國資委關于2017年度法治建設工作情況的報告

貫徹(che)落(luo)實(shi)中(zhong)共(gong)中(zhong)央、國(guo)務院(yuan)印發的《法治(zhi)政府建(jian)設(she)實(shi)施綱(gang)要(2015-2020年)》(以下簡稱(cheng)《綱(gang)要》)要求(qiu),國(guo)資委2017年法治(zhi)建(jian)設(she)工(gong)作(zuo)取得積極進展(zhan):
2017年,國(guo)(guo)資(zi)(zi)委認(ren)真學習貫徹(che)習近(jin)平(ping)新時代中國(guo)(guo)特色社會主義思(si)想和黨的(de)十九(jiu)大精(jing)神,深入貫徹(che)全面(mian)依(yi)法(fa)治(zhi)(zhi)國(guo)(guo)戰略部(bu)署,認(ren)真落(luo)實(shi)《綱要》,扎(zha)實(shi)推進(jin)(jin)《國(guo)(guo)務院國(guo)(guo)資(zi)(zi)委推進(jin)(jin)國(guo)(guo)資(zi)(zi)監管法(fa)治(zhi)(zhi)機構建(jian)(jian)設實(shi)施方案》(國(guo)(guo)資(zi)(zi)發法(fa)規〔2016〕134號(hao))各項任務措施,在依(yi)法(fa)全面(mian)履職、完善法(fa)規體系、健全決策機制、強化(hua)權(quan)力監督、有效化(hua)解矛盾、提(ti)升法(fa)治(zhi)(zhi)能力等方面(mian)取得明顯成效,國(guo)(guo)資(zi)(zi)國(guo)(guo)企法(fa)治(zhi)(zhi)建(jian)(jian)設邁出新步伐。
一、切實(shi)加(jia)強(qiang)對法治建設的領導和頂(ding)層(ceng)制度設計(ji)
一(yi)是(shi)(shi)深入(ru)學習(xi)貫徹(che)習(xi)近平(ping)(ping)總(zong)書記關于全面(mian)依(yi)(yi)(yi)(yi)法治(zhi)(zhi)國(guo)(guo)新(xin)(xin)理念(nian)新(xin)(xin)思想(xiang)新(xin)(xin)戰(zhan)(zhan)略。黨(dang)的十(shi)九大把堅持(chi)全面(mian)依(yi)(yi)(yi)(yi)法治(zhi)(zhi)國(guo)(guo)確(que)立為(wei)新(xin)(xin)時代堅持(chi)和發展中(zhong)(zhong)國(guo)(guo)特色社(she)會(hui)(hui)主(zhu)義的十(shi)四(si)條基本方(fang)略之一(yi),對深化(hua)依(yi)(yi)(yi)(yi)法治(zhi)(zhi)國(guo)(guo)實(shi)(shi)踐(jian)作(zuo)(zuo)出(chu)全面(mian)部(bu)署(shu),為(wei)全面(mian)推(tui)進法治(zhi)(zhi)建(jian)(jian)設(she)(she)各(ge)項(xiang)工(gong)(gong)作(zuo)(zuo)提供了根本遵循。國(guo)(guo)資(zi)委(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)牢固(gu)樹立“四(si)個意識(shi)”,通(tong)過(guo)黨(dang)委(wei)(wei)(wei)會(hui)(hui)和中(zhong)(zhong)心組學習(xi)、專(zhuan)題(ti)學習(xi)研討等(deng)方(fang)式,多次學習(xi)貫徹(che)習(xi)近平(ping)(ping)總(zong)書記關于全面(mian)依(yi)(yi)(yi)(yi)法治(zhi)(zhi)國(guo)(guo)新(xin)(xin)理念(nian)新(xin)(xin)思想(xiang)新(xin)(xin)戰(zhan)(zhan)略,深刻領會(hui)(hui)總(zong)書記依(yi)(yi)(yi)(yi)法治(zhi)(zhi)國(guo)(guo)、依(yi)(yi)(yi)(yi)規(gui)(gui)治(zhi)(zhi)黨(dang)重要(yao)(yao)論述和中(zhong)(zhong)央(yang)(yang)政(zheng)(zheng)(zheng)法工(gong)(gong)作(zuo)(zuo)會(hui)(hui)議精神,并提出(chu)貫徹(che)落實(shi)(shi)要(yao)(yao)求。二(er)是(shi)(shi)切實(shi)(shi)落實(shi)(shi)第(di)一(yi)責(ze)(ze)任人職(zhi)責(ze)(ze)。貫徹(che)《黨(dang)政(zheng)(zheng)(zheng)主(zhu)要(yao)(yao)負責(ze)(ze)人履行推(tui)進法治(zhi)(zhi)建(jian)(jian)設(she)(she)第(di)一(yi)責(ze)(ze)任人職(zhi)責(ze)(ze)規(gui)(gui)定(ding)》(中(zhong)(zhong)辦(ban)發〔2016〕71號)要(yao)(yao)求,黨(dang)委(wei)(wei)(wei)書記直接分管政(zheng)(zheng)(zheng)策(ce)(ce)法規(gui)(gui)工(gong)(gong)作(zuo)(zuo),黨(dang)政(zheng)(zheng)(zheng)主(zhu)要(yao)(yao)負責(ze)(ze)同志專(zhuan)門研究(jiu)、認真(zhen)謀劃國(guo)(guo)資(zi)國(guo)(guo)企(qi)(qi)(qi)法治(zhi)(zhi)建(jian)(jian)設(she)(she)年度工(gong)(gong)作(zuo)(zuo)任務,并納(na)入(ru)《國(guo)(guo)資(zi)委(wei)(wei)(wei)2017年工(gong)(gong)作(zuo)(zuo)要(yao)(yao)點(dian)》,確(que)保法治(zhi)(zhi)建(jian)(jian)設(she)(she)與(yu)其他重點(dian)工(gong)(gong)作(zuo)(zuo)同部(bu)署(shu)、同推(tui)進、同督(du)促。推(tui)動(dong)建(jian)(jian)立并帶頭(tou)落實(shi)(shi)規(gui)(gui)章、規(gui)(gui)范性文件(jian)和重大決策(ce)(ce)法律審核制(zhi)(zhi)度,依(yi)(yi)(yi)(yi)法依(yi)(yi)(yi)(yi)規(gui)(gui)決策(ce)(ce)重大事(shi)項(xiang)。