ji)(ji)劃(hua)(hua),指(zhi)導(dao)(dao)推(tui)(tui)動地(di)市級國(guo)(guo)資(zi)(zi)委(wei)機(ji)構(gou)建設(she)。

  三(san)是指(zhi)導監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)息渠道進一(yi)步暢(chang)通(tong)。各(ge)級國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)加大指(zhi)導監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)息交(jiao)(jiao)流力度。國(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)辦公廳在《國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)工(gong)(gong)作(zuo)(zuo)(zuo)交(jiao)(jiao)流》中編(bian)發地方(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)專題,約請各(ge)省(sheng)級國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主要負(fu)責同(tong)志(zhi)介(jie)紹(shao)本地特(te)色做(zuo)(zuo)法;監(jian)(jian)事會(hui)工(gong)(gong)作(zuo)(zuo)(zuo)局通(tong)過(guo)《國(guo)(guo)(guo)企監(jian)(jian)事會(hui)工(gong)(gong)作(zuo)(zuo)(zuo)》雜志(zhi),逐省(sheng)(市、區(qu))介(jie)紹(shao)深化(hua)監(jian)(jian)事會(hui)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)經驗和成效;法規局繼續編(bian)發地方(fang)工(gong)(gong)作(zuo)(zuo)(zuo)簡報(bao),并在委(wei)(wei)(wei)(wei)機(ji)(ji)關網站(zhan)上開辟了(le)專欄(lan)。天津、江(jiang)蘇、重慶(qing)、甘(gan)肅等地國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)創辦了(le)指(zhi)導監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)簡報(bao)、刊物(wu)、網站(zhan)專欄(lan),搭建了(le)工(gong)(gong)作(zuo)(zuo)(zuo)交(jiao)(jiao)流平臺(tai)。國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系統(tong)還利(li)用網絡平臺(tai)提高指(zhi)導監(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)息化(hua)水(shui)平。國(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)評(ping)價局建立了(le)地方(fang)國(guo)(guo)(guo)有企業、國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系統(tong)監(jian)(jian)管(guan)(guan)企業和國(guo)(guo)(guo)有上市公司的(de)數據(ju)庫;產(chan)權局建立了(le)覆蓋(gai)全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機(ji)(ji)構(gou)的(de)產(chan)權登記、產(chan)權交(jiao)(jiao)易等產(chan)權管(guan)(guan)理(li)信(xin)息系統(tong);收益局建立了(le)國(guo)(guo)(guo)有資(zi)(zi)(zi)本經營預算工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)息系統(tong)。浙江(jiang)省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)構(gou)建了(le)覆蓋(gai)全省(sheng)的(de)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)息網絡平臺(tai),做(zuo)(zuo)到“共享監(jian)(jian)管(guan)(guan)資(zi)(zi)(zi)源、凝聚(ju)監(jian)(jian)管(guan)(guan)合力”。

  四(si)是指(zhi)(zhi)導監督工(gong)(gong)作(zuo)途(tu)徑方法不斷豐富。國(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)宣(xuan)傳局聯合上海、廣東、江西等省(sheng)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei),共同(tong)舉辦“中央(yang)企業(ye)先(xian)進精神巡回(hui)報告會”;紀委(wei)(wei)監察(cha)局邀請全(quan)國(guo)(guo)(guo)(guo)(guo)省(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)加入(ru)(ru)中央(yang)企業(ye)懲防體系建設促(cu)進組(zu)(zu)。浙江、江蘇等省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)主動爭取省(sheng)政府轉發(fa)了加強縣(xian)(xian)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)工(gong)(gong)作(zuo)的(de)(de)意見,為指(zhi)(zhi)導縣(xian)(xian)級(ji)(ji)經營性(xing)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產實現“全(quan)覆蓋(gai)、全(quan)過程、全(quan)方位”監管(guan)(guan)提供了政策依(yi)據。廣西自(zi)治(zhi)區國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)組(zu)(zu)織開展了對(dui)地市(shi)(shi)(shi)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)建章立(li)制、執行政策法規制度情況的(de)(de)集中檢查。一年多來(lai),不少地方國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)積極探索(suo)建立(li)指(zhi)(zhi)導監督工(gong)(gong)作(zuo)聯系點(dian)制度。湖北省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)選擇(ze)13個縣(xian)(xian)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei),河(he)南(nan)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)選擇(ze)10個省(sheng)直管(guan)(guan)試點(dian)縣(xian)(xian),深入(ru)(ru)推廣“建設大(da)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)、打(da)造大(da)平(ping)臺、配置大(da)資(zi)(zi)(zi)(zi)(zi)源”的(de)(de)經驗(yan)。一些省(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)還嘗(chang)試建立(li)對(dui)下級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)考(kao)(kao)核(he)評價機制。山東、江西等省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)把體制完(wan)善、國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)等專項(xiang)工(gong)(gong)作(zuo)作(zuo)為主要指(zhi)(zhi)標,組(zu)(zu)織開展了對(dui)地市(shi)(shi)(shi)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)考(kao)(kao)核(he)評價。云(yun)南(nan)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)報請省(sheng)委(wei)(wei)、省(sheng)政府同(tong)意,將16個州(zhou)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)工(gong)(gong)作(zuo)納入(ru)(ru)當(dang)地政府業(ye)績考(kao)(kao)核(he)范疇。

  總體來看,經(jing)過國(guo)資(zi)委(wei)系統一年多的共(gong)同努力,全國(guo)指導(dao)監(jian)督工作取得了(le)新(xin)的進(jin)展和成效。突出表現在:

  經營(ying)性(xing)國有資產(chan)集中(zhong)統一監(jian)管(guan)邁(mai)出新步伐。根據27個省級國資委(wei)的(de)(de)統計數據,2011年與2010年相比(bi),14個省級國資委(wei)的(de)(de)監(jian)管(guan)覆(fu)蓋(gai)面有所(suo)擴(kuo)大,湖北、海(hai)(hai)南等(deng)(deng)(deng)地監(jian)管(guan)覆(fu)蓋(gai)面擴(kuo)大了(le)(le)5個百分(fen)點以上。繼(ji)4個直轄市實現監(jian)管(guan)全覆(fu)蓋(gai)之后,山東、河(he)北、江蘇(su)、寧夏(xia)、青島(dao)等(deng)(deng)(deng)近20個省市國資委(wei)的(de)(de)監(jian)管(guan)覆(fu)蓋(gai)面超過或接(jie)近90%。長沙(sha)、鄭(zheng)州、聊城等(deng)(deng)(deng)市實現了(le)(le)全覆(fu)蓋(gai)監(jian)管(guan)。上海(hai)(hai)、廣州等(deng)(deng)(deng)經濟發(fa)達地區(qu)的(de)(de)大部(bu)分(fen)區(qu)縣也基(ji)本實現了(le)(le)經營(ying)性(xing)國有資產(chan)集中(zhong)統一監(jian)管(guan)。特定行業(ye)(ye)和領域(yu)經營(ying)性(xing)國有資產(chan)集中(zhong)統一監(jian)管(guan)取(qu)得一定突破。廣西、內(nei)蒙古、昆(kun)明、沈(shen)陽等(deng)(deng)(deng)地國資委(wei)將(jiang)金(jin)融企(qi)業(ye)(ye)納入(ru)監(jian)管(guan)范(fan)(fan)圍,深圳等(deng)(deng)(deng)地國資委(wei)將(jiang)文化、科技企(qi)業(ye)(ye)納入(ru)監(jian)管(guan)范(fan)(fan)圍,陜西省國資委(wei)將(jiang)事業(ye)(ye)單位改(gai)制企(qi)業(ye)(ye)納入(ru)監(jian)管(guan)范(fan)(fan)圍。

