【構建國資監管大格局】之五:北京市聚焦“管資本”為主
全面推動信息化與國資監管深度融合

北(bei)京市國(guo)(guo)(guo)資(zi)(zi)委深(shen)入學習(xi)貫(guan)徹習(xi)近(jin)平新(xin)時(shi)代(dai)中國(guo)(guo)(guo)特色(se)社會主(zhu)義思(si)想(xiang),緊緊聚(ju)焦以(yi)“管(guan)資(zi)(zi)本”為主(zhu)推進職能(neng)(neng)轉(zhuan)變(bian)和(he)網絡強國(guo)(guo)(guo)思(si)想(xiang),不斷推動(dong)(dong)(dong)國(guo)(guo)(guo)資(zi)(zi)監管(guan)與信(xin)息(xi)(xi)化(hua)深(shen)度融(rong)合,努力(li)推動(dong)(dong)(dong)國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企(qi)治(zhi)理(li)現代(dai)化(hua)、智(zhi)能(neng)(neng)化(hua)、信(xin)息(xi)(xi)化(hua),初(chu)步形成了(le)頂層(ceng)設計(ji)引領、應(ying)用平臺支撐、企(qi)業信(xin)息(xi)(xi)化(hua)穩步提(ti)升(sheng)的(de)良好格局,為國(guo)(guo)(guo)有經(jing)濟(ji)高質量發展(zhan)增(zeng)添了(le)動(dong)(dong)(dong)力(li)新(xin)引擎(qing)。今年1-8月份,北(bei)京市管(guan)企(qi)業資(zi)(zi)產(chan)總額超(chao)過5.3萬億(yi)元(yuan),累計(ji)實(shi)現營業收(shou)入10359.9億(yi)元(yuan),同(tong)比增(zeng)長(chang)10.2%;實(shi)現利潤總額658.4億(yi)元(yuan),同(tong)比增(zeng)長(chang)11.0%; 上交稅費(fei)總額1000.5億(yi)元(yuan),同(tong)比增(zeng)長(chang)9.2%。

一、廣泛凝聚共識,統籌構建信息化工作格局

當前,全(quan)球信息化(hua)進入(ru)全(quan)面滲透、跨界融合、加速創新、引領發展的新階段。針對“十二五”末期,北京(jing)市(shi)國資委系統(tong)信息化(hua)頂層設(she)計不(bu)足,“數(shu)據孤島”現象突(tu)出,數(shu)據價(jia)值(zhi)難以體現,與中央企業(ye)、兄弟省市(shi)企業(ye)、行業(ye)標桿企業(ye)存在較大(da)差距等(deng)問(wen)題,北京(jing)市(shi)國資委不(bu)斷(duan)完善頂層設(she)計,強化(hua)政(zheng)策引導(dao),推動壓力(li)傳導(dao),倒逼工作落(luo)實,全(quan)系統(tong)對國資監管信息化(hua)工作形成(cheng)廣泛共識。