在中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)、地方(fang)國(guo)(guo)資(zi)委(wei)(wei)(wei)負責(ze)(ze)人會(hui)(hui)議上對依(yi)(yi)(yi)(yi)法監(jian)管、依(yi)(yi)(yi)(yi)法治(zhi)(zhi)企(qi)(qi)(qi)作(zuo)(zuo)出(chu)部(bu)署(shu),明確(que)要(yao)(yao)求中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)黨(dang)委(wei)(wei)(wei)(黨(dang)組)書記、董事(shi)長(chang)、總(zong)經理切實(shi)(shi)履行推(tui)進法治(zhi)(zhi)建(jian)(jian)設(she)(she)第(di)一(yi)責(ze)(ze)任人職(zhi)責(ze)(ze),層層壓實(shi)(shi)主(zhu)體責(ze)(ze)任。三是(shi)(shi)強化(hua)制(zhi)(zhi)度設(she)(she)計。委(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)會(hui)(hui)、委(wei)(wei)(wei)主(zhu)任辦(ban)公會(hui)(hui)多次研究(jiu)討論法治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo),先后制(zhi)(zhi)定(ding)《中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)主(zhu)要(yao)(yao)負責(ze)(ze)人履行推(tui)進法治(zhi)(zhi)建(jian)(jian)設(she)(she)第(di)一(yi)責(ze)(ze)任人職(zhi)責(ze)(ze)規(gui)(gui)定(ding)》《中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)境外投資(zi)監(jian)督(du)管理辦(ban)法》《國(guo)(guo)資(zi)委(wei)(wei)(wei)關于加強和改進行政(zheng)(zheng)(zheng)應(ying)訴工(gong)(gong)作(zuo)(zuo)的實(shi)(shi)施意見(jian)》等(deng)文件(jian),為(wei)國(guo)(guo)資(zi)國(guo)(guo)企(qi)(qi)(qi)法治(zhi)(zhi)建(jian)(jian)設(she)(she)提供制(zhi)(zhi)度支撐和保障。
二(er)、依法全面履行國有資產監管職責
一是研(yan)究制(zhi)訂國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)以管(guan)(guan)資(zi)本(ben)為(wei)主(zhu)(zhu)推進職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案。認真(zhen)貫徹(che)國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)關(guan)于深(shen)化(hua)“放管(guan)(guan)服”改革工(gong)作部(bu)署,研(yan)究起草國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案,經中央全面深(shen)化(hua)改革領導(dao)小組(zu)第三(san)(san)十次會議審(shen)議通過。2017年(nian)4月27日(ri),國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)辦公廳轉(zhuan)發了《國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)以管(guan)(guan)資(zi)本(ben)為(wei)主(zhu)(zhu)推進職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案》(以下簡稱《職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案》),提出(chu)(chu)(chu)強(qiang)化(hua)3項(xiang)管(guan)(guan)資(zi)本(ben)職能(neng)(neng)(neng)(neng),精簡43項(xiang)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)事(shi)(shi)項(xiang),整(zheng)合三(san)(san)方(fang)面相關(guan)職能(neng)(neng)(neng)(neng)。國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)黨(dang)委(wei)第一時(shi)間組(zu)織(zhi)中心組(zu)專題(ti)學習,研(yan)究制(zhi)定(ding)了《貫徹(che)落(luo)實〈國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)以管(guan)(guan)資(zi)本(ben)為(wei)主(zhu)(zhu)推進職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案〉重(zhong)點任務(wu)分工(gong)方(fang)案》(國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)廳法規〔2017〕586號),確保各項(xiang)任務(wu)措施落(luo)實落(luo)細。二是制(zhi)定(ding)出(chu)(chu)(chu)資(zi)人監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)權力和(he)(he)責(ze)任清單(dan)。結合國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)《職能(neng)(neng)(neng)(neng)轉(zhuan)變(bian)方(fang)案》和(he)(he)簡政(zheng)放權要(yao)求(qiu),研(yan)究制(zhi)定(ding)國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)出(chu)(chu)(chu)資(zi)人監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)權力和(he)(he)責(ze)任清單(dan),依法厘清國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)職責(ze)邊界,明(ming)確權責(ze)事(shi)(shi)項(xiang),規范履職方(fang)式和(he)(he)流(liu)程(cheng),細化(hua)追(zhui)責(ze)情形。