  地(di)市和縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)體制(zhi)出現積極(ji)變化。前幾(ji)年(nian)比較嚴重的(de)地(di)市級(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)被撤并(bing)或行(xing)政化現象得(de)到(dao)有(you)效緩解。湖(hu)南(nan)、廣西、浙江(jiang)(jiang)等(deng)省全部地(di)市單(dan)獨設立(li)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),并(bing)保持直屬(shu)特(te)設機(ji)(ji)(ji)構(gou)性(xing)質(zhi)。四川省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)指導推動(dong)20個市州單(dan)獨組建國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)。廣東、云南(nan)、江(jiang)(jiang)西等(deng)省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)指導推動(dong)地(di)市級(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)(ji)(ji)構(gou)建設,使有(you)的(de)地(di)市新設了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),有(you)的(de)恢復了(le)(le)被撤并(bing)的(de)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),有(you)的(de)重新明(ming)確了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)直屬(shu)特(te)設機(ji)(ji)(ji)構(gou)性(xing)質(zhi)。從縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)情(qing)況看,責任主體加快落(luo)實(shi)。安徽、江(jiang)(jiang)西等(deng)省90%左右的(de)區(qu)(qu)縣(xian)確定(ding)了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)(ji)(ji)構(gou)。湖(hu)北98%的(de)區(qu)(qu)縣(xian)明(ming)確了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)責任主體,其中(zhong)有(you)的(de)作為(wei)縣(xian)級(ji)(ji)(ji)政府(fu)直屬(shu)特(te)設機(ji)(ji)(ji)構(gou)。海(hai)南(nan)等(deng)不少地(di)方(fang)也有(you)一(yi)些區(qu)(qu)縣(xian)新設立(li)了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)。深圳在大(da)部門(men)制(zhi)改革(ge)、機(ji)(ji)(ji)構(gou)大(da)幅精簡(jian)的(de)背景下(xia),穩固(gu)了(le)(le)各(ge)區(qu)(qu)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)設置。在地(di)市和縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)責任主體加快明(ming)確的(de)同時,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)(ji)(ji)構(gou)的(de)職責也隨之(zhi)得(de)到(dao)調整充實(shi)。陜西省不少地(di)市政府(fu)公布了(le)(le)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)監管(guan)(guan)企業名單(dan)。大(da)連、廈門(men)、煙臺、珠海(hai)等(deng)地(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)比較完整地(di)落(luo)實(shi)了(le)(le)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)收益(yi)職責。許(xu)多縣(xian)級(ji)(ji)(ji)政府(fu)將(jiang)自然資(zi)(zi)(zi)(zi)(zi)(zi)源類資(zi)(zi)(zi)(zi)(zi)(zi)產明(ming)確交由(you)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)(ji)(ji)構(gou)管(guan)(guan)理。

  地(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產監(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)普(pu)遍(bian)深化。河(he)北等地(di)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)通(tong)過指導監(jian)督(du)工(gong)作(zuo)的開(kai)展(zhan),切實(shi)加(jia)強(qiang)(qiang)本(ben)地(di)區國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)系統建(jian)(jian)設,突出“管(guan)(guan)(guan)(guan)戰略、明主業(ye)(ye)、定規(gui)(gui)(gui)劃、嚴考核”的監(jian)管(guan)(guan)(guan)(guan)重點,完善了(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產監(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)閉(bi)環鏈條。許多地(di)方(fang)(fang)重視(shi)通(tong)過政策法規(gui)(gui)(gui)加(jia)強(qiang)(qiang)指導監(jian)督(du)工(gong)作(zuo)。西藏自治區國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)制定了(le)(le)監(jian)管(guan)(guan)(guan)(guan)企業(ye)(ye)重大(da)事項核準(zhun)備案(an)目錄。天津、山東等地(di)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)健全(quan)(quan)了(le)(le)重要(yao)子企業(ye)(ye)和(he)境外(wai)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產監(jian)管(guan)(guan)(guan)(guan)制度,使國(guo)(guo)(guo)(guo)(guo)(guo)資監(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)更為規(gui)(gui)(gui)范(fan)。湖南、寧(ning)夏(xia)、新疆兵團等地(di)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)借鑒國(guo)(guo)(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)做法,加(jia)快(kuai)了(le)(le)規(gui)(gui)(gui)范(fan)董事會建(jian)(jian)設。隨著指導監(jian)督(du)工(gong)作(zuo)的全(quan)(quan)面(mian)展(zhan)開(kai),各地(di)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資產監(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)的針(zhen)對(dui)性和(he)有(you)(you)效(xiao)性也得到增強(qiang)(qiang)。江(jiang)蘇省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)堅持推(tui)動企業(ye)(ye)做強(qiang)(qiang)主業(ye)(ye),連續4年對(dui)不(bu)符合國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資本(ben)發展(zhan)方(fang)(fang)向(xiang)、不(bu)屬于(yu)企業(ye)(ye)主業(ye)(ye)的資產進行清理(li)整(zheng)合退出。吉林、內蒙古、青海、青島(dao)、寧(ning)波等地(di)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)在全(quan)(quan)系統強(qiang)(qiang)調(diao)(diao)(diao)依(yi)托(tuo)和(he)挖掘地(di)方(fang)(fang)資源(yuan)、品牌(pai)優勢(shi),加(jia)大(da)促進地(di)方(fang)(fang)特(te)色(se)產業(ye)(ye)和(he)優勢(shi)企業(ye)(ye)轉型升級。山東省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資委(wei)積極(ji)指導推(tui)動監(jian)管(guan)(guan)(guan)(guan)企業(ye)(ye)重組調(diao)(diao)(diao)整(zheng),通(tong)過重組調(diao)(diao)(diao)整(zheng)加(jia)快(kuai)實(shi)現“資本(ben)調(diao)(diao)(diao)優、規(gui)(gui)(gui)模(mo)調(diao)(diao)(diao)大(da)、主業(ye)(ye)調(diao)(diao)(diao)精(jing)、整(zheng)體調(diao)(diao)(diao)強(qiang)(qiang)”的戰略目標。

