近年來,遼寧省(sheng)國(guo)資(zi)委深入(ru)貫(guan)徹落實中央推進(jin)國(guo)資(zi)國(guo)企改革(ge)的重大決(jue)策部署(shu),高(gao)度重視國(guo)資(zi)系統(tong)(tong)指導監(jian)督工作,堅持國(guo)資(zi)系統(tong)(tong)上(shang)(shang)下(xia)聯動,牢固樹立“大國(guo)資(zi)、一盤(pan)棋(qi)”價值理念,積(ji)極構建遼寧國(guo)資(zi)監(jian)管大格(ge)局,在推動全省(sheng)“國(guo)資(zi)監(jian)管上(shang)(shang)新(xin)水平、國(guo)企發展上(shang)(shang)新(xin)臺階”中發揮了(le)重要(yao)作用。
一、堅持立法引領,全面規范國資監管體制制度
完(wan)善國(guo)(guo)資(zi)(zi)監管(guan)法規體(ti)系,是構(gou)建國(guo)(guo)資(zi)(zi)監管(guan)大格局的法治基礎(chu)。遼寧(ning)省(sheng)國(guo)(guo)資(zi)(zi)委以(yi)地方性法規為龍頭,積(ji)極推進《遼寧(ning)省(sheng)企業(ye)國(guo)(guo)有資(zi)(zi)產監督(du)管(guan)理條(tiao)(tiao)例(li)(li)(li)》立(li)法。《條(tiao)(tiao)例(li)(li)(li)》在2018年和2019年分別(bie)列入了省(sheng)人(ren)(ren)大常委會(hui)立(li)法計劃論證項目(mu)和完(wan)成項目(mu)。《條(tiao)(tiao)例(li)(li)(li)草案》發至省(sheng)直有關部(bu)門和14個市(shi)政府(fu)征求意見,利用政府(fu)網絡平(ping)臺向社(she)會(hui)公開發布并征求意見。在反(fan)復論證修改基礎(chu)上,經過(guo)各方共同努力,2019年7月30日,《條(tiao)(tiao)例(li)(li)(li)》由遼寧(ning)省(sheng)第十三屆人(ren)(ren)大常委會(hui)第十二次會(hui)議審議通過(guo),自10月1日起(qi)施(shi)行。作為遼寧(ning)首部(bu)全(quan)面系統規范國(guo)(guo)資(zi)(zi)監管(guan)的地方性法規,《條(tiao)(tiao)例(li)(li)(li)》的出臺,對于遼寧(ning)深入貫徹中央決(jue)策部(bu)署,以(yi)管(guan)資(zi)(zi)本(ben)為主加強國(guo)(guo)資(zi)(zi)監管(guan)具有重要(yao)(yao)意義,也為新形勢下遼寧(ning)貫徹落實黨的十九大精神(shen),依(yi)法規范、保(bao)障和推進全(quan)省(sheng)國(guo)(guo)資(zi)(zi)國(guo)(guo)企工(gong)作提(ti)供(gong)了法治保(bao)障。《條(tiao)(tiao)例(li)(li)(li)》的創新主要(yao)(yao)體(ti)現在“五個明確”:
一是(shi)明(ming)(ming)(ming)(ming)確了(le)(le)以管(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主的國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)制(zhi)。《條(tiao)(tiao)(tiao)例》規定(ding)省、市(shi)、縣(xian)人(ren)民政府(fu)應當以管(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主加(jia)強(qiang)企(qi)業(ye)(ye)(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)督管(guan)(guan)理(li)(li)(li),改(gai)革(ge)(ge)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)授權(quan)經營體(ti)制(zhi),創(chuang)新(xin)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)方式。二是(shi)明(ming)(ming)(ming)(ming)確了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)的特(te)設性質和(he)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze)定(ding)位(wei)。