三(san)(san)是依法加強(qiang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產監(jian)(jian)(jian)(jian)(jian)督。健全完善(shan)中央企(qi)業(ye)境外投(tou)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)制(zhi)度,強(qiang)化(hua)境外重(zhong)大投(tou)資(zi)項(xiang)目審(shen)核(he)把關(guan),指導(dao)中央企(qi)業(ye)定(ding)期排查(cha)并妥善(shan)處置境外法律風險,健全長(chang)效工(gong)作機制(zhi),確保境外國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產安全運營和(he)(he)保值增值。進一步完善(shan)財務(wu)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan),向部(bu)分中央企(qi)業(ye)委(wei)派總會計(ji)師,加強(qiang)出(chu)(chu)(chu)資(zi)人對(dui)企(qi)業(ye)審(shen)計(ji)監(jian)(jian)(jian)(jian)(jian)督,指導(dao)企(qi)業(ye)開展內審(shen)工(gong)作,督促(cu)整(zheng)改審(shen)計(ji)問題(ti)。強(qiang)化(hua)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會監(jian)(jian)(jian)(jian)(jian)督,進一步突出(chu)(chu)(chu)監(jian)(jian)(jian)(jian)(jian)督重(zhong)點、深(shen)入核(he)查(cha)問題(ti)、強(qiang)化(hua)督促(cu)整(zheng)改,監(jian)(jian)(jian)(jian)(jian)督的權威性、及(ji)時(shi)性和(he)(he)有(you)效性明(ming)顯增強(qiang)。
三、完善國資監管法規制度體(ti)系
一(yi)是做好國(guo)(guo)(guo)(guo)資監(jian)管(guan)(guan)立(li)法(fa)(fa)(fa)工作。編(bian)制(zhi)國(guo)(guo)(guo)(guo)資委2017年立(li)法(fa)(fa)(fa)工作計劃(hua),列入(ru)立(li)法(fa)(fa)(fa)項目23項,優先保障國(guo)(guo)(guo)(guo)資國(guo)(guo)(guo)(guo)企(qi)改(gai)革(ge)發(fa)展(zhan)(zhan)急需(xu)項目,切實(shi)(shi)(shi)提(ti)高(gao)計劃(hua)的科學(xue)性針對(dui)性。共出臺規(gui)(gui)章(zhang)2件(jian)、規(gui)(gui)范性文件(jian)23件(jian),包括《中(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)功(gong)能(neng)界定分類方案(an)》《關(guan)于中(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)降杠桿減負債的指導意(yi)見(jian)》等(deng)。加(jia)強立(li)法(fa)(fa)(fa)調研(yan),在(zai)文件(jian)起草過程中(zhong)(zhong)充分聽取(qu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)、地方國(guo)(guo)(guo)(guo)資委意(yi)見(jian),切實(shi)(shi)(shi)提(ti)高(gao)文件(jian)質(zhi)量。截至(zhi)2017年底(di),國(guo)(guo)(guo)(guo)資委現行有(you)(you)效(xiao)規(gui)(gui)章(zhang)27件(jian)、規(gui)(gui)范性文件(jian)227件(jian),系(xi)(xi)統(tong)完備、科學(xue)有(you)(you)效(xiao)的國(guo)(guo)(guo)(guo)資監(jian)管(guan)(guan)法(fa)(fa)(fa)規(gui)(gui)制(zhi)度體系(xi)(xi)進(jin)一(yi)步(bu)形成。二是持續開(kai)展(zhan)(zhan)規(gui)(gui)章(zhang)規(gui)(gui)范性文件(jian)清(qing)理(li)(li)工作。堅持立(li)改(gai)廢釋并舉(ju),結合(he)國(guo)(guo)(guo)(guo)資委職能(neng)轉變方案(an)、國(guo)(guo)(guo)(guo)務(wu)院“放管(guan)(guan)服”改(gai)革(ge)和公平競爭(zheng)審查工作要求(qiu),對(dui)我委現行有(you)(you)效(xiao)的規(gui)(gui)章(zhang)、規(gui)(gui)范性文件(jian)進(jin)行全(quan)面(mian)清(qing)理(li)(li),重(zhong)點清(qing)理(li)(li)與(yu)上位法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)(gui)不一(yi)致、與(yu)以管(guan)(guan)資本為主(zhu)加(jia)強國(guo)(guo)(guo)(guo)有(you)(you)資產監(jian)管(guan)(guan)要求(qiu)不相(xiang)符、與(yu)法(fa)(fa)(fa)治化監(jian)管(guan)(guan)不相(xiang)適應的文件(jian),共廢止失效(xiao)32件(jian)、計劃(hua)修改(gai)36件(jian)。三是積極(ji)參(can)與(yu)重(zhong)點國(guo)(guo)(guo)(guo)家立(li)法(fa)(fa)(fa)。