  回顧國(guo)資(zi)(zi)委系統開展指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)的三(san)(san)年(nian)實(shi)踐(jian),在各級國(guo)資(zi)(zi)委的努力下,實(shi)現(xian)了(le)(le)五個推(tui)(tui)動(dong)(dong):一(yi)(yi)是推(tui)(tui)動(dong)(dong)了(le)(le)地(di)方(fang)國(guo)有(you)資(zi)(zi)產監(jian)管體(ti)制(zhi)的完善;二是推(tui)(tui)動(dong)(dong)了(le)(le)地(di)方(fang)國(guo)資(zi)(zi)委依法履行出資(zi)(zi)人(ren)職責;三(san)(san)是推(tui)(tui)動(dong)(dong)了(le)(le)國(guo)資(zi)(zi)監(jian)管大格局的形成(cheng);四是推(tui)(tui)動(dong)(dong)了(le)(le)地(di)方(fang)做(zuo)強做(zuo)優(you)優(you)勢特色(se)企業(ye);五是推(tui)(tui)動(dong)(dong)了(le)(le)地(di)方(fang)國(guo)資(zi)(zi)監(jian)管工(gong)作(zuo)(zuo)(zuo)隊伍素質的提升(sheng)。在充分(fen)肯定成(cheng)績的同時,我們也(ye)要清醒地(di)認識到,當前(qian)指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)仍然存(cun)在一(yi)(yi)些不(bu)容忽視的薄弱(ruo)環節和問(wen)(wen)題(ti)。比(bi)如,國(guo)資(zi)(zi)委系統指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)進展明顯不(bu)平衡(heng),少數地(di)方(fang)開展指(zhi)(zhi)導(dao)(dao)監(jian)督(du)存(cun)在畏難情緒(xu),工(gong)作(zuo)(zuo)(zuo)力度不(bu)夠;有(you)的地(di)方(fang)國(guo)資(zi)(zi)委在指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)中重(zhong)點不(bu)突出,工(gong)作(zuo)(zuo)(zuo)措(cuo)施流于形式,針對性(xing)不(bu)強;還有(you)的地(di)方(fang)國(guo)資(zi)(zi)委綜合指(zhi)(zhi)導(dao)(dao)與專業(ye)指(zhi)(zhi)導(dao)(dao)相(xiang)互脫節,未(wei)能形成(cheng)指(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)的合力。這些問(wen)(wen)題(ti)需要我們在下一(yi)(yi)步工(gong)作(zuo)(zuo)(zuo)中認真加以解決(jue)。

  二(er)、深入(ru)推(tui)進指導監督工(gong)作的重點任務

  黨的(de)(de)(de)十(shi)八大和中央經濟工(gong)(gong)作(zuo)(zuo)會議(yi)(yi)明(ming)確(que)強(qiang)調(diao),要(yao)毫不動搖(yao)鞏固和發展公有(you)(you)(you)(you)制(zhi)經濟,深化(hua)國(guo)(guo)有(you)(you)(you)(you)企業(ye)改革,完善各類國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)管理(li)體(ti)制(zhi),不斷增強(qiang)國(guo)(guo)有(you)(you)(you)(you)經濟的(de)(de)(de)活力(li)、控制(zhi)力(li)、影響(xiang)力(li)。這既是(shi)對黨的(de)(de)(de)十(shi)六大以(yi)(yi)來國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)管理(li)體(ti)制(zhi)改革成效的(de)(de)(de)充分肯定,也為我(wo)們進一步加(jia)強(qiang)指(zhi)導監(jian)督工(gong)(gong)作(zuo)(zuo)指(zhi)明(ming)了(le)方向。剛(gang)剛(gang)閉幕的(de)(de)(de)全國(guo)(guo)國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)督管理(li)工(gong)(gong)作(zuo)(zuo)會議(yi)(yi)深入分析了(le)當(dang)前(qian)經濟形勢,明(ming)確(que)了(le)今年(nian)國(guo)(guo)資監(jian)管工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)總體(ti)要(yao)求(qiu)和主要(yao)任(ren)務(wu)。我(wo)們要(yao)深刻領會并(bing)認真貫徹黨的(de)(de)(de)十(shi)八大、中央經濟工(gong)(gong)作(zuo)(zuo)會議(yi)(yi)和全國(guo)(guo)國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)督管理(li)工(gong)(gong)作(zuo)(zuo)會議(yi)(yi)精神,適應(ying)新(xin)形勢新(xin)任(ren)務(wu)新(xin)要(yao)求(qiu),在深入推進指(zhi)導監(jian)督工(gong)(gong)作(zuo)(zuo)中,以(yi)(yi)加(jia)快完善國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)管理(li)體(ti)制(zhi)為核心任(ren)務(wu),堅持國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)管理(li)體(ti)制(zhi)改革的(de)(de)(de)正(zheng)確(que)方向,立足提(ti)高(gao)國(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管工(gong)(gong)作(zuo)(zuo)水平,繼續(xu)開創指(zhi)導監(jian)督工(gong)(gong)作(zuo)(zuo)新(xin)局(ju)面。今年(nian)指(zhi)導監(jian)督工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)重點任(ren)務(wu)是(shi):