《條(tiao)(tiao)(tiao)例》規定(ding)省、市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)為直屬特(te)設機(ji)(ji)(ji)構(gou)(gou),代(dai)表政府(fu)履行(xing)(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze),專(zhuan)司國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan),并要(yao)求縣(xian)區(qu)明(ming)(ming)(ming)(ming)確統一的國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)主體(ti),為省、市(shi)、縣(xian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)設置和(he)職(zhi)(zhi)責(ze)定(ding)位(wei)提(ti)供了(le)(le)有(you)(you)(you)力(li)指引(yin)。三是(shi)明(ming)(ming)(ming)(ming)確了(le)(le)企(qi)業(ye)(ye)(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)基(ji)礎管(guan)(guan)理(li)(li)(li)。《條(tiao)(tiao)(tiao)例》專(zhuan)章規定(ding)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)基(ji)礎管(guan)(guan)理(li)(li)(li)內容,推進建立監(jian)(jian)(jian)(jian)管(guan)(guan)信(xin)息(xi)平臺,在保障國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)依法履行(xing)(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze)的同時進一步落實全(quan)口徑、全(quan)覆蓋的監(jian)(jian)(jian)(jian)管(guan)(guan)職(zhi)(zhi)責(ze)。四是(shi)明(ming)(ming)(ming)(ming)確了(le)(le)分(fen)類(lei)監(jian)(jian)(jian)(jian)管(guan)(guan)制(zhi)度。《條(tiao)(tiao)(tiao)例》規定(ding)建立完(wan)善企(qi)業(ye)(ye)(ye)管(guan)(guan)理(li)(li)(li)者分(fen)類(lei)分(fen)層(ceng)管(guan)(guan)理(li)(li)(li)制(zhi)度,結(jie)合企(qi)業(ye)(ye)(ye)功能定(ding)位(wei),推行(xing)(xing)分(fen)類(lei)考核、分(fen)類(lei)定(ding)薪管(guan)(guan)理(li)(li)(li),科學界(jie)定(ding)權(quan)責(ze)邊界(jie),根(gen)(gen)據企(qi)業(ye)(ye)(ye)類(lei)型開展授權(quan)和(he)放權(quan)。五是(shi)明(ming)(ming)(ming)(ming)確了(le)(le)改(gai)革(ge)(ge)容錯機(ji)(ji)(ji)制(zhi)。《條(tiao)(tiao)(tiao)例》規定(ding)企(qi)業(ye)(ye)(ye)管(guan)(guan)理(li)(li)(li)者在改(gai)革(ge)(ge)發展中(zhong)所出(chu)現的失誤,不屬于(yu)有(you)(you)(you)令(ling)不行(xing)(xing)、有(you)(you)(you)禁不止、不當謀利、主觀故意、獨斷專(zhuan)行(xing)(xing)等(deng)情形(xing)的,根(gen)(gen)據有(you)(you)(you)關規定(ding)和(he)程(cheng)序(xu)予以容錯,激勵國(guo)(guo)企(qi)管(guan)(guan)理(li)(li)(li)者干事創(chuang)業(ye)(ye)(ye)、擔當作(zuo)為。遼(liao)寧(ning)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)向(xiang)全(quan)省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)系統下(xia)發了(le)(le)學習貫(guan)徹(che)《條(tiao)(tiao)(tiao)例》通知,下(xia)一步將持續(xu)推進《條(tiao)(tiao)(tiao)例》貫(guan)徹(che)落實,加(jia)強(qiang)指導監(jian)(jian)(jian)(jian)督培(pei)訓工作(zuo)。
二、健全工作機制,積極搭建指導監督工作平臺
建(jian)立上下聯動、規范有(you)序的指導監(jian)督(du)機制,是構建(jian)國資監(jian)管大格局(ju)的工(gong)作保(bao)障。遼(liao)寧國資委加強統籌(chou)謀劃,完(wan)善制度機制,建(jian)立了一套運轉有(you)效的指導監(jian)督(du)工(gong)作體系。主要體現在“三化”:
一(yi)是組(zu)(zu)織領導(dao)專門(men)化(hua)(hua)。成立(li)了(le)(le)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)指(zhi)導(dao)監(jian)督(du)工(gong)作(zuo)(zuo)領導(dao)小(xiao)組(zu)(zu)。由主(zhu)要(yao)(yao)(yao)領導(dao)任組(zu)(zu)長,分(fen)管領導(dao)和(he)其他委(wei)領導(dao)任副組(zu)(zu)長,各(ge)處室負(fu)責人為(wei)成員(yuan),政(zheng)策法(fa)規處作(zuo)(zuo)為(wei)小(xiao)組(zu)(zu)辦公(gong)室負(fu)責綜合歸口協調(diao),并確定了(le)(le)聯(lian)絡(luo)員(yuan);各(ge)市(shi)(shi)按省(sheng)里要(yao)(yao)(yao)求也都明(ming)確了(le)(le)機(ji)構,落實了(le)(le)相關(guan)職責,實現了(le)(le)省(sheng)、市(shi)(shi)指(zhi)導(dao)監(jian)督(du)領導(dao)機(ji)構和(he)工(gong)作(zuo)(zuo)機(ji)構專門(men)化(hua)(hua)。二是指(zhi)導(dao)監(jian)督(du)規范化(hua)(hua)。建立(li)制(zhi)度(du)。修訂(ding)出臺了(le)(le)《遼寧省(sheng)國(guo)(guo)(guo)(guo)有資(zi)(zi)產監(jian)管工(gong)作(zuo)(zuo)指(zhi)導(dao)監(jian)督(du)實施辦法(fa)》,使省(sheng)、市(shi)(shi)、縣指(zhi)導(dao)監(jian)督(du)工(gong)作(zuo)(zuo)有據可依(yi)。確立(li)機(ji)制(zhi)。每年向(xiang)各(ge)市(shi)(shi)印發(fa)“省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)年度(du)國(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)改革(ge)(ge)任務(wu)分(fen)解(jie)、年度(du)指(zhi)導(dao)監(jian)督(du)工(gong)作(zuo)(zuo)計劃、年度(du)法(fa)治工(gong)作(zuo)(zuo)要(yao)(yao)(yao)點(dian)”等(deng),形成了(le)(le)“一(yi)分(fen)解(jie)、一(yi)計劃、一(yi)要(yao)(yao)(yao)點(dian)”的指(zhi)導(dao)模式。建立(li)聯(lian)系(xi)點(dian)。根據省(sheng)實際和(he)工(gong)作(zuo)(zuo)需要(yao)(yao)(yao),建立(li)了(le)(le)4個市(shi)(shi)縣指(zhi)導(dao)監(jian)督(du)聯(lian)系(xi)點(dian),同時確立(li)國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)聯(lian)系(xi)點(dian),以點(dian)帶面,輻(fu)射市(shi)(shi)縣國(guo)(guo)(guo)(guo)資(zi)(zi)工(gong)作(zuo)(zuo)。三是溝通(tong)交流常態(tai)化(hua)(hua)。建立(li)了(le)(le)遼寧國(guo)(guo)(guo)(guo)資(zi)(zi)工(gong)作(zuo)(zuo)群,及時發(fa)布(bu)通(tong)知,共享(xiang)國(guo)(guo)(guo)(guo)資(zi)(zi)信息(xi),搭建交流平(ping)臺。定期更新指(zhi)導(dao)監(jian)督(du)各(ge)項政(zheng)策、工(gong)作(zuo)(zuo)任務(wu)等(deng)有關(guan)內容(rong),方便工(gong)作(zuo)(zuo)聯(lian)系(xi)對(dui)接(jie)。建立(li)了(le)(le)重大(da)事項報告機(ji)制(zhi)。明(ming)確要(yao)(yao)(yao)求各(ge)市(shi)(shi)涉及機(ji)構設(she)置、管理(li)體(ti)制(zhi)和(he)國(guo)(guo)(guo)(guo)企(qi)改革(ge)(ge)重大(da)事項要(yao)(yao)(yao)及時向(xiang)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)報告,加強(qiang)溝通(tong)協調(diao),及時掌握(wo)信息(xi),分(fen)類(lei)應(ying)對(dui)處理(li)。
三、加強改革指導,深化推動全省國資國企改革