配合(he)中(zhong)(zhong)央(yang)(yang)(yang)紀委開(kai)展(zhan)(zhan)國(guo)(guo)(guo)(guo)家監(jian)察(cha)法(fa)(fa)(fa)實(shi)(shi)(shi)施問題研(yan)究,參(can)與(yu)預算法(fa)(fa)(fa)實(shi)(shi)(shi)施條例(li)、中(zhong)(zhong)央(yang)(yang)(yang)儲(chu)備糧管(guan)(guan)理(li)(li)條例(li)、上市(shi)公司(si)監(jian)督管(guan)(guan)理(li)(li)條例(li)等(deng)重(zhong)要法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)(gui)制(zhi)訂修訂工作,積極(ji)反映(ying)國(guo)(guo)(guo)(guo)資監(jian)管(guan)(guan)實(shi)(shi)(shi)際(ji)(ji)和中(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)合(he)理(li)(li)訴(su)求(qiu),為企(qi)業(ye)改(gai)革(ge)發(fa)展(zhan)(zhan)營造良好政策法(fa)(fa)(fa)律環境。四是參(can)與(yu)有(you)(you)關(guan)國(guo)(guo)(guo)(guo)際(ji)(ji)條約和多雙邊(bian)協定的談(tan)判(pan)(pan)和制(zhi)定。積極(ji)參(can)加(jia)中(zhong)(zhong)美投資協定談(tan)判(pan)(pan)、中(zhong)(zhong)歐投資協定談(tan)判(pan)(pan)、中(zhong)(zhong)加(jia)自貿區(qu)談(tan)判(pan)(pan)等(deng)政府(fu)間涉外談(tan)判(pan)(pan)對(dui)話,努力為企(qi)業(ye)開(kai)展(zhan)(zhan)國(guo)(guo)(guo)(guo)際(ji)(ji)化經營創造良好外部(bu)環境。
四(si)、推進決策科學化(hua)、民主(zhu)化(hua)、法治(zhi)化(hua)
一(yi)是(shi)(shi)完善依(yi)(yi)法(fa)決策(ce)(ce)程序。研究修訂國(guo)資委工作(zuo)規則,進(jin)一(yi)步對決策(ce)(ce)主體、決策(ce)(ce)事項(xiang)(xiang)、決策(ce)(ce)程序等(deng)進(jin)行規范,明(ming)確重(zhong)(zhong)大(da)決策(ce)(ce)應當經委黨委會(hui)、委主任辦公會(hui)議討論(lun)(lun)決定。二是(shi)(shi)加強(qiang)重(zhong)(zhong)大(da)決策(ce)(ce)合(he)法(fa)性(xing)(xing)審查。建(jian)立(li)健(jian)全(quan)國(guo)資委重(zhong)(zhong)大(da)決策(ce)(ce)合(he)法(fa)性(xing)(xing)審查機制,對中央企業章程、改(gai)制重(zhong)(zhong)組方案、國(guo)有資本運營等(deng)涉及(ji)國(guo)資國(guo)企改(gai)革(ge)發展的重(zhong)(zhong)大(da)決策(ce)(ce)事項(xiang)(xiang)進(jin)行法(fa)律(lv)(lv)(lv)論(lun)(lun)證(zheng)把關(guan)。建(jian)立(li)國(guo)資委公平(ping)(ping)競爭(zheng)審查機制,對涉及(ji)的規章規范性(xing)(xing)文件(jian)和政策(ce)(ce)措施(shi)進(jin)行公平(ping)(ping)競爭(zheng)審查,確保監管行為(wei)依(yi)(yi)法(fa)合(he)規。三是(shi)(shi)建(jian)立(li)國(guo)資委公職(zhi)律(lv)(lv)(lv)師(shi)和法(fa)律(lv)(lv)(lv)顧(gu)問(wen)制度(du)。經司法(fa)部批準(zhun),9名(ming)同志成為(wei)國(guo)資委第一(yi)批公職(zhi)律(lv)(lv)(lv)師(shi),正式聘任17名(ming)專家學者(zhe)、知名(ming)律(lv)(lv)(lv)師(shi)為(wei)外(wai)聘法(fa)律(lv)(lv)(lv)顧(gu)問(wen),充(chong)分發揮(hui)其(qi)咨詢論(lun)(lun)證(zheng)、審核把關(guan)作(zuo)用。在《中央企業違(wei)規經營投資責任追(zhui)究實施(shi)辦法(fa)(試行)》等(deng)重(zhong)(zhong)要規章規范性(xing)(xing)文件(jian)研究起(qi)草過程中,主動征求外(wai)聘法(fa)律(lv)(lv)(lv)顧(gu)問(wen)意見。
五、強化對權力的制(zhi)約和監(jian)督
一(yi)是(shi)(shi)健全國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)權力(li)(li)運行制(zhi)約(yue)和監(jian)(jian)(jian)督(du)體(ti)系(xi)。根據(ju)監(jian)(jian)(jian)管(guan)權力(li)(li)和責(ze)任(ren)(ren)清單,修訂《國(guo)(guo)(guo)(guo)資(zi)(zi)委機(ji)關職(zhi)責(ze)分解一(yi)覽(lan)表》,完善機(ji)關工(gong)作(zuo)指導書和程(cheng)序文件,進一(yi)步細(xi)化(hua)工(gong)作(zuo)流程(cheng)和責(ze)任(ren)(ren)追究。針(zhen)對(dui)(dui)機(ji)關工(gong)作(zuo)人(ren)員(yuan)與中(zhong)(zhong)央企(qi)業(ye)往來行為、中(zhong)(zhong)介(jie)機(ji)構服(fu)務(wu)委托(tuo)制(zhi)度(du)(du)、內幕信息(xi)管(guan)理等共性廉潔風險問題(ti),開(kai)(kai)(kai)(kai)展(zhan)(zhan)(zhan)專題(ti)調研(yan),研(yan)究起草(cao)相關制(zhi)度(du)(du)規(gui)范(fan)。制(zhi)定(ding)貫徹落(luo)實(shi)中(zhong)(zhong)央八(ba)項規(gui)定(ding)精神進一(yi)步加強作(zuo)風建設(she)的(de)實(shi)施(shi)意見,持之以恒糾正“四風”。二是(shi)(shi)加強風險排(pai)查(cha)(cha)和內部(bu)監(jian)(jian)(jian)督(du)。認(ren)真開(kai)(kai)(kai)(kai)展(zhan)(zhan)(zhan)廉潔風險排(pai)查(cha)(cha)工(gong)作(zuo),制(zhi)定(ding)防控(kong)措(cuo)施(shi),有(you)效(xiao)堵塞管(guan)理漏洞。