(一(yi))明確(que)發展(zhan)方向,制定《“十三(san)五(wu)”信(xin)息化(hua)發展(zhan)專項(xiang)規劃(hua)(hua)》。將(jiang)信(xin)息化(hua)工(gong)作融入《國(guo)有(you)經濟(ji)(ji)“十三(san)五(wu)”發展(zhan)規劃(hua)(hua)》,制定信(xin)息化(hua)發展(zhan)專項(xiang)子(zi)規劃(hua)(hua),與國(guo)有(you)經濟(ji)(ji)整體工(gong)作統(tong)一(yi)標準、統(tong)一(yi)導向、統(tong)一(yi)謀劃(hua)(hua)。同(tong)步(bu)指導各市(shi)管(guan)(guan)企(qi)業(ye)同(tong)步(bu)制定“十三(san)五(wu)”信(xin)息化(hua)發展(zhan)規劃(hua)(hua),將(jiang)信(xin)息化(hua)作為加強集(ji)團管(guan)(guan)控、引領企(qi)業(ye)戰略實施的重要抓手。《專項(xiang)規劃(hua)(hua)》以(yi)“統(tong)籌推(tui)進(jin)、創新引領、開放共享、安全(quan)可控”為原則,以(yi)信(xin)息化(hua)驅動“轉(zhuan)型、改革(ge)、開放、創新”為主線,系(xi)統(tong)提出“135”發展(zhan)目標,力爭到(dao)“十三(san)五(wu)”末(mo),市(shi)管(guan)(guan)企(qi)業(ye)管(guan)(guan)理(li)(li)(li)(li)信(xin)息化(hua)水平全(quan)部(bu)達到(dao)B級(ji)及以(yi)上,在(zai)依托信(xin)息化(hua)探索創新國(guo)資(zi)監管(guan)(guan)方式上走(zou)在(zai)全(quan)國(guo)前列。“1”就(jiu)是通過培育“1”批信(xin)息化(hua)產(chan)業(ye)先鋒,推(tui)進(jin)構建(jian)首(shou)都高精(jing)尖經濟(ji)(ji)結構;“3”就(jiu)是推(tui)動建(jian)設(she)3大信(xin)息平臺,促進(jin)京(jing)津冀(ji)協(xie)同(tong)發展(zhan),提高國(guo)資(zi)監管(guan)(guan)綜合效能,推(tui)進(jin)城市(shi)精(jing)細化(hua)治(zhi)理(li)(li)(li)(li);“5”就(jiu)是積極踐行數字化(hua)管(guan)(guan)理(li)(li)(li)(li)理(li)(li)(li)(li)念,著(zhu)力提升科學決策(ce)、集(ji)團管(guan)(guan)控、創新發展(zhan)、風險防控、綜合保障5項(xiang)核心能力,推(tui)動實現(xian)國(guo)資(zi)國(guo)企(qi)治(zhi)理(li)(li)(li)(li)體系(xi)和治(zhi)理(li)(li)(li)(li)能力現(xian)代化(hua)。

(二(er))完善體制(zhi)機制(zhi),推(tui)(tui)動(dong)信(xin)(xin)(xin)息化(hua)(hua)工(gong)(gong)作(zuo)從“一(yi)(yi)把手工(gong)(gong)程”向“全(quan)員(yuan)(yuan)工(gong)(gong)程”轉(zhuan)變。一(yi)(yi)是(shi)(shi)建立健全(quan)網(wang)(wang)信(xin)(xin)(xin)領(ling)(ling)導(dao)體制(zhi),強化(hua)(hua)主(zhu)體責(ze)(ze)(ze)任。明確(que)各企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主(zhu)要領(ling)(ling)導(dao)作(zuo)為(wei)網(wang)(wang)信(xin)(xin)(xin)工(gong)(gong)作(zuo)的(de)第一(yi)(yi)責(ze)(ze)(ze)任人(ren),把推(tui)(tui)動(dong)信(xin)(xin)(xin)息化(hua)(hua)發展作(zuo)為(wei)黨(dang)組織把方(fang)向、管大局(ju)、保落(luo)實(shi)(shi)(shi)(shi)的(de)重(zhong)要抓手,堅決貫徹落(luo)實(shi)(shi)(shi)(shi)國家(jia)和市(shi)(shi)委市(shi)(shi)政府信(xin)(xin)(xin)息化(hua)(hua)工(gong)(gong)作(zuo)方(fang)針、政策,研究決定企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息化(hua)(hua)發展戰略及年度(du)計(ji)劃,親(qin)自過(guo)問企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息化(hua)(hua)建設的(de)重(zhong)大事項。