全面深化(hua)國(guo)資國(guo)企(qi)改(gai)革、推動全省(sheng)國(guo)資國(guo)企(qi)發(fa)展(zhan),是(shi)構建(jian)國(guo)資監(jian)管大(da)格(ge)局的核(he)心目(mu)標。在深入(ru)學習(xi)黨的十(shi)九大(da)、十(shi)九屆二(er)中、三中全會精(jing)神、習(xi)近(jin)平總書記在遼寧考(kao)察時和在深入(ru)推進東北振興座談會上的重要(yao)講話精(jing)神基(ji)礎上,緊(jin)密(mi)結合(he)地方(fang)國(guo)有企(qi)業實際,堅持問題(ti)導(dao)向(xiang),指(zhi)導(dao)各(ge)市深化(hua)改(gai)革,推動全省(sheng)改(gai)革發(fa)展(zhan)目(mu)標落實落地。主(zhu)要(yao)體現在“四個推進”:
一(yi)(yi)是(shi)(shi)推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)經營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)中統(tong)(tong)一(yi)(yi)監(jian)(jian)管(guan)(guan)。堅持政企(qi)(qi)(qi)(qi)分(fen)開、分(fen)步推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)、集(ji)(ji)(ji)中整(zheng)合(he)(he),在(zai)省(sheng)(sheng)級層面(mian)(mian)制(zhi)定了《遼(liao)寧省(sheng)(sheng)經營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)中統(tong)(tong)一(yi)(yi)監(jian)(jian)管(guan)(guan)實(shi)(shi)施方案(an)》,落實(shi)(shi)黨政機(ji)(ji)關(guan)辦企(qi)(qi)(qi)(qi)業(ye)脫(tuo)鉤、事(shi)業(ye)單(dan)(dan)位(wei)轉制(zhi)和企(qi)(qi)(qi)(qi)業(ye)集(ji)(ji)(ji)團(tuan)組(zu)建(jian)等(deng)工(gong)作(zuo)(zuo)。在(zai)省(sheng)(sheng)里強(qiang)(qiang)(qiang)力指導(dao)(dao)(dao)推(tui)(tui)(tui)(tui)(tui)動(dong)下,各(ge)市(shi)積極主動(dong)落實(shi)(shi),全省(sheng)(sheng)累計新組(zu)建(jian)125戶企(qi)(qi)(qi)(qi)業(ye)集(ji)(ji)(ji)團(tuan),都交由各(ge)級國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委履行(xing)(xing)(xing)出(chu)資(zi)人(ren)(ren)職(zhi)(zhi)責,鞍山、營口(kou)(kou)、錦(jin)州(zhou)等(deng)市(shi)還(huan)出(chu)臺了國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委與行(xing)(xing)(xing)政主管(guan)(guan)部門(men)職(zhi)(zhi)責劃分(fen)意見,做到政資(zi)分(fen)開。目(mu)前(qian)(qian),全省(sheng)(sheng)除(chu)部分(fen)金融文化(hua)企(qi)(qi)(qi)(qi)業(ye)外,經營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)中統(tong)(tong)一(yi)(yi)監(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)基(ji)本完(wan)(wan)(wan)成(cheng)。二是(shi)(shi)推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)歷史遺留問題解決。全省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)“三供一(yi)(yi)業(ye)”分(fen)離(li)移(yi)交工(gong)作(zuo)(zuo)圓滿畫上句號。截止2018年底,駐遼(liao)央(yang)企(qi)(qi)(qi)(qi)486個和省(sheng)(sheng)屬企(qi)(qi)(qi)(qi)業(ye)74個項(xiang)目(mu),分(fen)離(li)移(yi)交全面(mian)(mian)完(wan)(wan)(wan)成(cheng)。地(di)方國(guo)(guo)(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)廠(chang)辦大(da)集(ji)(ji)(ji)體改(gai)革全面(mian)(mian)啟動(dong)。各(ge)市(shi)已全部進(jin)(jin)入實(shi)(shi)質性(xing)操作(zuo)(zuo)階段,力爭在(zai)今年底前(qian)(qian)基(ji)本完(wan)(wan)(wan)成(cheng)。