  (一)繼續完善國資委(wei)的機構(gou)性質和職(zhi)能定(ding)位(wei)。

  (二)進一(yi)步完善(shan)企(qi)業(ye)國有(you)資產監管法規制度(du)體系。

  健全企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)法(fa)(fa)(fa)規(gui)制度(du)(du)(du)體(ti)(ti)系,是推(tui)動完(wan)善(shan)新體(ti)(ti)制的(de)(de)重(zhong)要(yao)抓(zhua)手(shou)。黨的(de)(de)十(shi)八大報(bao)告強調(diao)指(zhi)出(chu),“要(yao)把(ba)制度(du)(du)(du)建(jian)設(she)(she)擺(bai)在(zai)突出(chu)位置”,“構建(jian)系統完(wan)備、科學規(gui)范、運(yun)行有(you)(you)效的(de)(de)制度(du)(du)(du)體(ti)(ti)系,使各方面(mian)制度(du)(du)(du)更(geng)(geng)加成熟(shu)更(geng)(geng)加定型。”這(zhe)說明,要(yao)完(wan)善(shan)國(guo)(guo)資(zi)監(jian)管(guan)(guan)體(ti)(ti)制,應當更(geng)(geng)加重(zhong)視法(fa)(fa)(fa)規(gui)制度(du)(du)(du)建(jian)設(she)(she)。近十(shi)年來,經過國(guo)(guo)資(zi)委(wei)系統的(de)(de)共同努力(li),在(zai)立法(fa)(fa)(fa)機關(guan)支持下,以(yi)《企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)法(fa)(fa)(fa)》為龍頭,以(yi)《企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)督管(guan)(guan)理暫行條例》為基礎,以(yi)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)規(gui)章、規(gui)范性文件為主要(yao)內容的(de)(de)企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)法(fa)(fa)(fa)規(gui)制度(du)(du)(du)體(ti)(ti)系已經基本形成。下一步(bu)在(zai)深(shen)入開展指(zhi)導監(jian)督工作中(zhong),要(yao)適應完(wan)善(shan)新體(ti)(ti)制的(de)(de)需要(yao),更(geng)(geng)加注重(zhong)總結監(jian)管(guan)(guan)體(ti)(ti)制改(gai)革的(de)(de)經驗,并將經驗上升為制度(du)(du)(du)。要(yao)學習湖北(bei)、山(shan)東(dong)等省的(de)(de)好做法(fa)(fa)(fa),加快推(tui)動各地抓(zhua)緊出(chu)臺地方企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)條例,不斷(duan)探索健全國(guo)(guo)資(zi)監(jian)管(guan)(guan)各種(zhong)制度(du)(du)(du)規(gui)范。要(yao)適時組織(zhi)對現有(you)(you)國(guo)(guo)資(zi)監(jian)管(guan)(guan)規(gui)章、規(gui)范性文件的(de)(de)清(qing)理,明確“立、改(gai)、廢”的(de)(de)要(yao)求,努力(li)為各級國(guo)(guo)資(zi)委(wei)行權履(lv)責提(ti)供成熟(shu)完(wan)備的(de)(de)制度(du)(du)(du)依據。

  (三)不(bu)斷完善國資監管組織體系(xi)和(he)工作體系(xi)。

  推(tui)動(dong)完善國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管組織體系(xi)(xi)和(he)(he)工(gong)(gong)(gong)作(zuo)體系(xi)(xi),是開展指導監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的(de)一項基本內容。要(yao)繼續推(tui)動(dong)地市單(dan)獨設立國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管機構。沒有設立國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管機構的(de)地市,要(yao)力爭通過三年努力全(quan)(quan)部(bu)予以設立。縣級國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管要(yao)全(quan)(quan)面實現明(ming)確責任主(zhu)體,并(bing)推(tui)動(dong)國(guo)(guo)(guo)(guo)(guo)有資產(chan)數(shu)量較(jiao)大、具(ju)備條件(jian)的(de)縣設立國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管機構。要(yao)繼續深(shen)入探索國(guo)(guo)(guo)(guo)(guo)有資產(chan)監(jian)(jian)管工(gong)(gong)(gong)作(zuo)規(gui)律,鼓(gu)勵(li)從各(ge)地實際情(qing)況出發,針對當前(qian)國(guo)(guo)(guo)(guo)(guo)資委行權履責存在的(de)突(tu)(tu)出矛盾和(he)(he)問題,突(tu)(tu)出國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管工(gong)(gong)(gong)作(zuo)重點(dian)。要(yao)進一步充實完善以主(zhu)業核定、業績考核、薪酬(chou)分配、企業領導人(ren)員任免和(he)(he)財務評價、產(chan)權管理、監(jian)(jian)事會監(jian)(jian)督、風險管控(kong)為主(zhu)線的(de)國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管工(gong)(gong)(gong)作(zuo)閉環,加快(kuai)健全(quan)(quan)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)統一的(de)企業國(guo)(guo)(guo)(guo)(guo)有資產(chan)基礎管理工(gong)(gong)(gong)作(zuo)體系(xi)(xi),大力提高國(guo)(guo)(guo)(guo)(guo)資基礎管理工(gong)(gong)(gong)作(zuo)水平,不斷增強國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管工(gong)(gong)(gong)作(zuo)效率。

  (四)積極推進經營性國有資產(chan)集(ji)中(zhong)統(tong)一監管。

  推進經(jing)營(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產集中統一監(jian)(jian)(jian)管(guan),是在市場經(jing)濟條件下實現更(geng)大范圍、更(geng)高(gao)層次、更(geng)廣(guang)領(ling)域(yu)(yu)優化(hua)配置國(guo)(guo)有(you)(you)資(zi)(zi)(zi)源(yuan)的(de)客(ke)觀(guan)需要(yao),也是更(geng)好地遵循市場經(jing)濟規律(lv)和企業(ye)發展(zhan)規律(lv)的(de)必然要(yao)求(qiu)。當前(qian),要(yao)密(mi)切關注特定行(xing)業(ye)和領(ling)域(yu)(yu)新(xin)一輪(lun)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體制(zhi)改(gai)革(ge)情(qing)況,盡可(ke)能(neng)避(bi)免對(dui)現行(xing)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)體制(zhi)產生負面影響。要(yao)繼(ji)續探索(suo)對(dui)地方金(jin)融、文化(hua)、自然資(zi)(zi)(zi)源(yuan)等領(ling)域(yu)(yu)經(jing)營(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產的(de)監(jian)(jian)(jian)管(guan),按照政(zheng)企分開(kai)、政(zheng)資(zi)(zi)(zi)分開(kai)原則,積極主(zhu)動向(xiang)地方黨委、政(zheng)府提出有(you)(you)關改(gai)革(ge)的(de)意見、建議,做好與(yu)有(you)(you)關部門的(de)溝通協調(diao),不斷健(jian)全國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產出資(zi)(zi)(zi)人制(zhi)度,防止(zhi)出現“多龍(long)治資(zi)(zi)(zi)”、條塊分割的(de)格(ge)局。要(yao)以維護、鞏固、完善新(xin)體制(zhi)為(wei)目標(biao),審慎探索(suo)直接持股、股權代(dai)持、委托監(jian)(jian)(jian)管(guan)等形式,不斷創(chuang)新(xin)國(guo)(guo)資(zi)(zi)(zi)委行(xing)權履責、加強監(jian)(jian)(jian)管(guan)的(de)有(you)(you)效途徑和方式。

