  這次(ci)會議是(shi)國(guo)務院(yuan)國(guo)資委(wei)(wei)成立四(si)年(nian)多來(lai)召開的第一次(ci)全國(guo)國(guo)資委(wei)(wei)系統信息化(hua)工作會議。會議的主要目的就是(shi)貫徹落實《2006-2020年(nian)國(guo)家信息化(hua)發(fa)展戰略(lve)》,按照國(guo)務院(yuan)國(guo)資委(wei)(wei)“十一五(wu)”信息化(hua)規劃,部署全國(guo)國(guo)資監管信息化(hua)建設工作。

  全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she),主(zhu)要(yao)(yao)(yao)分三(san)塊(kuai)內(nei)容:一(yi)(yi)(yi)(yi)(yi)(yi)(yi)是(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)機關的(de)(de)(de)(de)(de)辦(ban)公自動(dong)(dong)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she);二是(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she),包括國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)與(yu)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)之(zhi)間(jian)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)監管(guan)(guan)(guan)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)與(yu)各(ge)(ge)地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she);三(san)是(shi)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)和(he)(he)(he)(he)(he)各(ge)(ge)地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)所監管(guan)(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)。我(wo)(wo)(wo)們(men)(men)現在(zai)(zai)實(shi)施的(de)(de)(de)(de)(de)、經(jing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)發(fa)改(gai)委(wei)(wei)批(pi)準的(de)(de)(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)系統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)期工(gong)(gong)(gong)程包括了(le)(le)(le)全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)的(de)(de)(de)(de)(de)內(nei)容。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)宏觀(guan)經(jing)濟信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共(gong)享系統(tong)(tong)(tong)(tong)工(gong)(gong)(gong)程即金宏工(gong)(gong)(gong)程中(zhong)(zhong)(zhong),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)承擔的(de)(de)(de)(de)(de)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)重(zhong)要(yao)(yao)(yao)方面(mian)就是(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)和(he)(he)(he)(he)(he)數據庫。這(zhe)(zhe)些(xie)(xie)都涉及到(dao)各(ge)(ge)地方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)范圍。從這(zhe)(zhe)三(san)塊(kuai)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)來說,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)機關的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she),這(zhe)(zhe)幾年(nian)(nian)(nian)在(zai)(zai)委(wei)(wei)黨委(wei)(wei)和(he)(he)(he)(he)(he)李榮(rong)融主(zhu)任的(de)(de)(de)(de)(de)高(gao)(gao)度重(zhong)視(shi)下,進(jin)展(zhan)非常(chang)快(kuai)。特別(bie)是(shi)8月(yue)(yue)(yue)28日,我(wo)(wo)(wo)們(men)(men)開(kai)(kai)通(tong)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)與(yu)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)(de)視(shi)頻會(hui)(hui)(hui)議(yi)(yi)系統(tong)(tong)(tong)(tong)。這(zhe)(zhe)是(shi)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)專用商(shang)密級視(shi)訊(xun)系統(tong)(tong)(tong)(tong),可實(shi)現國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)內(nei)部、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)與(yu)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)間(jian)、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)與(yu)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)間(jian)的(de)(de)(de)(de)(de)視(shi)頻會(hui)(hui)(hui)議(yi)(yi)及可視(shi)通(tong)訊(xun)。開(kai)(kai)通(tong)以來短(duan)短(duan)的(de)(de)(de)(de)(de)半個(ge)(ge)月(yue)(yue)(yue)里,已經(jing)召開(kai)(kai)了(le)(le)(le)數次會(hui)(hui)(hui)議(yi)(yi),從提高(gao)(gao)效(xiao)率、降低(di)成本來看,效(xiao)果非常(chang)明顯(xian)。在(zai)(zai)視(shi)頻會(hui)(hui)(hui)議(yi)(yi)系統(tong)(tong)(tong)(tong)建(jian)(jian)(jian)設(she)(she)(she)(she)過(guo)(guo)程中(zhong)(zhong)(zhong),我(wo)(wo)(wo)們(men)(men)專門預留了(le)(le)(le)與(yu)各(ge)(ge)地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)(de)(de)(de)接口,作(zuo)(zuo)(zuo)為(wei)后期建(jian)(jian)(jian)設(she)(she)(she)(she)內(nei)容。關于(yu)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she),今年(nian)(nian)(nian)1月(yue)(yue)(yue)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)和(he)(he)(he)(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)辦(ban)公室聯合下發(fa)了(le)(le)(le)《關于(yu)加強(qiang)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)指(zhi)導意(yi)見》,4月(yue)(yue)(yue)又共(gong)同召開(kai)(kai)了(le)(le)(le)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)議(yi)(yi),對整個(ge)(ge)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)進(jin)行了(le)(le)(le)總體部署,明確了(le)(le)(le)目(mu)(mu)標(biao)和(he)(he)(he)(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)(yao)(yao)求。最近(jin),我(wo)(wo)(wo)們(men)(men)又對中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)做(zuo)了(le)(le)(le)全(quan)面(mian)的(de)(de)(de)(de)(de)摸底(di)調查(cha)和(he)(he)(he)(he)(he)分析排隊。從檢查(cha)情況(kuang)看,目(mu)(mu)前中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)總體情況(kuang)是(shi)喜人的(de)(de)(de)(de)(de)。有(you)不少中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)不但走到(dao)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)的(de)(de)(de)(de)(de)前列,而且和(he)(he)(he)(he)(he)世界(jie)(jie)先進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)對標(biao),達(da)(da)到(dao)了(le)(le)(le)世界(jie)(jie)先進(jin)水平(ping)(ping),這(zhe)(zhe)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)部分企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)約占5%。另外還(huan)(huan)有(you)30%的(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)達(da)(da)到(dao)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)先進(jin)水平(ping)(ping)。關于(yu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)(tong)(tong)(tong)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua),各(ge)(ge)省(sheng)區(qu)市(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)這(zhe)(zhe)些(xie)(xie)年(nian)(nian)(nian)來做(zuo)了(le)(le)(le)大量工(gong)(gong)(gong)作(zuo)(zuo)(zuo),取得了(le)(le)(le)不同程度的(de)(de)(de)(de)(de)提高(gao)(gao),有(you)些(xie)(xie)地方做(zuo)得比國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)還(huan)(huan)要(yao)(yao)(yao)好。一(yi)(yi)(yi)(yi)(yi)(yi)(yi)些(xie)(xie)地方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)監管(guan)(guan)(guan)的(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)水平(ping)(ping)也相(xiang)(xiang)當(dang)高(gao)(gao)。但是(shi),作(zuo)(zuo)(zuo)為(wei)整個(ge)(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)(tong)(tong)(tong)來講,從全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)來講,還(huan)(huan)沒有(you)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)的(de)(de)(de)(de)(de)平(ping)(ping)臺(tai),沒有(you)統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)的(de)(de)(de)(de)(de)標(biao)準,沒有(you)共(gong)同遵(zun)循(xun)的(de)(de)(de)(de)(de)目(mu)(mu)標(biao)要(yao)(yao)(yao)求和(he)(he)(he)(he)(he)時間(jian)要(yao)(yao)(yao)求。這(zhe)(zhe)就需要(yao)(yao)(yao)我(wo)(wo)(wo)們(men)(men)在(zai)(zai)統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)上做(zuo)文章,所以,經(jing)過(guo)(guo)近(jin)半年(nian)(nian)(nian)的(de)(de)(de)(de)(de)準備,我(wo)(wo)(wo)們(men)(men)決定在(zai)(zai)十七(qi)大之(zhi)前召開(kai)(kai)這(zhe)(zhe)次會(hui)(hui)(hui)議(yi)(yi)。希望通(tong)過(guo)(guo)這(zhe)(zhe)次會(hui)(hui)(hui)議(yi)(yi),學習黨中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院有(you)關信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)文件精神,達(da)(da)到(dao)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)認識、統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)標(biao)準、統(tong)(tong)(tong)(tong)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)目(mu)(mu)標(biao)的(de)(de)(de)(de)(de)目(mu)(mu)的(de)(de)(de)(de)(de)。通(tong)過(guo)(guo)交流經(jing)驗,溝通(tong)情況(kuang),大力(li)(li)推動(dong)(dong)全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she),力(li)(li)爭到(dao)2010年(nian)(nian)(nian)使全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)(tong)(tong)(tong)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)從縱(zong)向相(xiang)(xiang)比能夠有(you)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)大幅度的(de)(de)(de)(de)(de)跨越和(he)(he)(he)(he)(he)提升,從橫(heng)向相(xiang)(xiang)比能夠達(da)(da)到(dao)一(yi)(yi)(yi)(yi)(yi)(yi)(yi)個(ge)(ge)較高(gao)(gao)的(de)(de)(de)(de)(de)水平(ping)(ping)。下面(mian),我(wo)(wo)(wo)從四(si)個(ge)(ge)方面(mian)談點意(yi)見,供(gong)大家(jia)參考。