處置(zhi)國(guo)(guo)(guo)(guo)(guo)(guo)有“僵尸(shi)企(qi)(qi)(qi)(qi)業(ye)”加(jia)(jia)(jia)快推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)。全省(sheng)(sheng)積極開展工(gong)作(zuo)(zuo),已處置(zhi)300戶,占總任務的(de)94%,預計今年年底全面(mian)(mian)完(wan)(wan)(wan)成(cheng)。指導(dao)(dao)(dao)推(tui)(tui)(tui)(tui)(tui)動(dong)各(ge)市(shi)啟動(dong)國(guo)(guo)(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)退休人(ren)(ren)員社會化(hua)管(guan)(guan)理工(gong)作(zuo)(zuo)。三是(shi)(shi)推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)有經濟布(bu)局結(jie)構優(you)化(hua)。深化(hua)央(yang)地(di)對接合(he)(he)作(zuo)(zuo),遼(liao)寧港口(kou)(kou)集(ji)(ji)(ji)團(tuan)掛牌組(zu)建(jian),實(shi)(shi)現央(yang)企(qi)(qi)(qi)(qi)、省(sheng)(sheng)企(qi)(qi)(qi)(qi)和大(da)連(lian)、營口(kou)(kou)市(shi)企(qi)(qi)(qi)(qi)聯合(he)(he)重組(zu),打(da)造東北亞國(guo)(guo)(guo)(guo)(guo)(guo)際航運中心。防控債務風險,指導(dao)(dao)(dao)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)累計實(shi)(shi)施債轉股(gu)820億元(yuan)。加(jia)(jia)(jia)強(qiang)(qiang)(qiang)省(sheng)(sheng)內戰略重組(zu),本鋼、北鋼重組(zu)實(shi)(shi)現省(sheng)(sheng)企(qi)(qi)(qi)(qi)和本溪市(shi)共贏。加(jia)(jia)(jia)快推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)混合(he)(he)所有制(zhi)改(gai)革,沈陽、大(da)連(lian)混改(gai)比例達到54.8%和57%。全省(sheng)(sheng)7戶國(guo)(guo)(guo)(guo)(guo)(guo)家“雙百行(xing)(xing)(xing)動(dong)”企(qi)(qi)(qi)(qi)業(ye)綜合(he)(he)改(gai)革加(jia)(jia)(jia)速推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)。四是(shi)(shi)推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)體制(zhi)機(ji)(ji)制(zhi)完(wan)(wan)(wan)善。指導(dao)(dao)(dao)推(tui)(tui)(tui)(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)機(ji)(ji)構職(zhi)(zhi)能轉變,精簡監(jian)(jian)管(guan)(guan)事(shi)項(xiang)。明確出(chu)資(zi)人(ren)(ren)監(jian)(jian)管(guan)(guan)權責邊界,對11個市(shi)的(de)權責清(qing)單(dan)(dan)或(huo)履職(zhi)(zhi)清(qing)單(dan)(dan)進(jin)(jin)行(xing)(xing)(xing)了指導(dao)(dao)(dao)把關(guan)。加(jia)(jia)(jia)強(qiang)(qiang)(qiang)基(ji)礎管(guan)(guan)理,搭建(jian)統(tong)(tong)一(yi)(yi)的(de)產(chan)權、財務管(guan)(guan)理系(xi)統(tong)(tong),利用(yong)信(xin)息化(hua)手段加(jia)(jia)(jia)強(qiang)(qiang)(qiang)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)和經濟運行(xing)(xing)(xing)監(jian)(jian)測,密切國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)系(xi)統(tong)(tong)縱向聯系(xi),形成(cheng)統(tong)(tong)一(yi)(yi)監(jian)(jian)管(guan)(guan)合(he)(he)力。
四、豐富指導方式,堅持寓指導監督于服務之中