二(er)是(shi)(shi)調整優化(hua)(hua)機構設置(zhi),進一(yi)(yi)步(bu)明確(que)職責(ze)(ze)(ze)定位。推(tui)(tui)動(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)網(wang)(wang)信(xin)(xin)(xin)工(gong)(gong)作(zuo)部(bu)門(men)機構、職能、人(ren)員(yuan)(yuan)和責(ze)(ze)(ze)任“四(si)落(luo)實(shi)(shi)(shi)(shi)”,多家(jia)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)新(xin)設了一(yi)(yi)級(ji)(ji)(ji)信(xin)(xin)(xin)息化(hua)(hua)獨(du)立部(bu)門(men),具有一(yi)(yi)級(ji)(ji)(ji)信(xin)(xin)(xin)息化(hua)(hua)獨(du)立部(bu)門(men)的(de)市(shi)(shi)管企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)數量超過(guo)80%。三是(shi)(shi)健全(quan)績(ji)效(xiao)考(kao)(kao)核(he)機制(zhi),督促責(ze)(ze)(ze)任落(luo)實(shi)(shi)(shi)(shi)。將(jiang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息化(hua)(hua)工(gong)(gong)作(zuo)納入企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)員(yuan)(yuan)年度(du)經營(ying)業(ye)(ye)(ye)(ye)績(ji)考(kao)(kao)核(he),并由扣分(fen)制(zhi)調整為(wei)計(ji)分(fen)制(zhi),實(shi)(shi)(shi)(shi)現從倒逼(bi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)落(luo)實(shi)(shi)(shi)(shi),到引導(dao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)自主(zhu)對標、主(zhu)動(dong)提升的(de)轉(zhuan)變。目前,各企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)同步(bu)建立信(xin)(xin)(xin)息化(hua)(hua)工(gong)(gong)作(zuo)績(ji)效(xiao)考(kao)(kao)核(he)制(zhi)度(du),加強督查督辦和考(kao)(kao)核(he)問責(ze)(ze)(ze),確(que)保層(ceng)層(ceng)落(luo)實(shi)(shi)(shi)(shi)信(xin)(xin)(xin)息化(hua)(hua)建設、應用、維護、升級(ji)(ji)(ji)和優化(hua)(hua)的(de)責(ze)(ze)(ze)任,切實(shi)(shi)(shi)(shi)把網(wang)(wang)信(xin)(xin)(xin)工(gong)(gong)作(zuo)的(de)責(ze)(ze)(ze)任傳遞到各級(ji)(ji)(ji)領(ling)(ling)導(dao)和基層(ceng)員(yuan)(yuan)工(gong)(gong),企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)考(kao)(kao)核(he)基本覆蓋(gai)重(zhong)要子企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)。