切實(shi)加強對(dui)(dui)委內廳(ting)局和單位(wei)在正風反(fan)腐、選(xuan)人(ren)用人(ren)、源頭治理、巡(xun)視(shi)整(zheng)改等方面(mian)落(luo)實(shi)主(zhu)(zhu)體(ti)責(ze)任(ren)(ren)情況(kuang)(kuang)(kuang)的(de)監(jian)(jian)(jian)督(du)檢查(cha)(cha)。三是(shi)(shi)自覺接受黨內監(jian)(jian)(jian)督(du)和審(shen)計(ji)(ji)監(jian)(jian)(jian)督(du)。針(zhen)對(dui)(dui)2016年中(zhong)(zhong)央巡(xun)視(shi)組(zu)對(dui)(dui)國(guo)(guo)(guo)(guo)資(zi)(zi)委黨委反(fan)饋(kui)的(de)巡(xun)視(shi)意見,開(kai)(kai)(kai)(kai)展(zhan)(zhan)(zhan)自查(cha)(cha)自糾深化(hua)整(zheng)改工(gong)作(zuo),對(dui)(dui)已制(zhi)定(ding)的(de)整(zheng)改措(cuo)施(shi)落(luo)實(shi)情況(kuang)(kuang)(kuang)開(kai)(kai)(kai)(kai)展(zhan)(zhan)(zhan)“回頭看”。配合審(shen)計(ji)(ji)署對(dui)(dui)我委開(kai)(kai)(kai)(kai)展(zhan)(zhan)(zhan)2016年預算執行等情況(kuang)(kuang)(kuang)審(shen)計(ji)(ji)、穩增長等措(cuo)施(shi)落(luo)實(shi)情況(kuang)(kuang)(kuang)跟蹤審(shen)計(ji)(ji)以及相關專項審(shen)計(ji)(ji),積極提供材料、主(zhu)(zhu)動說明(ming)情況(kuang)(kuang)(kuang)、全力(li)(li)整(zheng)改問題(ti),并(bing)將整(zheng)改情況(kuang)(kuang)(kuang)及時(shi)報告國(guo)(guo)(guo)(guo)務(wu)院(yuan)。四是(shi)(shi)全面(mian)推(tui)進政(zheng)務(wu)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)和信息(xi)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)。研(yan)究制(zhi)定(ding)《國(guo)(guo)(guo)(guo)資(zi)(zi)委2017年政(zheng)務(wu)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)工(gong)作(zuo)要點》,加大國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)信息(xi)主(zhu)(zhu)動公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)力(li)(li)度(du)(du),及時(shi)向(xiang)社會公(gong)(gong)(gong)(gong)布(bu)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產保值增值總體(ti)情況(kuang)(kuang)(kuang)、中(zhong)(zhong)央企(qi)業(ye)業(ye)績考核、中(zhong)(zhong)央企(qi)業(ye)負(fu)責(ze)人(ren)薪(xin)酬(chou)及重大人(ren)事(shi)任(ren)(ren)免事(shi)項等。2017年,國(guo)(guo)(guo)(guo)資(zi)(zi)委主(zhu)(zhu)動公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)信息(xi)18000余條,收到的(de)信息(xi)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)申請全部(bu)予以答復。積極推(tui)進中(zhong)(zhong)央企(qi)業(ye)信息(xi)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)試點工(gong)作(zuo),舉(ju)辦(ban)中(zhong)(zhong)央企(qi)業(ye)信息(xi)公(gong)(gong)(gong)(gong)開(kai)(kai)(kai)(kai)培(pei)訓班,明(ming)確工(gong)作(zuo)要求,打(da)造“陽光央企(qi)”。
六、依法(fa)有效(xiao)化解矛(mao)盾(dun)糾紛
一(yi)(yi)(yi)是(shi)妥(tuo)善應對機(ji)關(guan)涉訴(su)案件(jian)。印(yin)發(fa)(fa)《國(guo)資(zi)(zi)委關(guan)于加強(qiang)和(he)改進(jin)行(xing)政(zheng)應訴(su)工(gong)(gong)作(zuo)(zuo)的(de)實施意見》(國(guo)資(zi)(zi)廳(ting)(ting)發(fa)(fa)法(fa)(fa)(fa)(fa)(fa)規(gui)〔2017〕34號(hao)),進(jin)一(yi)(yi)(yi)步規(gui)范(fan)(fan)機(ji)關(guan)行(xing)政(zheng)應訴(su)工(gong)(gong)作(zuo)(zuo),有效(xiao)防(fang)范(fan)(fan)機(ji)關(guan)法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)。二是(shi)依法(fa)(fa)(fa)(fa)(fa)推進(jin)信(xin)訪(fang)工(gong)(gong)作(zuo)(zuo)。按照(zhao)《關(guan)于進(jin)一(yi)(yi)(yi)步加強(qiang)信(xin)訪(fang)法(fa)(fa)(fa)(fa)(fa)治化建(jian)設的(de)意見》(中(zhong)辦發(fa)(fa)〔2017〕51號(hao))要(yao)求,依法(fa)(fa)(fa)(fa)(fa)暢通(tong)信(xin)訪(fang)渠道(dao),堅持(chi)以法(fa)(fa)(fa)(fa)(fa)律(lv)標(biao)尺化解(jie)矛盾。