豐富指導(dao)(dao)監(jian)(jian)督方式、創(chuang)新(xin)指導(dao)(dao)監(jian)(jian)督手(shou)段、服務市縣工(gong)作(zuo)(zuo)需要(yao),是(shi)構建(jian)國資監(jian)(jian)管大格局的有效(xiao)抓手(shou)。遼(liao)寧(ning)國資委堅(jian)持多(duo)措并舉,不斷探索創(chuang)新(xin)工(gong)作(zuo)(zuo)方式,寓指導(dao)(dao)監(jian)(jian)督于服務中(zhong),有力推動了指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)深入(ru)開展。主要(yao)體現在“五個指導(dao)(dao)”:
一(yi)是(shi)(shi)政(zheng)策指導(dao)(dao)(dao)(dao)(dao)(dao)。省(sheng)里出臺的國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企1+N改(gai)(gai)(gai)革(ge)(ge)文(wen)件及(ji)時印(yin)發(fa)或(huo)抄送各(ge)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei),并開展政(zheng)策解讀,加強政(zheng)策頂層設(she)計指引。印(yin)發(fa)了《關于做(zuo)好(hao)(hao)規(gui)范性文(wen)件備(bei)案工(gong)(gong)(gong)作(zuo)(zuo)的通(tong)知(zhi)》,對(dui)(dui)(dui)各(ge)市(shi)(shi)(shi)重要政(zheng)策文(wen)件進(jin)行備(bei)案審(shen)查(cha),指導(dao)(dao)(dao)(dao)(dao)(dao)各(ge)市(shi)(shi)(shi)把握改(gai)(gai)(gai)革(ge)(ge)方向。先后編印(yin)改(gai)(gai)(gai)革(ge)(ge)文(wen)件匯(hui)編、政(zheng)策法(fa)規(gui)匯(hui)編5套,方便(bian)市(shi)(shi)(shi)縣國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)機構學(xue)(xue)習使用。二是(shi)(shi)調(diao)(diao)(diao)研(yan)(yan)(yan)指導(dao)(dao)(dao)(dao)(dao)(dao)。印(yin)發(fa)了《關于開展改(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)(zuo)調(diao)(diao)(diao)研(yan)(yan)(yan)的通(tong)知(zhi)》等(deng)文(wen)件,明(ming)確省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)領(ling)導(dao)(dao)(dao)(dao)(dao)(dao)分包到(dao)各(ge)市(shi)(shi)(shi),實現(xian)包市(shi)(shi)(shi)到(dao)人。通(tong)過委(wei)(wei)(wei)領(ling)導(dao)(dao)(dao)(dao)(dao)(dao)專項調(diao)(diao)(diao)研(yan)(yan)(yan),分管處室業務(wu)調(diao)(diao)(diao)研(yan)(yan)(yan),有針對(dui)(dui)(dui)性的對(dui)(dui)(dui)各(ge)市(shi)(shi)(shi)進(jin)行指導(dao)(dao)(dao)(dao)(dao)(dao)幫助,已形(xing)成調(diao)(diao)(diao)研(yan)(yan)(yan)報告(gao)35份,歸納(na)問題(ti)75項,逐一(yi)推(tui)動解決。三是(shi)(shi)會(hui)議(yi)指導(dao)(dao)(dao)(dao)(dao)(dao)。通(tong)過各(ge)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)負(fu)責(ze)人工(gong)(gong)(gong)作(zuo)(zuo)會(hui)、政(zheng)策法(fa)規(gui)和(he)指導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)會(hui)、分片區座談會(hui)、各(ge)業務(wu)口(kou)專項工(gong)(gong)(gong)作(zuo)(zuo)會(hui)等(deng)形(xing)式(shi),集中統一(yi)或(huo)分片分類進(jin)行會(hui)議(yi)指導(dao)(dao)(dao)(dao)(dao)(dao),交流工(gong)(gong)(gong)作(zuo)(zuo)經驗,部署安(an)排工(gong)(gong)(gong)作(zuo)(zuo)。