  一、加強國資監管信息化工作是一項重大而緊迫的任務

  (三(san))加快信(xin)(xin)息(xi)(xi)(xi)化(hua)建(jian)(jian)設(she)是國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工作邁上新臺階(jie)的(de)(de)迫(po)(po)切(qie)需要(yao)(yao)。近(jin)幾年來,各(ge)級國(guo)(guo)資(zi)(zi)委(wei)圍(wei)繞落(luo)實(shi)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)保(bao)值(zhi)增值(zhi)的(de)(de)責任(ren),積極推(tui)(tui)進(jin)機構建(jian)(jian)設(she)和(he)制度(du)建(jian)(jian)設(she),國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)組織(zhi)體(ti)系(xi)(xi)和(he)法規(gui)體(ti)系(xi)(xi)、國(guo)(guo)有(you)(you)(you)(you)企業(ye)(ye)經營(ying)業(ye)(ye)績考核體(ti)系(xi)(xi)、企業(ye)(ye)國(guo)(guo)有(you)(you)(you)(you)產(chan)(chan)(chan)(chan)權管(guan)(guan)(guan)(guan)理(li)制度(du)體(ti)系(xi)(xi)、出資(zi)(zi)人(ren)財(cai)務監(jian)(jian)(jian)(jian)督體(ti)系(xi)(xi)等基(ji)本形成并(bing)不斷完善,國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制框架基(ji)本建(jian)(jian)立(li),初步實(shi)現(xian)了監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)制度(du)創(chuang)新,基(ji)礎工作進(jin)一步加強(qiang)(qiang)。但是,國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)要(yao)(yao)真正做到“三(san)結合、三(san)統(tong)一”,仍需付出很(hen)大(da)努(nu)力(li)(li),必須(xu)大(da)力(li)(li)推(tui)(tui)進(jin)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)制度(du)創(chuang)新和(he)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)方式創(chuang)新,提(ti)高監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)能力(li)(li)和(he)效(xiao)率。監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)方式的(de)(de)創(chuang)新,現(xian)階(jie)段最主要(yao)(yao)的(de)(de)是要(yao)(yao)實(shi)現(xian)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)手段的(de)(de)信(xin)(xin)息(xi)(xi)(xi)化(hua)。要(yao)(yao)充分應用信(xin)(xin)息(xi)(xi)(xi)技術,挖掘(jue)利(li)用信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)源,改變(bian)目前國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)數據采(cai)集、處理(li)方式落(luo)后(hou),數據有(you)(you)(you)(you)效(xiao)性和(he)共(gong)享性弱,數據覆(fu)蓋范圍(wei)小、深度(du)不夠,數據及(ji)時(shi)性和(he)針對性差等現(xian)狀(zhuang),建(jian)(jian)立(li)有(you)(you)(you)(you)效(xiao)的(de)(de)信(xin)(xin)息(xi)(xi)(xi)采(cai)集與數據處理(li)機制,實(shi)現(xian)信(xin)(xin)息(xi)(xi)(xi)共(gong)享和(he)業(ye)(ye)務協同。比如,推(tui)(tui)進(jin)國(guo)(guo)有(you)(you)(you)(you)經濟布局和(he)結構戰略性調整,亟需收(shou)集和(he)開(kai)發(fa)(fa)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)源,及(ji)時(shi)準(zhun)確地(di)掌握國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)分布狀(zhuang)況和(he)經營(ying)情況。加強(qiang)(qiang)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)理(li),規(gui)范國(guo)(guo)有(you)(you)(you)(you)企業(ye)(ye)改制和(he)產(chan)(chan)(chan)(chan)權轉讓行(xing)為,防止國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)流(liu)失,必須(xu)大(da)力(li)(li)開(kai)發(fa)(fa)利(li)用業(ye)(ye)務管(guan)(guan)(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong),加強(qiang)(qiang)對企業(ye)(ye)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)特別是重大(da)財(cai)務信(xin)(xin)息(xi)(xi)(xi)和(he)產(chan)(chan)(chan)(chan)權轉讓的(de)(de)實(shi)時(shi)監(jian)(jian)(jian)(jian)測和(he)規(gui)范管(guan)(guan)(guan)(guan)理(li)。總(zong)之,大(da)力(li)(li)推(tui)(tui)進(jin)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)化(hua),既是加強(qiang)(qiang)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)理(li),實(shi)現(xian)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)保(bao)值(zhi)增值(zhi)的(de)(de)迫(po)(po)切(qie)需要(yao)(yao),也是落(luo)實(shi)國(guo)(guo)家信(xin)(xin)息(xi)(xi)(xi)化(hua)發(fa)(fa)展戰略的(de)(de)緊迫(po)(po)任(ren)務。

  二、充分肯定國資監管信息化工作取得的成績

  幾(ji)年來(lai),各省(sheng)區市國資(zi)委(wei)圍繞國資(zi)監(jian)管(guan)和(he)國企改革的中心任(ren)務,相(xiang)繼(ji)開發建(jian)設了(le)(le)一(yi)批(pi)信(xin)息(xi)網(wang)(wang)絡、信(xin)息(xi)網(wang)(wang)站、網(wang)(wang)上(shang)辦公(gong)和(he)業務管(guan)理系統,為(wei)有效(xiao)履行出(chu)資(zi)人(ren)職責、加(jia)強國資(zi)監(jian)管(guan)、推進(jin)國企改革等發揮了(le)(le)積極的作用。