全面引(yin)導來(lai)訪(fang)人員依法(fa)(fa)(fa)(fa)(fa)逐級上訪(fang),推動訪(fang)訴(su)分離,注重加強(qiang)對來(lai)訪(fang)人員的(de)政(zheng)策(ce)解(jie)釋和(he)宣(xuan)傳疏導。三是(shi)加大對中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)防(fang)范(fan)(fan)風險(xian)指導力度。指導企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加強(qiang)境外(wai)法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)防(fang)范(fan)(fan),印(yin)發(fa)(fa)《關(guan)于進(jin)一(yi)(yi)(yi)步加強(qiang)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)境外(wai)法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)排查處置工(gong)(gong)作(zuo)(zuo)的(de)通(tong)知》(國(guo)資(zi)(zi)廳(ting)(ting)發(fa)(fa)法(fa)(fa)(fa)(fa)(fa)規(gui)〔2017〕40號(hao)),召開中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)參與“一(yi)(yi)(yi)帶(dai)一(yi)(yi)(yi)路”建(jian)設法(fa)(fa)(fa)(fa)(fa)律(lv)保障研討(tao)會(hui),組織編(bian)寫并出版9個(ge)國(guo)家的(de)《一(yi)(yi)(yi)帶(dai)一(yi)(yi)(yi)路沿線國(guo)家法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)防(fang)范(fan)(fan)指引(yin)》。建(jian)立法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)提示報告制(zhi)度,針對國(guo)際網(wang)絡電(dian)信(xin)詐騙、融(rong)資(zi)(zi)性貿易案件(jian)處理(li)、國(guo)有股權代持(chi)等共性法(fa)(fa)(fa)(fa)(fa)律(lv)風險(xian)發(fa)(fa)出提示函7份(fen),督促企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)及早防(fang)范(fan)(fan)、妥(tuo)善應對。四是(shi)指導協(xie)調中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)重大法(fa)(fa)(fa)(fa)(fa)律(lv)糾(jiu)(jiu)紛(fen)案件(jian)。制(zhi)定(ding)(ding)印(yin)發(fa)(fa)《關(guan)于進(jin)一(yi)(yi)(yi)步加強(qiang)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)律(lv)糾(jiu)(jiu)紛(fen)案件(jian)管理(li)工(gong)(gong)作(zuo)(zuo)的(de)通(tong)知》(國(guo)資(zi)(zi)發(fa)(fa)法(fa)(fa)(fa)(fa)(fa)規(gui)〔2017〕210號(hao)),促進(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)依法(fa)(fa)(fa)(fa)(fa)妥(tuo)善解(jie)決(jue)矛盾糾(jiu)(jiu)紛(fen),及時化解(jie)社會(hui)不穩定(ding)(ding)因(yin)素(su)。
七、加強(qiang)法治宣傳教(jiao)育(yu)
一(yi)是積極開展(zhan)(zhan)法(fa)(fa)(fa)(fa)(fa)治(zhi)宣(xuan)傳(chuan)(chuan)。落實“七五”普法(fa)(fa)(fa)(fa)(fa)規(gui)劃(hua),通過國資(zi)監管法(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)設(she)(she)(she)網、簡(jian)報(bao)(bao)、微信(xin)群(qun)和公眾號等多種途徑,加強國資(zi)監管法(fa)(fa)(fa)(fa)(fa)規(gui)制度的宣(xuan)傳(chuan)(chuan),及(ji)時向社會公開國資(zi)委(wei)規(gui)章規(gui)范性文件、強化(hua)政策解(jie)讀。結合黨(dang)的十九大精神的學(xue)(xue)(xue)習(xi)宣(xuan)傳(chuan)(chuan),組(zu)織開展(zhan)(zhan)“12·4”國家憲(xian)法(fa)(fa)(fa)(fa)(fa)日系列宣(xuan)傳(chuan)(chuan)活動。組(zu)織各廳(ting)局(ju)代(dai)表到北(bei)京市一(yi)中(zhong)(zhong)(zhong)院旁(pang)聽行(xing)(xing)政訴訟案(an)件庭(ting)審(shen),提升機關干部法(fa)(fa)(fa)(fa)(fa)治(zhi)素養。開展(zhan)(zhan)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)設(she)(she)(she)主題(ti)宣(xuan)傳(chuan)(chuan)活動,專(zhuan)門邀請新華社、中(zhong)(zhong)(zhong)央電視臺等媒(mei)體對(dui)11家企(qi)(qi)(qi)業(ye)(ye)進(jin)(jin)行(xing)(xing)采訪并發表33篇報(bao)(bao)道,集(ji)中(zhong)(zhong)(zhong)展(zhan)(zhan)示中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)設(she)(she)(she)成果。二是切實加強法(fa)(fa)(fa)(fa)(fa)治(zhi)培訓。舉(ju)辦國資(zi)委(wei)機關法(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)設(she)(she)(she)專(zhuan)題(ti)培訓班,邀請學(xue)(xue)(xue)者、法(fa)(fa)(fa)(fa)(fa)官為(wei)(wei)機關干部講(jiang)授(shou)民法(fa)(fa)(fa)(fa)(fa)總(zong)則(ze)、行(xing)(xing)政訴訟法(fa)(fa)(fa)(fa)(fa)和典型(xing)案(an)例(li)。