  (五)著(zhu)力打(da)造地方國有優勢特色企業。

  積(ji)極(ji)(ji)推動(dong)打(da)造(zao)(zao)地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye),既有(you)(you)利(li)于(yu)發揮地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)經濟(ji)(ji)的(de)(de)(de)主導(dao)作用,也有(you)(you)利(li)于(yu)筑(zhu)牢(lao)實體經濟(ji)(ji)這個堅(jian)實基礎。因此(ci),深入(ru)開(kai)展(zhan)指導(dao)監(jian)督工作,應當(dang)(dang)在(zai)(zai)推動(dong)打(da)造(zao)(zao)地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye)上下(xia)更大功夫。要(yao)緊密結(jie)合本地(di)(di)(di)(di)(di)區(qu)發展(zhan)規(gui)(gui)劃,立(li)足當(dang)(dang)地(di)(di)(di)(di)(di)自(zi)然條件(jian)、區(qu)位特(te)(te)點、資(zi)源狀況和(he)(he)(he)產(chan)業(ye)(ye)(ye)基礎,深入(ru)論證并找準(zhun)本地(di)(di)(di)(di)(di)區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)發展(zhan)方(fang)(fang)向。要(yao)指導(dao)監(jian)管企(qi)(qi)(qi)業(ye)(ye)(ye)加快轉型(xing)升級,調整產(chan)業(ye)(ye)(ye)結(jie)構(gou)、推進(jin)(jin)自(zi)主創新(xin)、優(you)(you)化內(nei)部資(zi)源配置、實施(shi)企(qi)(qi)(qi)業(ye)(ye)(ye)重組整合和(he)(he)(he)推進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)化經營(ying)(ying),進(jin)(jin)一(yi)(yi)步(bu)轉變(bian)發展(zhan)方(fang)(fang)式(shi),從而打(da)造(zao)(zao)一(yi)(yi)批(pi)具有(you)(you)競爭力和(he)(he)(he)影響力的(de)(de)(de)地(di)(di)(di)(di)(di)方(fang)(fang)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye)。要(yao)將培育知名品(pin)(pin)牌作為打(da)造(zao)(zao)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)重要(yao)抓手,注意指導(dao)監(jian)管企(qi)(qi)(qi)業(ye)(ye)(ye)制定(ding)實施(shi)品(pin)(pin)牌戰略,在(zai)(zai)深入(ru)挖掘傳(chuan)統特(te)(te)色(se)(se)(se)品(pin)(pin)牌資(zi)源、鞏固擴(kuo)大其影響力的(de)(de)(de)基礎上,結(jie)合市場(chang)和(he)(he)(he)企(qi)(qi)(qi)業(ye)(ye)(ye)產(chan)品(pin)(pin)結(jie)構(gou)發展(zhan)變(bian)化,積(ji)極(ji)(ji)培育新(xin)品(pin)(pin)牌。要(yao)通過打(da)造(zao)(zao)地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye),更好地(di)(di)(di)(di)(di)發揮地(di)(di)(di)(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)經濟(ji)(ji)引(yin)領、輻射和(he)(he)(he)帶動(dong)作用,努力實現“培育一(yi)(yi)個龍頭(tou)企(qi)(qi)(qi)業(ye)(ye)(ye),形成(cheng)一(yi)(yi)個優(you)(you)勢(shi)產(chan)業(ye)(ye)(ye),帶動(dong)一(yi)(yi)方(fang)(fang)經濟(ji)(ji)發展(zhan)”。在(zai)(zai)打(da)造(zao)(zao)地(di)(di)(di)(di)(di)方(fang)(fang)優(you)(you)勢(shi)特(te)(te)色(se)(se)(se)企(qi)(qi)(qi)業(ye)(ye)(ye)中(zhong),還要(yao)特(te)(te)別關注地(di)(di)(di)(di)(di)方(fang)(fang)融資(zi)平(ping)臺公司風險防(fang)(fang)范問題(ti),要(yao)結(jie)合新(xin)形勢(shi),進(jin)(jin)一(yi)(yi)步(bu)指導(dao)下(xia)級國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)密切(qie)關注系統內(nei)融資(zi)平(ping)臺公司的(de)(de)(de)運行,加強對其經營(ying)(ying)模式(shi)、治理結(jie)構(gou)、融資(zi)規(gui)(gui)模和(he)(he)(he)償債能力的(de)(de)(de)跟蹤監(jian)管。前一(yi)(yi)階段(duan),一(yi)(yi)些(xie)地(di)(di)(di)(di)(di)方(fang)(fang)推進(jin)(jin)融資(zi)平(ping)臺公司適時(shi)轉型(xing)并有(you)(you)效(xiao)加強運營(ying)(ying)風險防(fang)(fang)控,這一(yi)(yi)做法值得各地(di)(di)(di)(di)(di)學習借鑒。

  (六)深入構建國資監管大格局(ju)。

  在國(guo)(guo)資(zi)(zi)(zi)(zi)委系(xi)統(tong)推動構(gou)建國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)格(ge)局(ju)(ju),是(shi)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)(zi)委作(zuo)出(chu)的(de)(de)(de)(de)(de)一(yi)項(xiang)重要(yao)(yao)(yao)戰略部(bu)(bu)署。一(yi)年(nian)多來,各地(di)(di)(di)(di)在推動構(gou)建國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)格(ge)局(ju)(ju)方面,取得了良好(hao)(hao)效果。下(xia)一(yi)步,要(yao)(yao)(yao)突出(chu)抓好(hao)(hao)“三(san)個著(zhu)力(li)(li)”:一(yi)是(shi)著(zhu)力(li)(li)推動本地(di)(di)(di)(di)區國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)的(de)(de)(de)(de)(de)集中優化(hua)配(pei)置(zhi)。要(yao)(yao)(yao)把本地(di)(di)(di)(di)區的(de)(de)(de)(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)和(he)(he)中央企(qi)(qi)業(ye)、兄(xiong)弟(di)省(sheng)市在本地(di)(di)(di)(di)區的(de)(de)(de)(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)放在一(yi)個大(da)平臺上(shang)進行優化(hua)配(pei)置(zhi),使這些國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)在本地(di)(di)(di)(di)區形成更大(da)的(de)(de)(de)(de)(de)競爭優勢。二是(shi)著(zhu)力(li)(li)深化(hua)央地(di)(di)(di)(di)合(he)(he)(he)作(zuo)和(he)(he)區域合(he)(he)(he)作(zuo)。要(yao)(yao)(yao)注意完(wan)善央地(di)(di)(di)(di)合(he)(he)(he)作(zuo)的(de)(de)(de)(de)(de)協(xie)調(diao)機制,以出(chu)資(zi)(zi)(zi)(zi)關(guan)(guan)系(xi)為基礎,充分尊重市場規律(lv),深入(ru)做(zuo)好(hao)(hao)合(he)(he)(he)作(zuo)項(xiang)目的(de)(de)(de)(de)(de)研究論證,避免重復建設和(he)(he)資(zi)(zi)(zi)(zi)源浪(lang)費(fei),不搞“拉郎配(pei)”。要(yao)(yao)(yao)正(zheng)確處理(li)(li)好(hao)(hao)“借(jie)梯上(shang)樓”與自我(wo)發(fa)展的(de)(de)(de)(de)(de)關(guan)(guan)系(xi),把引入(ru)外部(bu)(bu)資(zi)(zi)(zi)(zi)源與做(zuo)強做(zuo)優本地(di)(di)(di)(di)企(qi)(qi)業(ye)有(you)(you)機結合(he)(he)(he)起來。三(san)是(shi)著(zhu)力(li)(li)創(chuang)造有(you)(you)利(li)于國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)改(gai)革發(fa)展的(de)(de)(de)(de)(de)良好(hao)(hao)環境。具體來說,要(yao)(yao)(yao)做(zuo)好(hao)(hao)以下(xia)工(gong)作(zuo):對上(shang)要(yao)(yao)(yao)加強請示匯報,主動爭取當(dang)地(di)(di)(di)(di)黨政(zheng)主要(yao)(yao)(yao)領導(dao)的(de)(de)(de)(de)(de)重視(shi)與支持;對外要(yao)(yao)(yao)積(ji)極做(zuo)好(hao)(hao)與有(you)(you)關(guan)(guan)部(bu)(bu)門的(de)(de)(de)(de)(de)溝通協(xie)調(diao),努力(li)(li)形成支持國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)(qi)改(gai)革發(fa)展的(de)(de)(de)(de)(de)共識和(he)(he)合(he)(he)(he)力(li)(li);對下(xia)要(yao)(yao)(yao)積(ji)極做(zuo)好(hao)(hao)指導(dao)和(he)(he)服務,為監(jian)(jian)管(guan)企(qi)(qi)業(ye)和(he)(he)下(xia)級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委提供方向指引和(he)(he)撐(cheng)腰支持;對社會(hui)要(yao)(yao)(yao)積(ji)極做(zuo)好(hao)(hao)輿論宣傳,努力(li)(li)創(chuang)造全社會(hui)支持國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)(qi)改(gai)革發(fa)展的(de)(de)(de)(de)(de)良好(hao)(hao)外部(bu)(bu)環境;對內(nei)要(yao)(yao)(yao)積(ji)極做(zuo)好(hao)(hao)實踐(jian)總(zong)結和(he)(he)理(li)(li)論研究,不斷提高國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)工(gong)作(zuo)能力(li)(li)和(he)(he)水平。