  (一(yi)(yi))信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)基礎工作(zuo)(zuo)不(bu)斷加強(qiang)。一(yi)(yi)是(shi)(shi)(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)領(ling)導機構逐(zhu)步建(jian)(jian)立。部(bu)分省區(qu)市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)成立了由(you)委(wei)主要(yao)領(ling)導掛帥、各職(zhi)能(neng)處(chu)室負(fu)(fu)責(ze)人為成員的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)領(ling)導小組,加強(qiang)了對信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)的組織協(xie)調。二是(shi)(shi)(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)機構、編(bian)制(zhi)(zhi)、人員基本落實。大多數省區(qu)市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)明確(que)由(you)辦公室負(fu)(fu)責(ze)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo);吉(ji)林、河北、山(shan)西、內蒙古、上海、湖(hu)北、深圳、青島等地(di)方國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)設(she)立了信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)中心。貴(gui)州(zhou)、河南等省國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)建(jian)(jian)立了委(wei)機關各處(chu)室及監管(guan)企(qi)業的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)聯絡員制(zhi)(zhi)度(du)。三是(shi)(shi)(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)經(jing)費(fei)投入機制(zhi)(zhi)初步理(li)順(shun)。深圳市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)把信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)經(jing)費(fei)作(zuo)(zuo)為監管(guan)費(fei)用(yong)的一(yi)(yi)部(bu)分,統一(yi)(yi)納入國(guo)(guo)(guo)有資(zi)(zi)(zi)本經(jing)營預算(suan)支出(chu)范圍。四(si)是(shi)(shi)(shi)制(zhi)(zhi)定了信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)總體規(gui)(gui)劃(hua)。上海、山(shan)西、四(si)川、貴(gui)州(zhou)、廣(guang)西、寧波國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)編(bian)制(zhi)(zhi)完成國(guo)(guo)(guo)資(zi)(zi)(zi)監管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)總體規(gui)(gui)劃(hua)。五是(shi)(shi)(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)管(guan)理(li)制(zhi)(zhi)度(du)逐(zhu)步建(jian)(jian)立。遼(liao)寧、寧波國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)制(zhi)(zhi)定了計算(suan)機網絡、網站、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)報送(song)、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)安(an)全(quan)等一(yi)(yi)系列規(gui)(gui)章制(zhi)(zhi)度(du),信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)開始進入規(gui)(gui)范化(hua)(hua)(hua)(hua)軌道。

  (二)網(wang)絡基礎設施得到(dao)改善。全國(guo)大多數省(sheng)市國(guo)資(zi)委(wei)(wei)已經開(kai)通(tong)機關(guan)局(ju)域網(wang)和(he)(he)電子郵(you)件(jian)系(xi)統(tong),信(xin)息(xi)獲取和(he)(he)傳遞能力(li)明顯提高(gao)。不(bu)少地(di)方建(jian)成了(le)業務(wu)內(nei)(nei)網(wang)和(he)(he)業務(wu)外(wai)網(wang),為開(kai)展國(guo)資(zi)監管(guan)提供(gong)了(le)四個網(wang)絡平臺:(1)外(wai)網(wang)與(yu)國(guo)際互聯網(wang)連接,形成訪問互聯網(wang)平臺;(2)內(nei)(nei)網(wang)與(yu)本級政(zheng)府(fu)政(zheng)務(wu)專網(wang)相(xiang)聯,形成政(zheng)府(fu)機關(guan)公文(wen)流(liu)轉(zhuan)平臺;(3)通(tong)過(guo)內(nei)(nei)部局(ju)域網(wang),形成委(wei)(wei)內(nei)(nei)公文(wen)處(chu)理(li)平臺;(4)通(tong)過(guo)非(fei)涉密公文(wen)傳輸系(xi)統(tong),形成與(yu)國(guo)務(wu)院國(guo)資(zi)委(wei)(wei)公文(wen)報送平臺。同時,實行內(nei)(nei)網(wang)和(he)(he)外(wai)網(wang)物(wu)理(li)隔離,為涉密信(xin)息(xi)系(xi)統(tong)安全運行提供(gong)了(le)技術保障。山西(xi)、安徽(hui)、廣(guang)西(xi)等地(di)方國(guo)資(zi)委(wei)(wei)以專網(wang)方式實現了(le)與(yu)市級國(guo)資(zi)委(wei)(wei)和(he)(he)監管(guan)企業的(de)互聯互通(tong)。河(he)南省(sheng)國(guo)資(zi)委(wei)(wei)建(jian)立與(yu)省(sheng)委(wei)(wei)、省(sheng)政(zheng)府(fu)信(xin)息(xi)傳輸網(wang)絡,實現報送公文(wen)、信(xin)息(xi)的(de)無紙化(hua)傳送,提高(gao)了(le)辦(ban)公效(xiao)率。

  (三)辦(ban)(ban)公(gong)(gong)系(xi)統應(ying)用(yong)效果(guo)逐步(bu)顯(xian)現(xian)。北(bei)(bei)京、山東、黑(hei)龍江(jiang)(jiang)、遼寧、河北(bei)(bei)、天津(jin)、上海、江(jiang)(jiang)蘇、福建、甘肅(su)、廣西、青島(dao)、廈門國資(zi)委相繼開發(fa)應(ying)用(yong)網絡(luo)協同辦(ban)(ban)公(gong)(gong)系(xi)統,提(ti)高(gao)了辦(ban)(ban)事(shi)效率,節(jie)約了經(jing)費。山東、福建等(deng)地方(fang)國資(zi)委不涉密的公(gong)(gong)文(wen)辦(ban)(ban)理(li)全部實(shi)現(xian)網上流(liu)轉。江(jiang)(jiang)蘇省國資(zi)委來(lai)電、來(lai)文(wen)和(he)發(fa)文(wen)的處理(li)基(ji)本實(shi)現(xian)無紙化。青島(dao)市(shi)國資(zi)委的辦(ban)(ban)公(gong)(gong)系(xi)統已經(jing)由收文(wen)管(guan)理(li)、發(fa)文(wen)管(guan)理(li)拓展到督查管(guan)理(li)、信息管(guan)理(li)、檔案(an)管(guan)理(li)和(he)會(hui)議(yi)管(guan)理(li)等(deng)內容,推動了機關(guan)辦(ban)(ban)公(gong)(gong)效率的提(ti)高(gao)。北(bei)(bei)京、上海、山東等(deng)省市(shi)國資(zi)委開通了和(he)監管(guan)企業(ye)的視頻會(hui)議(yi)系(xi)統。湖(hu)北(bei)(bei)省國資(zi)委建立多媒體會(hui)議(yi)室。

  以(yi)企業國(guo)(guo)有產(chan)權(quan)交(jiao)易監(jian)(jian)(jian)(jian)測系(xi)統(tong)為例。2006年(nian),國(guo)(guo)務(wu)院國(guo)(guo)資委(wei)正式啟動了企業國(guo)(guo)有產(chan)權(quan)交(jiao)易監(jian)(jian)(jian)(jian)測系(xi)統(tong)的(de)建設(she)工作(zuo),目(mu)前(qian)已實現(xian)了與北(bei)京、天津、上海(hai)國(guo)(guo)資委(wei)和產(chan)權(quan)交(jiao)易機(ji)(ji)構的(de)聯網。監(jian)(jian)(jian)(jian)測系(xi)統(tong)的(de)建成和推廣,使各(ge)級國(guo)(guo)資委(wei)對產(chan)權(quan)交(jiao)易的(de)監(jian)(jian)(jian)(jian)管(guan)手段發生了實質性改變,實現(xian)了從事后的(de)靜態監(jian)(jian)(jian)(jian)管(guan)向全(quan)過程(cheng)的(de)動態監(jian)(jian)(jian)(jian)管(guan)的(de)轉變;產(chan)權(quan)交(jiao)易機(ji)(ji)構的(de)操(cao)作(zuo)得(de)到(dao)進(jin)一步規范(fan);產(chan)權(quan)交(jiao)易嚴(yan)格按照操(cao)作(zuo)規則和程(cheng)序進(jin)行(xing),大大減少了違規操(cao)作(zuo)行(xing)為;為今后全(quan)國(guo)(guo)統(tong)一的(de)產(chan)權(quan)交(jiao)易市場的(de)形成奠(dian)定(ding)了基礎。