(三(san))實(shi)施“展(zhan)(zhan)(zhan)e計劃(hua)”,加快推動市(shi)(shi)(shi)管企業(ye)(ye)(ye)信(xin)(xin)息(xi)化(hua)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。落實(shi)市(shi)(shi)(shi)委(wei)市(shi)(shi)(shi)政府《進(jin)一(yi)步深化(hua)市(shi)(shi)(shi)管國資國企改(gai)革推動更高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)的(de)“三(san)年行動”方案(an)(2018--2020年)》,組織企業(ye)(ye)(ye)制(zhi)定(ding)實(shi)施企業(ye)(ye)(ye)信(xin)(xin)息(xi)化(hua)水平(ping)提(ti)(ti)(ti)升(sheng)計劃(hua)(展(zhan)(zhan)(zhan)e計劃(hua))。一(yi)是(shi)強化(hua)政策導(dao)向,完善信(xin)(xin)息(xi)化(hua)水平(ping)測(ce)評(ping)(ping)指(zhi)標體系(xi)(xi)。堅持(chi)繼(ji)承與(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)相統(tong)一(yi),橫縱對(dui)比相統(tong)一(yi),在(zai)2015年基(ji)礎上從頂層設(she)計、集團(tuan)管控、網絡安(an)全(quan)、集約化(hua)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)等方面(mian),對(dui)約70%的(de)采集項(xiang)進(jin)行了修改(gai)完善。從6個方面(mian)精(jing)選13項(xiang)關鍵指(zhi)標,引(yin)導(dao)企業(ye)(ye)(ye)進(jin)一(yi)步完善體制(zhi)機制(zhi),加快集約化(hua)建(jian)設(she),提(ti)(ti)(ti)升(sheng)數據治理(li)(li)、風險感知和應急處(chu)置(zhi)能力。二是(shi)立足(zu)客(ke)觀公正,完善信(xin)(xin)息(xi)化(hua)水平(ping)測(ce)評(ping)(ping)機制(zhi)。在(zai)全(quan)系(xi)(xi)統(tong)組建(jian)信(xin)(xin)息(xi)化(hua)測(ce)評(ping)(ping)專家組,統(tong)一(yi)編(bian)組,對(dui)企業(ye)(ye)(ye)信(xin)(xin)息(xi)化(hua)建(jian)、用、管、維全(quan)面(mian)綜(zong)合評(ping)(ping)估,允許符合測(ce)評(ping)(ping)指(zhi)標精(jing)神、符合企業(ye)(ye)(ye)生產經(jing)營的(de)未匹(pi)配指(zhi)標視同(tong)(tong)得分(fen),避免信(xin)(xin)息(xi)化(hua)建(jian)設(she)與(yu)(yu)企業(ye)(ye)(ye)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)“兩張皮”。“不唯分(fen)、不唯排名”,注(zhu)重(zhong)溝通交流(liu),突出信(xin)(xin)息(xi)化(hua)建(jian)設(she)成果經(jing)驗交流(liu)與(yu)(yu)共(gong)享,推動由單(dan)一(yi)測(ce)評(ping)(ping)評(ping)(ping)分(fen)工作(zuo)(zuo)(zuo),逐(zhu)漸拓展(zhan)(zhan)(zhan)為交流(liu)、共(gong)享、互(hu)(hu)學(xue)、互(hu)(hu)促、互(hu)(hu)幫、互(hu)(hu)助(zhu)共(gong)同(tong)(tong)提(ti)(ti)(ti)升(sheng)的(de)一(yi)項(xiang)工作(zuo)(zuo)(zuo)。三(san)是(shi)注(zhu)重(zhong)提(ti)(ti)(ti)升(sheng)IT績效,推動高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。將信(xin)(xin)息(xi)化(hua)測(ce)評(ping)(ping)納入業(ye)(ye)(ye)績考核,分(fen)類評(ping)(ping)價,針(zhen)對(dui)企業(ye)(ye)(ye)信(xin)(xin)息(xi)化(hua)水平(ping)級別合理(li)(li)設(she)置(zhi)工作(zuo)(zuo)(zuo)難度,倒逼(bi)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。設(she)置(zhi)成長因子,在(zai)鼓勵(li)企業(ye)(ye)(ye)系(xi)(xi)統(tong)對(dui)標的(de)同(tong)(tong)時,強化(hua)自(zi)我(wo)對(dui)標,快速成長,讓優(you)者(zhe)更優(you),劣者(zhe)奮勇,中間加速攀登。通過“展(zhan)(zhan)(zhan)e計劃(hua)”探索信(xin)(xin)息(xi)化(hua)在(zai)引(yin)領企業(ye)(ye)(ye)轉(zhuan)型發(fa)(fa)(fa)展(zhan)(zhan)(zhan)、重(zhong)大工程項(xiang)目(mu)建(jian)設(she)、城市(shi)(shi)(shi)運行精(jing)細化(hua)管理(li)(li)等方面(mian)的(de)應用,涌現出一(yi)大批優(you)質示范項(xiang)目(mu)。