全(quan)年組(zu)織6期(qi)“法(fa)(fa)(fa)(fa)(fa)治(zhi)講(jiang)堂(tang)”,邀請知名專(zhuan)家學(xue)(xue)(xue)者進(jin)(jin)行(xing)(xing)視頻(pin)授(shou)課(ke),國資(zi)委(wei)系統每期(qi)參加人(ren)員(yuan)(yuan)1萬多人(ren)。做好政策宣(xuan)講(jiang)解(jie)讀,派(pai)員(yuan)(yuan)參加各中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)工作會議、為(wei)(wei)企(qi)(qi)(qi)業(ye)(ye)黨(dang)委(wei)(黨(dang)組(zu))中(zhong)(zhong)(zhong)心(xin)組(zu)專(zhuan)題(ti)學(xue)(xue)(xue)法(fa)(fa)(fa)(fa)(fa)授(shou)課(ke)80余次。舉(ju)辦為(wei)(wei)期(qi)一(yi)個月的首屆(jie)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)高(gao)級法(fa)(fa)(fa)(fa)(fa)律(lv)管理人(ren)員(yuan)(yuan)履職能力培訓班,60多名學(xue)(xue)(xue)員(yuan)(yuan)集(ji)中(zhong)(zhong)(zhong)參加學(xue)(xue)(xue)習(xi),取(qu)得良好效果。三(san)是有力促進(jin)(jin)共享交流。相(xiang)繼建(jian)(jian)立(li)了中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)涉外、金融法(fa)(fa)(fa)(fa)(fa)律(lv)人(ren)才(cai)庫,入庫專(zhuan)家193人(ren),更好發揮優(you)秀(xiu)人(ren)才(cai)作用。健全(quan)完(wan)善(shan)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)設(she)(she)(she)優(you)秀(xiu)案(an)例(li)庫,下發第三(san)批優(you)選案(an)例(li)50個。建(jian)(jian)立(li)法(fa)(fa)(fa)(fa)(fa)律(lv)服務(wu)機構信(xin)息庫,為(wei)(wei)企(qi)(qi)(qi)業(ye)(ye)選聘(pin)律(lv)師提供參考(kao)。組(zu)織企(qi)(qi)(qi)業(ye)(ye)共同開展(zhan)(zhan)合規(gui)管理、融資(zi)性貿易法(fa)(fa)(fa)(fa)(fa)律(lv)風(feng)險防(fang)范等重點課(ke)題(ti)研(yan)究。
八、促(cu)進中(zhong)央企業提(ti)高(gao)依(yi)法(fa)治企水(shui)平
一(yi)(yi)是(shi)強化(hua)(hua)組織推(tui)動(dong)。召開中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)工作(zuo)會,對2017年法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)建(jian)設(she)作(zuo)出部(bu)署安排。加強法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)建(jian)設(she)進(jin)(jin)展情況的通(tong)(tong)(tong)報,對重點(dian)指(zhi)(zhi)標進(jin)(jin)行統計分析,每半年通(tong)(tong)(tong)報一(yi)(yi)次,促(cu)(cu)進(jin)(jin)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)查找(zhao)差距、對標提升。指(zhi)(zhi)導各中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)普遍建(jian)立了法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)領導機(ji)構(gou),并制(zhi)定主要負責(ze)人(ren)(ren)履行推(tui)進(jin)(jin)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)第一(yi)(yi)責(ze)任(ren)人(ren)(ren)職責(ze)實施辦法(fa)(fa)(fa)(fa)(fa)。推(tui)動(dong)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)工作(zuo)重點(dian)要求(qiu)進(jin)(jin)章程,強化(hua)(hua)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)的制(zhi)度保障。二是(shi)強化(hua)(hua)重點(dian)領域指(zhi)(zhi)導。通(tong)(tong)(tong)過分行業(ye)(ye)(ye)、分區域組織座談會、研(yan)討(tao)會、專(zhuan)題調研(yan)等活動(dong),有針對性的督促(cu)(cu)指(zhi)(zhi)導企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)依(yi)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)理(li)(li)、依(yi)法(fa)(fa)(fa)(fa)(fa)開展經營(ying)活動(dong)。探索推(tui)進(jin)(jin)合(he)(he)規(gui)管理(li)(li),在5家中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開展試(shi)點(dian)基(ji)(ji)礎上(shang),啟動(dong)《中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)合(he)(he)規(gui)管理(li)(li)指(zhi)(zhi)引》研(yan)究起草工作(zuo),為全面推(tui)進(jin)(jin)合(he)(he)規(gui)管理(li)(li)奠定基(ji)(ji)礎。