  (五)國資(zi)(zi)監(jian)(jian)管(guan)(guan)網(wang)站(zhan)和(he)政(zheng)務(wu)信(xin)(xin)(xin)息公(gong)(gong)開成(cheng)效明顯。各省(sheng)區市(shi)國資(zi)(zi)委高(gao)度重(zhong)視(shi)開發建設(she)(she)互(hu)聯(lian)網(wang)站(zhan),大力宣(xuan)(xuan)傳國資(zi)(zi)監(jian)(jian)管(guan)(guan)的政(zheng)策措施(shi)和(he)工作(zuo)成(cheng)績,宣(xuan)(xuan)傳國有(you)企業改(gai)革發展(zhan)的嶄(zhan)新風貌和(he)重(zhong)大成(cheng)果,大力推進國資(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息公(gong)(gong)開和(he)電子政(zheng)務(wu),提高(gao)監(jian)(jian)管(guan)(guan)工作(zuo)透(tou)明度和(he)辦(ban)事(shi)效率。據不完全統計(ji),全國37個省(sheng)(自(zi)治區、直(zhi)轄市(shi)、計(ji)劃單列市(shi)和(he)新疆生(sheng)產(chan)建設(she)(she)兵團)中,已有(you)30個國資(zi)(zi)委開通互(hu)聯(lian)網(wang)站(zhan),成(cheng)為宣(xuan)(xuan)傳國資(zi)(zi)監(jian)(jian)管(guan)(guan)工作(zuo)的重(zhong)要陣(zhen)地。按照信(xin)(xin)(xin)息公(gong)(gong)開、在(zai)線辦(ban)事(shi)和(he)公(gong)(gong)眾參與(yu)等(deng)要求,各地國資(zi)(zi)委互(hu)聯(lian)網(wang)站(zhan)信(xin)(xin)(xin)息公(gong)(gong)開的及時性和(he)全面性得(de)到(dao)加強,在(zai)線辦(ban)事(shi)、公(gong)(gong)眾參與(yu)和(he)互(hu)動交流明顯改(gai)進。

  (六)信(xin)息(xi)(xi)資(zi)(zi)(zi)(zi)(zi)源開(kai)發利(li)用取得積極進展。一(yi)是(shi)開(kai)始(shi)建(jian)立企(qi)(qi)業(ye)信(xin)息(xi)(xi)資(zi)(zi)(zi)(zi)(zi)源庫。河(he)北(bei)省(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)建(jian)立河(he)北(bei)國(guo)資(zi)(zi)(zi)(zi)(zi)企(qi)(qi)業(ye)經(jing)濟(ji)(ji)(ji)信(xin)息(xi)(xi)平臺(tai)和領導(dao)(dao)決(jue)策信(xin)息(xi)(xi)支持系統。安徽省(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)建(jian)成(cheng)(cheng)全省(sheng)(sheng)國(guo)有及國(guo)有控(kong)股工(gong)業(ye)企(qi)(qi)業(ye)主(zhu)要(yao)經(jing)濟(ji)(ji)(ji)指標(biao)、省(sheng)(sheng)屬企(qi)(qi)業(ye)財務快報、省(sheng)(sheng)屬工(gong)業(ye)企(qi)(qi)業(ye)主(zhu)要(yao)經(jing)濟(ji)(ji)(ji)效(xiao)益等(deng)多個數據(ju)庫,為(wei)(wei)全省(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)系統提供(gong)便捷的(de)信(xin)息(xi)(xi)查詢服務。甘肅省(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)組織錄入監(jian)管(guan)(guan)企(qi)(qi)業(ye)10年的(de)主(zhu)要(yao)經(jing)濟(ji)(ji)(ji)指標(biao),形成(cheng)(cheng)了(le)完整(zheng)的(de)省(sheng)(sheng)屬企(qi)(qi)業(ye)歷史財務決(jue)算數據(ju)庫,為(wei)(wei)分析(xi)監(jian)管(guan)(guan)企(qi)(qi)業(ye)國(guo)有資(zi)(zi)(zi)(zi)(zi)產分布狀(zhuang)況、運營質量、發展趨(qu)勢等(deng)提供(gong)了(le)豐(feng)富的(de)基(ji)礎資(zi)(zi)(zi)(zi)(zi)料。二是(shi)內部(bu)信(xin)息(xi)(xi)網內容不斷(duan)豐(feng)富。遼寧(ning)、天津(jin)、湖北(bei)等(deng)省(sheng)(sheng)市國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)都開(kai)通了(le)內部(bu)信(xin)息(xi)(xi)網,成(cheng)(cheng)為(wei)(wei)學習交流的(de)重(zhong)要(yao)平臺(tai)。天津(jin)市國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)在內部(bu)信(xin)息(xi)(xi)網設立專欄,發布170余個國(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)法律法規文件(jian),為(wei)(wei)全委(wei)(wei)人員規范(fan)高效(xiao)開(kai)展工(gong)作提供(gong)了(le)信(xin)息(xi)(xi)咨詢。三是(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)息(xi)(xi)加工(gong)成(cheng)(cheng)果明顯。內蒙古(gu)、吉林等(deng)地方(fang)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)重(zhong)視對監(jian)管(guan)(guan)企(qi)(qi)業(ye)經(jing)濟(ji)(ji)(ji)運行數據(ju)的(de)收集加工(gong)和分析(xi)研究(jiu),為(wei)(wei)各級領導(dao)(dao)決(jue)策提供(gong)了(le)重(zhong)要(yao)依據(ju)。

  (七)推(tui)進(jin)企(qi)業(ye)(ye)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)和軟件正(zheng)版化(hua)(hua)(hua)(hua)工(gong)作(zuo)取(qu)(qu)得積(ji)(ji)極成效。部分省(sheng)(sheng)區市國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委把(ba)企(qi)業(ye)(ye)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)作(zuo)為信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)工(gong)作(zuo)的一項重要內容,大力推(tui)動(dong)監(jian)管(guan)企(qi)業(ye)(ye)加快(kuai)利用(yong)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)手段提升管(guan)理水平和增強企(qi)業(ye)(ye)核心競爭力。河北、山東、廣西等省(sheng)(sheng)(區)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委出臺(tai)了推(tui)動(dong)監(jian)管(guan)企(qi)業(ye)(ye)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)工(gong)作(zuo)的指(zhi)導(dao)意見,明確了監(jian)管(guan)企(qi)業(ye)(ye)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)的指(zhi)導(dao)思想、總體目標、工(gong)作(zuo)重點和政(zheng)策措(cuo)施(shi)(shi)。河北省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委要求企(qi)業(ye)(ye)設(she)立(li)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)專項資(zi)(zi)(zi)(zi)金,并組織部分企(qi)業(ye)(ye)到全(quan)國(guo)(guo)(guo)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)工(gong)作(zuo)標桿企(qi)業(ye)(ye)考(kao)察學習。山東省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委堅持每年(nian)召開一次省(sheng)(sheng)管(guan)企(qi)業(ye)(ye)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)工(gong)作(zuo)座談會(hui),總結工(gong)作(zuo),交流經(jing)驗,商討(tao)工(gong)作(zuo)措(cuo)施(shi)(shi)。各地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委按(an)照國(guo)(guo)(guo)家總體要求,積(ji)(ji)極配合版權部門,采取(qu)(qu)切實(shi)措(cuo)施(shi)(shi),推(tui)進(jin)軟件正(zheng)版化(hua)(hua)(hua)(hua)工(gong)作(zuo)穩步有序展開,在做好(hao)委機關軟件正(zheng)版化(hua)(hua)(hua)(hua)的同時,積(ji)(ji)極推(tui)進(jin)監(jian)管(guan)企(qi)業(ye)(ye)軟件正(zheng)版化(hua)(hua)(hua)(hua)工(gong)作(zuo)。