按(an)照中(zhong)央關于全面深(shen)化(hua)國(guo)資國(guo)企改革和高質量發(fa)展的戰略部署,市國(guo)資委構建了“1+31”的改革政策體(ti)系(xi)和“1+14”的高質量發(fa)展政策體(ti)系(xi)。信(xin)息化(hua)工(gong)作(zuo)緊(jin)緊(jin)圍繞(rao)“管資本為主”導(dao)向(xiang),積極探索(suo)打(da)造出資人監管信(xin)息化(hua)平(ping)臺,加快推動國(guo)資監管流程方式(shi)重塑(su)再(zai)造。

二、立足職能轉變,探索創新國資監管新方式

圍繞服務“三歸位(wei)”,著力探索更多市場化、法治(zhi)化、信息(xi)化監管(guan)(guan)方(fang)式,通過(guo)強化流(liu)程整合、數據共享,推動(dong)實現動(dong)態協同監管(guan)(guan),一批(pi)立足服務職能(neng)轉變的信息(xi)系統(tong)相繼上線,國資監管(guan)(guan)與信息(xi)化深度融合成效初顯(xian)。

(一)探(tan)索開展(zhan)數(shu)(shu)(shu)據(ju)匯聚(ju),促進監(jian)管共(gong)享(xiang)協(xie)同。以國(guo)資(zi)監(jian)管業務(wu)(wu)全景圖(tu)和數(shu)(shu)(shu)據(ju)視(shi)圖(tu)為(wei)主線,匯聚(ju)國(guo)資(zi)監(jian)管數(shu)(shu)(shu)據(ju),明確數(shu)(shu)(shu)據(ju)標準,加強(qiang)(qiang)數(shu)(shu)(shu)據(ju)整合,建(jian)立了規劃(hua)對標、財務(wu)(wu)分(fen)析、產權分(fen)析、土地分(fen)析等監(jian)測專題服務(wu)(wu)決策支持,目前共(gong)匯聚(ju)14097項(xiang)數(shu)(shu)(shu)據(ju),共(gong)享(xiang)4760項(xiang)數(shu)(shu)(shu)據(ju),為(wei)增強(qiang)(qiang)國(guo)資(zi)監(jian)管合力提供了基礎支撐。

(二)開(kai)展信(xin)(xin)息(xi)(xi)披(pi)(pi)露試點(dian),探索推進協同(tong)監(jian)管。落實(shi)推進依法放權要求,探索創(chuang)新市(shi)場化(hua)監(jian)管方(fang)式,參(can)照(zhao)上(shang)市(shi)公司信(xin)(xin)息(xi)(xi)披(pi)(pi)露實(shi)踐,開(kai)展市(shi)管企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)披(pi)(pi)露工作試點(dian)。一(yi)是把握國資國企(qi)改革要求,明確(que)信(xin)(xin)息(xi)(xi)披(pi)(pi)露內容。從企(qi)業(ye)(ye)法人治(zhi)理、重(zhong)大投(tou)資行為、重(zhong)大擔保、落實(shi)市(shi)委(wei)市(shi)政府(fu)重(zhong)大專項任務等(deng)方(fang)面(mian),確(que)定(ding)28項信(xin)(xin)息(xi)(xi)披(pi)(pi)露事項,切實(shi)保障(zhang)出(chu)資人知情權。二是建立健全運行機制,推動(dong)企(qi)業(ye)(ye)披(pi)(pi)露信(xin)(xin)息(xi)(xi)共(gong)享協同(tong)應用(yong)。支(zhi)持(chi)信(xin)(xin)息(xi)(xi)披(pi)(pi)露報(bao)告(gao)的(de)在線報(bao)送、委(wei)內分發,打通(tong)信(xin)(xin)息(xi)(xi)披(pi)(pi)露和OA系統的(de)通(tong)道,實(shi)現領導批示、會商等(deng)功能,支(zhi)撐基(ji)于信(xin)(xin)息(xi)(xi)披(pi)(pi)露報(bao)告(gao)開(kai)展協同(tong)監(jian)管。