四是(shi)(shi)培(pei)訓(xun)指導(dao)(dao)(dao)(dao)(dao)(dao)。除部分會(hui)議(yi)中安(an)排培(pei)訓(xun)交流外,近年來(lai)還單(dan)獨或(huo)聯合東北(bei)大學(xue)(xue)、省(sheng)委(wei)(wei)(wei)黨校、遼寧(ning)行政(zheng)學(xue)(xue)院(yuan)舉辦(ban)了“全省(sheng)國(guo)(guo)(guo)(guo)企改(gai)(gai)(gai)革(ge)(ge)與依法(fa)治企專題(ti)研(yan)(yan)(yan)討(tao)班”、“推(tui)進(jin)混合所有制改(gai)(gai)(gai)革(ge)(ge)研(yan)(yan)(yan)討(tao)班”、“國(guo)(guo)(guo)(guo)企大講堂”等(deng)層次(ci)高(gao)、內容新、研(yan)(yan)(yan)討(tao)深的培(pei)訓(xun),先后培(pei)訓(xun)1800人次(ci),取得了良好(hao)(hao)效果。特別是(shi)(shi)國(guo)(guo)(guo)(guo)務(wu)院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)政(zheng)策法(fa)規(gui)局舉辦(ban)的政(zheng)策法(fa)規(gui)和(he)指導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)研(yan)(yan)(yan)討(tao)班、法(fa)治講堂等(deng)高(gao)層次(ci)研(yan)(yan)(yan)討(tao)培(pei)訓(xun),有力提(ti)高(gao)了我們的政(zheng)策法(fa)規(gui)和(he)指導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)水平,深受(shou)全省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企系統歡迎。五(wu)是(shi)(shi)考(kao)核(he)(he)(he)指導(dao)(dao)(dao)(dao)(dao)(dao)。以考(kao)核(he)(he)(he)為抓手,加大指導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)力度(du)。2014年以來(lai),先后印(yin)發(fa)了《關于做(zuo)好(hao)(hao)各(ge)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)領(ling)導(dao)(dao)(dao)(dao)(dao)(dao)班子(zi)和(he)領(ling)導(dao)(dao)(dao)(dao)(dao)(dao)干(gan)部深化國(guo)(guo)(guo)(guo)企改(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)(zuo)實績考(kao)核(he)(he)(he)的通(tong)知(zhi)》、《關于做(zuo)好(hao)(hao)各(ge)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)企改(gai)(gai)(gai)革(ge)(ge)發(fa)展績效考(kao)核(he)(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)的通(tong)知(zhi)》、《關于做(zuo)好(hao)(hao)重點(dian)工(gong)(gong)(gong)作(zuo)(zuo)任務(wu)督(du)(du)查(cha)的通(tong)知(zhi)》等(deng)文(wen)件,除對(dui)(dui)(dui)市(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)進(jin)行考(kao)核(he)(he)(he)外,還代表省(sheng)政(zheng)府(fu)對(dui)(dui)(dui)各(ge)市(shi)(shi)(shi)政(zheng)府(fu)國(guo)(guo)(guo)(guo)企改(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)(zuo)進(jin)行考(kao)核(he)(he)(he),通(tong)過督(du)(du)促檢查(cha)、定期通(tong)報、將考(kao)核(he)(he)(he)結(jie)果與各(ge)市(shi)(shi)(shi)政(zheng)府(fu)績效掛(gua)鉤,顯著提(ti)高(gao)了指導(dao)(dao)(dao)(dao)(dao)(dao)監(jian)督(du)(du)的有效性。
經過全省上下共同(tong)努力,遼寧指導(dao)監督工(gong)作取得了一定成(cheng)效,國資系統上下聯系更加緊密(mi),國資監管大(da)格局(ju)、一盤棋的(de)局(ju)面已初步形成(cheng)。