  在充分肯定成績的同(tong)時(shi),我(wo)們也要清醒地看(kan)到,全國(guo)國(guo)資(zi)監管信息(xi)(xi)化建(jian)(jian)設(she)總體上仍處于(yu)起步(bu)階段(duan),存(cun)在一些問題,主要是:基(ji)礎網絡不夠(gou)健全,互聯互通不暢;業務系統(tong)水平較低(di),應(ying)用(yong)和服務范圍較窄;信息(xi)(xi)資(zi)源開(kai)發利用(yong)滯后,共享和對外公開(kai)程度不高;標準(zhun)不統(tong)一,制(zhi)度建(jian)(jian)設(she)薄弱(ruo),安(an)全存(cun)在隱(yin)患;缺少統(tong)籌規(gui)劃,自成體系,重復(fu)建(jian)(jian)設(she)現象嚴重。國(guo)資(zi)監管信息(xi)(xi)化水平與加強(qiang)國(guo)資(zi)監管的要求相比,與全球信息(xi)(xi)化發展趨勢和國(guo)家信息(xi)(xi)化發展要求相比,還(huan)有較大差距。我(wo)們必須增強(qiang)緊迫感,采取有力措施(shi)加快解決。

  三、進一步明確國資監管信息化“十一五”發展目標和任務

  根(gen)據(ju)國(guo)家“十(shi)一(yi)五(wu)”信(xin)息(xi)(xi)化發(fa)展(zhan)的(de)總(zong)體要求,結合國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)化的(de)現(xian)狀與實(shi)際需求,我們初步(bu)考慮國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)化發(fa)展(zhan)的(de)“十(shi)一(yi)五(wu)”目標(biao)是(shi):基(ji)本建(jian)成覆(fu)蓋中央(yang)、省級和計劃單列市國(guo)資(zi)(zi)(zi)委(wei)及所(suo)監(jian)(jian)管(guan)(guan)(guan)企業的(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)網絡平(ping)臺,各(ge)(ge)級國(guo)資(zi)(zi)(zi)委(wei)普(pu)遍建(jian)立(li)起業務內網和外網;重(zhong)點(dian)應用系(xi)統實(shi)現(xian)互聯互通,信(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)共(gong)享機制初步(bu)建(jian)立(li);基(ji)礎(chu)性信(xin)息(xi)(xi)數據(ju)庫、信(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)目標(biao)體系(xi)與交換體系(xi)、標(biao)準規范體系(xi)、信(xin)息(xi)(xi)安(an)全基(ji)礎(chu)設施初步(bu)建(jian)立(li);各(ge)(ge)級國(guo)資(zi)(zi)(zi)委(wei)門(men)戶網站全部(bu)開(kai)通,并成為信(xin)息(xi)(xi)公(gong)開(kai)的(de)重(zhong)要渠道,可在(zai)線處理(li)(li)的(de)業務項目基(ji)本實(shi)現(xian)網上辦理(li)(li)。

  實(shi)(shi)現(xian)上(shang)述(shu)目標,關鍵(jian)是(shi)要實(shi)(shi)現(xian)四(si)個轉(zhuan)(zhuan)(zhuan)變:一(yi)是(shi)要從(cong)分(fen)散建設(she)(she)向(xiang)現(xian)有資源(yuan)(yuan)整合利(li)用(yong)轉(zhuan)(zhuan)(zhuan)變;二(er)是(shi)要從(cong)信息(xi)系(xi)統獨立運行(xing)向(xiang)互聯互通和(he)資源(yuan)(yuan)共(gong)享(xiang)轉(zhuan)(zhuan)(zhuan)變;三是(shi)要從(cong)重建設(she)(she)向(xiang)注重深化應用(yong)轉(zhuan)(zhuan)(zhuan)變;四(si)是(shi)要從(cong)信息(xi)管理(li)偏重自我服務(wu)向(xiang)注重公共(gong)服務(wu)轉(zhuan)(zhuan)(zhuan)變。當前和(he)今后一(yi)個時期,國(guo)資監管信息(xi)化建設(she)(she)要著力抓(zhua)好(hao)以下六項工作:

  (一(yi))建設和(he)整合統一(yi)的(de)(de)國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)網(wang)(wang)(wang)絡平臺(tai),推(tui)進互(hu)聯(lian)互(hu)通。榮融同志今年1月25日在(zai)全國(guo)國(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)督管(guan)理(li)工(gong)(gong)作會議上強調(diao),要(yao)(yao)(yao)按照(zhao)《地方國(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作指導監(jian)(jian)(jian)督暫行辦法》的(de)(de)要(yao)(yao)(yao)求,抓緊(jin)建立各(ge)級(ji)國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)之(zhi)(zhi)間交(jiao)流聯(lian)系的(de)(de)信息(xi)網(wang)(wang)(wang)絡,及(ji)時(shi)組織工(gong)(gong)作交(jiao)流,總結推(tui)廣國(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作經驗,提高國(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)系統的(de)(de)整體素質。為此,要(yao)(yao)(yao)充分(fen)利(li)用各(ge)級(ji)國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)現有網(wang)(wang)(wang)絡資(zi)(zi)(zi)(zi)源,按照(zhao)《國(guo)家(jia)電子政務總體框架》的(de)(de)要(yao)(yao)(yao)求,加(jia)快建設各(ge)級(ji)國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)上下之(zhi)(zhi)間、國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)與所監(jian)(jian)(jian)管(guan)企業之(zhi)(zhi)間相互(hu)聯(lian)接的(de)(de)國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)外網(wang)(wang)(wang),實現相互(hu)之(zhi)(zhi)間的(de)(de)信息(xi)交(jiao)換和(he)信息(xi)共(gong)享。基于國(guo)家(jia)電子政務內(nei)(nei)(nei)網(wang)(wang)(wang),建立國(guo)務院國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)與各(ge)省級(ji)、計劃(hua)單(dan)列市國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)及(ji)中央企業之(zhi)(zhi)間相互(hu)聯(lian)接的(de)(de)國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)內(nei)(nei)(nei)網(wang)(wang)(wang),滿足內(nei)(nei)(nei)部辦公(gong)、管(guan)理(li)、協調(diao)、監(jian)(jian)(jian)督和(he)決策(ce)的(de)(de)需要(yao)(yao)(yao)。內(nei)(nei)(nei)網(wang)(wang)(wang)和(he)外網(wang)(wang)(wang)實現物理(li)隔離,在(zai)信息(xi)內(nei)(nei)(nei)容上內(nei)(nei)(nei)網(wang)(wang)(wang)的(de)(de)信息(xi)不能(neng)上外網(wang)(wang)(wang),能(neng)上外網(wang)(wang)(wang)的(de)(de)信息(xi)盡可能(neng)不上內(nei)(nei)(nei)網(wang)(wang)(wang)。