(三)創新投(tou)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)理(li)念,支(zhi)撐(cheng)推(tui)進(jin)過程(cheng)(cheng)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。建設事前(qian)規(gui)范、事中監(jian)(jian)(jian)控(kong)(kong)、事后(hou)問(wen)(wen)責的(de)(de)投(tou)資(zi)(zi)(zi)全(quan)過程(cheng)(cheng)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信息(xi)系(xi)(xi)統,支(zhi)撐(cheng)投(tou)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)理(li)念從審(shen)批具體(ti)項目向管(guan)(guan)(guan)(guan)投(tou)向、管(guan)(guan)(guan)(guan)程(cheng)(cheng)序、管(guan)(guan)(guan)(guan)回(hui)報、管(guan)(guan)(guan)(guan)風險的(de)(de)四位(wei)一體(ti)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)轉變,有效保(bao)障(zhang)投(tou)資(zi)(zi)(zi)監(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)理(li)辦(ban)法的(de)(de)施行(xing)(xing),全(quan)面引導企(qi)(qi)業規(gui)范投(tou)資(zi)(zi)(zi)。一是強化(hua)事前(qian)規(gui)范,推(tui)動(dong)依(yi)法監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。對企(qi)(qi)業投(tou)資(zi)(zi)(zi)管(guan)(guan)(guan)(guan)理(li)制(zhi)度體(ti)系(xi)(xi)的(de)(de)完整(zheng)性(xing)進(jin)行(xing)(xing)事前(qian)核驗,從源頭保(bao)障(zhang)企(qi)(qi)業投(tou)資(zi)(zi)(zi)行(xing)(xing)為依(yi)法合規(gui)。二是聚(ju)焦投(tou)資(zi)(zi)(zi)方向分(fen)析(xi),推(tui)動(dong)全(quan)方位(wei)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。歸集全(quan)系(xi)(xi)統、全(quan)級次投(tou)資(zi)(zi)(zi)項目數(shu)據(ju),按(an)項目的(de)(de)投(tou)資(zi)(zi)(zi)主體(ti)、投(tou)資(zi)(zi)(zi)類別(bie)、投(tou)資(zi)(zi)(zi)方向、投(tou)資(zi)(zi)(zi)地域、投(tou)資(zi)(zi)(zi)目的(de)(de)等多維度組合分(fen)析(xi),實現(xian)項目全(quan)方位(wei)透(tou)視(shi)和(he)(he)管(guan)(guan)(guan)(guan)理(li)。三是跟蹤投(tou)資(zi)(zi)(zi)績(ji)效管(guan)(guan)(guan)(guan)理(li),實現(xian)全(quan)過程(cheng)(cheng)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。對企(qi)(qi)業重大投(tou)資(zi)(zi)(zi)項目決(jue)策(ce)、執行(xing)(xing)和(he)(he)效果(guo)進(jin)行(xing)(xing)隨機監(jian)(jian)(jian)督檢查,實時把控(kong)(kong)過程(cheng)(cheng)風險,強化(hua)事中監(jian)(jian)(jian)控(kong)(kong),匯聚(ju)投(tou)資(zi)(zi)(zi)全(quan)生(sheng)命(ming)周期信息(xi),為項目的(de)(de)績(ji)效評價和(he)(he)問(wen)(wen)責提供依(yi)據(ju)。系(xi)(xi)統建設過程(cheng)(cheng)中,委(wei)領導特別(bie)提出“系(xi)(xi)統不上(shang)線,辦(ban)法不發布”,信息(xi)化(hua)已成為推(tui)動(dong)和(he)(he)支(zhi)撐(cheng)國(guo)資(zi)(zi)(zi)國(guo)企(qi)(qi)改革的(de)(de)重要力量。

三、倡導統籌共建,推進國資委系統應用建設平臺化

踐行集約化發展理念,探索“共籌、共建、共享(xiang)”信(xin)息(xi)化建設模式,推(tui)動(dong)市(shi)管企業以市(shi)場(chang)化機(ji)制推(tui)進云計算(suan)、大數據、社(she)保平臺、共性應(ying)用、信(xin)息(xi)化專(zhuan)家人才等資源共享(xiang)合作,降(jiang)低信(xin)息(xi)化建設成本,提升(sheng)項目質量(liang)。