  三、 扎實做(zuo)好指導監督工(gong)作(zuo)的幾點(dian)要求

  今(jin)年是(shi)全(quan)面貫(guan)徹黨的十八(ba)大精(jing)神(shen)的開局(ju)之年,也是(shi)落實(shi)“十二五(wu)”指(zhi)導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)主(zhu)要(yao)任務的重要(yao)一年。各地國(guo)資委要(yao)根據黨的十八(ba)大和中央經濟工(gong)(gong)作(zuo)(zuo)會議精(jing)神(shen),按照(zhao)全(quan)國(guo)國(guo)資監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)會議的要(yao)求,立足本地實(shi)際,努力將指(zhi)導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)推向深入。在這里(li),我提出五(wu)點(dian)要(yao)求:

  (一) 進一步提(ti)高深入開展(zhan)指(zhi)導監督工作重要(yao)性的認識。

  上(shang)級國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)對下級政府(fu)的(de)(de)(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)工(gong)作(zuo)(zuo)進行指導和(he)(he)監(jian)(jian)督(du),是(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)承(cheng)擔的(de)(de)(de)(de)一項(xiang)法定職(zhi)(zhi)責(ze),也是(shi)維護(hu)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產“國(guo)(guo)(guo)家所有(you)(you)”的(de)(de)(de)(de)一項(xiang)重要(yao)(yao)制度安(an)排(pai)。應當強調,國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系統承(cheng)擔的(de)(de)(de)(de)出資(zi)(zi)(zi)人職(zhi)(zhi)責(ze)和(he)(he)面上(shang)監(jian)(jian)管(guan)職(zhi)(zhi)責(ze),是(shi)緊密聯(lian)系、有(you)(you)機統一的(de)(de)(de)(de)。衡量(liang)和(he)(he)評(ping)價國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)工(gong)作(zuo)(zuo)成效,不(bu)僅要(yao)(yao)看(kan)出資(zi)(zi)(zi)人職(zhi)(zhi)責(ze)履(lv)行得(de)好(hao)(hao)不(bu)好(hao)(hao),還要(yao)(yao)看(kan)面上(shang)監(jian)(jian)管(guan)的(de)(de)(de)(de)指導監(jian)(jian)督(du)職(zhi)(zhi)責(ze)履(lv)行得(de)好(hao)(hao)不(bu)好(hao)(hao)。這兩方面工(gong)作(zuo)(zuo)同等重要(yao)(yao)、缺一不(bu)可。各地國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)一定要(yao)(yao)認(ren)(ren)真貫徹落實黨的(de)(de)(de)(de)十(shi)八大精(jing)神(shen),自覺將指導監(jian)(jian)督(du)工(gong)作(zuo)(zuo)放到(dao)推動完善國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體制的(de)(de)(de)(de)重要(yao)(yao)舉措上(shang)來(lai)認(ren)(ren)識(shi)(shi),放到(dao)確保(bao)全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)政策協(xie)調統一的(de)(de)(de)(de)高度上(shang)來(lai)認(ren)(ren)識(shi)(shi),放到(dao)保(bao)障(zhang)實現“十(shi)二五(wu)”時期國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企改革發展(zhan)“兩新目標”的(de)(de)(de)(de)迫切(qie)需要(yao)(yao)上(shang)來(lai)認(ren)(ren)識(shi)(shi),放到(dao)進一步(bu)加強國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系統自身(shen)建(jian)設的(de)(de)(de)(de)內(nei)在(zai)要(yao)(yao)求(qiu)上(shang)來(lai)認(ren)(ren)識(shi)(shi)。