  (二(er))建立和(he)完善國資監(jian)管(guan)(guan)業(ye)(ye)(ye)務系(xi)統(tong)(tong),推進信(xin)(xin)息共享(xiang)和(he)業(ye)(ye)(ye)務協(xie)同。根據《國家信(xin)(xin)息化領導(dao)小組(zu)關(guan)于(yu)推進國家電子(zi)政務網(wang)絡建設的(de)意見》關(guan)于(yu)“各(ge)地各(ge)部(bu)(bu)門要(yao)(yao)(yao)按(an)照統(tong)(tong)一要(yao)(yao)(yao)求和(he)相關(guan)標準,根據各(ge)自職(zhi)能和(he)工作實際,明(ming)(ming)確本(ben)地區本(ben)部(bu)(bu)門業(ye)(ye)(ye)務應用系(xi)統(tong)(tong)的(de)部(bu)(bu)署范(fan)圍,加(jia)強信(xin)(xin)息資源開發,推動(dong)相關(guan)業(ye)(ye)(ye)務應用”的(de)要(yao)(yao)(yao)求,緊(jin)緊(jin)圍繞(rao)履行出資人(ren)職(zhi)責關(guan)于(yu)管(guan)(guan)資產和(he)管(guan)(guan)人(ren)、管(guan)(guan)事(shi)的(de)權利(li)、義務和(he)責任(ren)的(de)要(yao)(yao)(yao)求,規(gui)范(fan)和(he)優化業(ye)(ye)(ye)務流(liu)程,統(tong)(tong)籌規(gui)劃(hua)建立所監(jian)管(guan)(guan)企(qi)業(ye)(ye)(ye)人(ren)才管(guan)(guan)理信(xin)(xin)息系(xi)統(tong)(tong)、企(qi)業(ye)(ye)(ye)重大事(shi)項管(guan)(guan)理信(xin)(xin)息系(xi)統(tong)(tong)、企(qi)業(ye)(ye)(ye)國有資產管(guan)(guan)理信(xin)(xin)息系(xi)統(tong)(tong)、企(qi)業(ye)(ye)(ye)國有資產監(jian)督(du)信(xin)(xin)息系(xi)統(tong)(tong)、企(qi)業(ye)(ye)(ye)經(jing)濟運行信(xin)(xin)息系(xi)統(tong)(tong)、企(qi)業(ye)(ye)(ye)黨建紀檢監(jian)察信(xin)(xin)息系(xi)統(tong)(tong)。同時(shi),按(an)照職(zhi)責明(ming)(ming)確、流(liu)程規(gui)范(fan)、功能完備的(de)要(yao)(yao)(yao)求,建立和(he)完善信(xin)(xin)息共享(xiang)機制,實現業(ye)(ye)(ye)務協(xie)同。

  (三)建(jian)(jian)立(li)(li)和(he)完善(shan)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)數(shu)(shu)據(ju)庫(ku),大力開發利(li)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)。按照(zhao)《中(zhong)(zhong)共中(zhong)(zhong)央辦(ban)公廳(ting)、國(guo)(guo)務院辦(ban)公廳(ting)關于加強(qiang)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)開發利(li)用(yong)工(gong)作的若干意見》的要求,統(tong)(tong)一標(biao)準(zhun)和(he)規(gui)范,編制國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)工(gong)作信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)目錄體系(xi)和(he)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)交(jiao)換體系(xi)。分工(gong)負責建(jian)(jian)立(li)(li)各類(lei)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)庫(ku)和(he)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)采(cai)集系(xi)統(tong)(tong),形成(cheng)比較完善(shan)的全(quan)國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)體系(xi)。要充分開發利(li)用(yong)現有(you)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan),建(jian)(jian)立(li)(li)企業(ye)基本信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)、企業(ye)績效評價、企業(ye)人員(yuan)管(guan)理、企業(ye)財(cai)務、國(guo)(guo)有(you)產權、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產統(tong)(tong)計、企業(ye)經濟(ji)運行、企業(ye)投資(zi)(zi)(zi)(zi)(zi)(zi)(zi)、黨建(jian)(jian)紀(ji)檢監(jian)(jian)察、政策法規(gui)文(wen)獻等數(shu)(shu)據(ju)庫(ku)。在(zai)保證數(shu)(shu)據(ju)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)保密安全(quan)的前(qian)提(ti)(ti)下,建(jian)(jian)立(li)(li)內部信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)門戶、領導(dao)決策支持系(xi)統(tong)(tong)等信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享查(cha)詢系(xi)統(tong)(tong),完善(shan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)授權共享機制,促進國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)在(zai)各級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委內部、跨層次、跨地區交(jiao)流共享和(he)開發利(li)用(yong),為各項監(jian)(jian)管(guan)工(gong)作提(ti)(ti)供及時可靠的信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)服務。

  (四)改(gai)進(jin)和(he)完善國(guo)資(zi)監(jian)管(guan)(guan)(guan)對外(wai)門戶網(wang)(wang)站(zhan),推進(jin)信(xin)息公開(kai)和(he)在線(xian)服(fu)務(wu)(wu)。按照《國(guo)務(wu)(wu)院辦公廳關于加(jia)強政府網(wang)(wang)站(zhan)建(jian)設(she)和(he)管(guan)(guan)(guan)理(li)工作的(de)(de)意見(jian)》的(de)(de)要(yao)求,充(chong)分認識(shi)辦好政府網(wang)(wang)站(zhan)的(de)(de)重(zhong)要(yao)意義(yi),不斷健全和(he)完善政府網(wang)(wang)站(zhan)體(ti)系(xi)(xi),增強網(wang)(wang)站(zhan)功能。未開(kai)通對外(wai)網(wang)(wang)站(zhan)的(de)(de)省市(shi)國(guo)資(zi)委要(yao)盡快(kuai)開(kai)通,已開(kai)通的(de)(de)要(yao)努力提(ti)升(sheng)建(jian)設(she)和(he)管(guan)(guan)(guan)理(li)水平(ping),加(jia)快(kuai)建(jian)立比較完善的(de)(de)全國(guo)國(guo)資(zi)監(jian)管(guan)(guan)(guan)對外(wai)門戶網(wang)(wang)站(zhan)體(ti)系(xi)(xi)。各級國(guo)資(zi)委要(yao)按照“及時、準確、豐富(fu)、活躍”的(de)(de)要(yao)求,建(jian)立網(wang)(wang)站(zhan)內容保障機制,落(luo)實信(xin)息上(shang)網(wang)(wang)責(ze)(ze)任。完善網(wang)(wang)站(zhan)管(guan)(guan)(guan)理(li)制度,增強網(wang)(wang)站(zhan)服(fu)務(wu)(wu)功能,增強網(wang)(wang)站(zhan)權威性(xing)和(he)影響(xiang)力。加(jia)大(da)信(xin)息發布力度,提(ti)升(sheng)信(xin)息質量,提(ti)高(gao)國(guo)資(zi)監(jian)管(guan)(guan)(guan)工作透明度和(he)效(xiao)能,自覺主動接受各方(fang)面的(de)(de)監(jian)督(du)。大(da)力開(kai)發應用網(wang)(wang)上(shang)辦事(shi)系(xi)(xi)統,公布辦事(shi)流程,實行審批業務(wu)(wu)網(wang)(wang)上(shang)受理(li)、審批進(jin)程在線(xian)查詢(xun)和(he)反饋,為企業提(ti)供(gong)便捷高(gao)效(xiao)的(de)(de)服(fu)務(wu)(wu)。積極推進(jin)網(wang)(wang)上(shang)互(hu)動交流,開(kai)展在線(xian)訪(fang)談和(he)網(wang)(wang)上(shang)調查,提(ti)供(gong)網(wang)(wang)上(shang)咨詢(xun)、便民問答(da)、監(jian)督(du)投訴、領導信(xin)箱等服(fu)務(wu)(wu)。落(luo)實網(wang)(wang)民意見(jian)、問題、投訴的(de)(de)受理(li)反饋責(ze)(ze)任,提(ti)高(gao)網(wang)(wang)上(shang)服(fu)務(wu)(wu)效(xiao)率。