(一)支持(chi)信息服(fu)務業(ye)(ye)(ye)(ye)打(da)造國企(qi)(qi)創新發展云(yun)(yun)平(ping)臺。支持(chi)市管信息化服(fu)務業(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye),建(jian)設完善(shan)“國有企(qi)(qi)業(ye)(ye)(ye)(ye)創新發展云(yun)(yun)平(ping)臺”,面向市管企(qi)(qi)業(ye)(ye)(ye)(ye)提供(gong)云(yun)(yun)計算、云(yun)(yun)存儲和云(yun)(yun)安(an)全(quan)(quan)等基礎(chu)性(xing)服(fu)務。引導北控大數據集(ji)(ji)團公司(si),探(tan)索匯(hui)聚城市運行服(fu)務保障領域(yu)關鍵(jian)數據的有效(xiao)途徑,創新智慧城市運行云(yun)(yun)平(ping)臺商業(ye)(ye)(ye)(ye)模式,搶占信息服(fu)務業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)鏈制高點(dian)。鼓(gu)勵(li)市管企(qi)(qi)業(ye)(ye)(ye)(ye)通過云(yun)(yun)平(ping)臺,在資(zi)源集(ji)(ji)約(yue)化利用(yong)、共性(xing)業(ye)(ye)(ye)(ye)務系統建(jian)設、網絡安(an)全(quan)(quan)等方面加強合作(zuo),推動企(qi)(qi)業(ye)(ye)(ye)(ye)從(cong)自(zi)建(jian)自(zi)運維向購買服(fu)務轉變,促進國資(zi)系統內資(zi)源的優化配置,加快提升市管企(qi)(qi)業(ye)(ye)(ye)(ye)信息化水平(ping),實現互(hu)利共贏。

(二)搭建“國資(zi)云(yun)(yun)(yun)通”移動(dong)平(ping)(ping)(ping)臺(tai)(tai),培育國資(zi)監(jian)(jian)管移動(dong)新生(sheng)態。為(wei)更加高效地貫徹落實市(shi)委市(shi)政府各項重(zhong)大(da)決策部署,進一步(bu)健全(quan)信息溝通扁平(ping)(ping)(ping)化工作機制,增強(qiang)突發(fa)事(shi)件應急處置能力(li),加快提升國資(zi)系統(tong)(tong)信息化水(shui)平(ping)(ping)(ping),響(xiang)應市(shi)管企業(ye)廣泛(fan)需求,依托國有企業(ye)創(chuang)新發(fa)展云(yun)(yun)(yun)平(ping)(ping)(ping)臺(tai)(tai),支持建設了(le)國資(zi)系統(tong)(tong)云(yun)(yun)(yun)通訊移動(dong)應用平(ping)(ping)(ping)臺(tai)(tai)(簡稱(cheng)“國資(zi)云(yun)(yun)(yun)通”)。該平(ping)(ping)(ping)臺(tai)(tai)定位為(wei)北京市(shi)國資(zi)委與市(shi)管企業(ye)及(ji)相(xiang)關子企業(ye)的即時通訊平(ping)(ping)(ping)臺(tai)(tai),首批部署上線的國資(zi)監(jian)(jian)管移動(dong)應用包括黨組織換屆督導、重(zhong)大(da)活(huo)動(dong)服務(wu)保障,及(ji)安全(quan)生(sheng)產、輿情監(jian)(jian)測信息報送等。同時,該平(ping)(ping)(ping)臺(tai)(tai)被確(que)定為(wei)移動(dong)應用的發(fa)布平(ping)(ping)(ping)臺(tai)(tai),作為(wei)加快提升服務(wu)企業(ye)質量,拓寬平(ping)(ping)(ping)臺(tai)(tai)化發(fa)展路徑,努(nu)力(li)打造國資(zi)系統(tong)(tong)移動(dong)空間新生(sheng)態,探索創(chuang)新國資(zi)監(jian)(jian)管方(fang)式的重(zhong)要嘗試(shi)。今年(nian)3月試(shi)運行(xing)以(yi)來,委內移動(dong)辦公OA系統(tong)(tong)同步(bu)上線,文件通過(guo)移動(dong)OA的辦理比例達(da)到(dao)50%,有力(li)地支持了(le)重(zhong)保期各項保障工作。