指(zhi)(zhi)導企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)在法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)軌(gui)道上(shang)有序(xu)推(tui)進(jin)(jin)混合(he)(he)所有制(zhi)經濟、公司(si)(si)制(zhi)改(gai)制(zhi)、完善現代(dai)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)制(zhi)度、處僵治(zhi)(zhi)困等重點(dian)改(gai)革(ge)發展任(ren)務,更好服(fu)務和(he)保障企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)持續健康(kang)發展。三是(shi)強化(hua)(hua)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)隊伍建(jian)設(she)。推(tui)動(dong)中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集團(tuan)公司(si)(si)健全完善總法(fa)(fa)(fa)(fa)(fa)律顧問制(zhi)度。持續推(tui)進(jin)(jin)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)律事務機(ji)構(gou)建(jian)設(she),優化(hua)(hua)法(fa)(fa)(fa)(fa)(fa)律事務機(ji)構(gou)職能(neng)配置,推(tui)動(dong)中(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)將法(fa)(fa)(fa)(fa)(fa)律事務機(ji)構(gou)由內設(she)處室升級(ji)為一(yi)(yi)級(ji)部(bu)門或由合(he)(he)署辦公調整為獨立設(she)置。積極開展企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)律顧問職業(ye)(ye)(ye)崗位等級(ji)資格評(ping)審,進(jin)(jin)一(yi)(yi)步夯(hang)實依(yi)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)企(qi)(qi)(qi)(qi)(qi)的隊伍基(ji)(ji)礎。
黨(dang)的(de)(de)(de)十(shi)(shi)(shi)九大把堅(jian)(jian)持全(quan)面依法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)國(guo)(guo)確立為新(xin)時代(dai)(dai)堅(jian)(jian)持和(he)發展(zhan)中(zhong)(zhong)國(guo)(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義的(de)(de)(de)十(shi)(shi)(shi)四(si)條(tiao)基本方略之一(yi),對深(shen)化依法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)國(guo)(guo)實踐作出(chu)全(quan)面部(bu)署(shu)。黨(dang)的(de)(de)(de)十(shi)(shi)(shi)九屆二(er)中(zhong)(zhong)全(quan)會(hui)提出(chu)了修(xiu)改(gai)(gai)憲法(fa)(fa)(fa)(fa)部(bu)分內(nei)容的(de)(de)(de)建(jian)議(yi),第十(shi)(shi)(shi)三(san)屆全(quan)國(guo)(guo)人大一(yi)次會(hui)議(yi)審議(yi)通過了憲法(fa)(fa)(fa)(fa)修(xiu)正案,必將對法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)政府(fu)建(jian)設(she)提出(chu)更高要(yao)(yao)求。下(xia)一(yi)步,我們(men)將以習(xi)近平新(xin)時代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義思(si)想為指導(dao),深(shen)入貫徹黨(dang)的(de)(de)(de)十(shi)(shi)(shi)九大和(he)十(shi)(shi)(shi)九屆二(er)中(zhong)(zhong)、三(san)中(zhong)(zhong)全(quan)會(hui)關(guan)于(yu)依法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)國(guo)(guo)的(de)(de)(de)決策(ce)部(bu)署(shu),嚴格落實憲法(fa)(fa)(fa)(fa)法(fa)(fa)(fa)(fa)律規定,按照《綱要(yao)(yao)》要(yao)(yao)求,緊(jin)緊(jin)圍繞(rao)國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)改(gai)(gai)革發展(zhan)中(zhong)(zhong)心任務,進(jin)一(yi)步健全(quan)國(guo)(guo)資(zi)(zi)監(jian)管(guan)制度,強化任務措施(shi)督(du)促(cu)檢查,完善(shan)經營性國(guo)(guo)有資(zi)(zi)產(chan)集中(zhong)(zhong)統(tong)一(yi)監(jian)管(guan)機制,著力(li)打造(zao)國(guo)(guo)資(zi)(zi)監(jian)管(guan)法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)機構和(he)法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)央企(qi),為實現國(guo)(guo)有資(zi)(zi)產(chan)保值(zhi)增值(zhi)、國(guo)(guo)有資(zi)(zi)本做(zuo)強做(zuo)優做(zuo)大、打造(zao)具(ju)有全(quan)球競爭(zheng)力(li)的(de)(de)(de)世界一(yi)流企(qi)業提供有力(li)法(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)保障。