  (五)加強(qiang)(qiang)技術(shu)標(biao)準(zhun)和(he)(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)體(ti)系建(jian)設(she),保(bao)(bao)障信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)。按照(zhao)《國家(jia)(jia)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化領導小組關于加強(qiang)(qiang)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)保(bao)(bao)障工作(zuo)的(de)(de)(de)意見》的(de)(de)(de)要(yao)求,堅持積極(ji)防御、綜合(he)防范的(de)(de)(de)方針(zhen),全(quan)(quan)面提高(gao)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)防護能力(li)。根據(ju)(ju)國家(jia)(jia)標(biao)準(zhun),結(jie)合(he)國資監管(guan)工作(zuo)實際,建(jian)立(li)(li)統一的(de)(de)(de)國資監管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化總體(ti)標(biao)準(zhun)、應(ying)用(yong)標(biao)準(zhun)、應(ying)用(yong)支(zhi)撐標(biao)準(zhun)、信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)標(biao)準(zhun)、網絡基礎設(she)施標(biao)準(zhun)、管(guan)理(li)(li)標(biao)準(zhun)和(he)(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)編(bian)碼標(biao)準(zhun),規范信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化建(jian)設(she),確保(bao)(bao)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)共享和(he)(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)。要(yao)把日常(chang)管(guan)理(li)(li)、技術(shu)手段和(he)(he)應(ying)急機制結(jie)合(he)起來(lai),確保(bao)(bao)國資監管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)系統穩(wen)定(ding)運行(xing)和(he)(he)重要(yao)數(shu)據(ju)(ju)安(an)(an)全(quan)(quan)保(bao)(bao)密(mi)(mi)。抓緊建(jian)立(li)(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)等(deng)(deng)級保(bao)(bao)護制度,制定(ding)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)等(deng)(deng)級保(bao)(bao)護的(de)(de)(de)管(guan)理(li)(li)辦法,加強(qiang)(qiang)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)風險評估。建(jian)立(li)(li)科學(xue)的(de)(de)(de)密(mi)(mi)鑰管(guan)理(li)(li)體(ti)系,規范和(he)(he)加強(qiang)(qiang)以(yi)身份認(ren)證、授權管(guan)理(li)(li)、責任認(ren)定(ding)等(deng)(deng)為主要(yao)內容的(de)(de)(de)網絡信(xin)(xin)(xin)任體(ti)系建(jian)設(she)。建(jian)立(li)(li)和(he)(he)完善信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)監控系統,提高(gao)對網絡攻(gong)擊、病毒入侵、網絡失竊密(mi)(mi)的(de)(de)(de)防范能力(li)。要(yao)充分考慮信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)網絡系統的(de)(de)(de)抗毀性與災難恢(hui)復(fu),制定(ding)并不斷完善信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)應(ying)急處置預案。

  (六)加(jia)(jia)強(qiang)(qiang)對所出資企(qi)業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)設(she)(she)的(de)指導,推動(dong)企(qi)業(ye)加(jia)(jia)快提高信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)。促(cu)進(jin)企(qi)業(ye)加(jia)(jia)快建(jian)設(she)(she)和(he)(he)完善綜合管(guan)(guan)理(li)信(xin)(xin)(xin)息(xi)(xi)(xi)系統,推進(jin)信(xin)(xin)(xin)息(xi)(xi)(xi)集(ji)成、共享、協同,提高管(guan)(guan)理(li)水(shui)平(ping)(ping)和(he)(he)集(ji)團(tuan)控(kong)制力,加(jia)(jia)強(qiang)(qiang)對所屬各級子企(qi)業(ye)的(de)實時(shi)監控(kong)和(he)(he)管(guan)(guan)理(li)。促(cu)進(jin)企(qi)業(ye)加(jia)(jia)快開發(fa)(fa)(fa)專業(ye)應用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)(xi)系統,強(qiang)(qiang)化(hua)(hua)生(sheng)產營運過程(cheng)的(de)在線監測(ce)、預警(jing)和(he)(he)控(kong)制,實現(xian)精(jing)準、高效生(sheng)產。推動(dong)企(qi)業(ye)利(li)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)手段,加(jia)(jia)強(qiang)(qiang)對高能(neng)(neng)耗(hao)、高物(wu)耗(hao)、高污染(ran)環節(jie)的(de)監督管(guan)(guan)理(li),改(gai)進(jin)監測(ce)、預警(jing)手段和(he)(he)控(kong)制方法,進(jin)一步搞好(hao)資源(yuan)能(neng)(neng)源(yuan)節(jie)約利(li)用(yong)(yong)(yong)和(he)(he)環境保護。發(fa)(fa)(fa)揮(hui)企(qi)業(ye)主體(ti)作用(yong)(yong)(yong),加(jia)(jia)快發(fa)(fa)(fa)展電(dian)子商(shang)務(wu)(wu),通過供應鏈(lian)、客(ke)戶關系管(guan)(guan)理(li)等,形成完整的(de)電(dian)子商(shang)務(wu)(wu)價值(zhi)體(ti)系,增強(qiang)(qiang)市(shi)場(chang)競爭能(neng)(neng)力。發(fa)(fa)(fa)揮(hui)專業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)服務(wu)(wu)企(qi)業(ye)的(de)優(you)勢,承攬外包服務(wu)(wu),幫助企(qi)業(ye)低成本、低風險地(di)推進(jin)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)。積極探索開展企(qi)業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)評估工作。推動(dong)企(qi)業(ye)加(jia)(jia)快實現(xian)軟件正(zheng)版化(hua)(hua),在符合標準的(de)條件下優(you)先使用(yong)(yong)(yong)國(guo)產設(she)(she)備與軟件。

  四、切實加強對國資監管信息化工作的領導和協調

  推行國(guo)(guo)資(zi)監管信息(xi)化是監管方(fang)式的(de)(de)一場深(shen)刻(ke)變革,影響到方(fang)方(fang)面(mian)面(mian),涉及體制(zhi)改(gai)革和利(li)益(yi)調整,難度很(hen)大,任(ren)務(wu)艱巨。各地國(guo)(guo)資(zi)委要深(shen)刻(ke)認(ren)識(shi)實現國(guo)(guo)資(zi)監管信息(xi)化的(de)(de)重要性(xing)和緊迫(po)性(xing),樹(shu)立全國(guo)(guo)“一盤棋”的(de)(de)思(si)想,按照總(zong)體部署的(de)(de)要求,切實加(jia)強領導,精心組織建設(she),狠抓(zhua)任(ren)務(wu)落實。