(三)統籌(chou)建(jian)設非(fei)經資(zi)(zi)產(chan)管理平臺,有效(xiao)(xiao)提升剝離國(guo)有企(qi)業(ye)辦社會職能和解決歷史遺留問題(ti)工(gong)作效(xiao)(xiao)率。通(tong)過非(fei)經營(ying)性資(zi)(zi)產(chan)管理平臺,實(shi)現非(fei)經資(zi)(zi)產(chan)的(de)接收管理、物業(ye)服務(wu)(wu)、資(zi)(zi)產(chan)運營(ying)數字化、自(zi)動化,打通(tong)線上(shang)線下渠道,串(chuan)聯危(wei)舊(jiu)房屋綜(zong)合整(zheng)治等關聯產(chan)業(ye),有效(xiao)(xiao)整(zheng)合非(fei)經資(zi)(zi)產(chan)處置全鏈條(tiao)工(gong)作,大(da)幅提升工(gong)作效(xiao)(xiao)率。目(mu)前,除(chu)對(dui)本市(shi)國(guo)有企(qi)業(ye)非(fei)經資(zi)(zi)產(chan)實(shi)行專業(ye)化管理外,承接在京中央企(qi)業(ye)“三供一業(ye)”分離移交任務(wu)(wu)也在快速推進(jin),已服務(wu)(wu)非(fei)經資(zi)(zi)產(chan)超過2611萬平米(mi)。

信息(xi)化(hua)(hua)工作(zuo)是一(yi)項復雜的系(xi)統工程,做好(hao)(hao)信息(xi)化(hua)(hua)工作(zuo),一(yi)是要(yao)堅(jian)持(chi)政(zheng)策(ce)(ce)導(dao)向(xiang)、問(wen)題(ti)導(dao)向(xiang)、需求導(dao)向(xiang)、目(mu)標導(dao)向(xiang)。突出解決實(shi)際問(wen)題(ti),不過度追求技術(shu)突破,堅(jian)決不為信息(xi)化(hua)(hua)而信息(xi)化(hua)(hua)。二是要(yao)堅(jian)持(chi)放管(guan)(guan)(guan)服相結合。通過信息(xi)化(hua)(hua)手(shou)段,明(ming)確(que)權責事項,明(ming)確(que)主(zhu)體責任和管(guan)(guan)(guan)理流程,突出強(qiang)化(hua)(hua)事中、事后綜合監管(guan)(guan)(guan),避(bi)免(mian)重(zhong)復監管(guan)(guan)(guan)、多頭監管(guan)(guan)(guan),確(que)保權力放得下(xia),資(zi)(zi)(zi)本(ben)管(guan)(guan)(guan)的住。三是要(yao)堅(jian)持(chi)業(ye)務(wu)(wu)主(zhu)導(dao)、信息(xi)化(hua)(hua)統籌。聚焦(jiao)(jiao)業(ye)務(wu)(wu)痛(tong)點、難點、堵點,明(ming)確(que)業(ye)務(wu)(wu)政(zheng)策(ce)(ce)、需求、數(shu)(shu)據(ju)和流程,信息(xi)化(hua)(hua)部門在熟悉業(ye)務(wu)(wu)和政(zheng)策(ce)(ce)的基礎上,統籌各方力量和資(zi)(zi)(zi)源,聚焦(jiao)(jiao)協同聯動(dong)、流程再造、系(xi)統整合,從“怎(zen)么建成”提升到“怎(zen)么建好(hao)(hao)”。四(si)是要(yao)堅(jian)持(chi)數(shu)(shu)據(ju)資(zi)(zi)(zi)產(chan)(chan)化(hua)(hua)管(guan)(guan)(guan)理。改變(bian)傳統思路中數(shu)(shu)據(ju)附屬于業(ye)務(wu)(wu)的設(she)計方式,推進國(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)(guan)數(shu)(shu)據(ju)資(zi)(zi)(zi)產(chan)(chan)化(hua)(hua)、資(zi)(zi)(zi)產(chan)(chan)服務(wu)(wu)化(hua)(hua),進一(yi)步發(fa)掘、用好(hao)(hao)數(shu)(shu)據(ju)價值,提升國(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)(guan)工作(zuo)效能。下(xia)一(yi)步,北京市國(guo)(guo)資(zi)(zi)(zi)委(wei)將按照國(guo)(guo)務(wu)(wu)院國(guo)(guo)資(zi)(zi)(zi)委(wei)統一(yi)部署,扎實(shi)開展好(hao)(hao)全國(guo)(guo)性國(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)企在線系(xi)統建設(she)工作(zuo),為構建國(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)(guan)大格局提供有力支撐。