  (二)全面落實指導監督工(gong)作各(ge)項規定(ding)和(he)制度(du)要求(qiu)。

  各(ge)地(di)國(guo)(guo)(guo)資(zi)(zi)委(wei)要繼續按照《地(di)方(fang)國(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)指導(dao)監(jian)(jian)(jian)督(du)辦法(fa)》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)委(wei)令第(di)25號),進一步明確指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)主要職責(ze)(ze)和(he)要求(qiu)。要認真(zhen)執行立(li)法(fa)備(bei)案、依法(fa)實(shi)施督(du)查和(he)重(zhong)大事項(xiang)報(bao)告(gao)等規(gui)(gui)定(ding)(ding),切(qie)實(shi)做到下級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)制定(ding)(ding)的(de)(de)規(gui)(gui)范性(xing)文件,及(ji)時報(bao)送上(shang)級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)備(bei)案;下級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)機構設置(zhi)、監(jian)(jian)(jian)管(guan)范圍發生重(zhong)大變動等情況,及(ji)時報(bao)告(gao)上(shang)級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)。要嚴格按照指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)事項(xiang)和(he)方(fang)式的(de)(de)規(gui)(gui)定(ding)(ding),認真(zhen)履行好(hao)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)中逐(zhu)級(ji)監(jian)(jian)(jian)督(du)職責(ze)(ze),對一些地(di)方(fang)出(chu)現的(de)(de)不符合改革方(fang)向和(he)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)政策法(fa)律規(gui)(gui)定(ding)(ding)的(de)(de)做法(fa),上(shang)級(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)應當(dang)及(ji)時與(yu)當(dang)地(di)政府及(ji)國(guo)(guo)(guo)資(zi)(zi)委(wei)溝通協調,提出(chu)改進的(de)(de)意見和(he)建(jian)議。

  (三)切實搞好綜合(he)指導和專業(ye)指導的協調聯動。

  指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)涉及面(mian)廣、綜(zong)合(he)(he)(he)(he)性(xing)強(qiang)。各地國資委要(yao)(yao)進一步將綜(zong)合(he)(he)(he)(he)指(zhi)導(dao)和(he)(he)專(zhuan)業(ye)(ye)(ye)指(zhi)導(dao)有(you)機結(jie)合(he)(he)(he)(he)起來,充分(fen)調(diao)(diao)動(dong)兩個方(fang)面(mian)的(de)(de)積極(ji)性(xing)。綜(zong)合(he)(he)(he)(he)指(zhi)導(dao)要(yao)(yao)以(yi)推動(dong)完(wan)善(shan)國資監(jian)(jian)管(guan)體制(zhi)、加快實(shi)現經(jing)營性(xing)國有(you)資產集中統一監(jian)(jian)管(guan)、指(zhi)導(dao)地方(fang)發揮國有(you)經(jing)濟主導(dao)作(zuo)用(yong)等為重點,牽頭制(zhi)定(ding)年度指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)計劃,組(zu)織落(luo)實(shi)各項工(gong)(gong)(gong)(gong)作(zuo)任務,及時(shi)總(zong)(zong)結(jie)分(fen)析(xi)面(mian)上情(qing)況(kuang),注(zhu)意發揮綜(zong)合(he)(he)(he)(he)歸口(kou)、協調(diao)(diao)服(fu)務的(de)(de)作(zuo)用(yong)。專(zhuan)業(ye)(ye)(ye)指(zhi)導(dao)要(yao)(yao)按照(zhao)本(ben)業(ye)(ye)(ye)務領(ling)域的(de)(de)職(zhi)責分(fen)工(gong)(gong)(gong)(gong),細化(hua)和(he)(he)規范專(zhuan)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)作(zuo)流(liu)程(cheng),強(qiang)化(hua)全系統專(zhuan)業(ye)(ye)(ye)培訓,宣傳學習(xi)好(hao)本(ben)業(ye)(ye)(ye)務領(ling)域的(de)(de)新(xin)(xin)政策和(he)(he)新(xin)(xin)要(yao)(yao)求,不(bu)斷推進國資監(jian)(jian)管(guan)專(zhuan)業(ye)(ye)(ye)領(ling)域工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)深化(hua)和(he)(he)提高(gao)。要(yao)(yao)按照(zhao)提高(gao)工(gong)(gong)(gong)(gong)作(zuo)效率和(he)(he)執行力的(de)(de)要(yao)(yao)求,優(you)化(hua)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)職(zhi)能(neng)配(pei)置(zhi),綜(zong)合(he)(he)(he)(he)歸口(kou)處室要(yao)(yao)大膽牽頭,切(qie)實(shi)履行好(hao)匯總(zong)(zong)信息(xi)、綜(zong)合(he)(he)(he)(he)指(zhi)導(dao)、協調(diao)(diao)服(fu)務等職(zhi)責,注(zhu)意凝聚工(gong)(gong)(gong)(gong)作(zuo)合(he)(he)(he)(he)力,整合(he)(he)(he)(he)業(ye)(ye)(ye)務資源,避免單兵(bing)作(zuo)戰(zhan)。有(you)關業(ye)(ye)(ye)務處室要(yao)(yao)立足國資監(jian)(jian)管(guan)全局,按照(zhao)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)統一部署,積極(ji)開展國資監(jian)(jian)管(guan)各項專(zhuan)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)作(zuo),提高(gao)指(zhi)導(dao)監(jian)(jian)督(du)專(zhuan)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)作(zuo)水平。

  (四)進一步(bu)增(zeng)強指(zhi)導監督工作的針對(dui)性和有效性。

  指導(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)開展得好不好,很(hen)大(da)程(cheng)度(du)上取決于我們工(gong)(gong)作(zuo)(zuo)(zuo)的(de)針對性(xing)和(he)有效性(xing)。各(ge)地(di)國資委要(yao)(yao)緊(jin)緊(jin)圍繞“十二(er)五(wu)”國資監(jian)(jian)管的(de)主(zhu)要(yao)(yao)任務和(he)重點(dian)問題,結合本地(di)區(qu)實際(ji),注意分階段選擇一兩個重點(dian),力爭實現重點(dian)突破。要(yao)(yao)不斷豐富工(gong)(gong)作(zuo)(zuo)(zuo)手段,采取召開片(pian)區(qu)座(zuo)談會、出臺規范性(xing)文件(jian)、與下級政(zheng)府溝通(tong)協(xie)調(diao)等形式,及時(shi)指導(dao)(dao)、幫助下級國資委解決工(gong)(gong)作(zuo)(zuo)(zuo)中遇(yu)到的(de)突出問題。要(yao)(yao)進(jin)一步搭建(jian)和(he)完善網絡(luo)、簡報、期刊等信息(xi)交流(liu)平臺,及時(shi)總(zong)結交流(liu)國資監(jian)(jian)管的(de)好做法、好經(jing)驗,擴大(da)先進(jin)典型的(de)示(shi)范效應。要(yao)(yao)切實轉變指導(dao)(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)作(zuo)(zuo)(zuo)風,加(jia)強調(diao)查研究,主(zhu)動(dong)到工(gong)(gong)作(zuo)(zuo)(zuo)難度(du)大(da)、困難問題多的(de)下級國資委了解情況,掌握第(di)一手材料,取得工(gong)(gong)作(zuo)(zuo)(zuo)的(de)主(zhu)動(dong)權。