  (一(yi))加強組織領(ling)(ling)(ling)導,做(zuo)到機(ji)(ji)(ji)(ji)構(gou)、人(ren)員(yuan)(yuan)、職(zhi)能和(he)責任“四到位”。信(xin)息(xi)化(hua)(hua)(hua)是先進(jin)技術和(he)管(guan)理的(de)集成(cheng)創新,各級國(guo)資(zi)委要(yao)把信(xin)息(xi)化(hua)(hua)(hua)工(gong)作擺到重要(yao)位置,建立健全信(xin)息(xi)化(hua)(hua)(hua)工(gong)作管(guan)理體制和(he)機(ji)(ji)(ji)(ji)制,切(qie)實(shi)加強對(dui)信(xin)息(xi)化(hua)(hua)(hua)工(gong)作的(de)統一(yi)領(ling)(ling)(ling)導和(he)重大項目的(de)協(xie)調推進(jin)。要(yao)把這項工(gong)作納入重要(yao)議(yi)事日程,主要(yao)領(ling)(ling)(ling)導要(yao)親自過問,分(fen)管(guan)領(ling)(ling)(ling)導要(yao)負責抓落(luo)實(shi)。要(yao)落(luo)實(shi)信(xin)息(xi)化(hua)(hua)(hua)工(gong)作機(ji)(ji)(ji)(ji)構(gou)、職(zhi)責和(he)人(ren)員(yuan)(yuan)編制,保證機(ji)(ji)(ji)(ji)構(gou)和(he)人(ren)員(yuan)(yuan)穩定,優化(hua)(hua)(hua)人(ren)員(yuan)(yuan)專業結構(gou)。有(you)條件的(de)地方要(yao)設立專門的(de)信(xin)息(xi)化(hua)(hua)(hua)工(gong)作機(ji)(ji)(ji)(ji)構(gou)。積極(ji)探索試行統籌信(xin)息(xi)化(hua)(hua)(hua)工(gong)作的(de)信(xin)息(xi)主管(guan)制度。

  (二)加(jia)強(qiang)規(gui)劃預(yu)算(suan),確保信息化持(chi)續(xu)健康發展。各級(ji)國(guo)(guo)資委要緊密結合加(jia)強(qiang)國(guo)(guo)資監管(guan)(guan)(guan)工作的(de)(de)需要,抓緊編制國(guo)(guo)資監管(guan)(guan)(guan)信息化建(jian)設(she)總體規(gui)劃,明確工作目(mu)(mu)(mu)標、建(jian)設(she)項(xiang)目(mu)(mu)(mu)和經(jing)(jing)費預(yu)算(suan)。按照項(xiang)目(mu)(mu)(mu)之間(jian)的(de)(de)邏輯關(guan)系和優先次序,落實年度(du)建(jian)設(she)計劃和項(xiang)目(mu)(mu)(mu)資金。辦(ban)大(da)事不要怕花(hua)小錢,關(guan)鍵是要把錢用好。要保證(zheng)建(jian)設(she)和運(yun)行經(jing)(jing)費持(chi)續(xu)投(tou)入(ru)(ru),信息化項(xiang)目(mu)(mu)(mu)的(de)(de)建(jian)設(she)經(jing)(jing)費,要按照中央政(zheng)府(fu)和地(di)方(fang)政(zheng)府(fu)分(fen)別(bie)負擔的(de)(de)原則,積極(ji)向當地(di)政(zheng)府(fu)主管(guan)(guan)(guan)部門申請解決;項(xiang)目(mu)(mu)(mu)建(jian)成投(tou)入(ru)(ru)使(shi)用后的(de)(de)運(yun)行和管(guan)(guan)(guan)理經(jing)(jing)費,要列入(ru)(ru)年度(du)行政(zheng)經(jing)(jing)費預(yu)算(suan)范圍。有條件(jian)的(de)(de)地(di)方(fang)可把信息化建(jian)設(she)和運(yun)行維護經(jing)(jing)費列入(ru)(ru)國(guo)(guo)有資本經(jing)(jing)營預(yu)算(suan)。

  (三)加(jia)強(qiang)制度建(jian)設(she),科學規(gui)(gui)范信息(xi)(xi)化工(gong)作管(guan)理(li)。建(jian)立健全(quan)規(gui)(gui)范的信息(xi)(xi)化工(gong)程預算、建(jian)設(she)、運行、維(wei)(wei)護和(he)(he)管(guan)理(li)制度,確保(bao)國資監管(guan)信息(xi)(xi)系(xi)統建(jian)設(she)和(he)(he)應用規(gui)(gui)范有(you)序(xu)。制定(ding)信息(xi)(xi)化建(jian)設(she)績效評價和(he)(he)考核辦(ban)法,加(jia)強(qiang)對(dui)信息(xi)(xi)化投入的審計、監督和(he)(he)績效評估(gu),建(jian)立和(he)(he)完善信息(xi)(xi)化工(gong)程建(jian)設(she)問責制。推進國資監管(guan)信息(xi)(xi)化建(jian)設(she),要(yao)堅持使用正版軟(ruan)件(jian),優先采用國產設(she)備和(he)(he)軟(ruan)件(jian)。對(dui)于軟(ruan)件(jian)開發、個(ge)人終端及網絡系(xi)統的運行維(wei)(wei)護,要(yao)積極面向專(zhuan)業機構(gou)探索(suo)實行技術外包,以節省投資和(he)(he)縮短周期(qi),獲取更優質的技術服務。

  (四)加強(qiang)隊伍建(jian)設,提(ti)高(gao)全員(yuan)(yuan)(yuan)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)應(ying)用水(shui)平(ping)。適應(ying)國資(zi)監管(guan)技術創新的需要,制訂信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)培訓(xun)計(ji)劃,組織(zhi)各級公(gong)務員(yuan)(yuan)(yuan)特別是領導干部開展信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)培訓(xun),宣傳和(he)(he)普及信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)知識(shi)(shi),強(qiang)化(hua)(hua)(hua)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)意識(shi)(shi),提(ti)高(gao)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)技能。在(zai)公(gong)務員(yuan)(yuan)(yuan)考錄和(he)(he)職(zhi)位(wei)競爭上崗(gang)考試中,適當增(zeng)加信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)知識(shi)(shi)的內容。選聘有經驗、懂(dong)技術的專(zhuan)業人(ren)員(yuan)(yuan)(yuan)從事信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)建(jian)設工作(zuo)。積(ji)極引進和(he)(he)培養國資(zi)監管(guan)工作(zuo)亟需的信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)專(zhuan)業人(ren)才和(he)(he)復合型人(ren)才。通過多種形式的學習培訓(xun),提(ti)高(gao)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工作(zuo)人(ren)員(yuan)(yuan)(yuan)的專(zhuan)業素質。

  (五)加強(qiang)工作交流(liu),推(tui)廣信(xin)(xin)息(xi)(xi)化(hua)建(jian)(jian)(jian)設先進經(jing)驗(yan)(yan)。定(ding)期組織(zhi)開展(zhan)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)化(hua)工作交流(liu)研討活(huo)動,及(ji)時通報信(xin)(xin)息(xi)(xi)化(hua)工作進展(zhan)情況,深入總結經(jing)驗(yan)(yan),研究解決共同面臨的(de)問題,部(bu)署共建(jian)(jian)(jian)項目工作任務。有條件(jian)的(de)地方(fang)要通過請進來(lai)和(he)(he)(he)(he)走出去相(xiang)結合(he)的(de)方(fang)式,學(xue)習借鑒國(guo)(guo)內(nei)外先進的(de)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)化(hua)經(jing)驗(yan)(yan)。建(jian)(jian)(jian)立(li)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)化(hua)工作交流(liu)機制(zhi)和(he)(he)(he)(he)載(zai)體,宣傳信(xin)(xin)息(xi)(xi)化(hua)建(jian)(jian)(jian)設的(de)成(cheng)效和(he)(he)(he)(he)成(cheng)功(gong)做法。適時組織(zhi)對信(xin)(xin)息(xi)(xi)化(hua)建(jian)(jian)(jian)設的(de)檢查評估,評選表彰國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)化(hua)工作先進單(dan)位和(he)(he)(he)(he)個人,為(wei)做好(hao)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)化(hua)工作創造良好(hao)的(de)環境和(he)(he)(he)(he)條件(jian)。