  (五)繼續加強(qiang)指導監督(du)工作隊伍(wu)建設(she)。

  指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)任務(wu)(wu)繁重,政(zheng)策(ce)性強(qiang),協調服(fu)務(wu)(wu)要求高(gao),必須(xu)把加(jia)強(qiang)隊(dui)(dui)伍建設放到重要位置(zhi)。從事指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的同志,一定(ding)要自覺(jue)學習、掌握國資(zi)監(jian)(jian)管體制改革的基本政(zheng)策(ce)和法律(lv)規定(ding),全面了解國企(qi)改革、國資(zi)監(jian)(jian)管各項業務(wu)(wu)工(gong)(gong)作(zuo)(zuo),不(bu)斷提高(gao)做好(hao)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的綜(zong)合素質。各地國資(zi)委要鼓(gu)勵開展系統內干部雙向掛(gua)職(zhi)交流,注意學習兄弟(di)省市先(xian)進經驗(yan),拓寬(kuan)工(gong)(gong)作(zuo)(zuo)視野(ye)和思路(lu),加(jia)快(kuai)培(pei)養一批指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的業務(wu)(wu)骨(gu)干。要積極(ji)創造條件,充實隊(dui)(dui)伍力量,保(bao)(bao)持隊(dui)(dui)伍穩定(ding),努力為做好(hao)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)提供可靠的隊(dui)(dui)伍保(bao)(bao)障(zhang)。

(jian)(jian)(jian)督(du)(du)(du)(du)(du)重(zhong)點(dian)工(gong)(gong)作(zuo)(zuo)任(ren)(ren)務(wu),完善(shan)相關制(zhi)(zhi)度,注(zhu)意(yi)跟蹤聯(lian)系(xi)點(dian)的(de)工(gong)(gong)作(zuo)(zuo)進(jin)(jin)展情(qing)(qing)(qing)況,及(ji)時總結經驗,注(zhu)意(yi)發現問題,通過(guo)試點(dian)為做(zuo)好(hao)(hao)(hao)面上(shang)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)(du)工(gong)(gong)作(zuo)(zuo)提供有(you)(you)(you)益借(jie)鑒。四是建立地(di)(di)(di)方國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)重(zhong)點(dian)規(gui)(gui)(gui)章、規(gui)(gui)(gui)范性文件季報(bao)制(zhi)(zhi)度。今年(nian)擬對各(ge)(ge)(ge)(ge)省(sheng)(sheng)級(ji)(ji)(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)上(shang)報(bao)的(de)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)重(zhong)點(dian)法規(gui)(gui)(gui)、規(gui)(gui)(gui)章、規(gui)(gui)(gui)范性文件進(jin)(jin)行(xing)(xing)(xing)匯編整(zheng)理(li),每季度編發至各(ge)(ge)(ge)(ge)級(ji)(ji)(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構,在國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系(xi)統交流(liu)學習借(jie)鑒。

  這里,我(wo)還要(yao)強調(diao)一(yi)下(xia)國有企業列入(ru)世貿(mao)組(zu)織(zhi)《政(zheng)(zheng)府(fu)采購(gou)協(xie)議》(GPA)出價的(de)研究工(gong)作。《政(zheng)(zheng)府(fu)采購(gou)協(xie)議》(GPA)是(shi)WTO的(de)一(yi)項諸邊協(xie)議,宗旨是(shi)促(cu)進成(cheng)員(yuan)方開放政(zheng)(zheng)府(fu)采購(gou)市(shi)場,擴大國際貿(mao)易。加入(ru)GPA,是(shi)我(wo)國入(ru)世時(shi)作出的(de)鄭重承諾(nuo)。希望各(ge)地國資委(wei)高度(du)重視(shi),認(ren)真組(zu)織(zhi)好相關工(gong)作。

  最后(hou),我就進一(yi)(yi)步提升指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)水平再強(qiang)調四(si)點(dian)。一(yi)(yi)要(yao)(yao)(yao)高(gao)度重視(shi)指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)。指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)是(shi)(shi)三級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委的(de)重要(yao)(yao)(yao)法定職責,是(shi)(shi)聯系上下(xia)(xia)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委的(de)重要(yao)(yao)(yao)橋梁,也(ye)是(shi)(shi)構(gou)建(jian)國(guo)(guo)資(zi)(zi)(zi)監(jian)管大格局(ju)的(de)重要(yao)(yao)(yao)抓(zhua)(zhua)手,各級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委要(yao)(yao)(yao)給(gei)予充分重視(shi),認真開展有(you)(you)關(guan)工(gong)(gong)(gong)(gong)作(zuo)。地(di)市(shi)國(guo)(guo)資(zi)(zi)(zi)委也(ye)要(yao)(yao)(yao)成(cheng)立指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)領(ling)導(dao)(dao)小(xiao)組,指導(dao)(dao)監(jian)督(du)(du)縣級(ji)(ji)政府國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管工(gong)(gong)(gong)(gong)作(zuo)。二要(yao)(yao)(yao)把指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)著力點(dian)放在以下(xia)(xia)七個(ge)方(fang)面:把握原則,指引(yin)方(fang)向;完(wan)善(shan)體制(zhi)(zhi),健全(quan)制(zhi)(zhi)度;撐腰鼓勁,表彰先進;經(jing)驗交(jiao)流(liu),相互學(xue)習;業務培(pei)訓(xun),提升素質;研討問題,集思(si)廣益;修正偏差,提高(gao)效率。三要(yao)(yao)(yao)將完(wan)善(shan)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管體制(zhi)(zhi)作(zuo)為當前(qian)和(he)今后(hou)一(yi)(yi)個(ge)時期(qi)指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)首要(yao)(yao)(yao)任(ren)務,努力爭(zheng)取在重大問題上取得實質性突破。四(si)要(yao)(yao)(yao)掌握好開展指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)五個(ge)要(yao)(yao)(yao)點(dian)。一(yi)(yi)是(shi)(shi)多到(dao)基層調研,掌握第一(yi)(yi)手資(zi)(zi)(zi)料,號準(zhun)脈搏,開好藥方(fang)。二是(shi)(shi)看準(zhun)的(de)工(gong)(gong)(gong)(gong)作(zuo)要(yao)(yao)(yao)一(yi)(yi)抓(zhua)(zhua)到(dao)底,不(bu)突破不(bu)罷手,持之(zhi)以恒(heng)。三是(shi)(shi)善(shan)于借力發力,打(da)開局(ju)面。四(si)是(shi)(shi)要(yao)(yao)(yao)強(qiang)化(hua)委內廳局(ju)(處室)、上下(xia)(xia)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)委之(zhi)間的(de)合作(zuo)、聯動(dong),進一(yi)(yi)步形成(cheng)指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)合力。五是(shi)(shi)不(bu)斷探索(suo)創新工(gong)(gong)(gong)(gong)作(zuo)方(fang)式方(fang)法,努力打(da)造指導(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)特色和(he)亮點(dian)。
